PAUL WOJNO **DRAFT** COMMITTEE MEETING MINUTES January 21, 2020 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, January 21, 2020, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 711 (Sen. Bumstead) with recommendation and immediate effect. 2. Reported SCR 18 (Sen. Nesbitt) with recommendation. 3. Testimony regarding SB 696 (Sen. Outman). 4. Testimony regarding SB 659 (Sen. MacGregor). The Chair called the meeting to order at 3:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. Johnson to report SB 711 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 711. Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding SB 696: Sen. Rick Outman – Support Jodie Brigham Nowak – Support The Chair invited the following individuals to present testimony regarding SCR 18: Brian Calley, Small Business Association of Michigan – Support Page 1 of 2 The Chair entertained a motion by Sen. Theis to report SCR 18 to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, and Zorn. With opioid-involved deaths surging in Michigan, likely due to the COVID-19 pandemic,i it is critical that the legislature take all possible steps to learn more about how this crisis is impacting people across the state. Drug-fatality review teams will empower policymakers and health professionals in Michigan with additional information they can use to formulate policy and combat the addiction crisis in the state. While MISAM supports this legislation, there is room for improvement. Specifically, this legislation should be amended to list board-certified addiction medicine specialists as a group that is permitted to participate in the drug- fatality review team. Addiction medicine specialists are uniquely trained to understand the disease of addiction, and their inclusion on a drug-fatality review team will bring an invaluable perspective that is otherwise missing from these teams as currently conceived by this legislation.
