INTRODUCTION

Chaplin Farrant Ltd have been instructed to submit an application for Full Planning Approvals on behalf of Mr & Mrs Hall for rebuild of a redundant and semi-derelict garage and storage outbuilding to serve as additional residential accommodation on their property at;

The Haven, Thwaite Hill, Aldborough, Norfolk, NR11 7NU Garden

Town planning approval was previously granted in 2011 (Ref: PF/11/0640) for the annex to be converted.

In the previous application, the intention was to retain and reuse the building envelope for the annex. After the approval, closer inspection concluded that the condition of the existing building was poor and would require part demolition.

THIS STATEMENT

This Design & Access Statement has been prepared by Chaplin Farrant Limited to assist District Council Council in its deliberations.

Meadow LOCATION Proposed Annex The Haven is situated on a minor rural road within a small group of dwellings, in the parish of Aldborough and Thurgarden.

The following is a quote from the parish webpage;

“Aldborough lies three miles west of the A140 between Aylsham and . It is a To Alby & A140 thriving agricultural village, with houses dating from the 14th to 20th century To & Holt clustered round a traditional village Green, complete with a village pond.

The village also has a village shop and post office, a primary school, a surgery and pharmacy, a pre-school nursery, a Community Centre, the Church Rooms, a pub, a Chapel and the Parish Church of St. Mary”

The site is the curtilage of The Haven, amounting to approximately 948 m². Meadow

Boundaries are formed with a mix of fencing and hedging. To the north is a garden area attached to modern housing to the west with several mature trees, some oversailing the boundary; to the east is the party boundary to “Rest Cottage”, to the south the frontage to Thwaite Hill, and the west to “Burnside”. The west wall of the part demolished outbuilding formed part of the boundary with “Burnside”.

POLICY

Policy SD3 applies, recommending “Small Scale Developments will be permitted”.

CONSERVATION AREA & LISTED BUILDINGS

The site sits within the Aldborough Conservation Area. The Haven is not listed, nor a Key Identified Building as set out in the Aldborough Conservation Area Management Plan, although a nearby group of cottages to the east have been identified under “Erosion of Character”. Application Site

DESIGN

The design will follow the recommendations in the Aldborough Conservation Area Management Plan.

Existing mature trees to the north of the site are in good condition will be unaffected by the proposals.

Sustainable Design standards will be met, or wherever possible, exceeded for this development.

QUANTUM OF DEVELOPMENT

SITE AREA: 948 m²

DEMOLISHED OUTBUILDING AREA: 33.3 m² GIA

PROPOSED ANNEX AREA: 45.3 m² GIA

To match closely the materials and detailing of The Haven.

ACCESSIBILITY

An accessible threshold will be provided to the front entrance.

VEHICLES

There is adequate space within the site to accommodate visitor car parking and any additional car and cycle parking should this be required without parking on Thwaite Hill.
