It is worth noting that the president of the current convocation is also the youngest president ever to be elected in the history of Montenegrin Parliamentarism.

Parliamentary system

A Parliamentary System is a type of political system in which the executive branch of power, i.e. the government, is formed by the decision of the parliamentary majority it depends on. On the other hand, in a presidential system, executive power is elected directly by citizens and does not depend essentially on the will of the parliamentary majority. The presidential and parliamentary systems are two basic types of political systems and in addition to them there is a series of subtypes, the so-called mixed systems. 1

PACE Spring Session: Resolution on Post-monitoring dialogue with Montenegro adopted

n continuation of its Spring Session, the Parliamentary Assembly of the Council of Europe (PACE) considered the Report on Post- monitoring dialogue with Montenegro and adopted the Resolution analysing progress that Montenegro achieved in the period since 2015, when the said procedure was launched. The document, prepared by PACE co-rapporteurs for Montenegro Emanuelis Zingeris and Damien Cottier, focused in particular on the situation in four key areas: independence of the judiciary, trust in the electoral process, fight against corruption, and the situation of the media. Furthermore, they also considered the status of minorities and the fight against discrimination, freedom of religion, as well as in the field of the situation of refugees and internally displaced persons. The Parliamentary Assembly commended the Montenegrin authorities for demonstrating sustained political will and commitment to the posIt-monitoring dialogue and fully respecting its undertaken obligations, which was especially reflected in its continued co-operation with the Council of Europe’s monitoring mechanisms, its legal experts and the Venice Commission. Furthermore, they also commended the political maturity demonstrated by both the new majority and the new opposition in the immediate aftermath of the elections held in August 2020, that allowed for a peaceful shift of power and urged them to continue on this positive trend. With regard to the four key issues of post-monitoring dialogue’s focus, the Resolution recognised legislative and other activities implemented in the previous period, as well as the addressing of several issues pointed to by the Parliamentary Assembly and the Council of Europe’s monitoring mechanisms. However, they also noted limited progress in said areas, which is why the Parliamentary Assembly resolved to continue a post-monitoring dialogue with Montenegro, inviting it to show the presence of political will and undertake further steps to improve the situation, in line with clearly defined recommendations. Taking part in discussion on this item of the agenda, Head of the Montenegrin Parliament’s delegation to the PACE Maja Vukićević and delegation member Dragan Krapović referred to the current political situation in the country, focusing on challenges that Montenegro was currently facing.
