    The Politics of Perception and the Citizenship Amendment Act 2019 Malini Bhattacharjee* The contours of politics often get shaped not so much on the basis of the actual impact of certain policies but more by the perceptions about their impact by different stakeholders. The Citizenship Amendment Act of 2019 and the controversy it has created is an important example in this regard. As Assam, Kerala, Tamil Nadu and West Bengal gear up for State Assembly elections this year, the CAA is back in public discourse and will possibly be a turning point in deciding the electoral outcomes in at least some states, if not more. Some analysts have argued that the CAA is likely to have an important impact in the elections of Assam as the CAA-NRC controversy has its genesis in Assam and because the sentiment against the ‘foreigner’ has been the highest in the region since several decades now owing to historical reasons. As is the case with several contemporary debates in India, the outlines of the CAA-NRC discourse continue to be framed within the binary walls of secularism vis-à-vis communalism. What appears to be missing in this debate is a serious intellectual reflection on how the CAA validates or deflects from the conceptual idea of citizenship in contemporary times. The larger normative rationale behind the objective of protecting the rights of religious minorities fleeing persecution from neighbouring countries has also been side-lined. While several analysts have criticised the CAA for being unjust to the north eastern states and for violating the Assam Accord, the question of refugees fleeing from erstwhile East Pakistan and Bangladesh has not been sufficiently well examined.

The controversy over the health minister has been growing even before the November election, after reports that the cost of sending Kuwaitis for treatment abroad skyrocketed to new highs. Some MPs put it at as high as KD 750 million last year. Opposition MPs have alleged that a majority of those sent for treatment abroad were in fact not patients but sent on what they described as “medical tourism or politi- cal medication”, under which thousands of fake patients were sent abroad to appease certain MPs.

    COVER STORY APRIL 2021 CENTRAL ORGAN OF CPI(ML) Rs. 25 COVER STORY MLAs Brutally Beaten Inside Bihar Assembly, Police Raj Act Passed The first use of the Bihar Special Armed Police Bill 2021 was perpetrated inside the Bihar Assembly itself on 23 March. Shattering all rules and traditions of the constitutional and parliamentary system, police and goons entered the Assembly, brutally beat up opposition MLAs and pushed them out, after which BJP-JDU passed the draconian Bihar Special Armed Police Bill 2021 changing Bihar into a Police Raj. Earlier, when the Assembly session commenced on 23 March the Opposition started protesting against the Police Raj Bill. The session was adjourned a few times due to opposition protests, and proceedings were obstructed throughout the day. At 5 pm before the session was to end, a large number of RAF police personnel were called inside the Assembly on the orders of the Speaker and the government. Marshals were of course already present. The Bihar DGP, Patna SSP and DM jointly oversaw the beating, kicking, fisticuffing of MLAs as they were pushed and dragged out of the Assembly. The SSP and DM were themselves among those who did the brutal beating. The entire Assembly was filled with police personnel and the Police Raj Act was passed in the complete absence of the Opposition. Journalists were also beaten up. Leader of CPIML legislative party Comrade Mahboob Alam's arm was twisted and wrenched. Comrade Sudama Prasad was pushed and shoved and he fell down the stairs, causing a serious finger injury. A CPIM MLA was so badly beaten up that he lost consciousness.
