Prior to the meeting Cllr Stuart Shorthouse confirmed Doreen Taylor had resigned from Balderstone Parish Council in July and very recently Paul Mulrooney had also resigned from his duties of Parish Clerk.

Doreen and Paul will be missed, especially due to their many years of expertise and invaluable knowledge. The Parish Council would like to thank both Doreen and Paul for their commitment over the years and wishes them well.

Matters Arising

8 Members of the public attended the meeting. All introduced themselves, in the main they attended to see what was happening at the meetings, to meet the members of the Parish Council and to show support. Discussions included:

The Limey Valley Residents Association – 2 residents, new to the area, where very much involved in this Association at their previous residence. They informed the Parish Council of their success in a number of matters within Rossendale.

Mel Ball reported that the Neighbourhood Watch Scheme would now be for Balderstone and area, all matters have now been finalised therefore the scheme is now up and running.

Recent activities at Mellor Brook Community Centre involving antisocial behaviour where discussed. Cllr Stuart Shorthouse confirmed that the correct area for this issue would be with the Community Centre Committee, however some members of the Parish Council work closely with that Committee and the recent matters where known. Cllr Karen Barker confirmed that the issue had also appeared on a very recent communication from our area PCSO Caroline Pemberton (see correspondence received)

Cllr Stella Brunskill confirmed that the Community Centre had a Smoking Area to the rear of the building. Cllr Stella Brunskill informed the group that a recent breach of a Planning Condition had occurred with Sunday working. This had been reported to Council and the matter was dealt with swiftly. Cllr Stella Brunskill wishes to remind people to be vigilant and report any matters to enable swift action to be taken.

Cllr Karen Barker discussed the possibility of having a Parish Project – Enhancement of areas within the Parish. She has been in contact with County Council and Ribble Valley Council with a view to ensuring the correct procedures are in place and it was agreed this will be discussed further at the next meeting.

* Balderstone Parish Council (Karen Barker) and Local Councillors (Stella Brunskill and Noel Walsh) attended and spoke against this development at the Planning Committee Meeting on Thursday 1st August 2019.

On the evening many local residents, representatives from Lancashire County Council, Balderstone Parish Council, the neighbouring parish of Samlesbury and LALC attended to show support. However, despite our best efforts, together with over 100 residents, a number of local business and our MP all writing to object, unfortunately this was approved with conditions as per the Planning Officers recommendation. County Councillor Alan Schofield updated the meeting that work was still continuing on the Section 278 Agreement (see Lancashire County Council below)

Correspondence Received

Due to the recent resignation of the Clerk no regular correspondence email dated 4th September 2019 - PCSO 7143 Caroline Pemberton (Mellor, & ). Caroline was unable to attend tonight, however she did provide an update of Logs and Crimes for the Area. Committee Meeting due to take place 12th September 2019

BAe Systems

Balderstone & Mellor Parish Council Representative for BAe Liaison Meeting Cllr Stella Brunskill.

A tour of the facilities lasting over 2 hours was recently undertaken by representative from both Ribble Valley and .

Ribble Valley Council

Borough Cllr Noel Walsh confirmed that Borough and Parish Cllr Stella Brunskill is currently the Mayor. The year runs from May 2019 to May 2020.

Lancashire County Council

County Councillor Alan Schofield discussed the Section 278 Agreement that was included as a condition on the 1st August 2018 to planning request 3/2019/0398. It is hoped that safety measures such as double yellow lines could be incorporated into this as per his correspondence with Ray Bennett Principal Officer, Highways and Transportation, Lancashire County Council

It was also discussed that the possibility of opening up of Myerscough Smithy Road onto the new link road – Sir Frederick Page Way, had took a step nearer in that plans had been draw-up to facilitate this. However at this juncture no funding was available.

Vacancies

Cllr Stuart Shorthouse indicated that the vacancy for the Parish Clerk and Councillor would be deferred to the next meeting. However Borough Cllr Noel Walsh confirmed that due to the advertisement already being placed in the Parish Notice Board for the requisite days, and the person interested in this vacancy being present it would be acceptable to co-opt to the vacancy of Parish Councillor. Mel Ball was unanimously voted in.

The vacancy for Parish Clerk is deferred to next meeting.
