DOVER DISTRICT COUNCIL Agenda Item No 7 REPORT OF THE HEAD OF HIGHWAYS, PARKING AND CCTV DOVER JOINT TRANSPORTATION BOARD - 10 NOVEMBER 2003 EYTHORNE, SHEPHERDSWELL AND COLDRED - TRAFFIC MANAGEMENT MEASURES Summary This report analyses the impact of the traffic management measures introduced in Eythorne and Shepherdswell - with Coldred, details further consultations undertaken with the Parish Councils and outlines further work that is being carried out. Recommendation The Board is asked to: Note that the introduction of traffic management measures in the villages of Eythorne and Shepherdswell -with - Coldred, together with the widening of Barville Road, has been successful in reducing vehicle speeds and traffic flows through the villages; and Agree that the Area Office and Dover Highway Unit continue to address the further points raised through ongoing liaison with the Parish Councils subject to the proven need and budgetary availability. This report has been prepared jointly by officers from Dover Highway Unit and the Kent Highways Area Office who have been involved in the development, implementation and subsequent consultations and monitoring of the proposals. 2. The Board will no doubt recall the strong local concerns that were expressed several years ago by the Parish Councils of Eythorne and Shepherdswell - with - Coldred together with (and to a lesser extent) Tilmanstone. These concerns essentially related to the to the traffic speeds both within and on the approaches to the villages of Eythorne and Shepherdswell. Other concerns related to the inappropriate use of the local roads by heavy goods vehicles, particularly those accessing the Pike Road Industrial Estate (the former Tilmanstone Colliery site) together with the suitability of the preferred approach route via Barville Road. 3. A number of traffic management measures were prepared through an innovative process involving extensive consultations and discussions with the Parish Councils, the District Councillors for the areas and the County Councillor. In addition, in order to ensure that the wider public views were also taken into account, the Parish Councils undertook formal consultations with the residents in their respective areas. 4. This process resulted in the introduction of the following traffic management measures: 10 Phase I - Traffic Calming Measures in the Villages 5. This involved the introduction in 2002 of a package of traffic calming measures, involving “gateway” features, ramps, improved road markings and coloured surfacing, and improved lorry route signing to the Industrial Estate at a cost of £100,000 including a contribution of £50,000 from the South East England Development Agency (Seeda); and Phase II - Widening at the Bends in Barville Road 6. The short, narrow section of Barville Road at the bends was widened in 2003 to around 6 metres to allow two lorries to be able to pass each other, and thereby encourage its use as the preferred lorry route. This improvement cost £140,000 and also included a contribution of £30,000 from Seeda. Monitoring 7. As part of the ongoing process of assessment of the measures (and through further discussions with the Parish Councils) further surveys have been undertaken within the villages following completion of the works to provide a “before and after” comparison. These surveys include: A - Speed Surveys: 8. Speed surveys were carried out at four locations along the route through the villages (Wigmore Lane/Eythorne Road) and in Church Road, Coldred, in 2001 and 2003, giving a "before" and "after" comparison. The results are shown in Table 1, attached at Appendix 1 . It can be seen that the 85 th percentile speeds have reduced in four of the five locations and have shown a marginal increase in the fifth. B - Traffic Flows: 9. Classified traffic surveys were carried out in Coxhill, Shepherdswell, Wigmore Lane and Barville Road in 2001 and 2003. The results are shown in Table 2, attached at Appendix 2 . It can be seen that vehicle flows have reduced substantially in Coxhill and Wigmore Lane, while the numbers of heavy vehicles have increased in Barville Road. 10. In addition, classified traffic surveys in Coldred and Eythorne were also carried out in 2003, together with further speed surveys in Eythorne. The results of these surveys are shown in Tables 3, 4 and 5 at Appendix 3. It can be seen in Table 5 that the highest 85 th percentile speed was recorded on The Street, Eythorne, in the westbound direction. C - Lorry Registration Surveys: 11. Registration Number Surveys of heavy goods vehicles were carried out on Coxhill, Shepherdswell and Wigmore Lane, Eythorne in May 2003 to ascertain the amount of through lorry movements using the Coxhill/Eythorne Road/Wigmore Lane route. The surveys were carried out between 07.00hours and 19.00 hours. Only two lorries were recorded as travelling along the route without stopping. 11 Further Consultations 12. As a result of ongoing discussions, your officers have attended meetings with both Eythorne and Shepherdswell - with Coldred Parish Councils (at their invitations) to consider the effectiveness of the measures and any other matters arising. 13. The meeting with Eythorne Parish Council took place earlier in the year - on 19 February - prior to the “after” monitoring of the scheme referred to above. A number of matters were discussed, including a petition from residents in Eythorne regarding the roundabout at Eythorne Road and traffic conditions in Coldred Road. These matters are summarised at Appendix 4 14. The meeting with Shepherdswell - with - Coldred Parish Council took place on 17 th September. This was attended not only by your officers but also by a representative from Tilmanstone Salads. The results of the monitoring relating to the Shepherdswell end of the scheme were tabled and discussed (and also subsequently sent to Eythorne and Tilmanstone Parish Councils for information). The Parish Council was generally supportive of the measures that had been put in place and the outcome of the monitoring. However, as with Eythorne Parish Council, a number of concerns were expressed relating to the scheme and other general traffic management issues. These are summarised at Appendix 5 15. At this time the only issue arising from Tilmanstone Parish Council concerns the adequacy of the directional signs and the need to ensure that there is a clear indication that heavy goods vehicles should be routed away from the village proper. This issue is receiving attention as part of a package of further route confirmatory signs, which are to be erected on the A2/A256 preferred route. These also include “For Tilmanstone Salads Follow Pike Road Industrial Estate” signs, which have been permitted by the Highways Agency on the A2 and will be funded by Tilmanstone Salads. In addition, consideration is also being given by Tilmanstone Salads to possible improvements to their address point. Conclusions 16. The introduction of the traffic management measures in the villages of Eythorne and Shepherdswell, together with the improved lorry route signing and the widening of the short narrow section of Barville Road have been successful. This has resulted in a reduction in both vehicle speeds and the traffic flow through the villages - including a reduction in the numbers of heavy vehicles - despite the continued expansion of Pike Road Industrial Estate. 17. The additional speed surveys carried out in Eythorne in 2003 showed that the traffic speeds on The Street were high, particularly in the westbound direction. 18. There are a number of associated traffic management measures that are receiving attention - as set out in Appendices 4 and 5 to this report, which will be actioned as appropriate having regard to the overall need and budgetary constraints. Background Papers Report to Dover JTB - 10 September 2001 Hi 1.46/Hi 3.4 12 Resource Implications If the further investigations being undertaken at present identify the need for any additional traffic management measures in the villages or the surrounding area, these schemes would need to be included as part of the District’s annual bid to the County for funding for Integrated Transport Measures. Consultation Statement The traffic management measures were developed through an innovative consultation process, which has been extended through a further series of discussions, meetings and correspondence with the Parish Councils.
