1. Sayyaf (along with former president Rabbani, and Ahmed Shah Masood) are responsible for the mass killings of Hazaras in Afshar, Kabul, in 1993. 2. Afghan Millat is a group of Ultra Nationalist Pushtuns that advocate Pusthun dominance at all cost. In the past, they worked behind the scenes, but now have emerged as a party (Note: to non-Pushtun ethnic groups, the word “Afghan” means Pushtun as is obvious by the use here as well).
36 Some important facts about Afghanistan’s Parliamentary Election results:
It clearly proves that despite un-just political and administrative steps taken during last many centuries (displacement of non Pushtuns by force from their native lands and distribution of the land amongst their own tribes, the ruling Pushtun ethnic is still not in big majority).
There are 10-reserved seats for Pushtun Kuchis (nomads). This means that these seats cannot be contested by any candidate of any ethnicity except Pushtuns. It is interesting to note that for a country who has never had the ability to conduct a basic census of its population, there seems to be a “clear” idea of Kuchi population—a group of nomads with no address, and always on the move. Hazaras, the most oppressed ethnic group, are the second largest ethnic group in this country when taking the following into consideration -:-
o Their ancestral homeland, Hazarajat, has been systematically divided into administrative areas to undermine their population. After the genocide of Hazaras during 1890’s by Pusthun ruler, Abdur Rahman Khan, in which over 60 percent of Hazaras were massacred, the 100% Hazara populated Uruzgan province was forcefully taken and distributed among Pushtuns who helped in carrying the genocide of Hazaras [ see: http://www.hazara.net/hazara/history/history.html ]. At present two Hazara districts in Uruzgan province i.e. Khas Uruzgan and Gizab are mainly Hazara populated area but due to threat of Pushtun majority and also Taliban, they have been unable to nominate and freely vote for their candidates. It is worth mentioning that Gizab was a part of Hazara dominated Daikundi province but was included in Uruzgan in 2006.
o The same case is with Hazara districts of “Lal wa Sar e Jangal” and “Daulat Yar” in Ghor province. They should be included either with Daikundi or Bamyan.
o Three Hazara districts-- Surkh Parsa, Sheikh Ali and Ghorband, have been given to Parwan province.
o Adjacent to above districts, two Hazara districts, Dai Mirdad and Besud, and upper parts of Jalraiz district i.e. Sang Lakh, Sia Petaw are presented to Maidan Wardak province. Again it is worth mentioning that during its second-term presidential election campaign Hamid Karzai made empty promises that he will create a new Besud province 37 comprising of above six Hazara districts and also create a new Jaghuri province comprising of Hazara districts of Ghazni province.
o The same prejudices have been imposed on Hazaras in Baghlan province.
o Many Hazaras have been listed as Tajiks. For example, Hazaras dwelling in “Dara-e Hazara” area in Punjsher province, Badakhshan province and Qila-e-Nau in Baghes province.
o On Election Day many irregularities have been exercised in Hazara dominated areas, including Kabul, as reported widely by national and international media. This includes, late opening of polling stations, shortages of ballot papers, distribution of wrong ballot papers etc (sending ballot papers of Ghor province to Bamyan province).
o Despite all these hurdles getting of 54 seats in Wolesi Jirga indicate that Hazara population is much beyond the official figure of 19%.
