STUDENT GOVERNMENT ASSOCIATION INC. OF MONTCLAIR STATE UNIVERSITY Minutes March 20, 2019 Student Center Room 411

I. CALL TO ORDER

Meeting called to order at 3:06pm.

II. ROLL CALL

Roll call was done by Primo Davis, the President Pro Tempore.

III. ACCEPTANCE OF MINUTES

Minutes have been accepted.

IV. ADMINISTRATIVE REPORTS

Mariel Pagan: I would like to invite you to Governor Murphy's upcoming higher education announcement on Tuesday, March 26, 2019 at Rutgers University- Newark at 9pm. We hope to have a diverse group of students attend. If you are interested please let me know as we are looking to arrange transportation for up to 12 students.

V. OFFICER REPORTS

Emma Rush (VP): The event for commuter life has been solidified, it’s going to be April 8th from 11am-1pm. Can anyone work the event?

VI. CABINET REPORTS

Marie-Esther Buh (Class III Director): afternoon all,My name is Marie-Esther Buh and I am the Class III Director. During the 1st Town Hall, fellow student leaders had a few concerns and we were asked to take this back to the organizations and hear what they have to say. Here are the responses from all but 6 active Class III Organizations. In total 22 organizations out of 28 active organizations responded. * Within civil disobedience the vote was 18: YES, 4:NO to giving up food at our events. * Those who said YES thought that food prices are outrageous especially for Class III Budgets, it is not authentic to the specific community they are serving. * They also want to use this as a statement so Chartwells will give our plights a listening ear. * Those who said NO did so for a couple of reasons: * A lot of them do not wish to give up food because it is an integral part of their organizations and its mission, * They have previous commitments and cannot afford to do otherwise * It appears that giving up food will do more to harm us the organizations than Chartwells. So no need to fight fire with fire, instead let us invite them over to have conversations with them. * In regards to the budget for Class III organizations the vote was 16: Flexible, 3: Same, 4: Higher. * A lot more of the organizations wanted a change in the budget allocated to Class III Organizations to resemble that of Class I organizations. * This is because we believe that this will be the most effective way to allocate funds as well as benefit the organizations. * We propose this flexible budget based on an organization’s needs rather than the class system. * It also decreases the chances of an organization getting demerits in their RHA because of money (especially if it is not a necessity for the organization) On behalf of the Class III Organizations we are willing to sit down with the SGA and present proposals if needed, because we truly believe that budgets are a major part of how we operate as an organization. Thank you.

VII. COMMITTEE REPORTS

Jack Zhang (Chair of Government and Administration): Government and Administration Committee went through the Statutes. There were not many changes.

Arianna Tringali (Chair of Marketing and Publicity Committee): Hi everyone. So in committee, we have been discussing getting new filming equipment for the legislative meetings. We have narrowed down our search quite a bit, and currently, I am just waiting for the committee members to send me the best prices for the camera and equipment they can find before I talk to Emma and Vincent about where we are pulling funds from for this equipment. The bill will be in the agenda in the next few weeks. If anyone has any questions about the recording stuff, please let me know!

VIII. PROGRAM

IX. UNFINISHED BUSINESS

BILL S2019-011 Author’s Report:Giovanna: I just commend him for doing two presentations, in committee he did them both very well, and he knew what he was talking about. Ariana: Point of personal privilege what bill number is this? Emma: BILL S2019-011: Computer Club Class IV Charterment Questions for the Author: None. Committee Report: 4-0-0 Positive Recommendation Questions for the Committee: None. Debate and Discussion: Adonis: Do you guys do something with cisco? Candidate: well, I know the school did something with cisco and networking last semester, but currently we don't do anything with cisco, but that would be also if we were to get a connection with cisco. In know the school does have so we will probably connect with them. Emma: I want to mention that ummm as a Vice President I received all of this paper work and all the inquiries about the organization. (Inaudible) was the first person to send me anything about doing this clubs and I was confused like wait... why are you doing both clubs and then he explain to me all the process and he just been diligent and following up with me, umm as well as Giovanny and Primo to make sure this happens umm and I haven't seen anyone this dedicated to following up with myself as he has been with these two organization. Kevin:Also with the Cisco thing, umm if you definitely would get the CEHS techteam and also the IT tech team like if you might want to get them to come and teach Cisco . Candidate: Thank you! I'll definitely reach out to them. BILL PASSED WITH A ⅔ MAJORITY VOTE

BILL S2019-012 Author’s Report:None. Questions for the Author: None. Question for the organization: Ariana: umm, so in the bill it refers to your name...are you Montclair State blockchain club or just blockchain club? Candidate: yeah MSU blockchain club Ariana: so do you want to be Montclair Blockchain Club or MSU blockchain club? Candidate: MSU Blockchain Club Ariana: Motion to go back into authors report Emma: Now in the Authors report Ariana: so, umm so every time it says Blockchain CLub or Montclair BLockchain CLub, have it state MSU Blockchain Club Ariana: Motion to make a formal amendment Emma: point of Clarification, it has to say Montclair State University ( MSU Blockchain Club) but in their paperwork, they can just write MSU Blockchain Club as their acronym Ariana: Motion to make a formal amendment. Every time to say Montclair State University Blockchain Club Emma: amendment has been adopted Emma: back into question for the Organization Kevin:(inaudible) Learning any new languages,(inaudible) into Blockchain Candidate: yes for sure we will be learning some new languages Committee Report: 4-0-0 Positive Recommendation Questions for the Committee: None. Debate and Discussion: None. Emma: Point of information to the organization. Why aren't the other eboard member here? Can you explain why they are not here? Candidate: because they are.. We have a meeting right now and basically have a speaker because some of the eboard members are also part of the computer club, so basically they are just making sure that the meeting set up and they felt that there were no needs for them to be here. Emma: Thank you! Just wanted to make sure that was clarified. Ariana: point of information umm to you just to clarify so you're presenting this and computer club, and a lot of the eboard members also overlap between both clubs? Candidate: yes Ariana: OK Ariana: I have another question for you, I'm sorry. Ariana: point of information, so you think Blockchain can be something that is and you can feel free to say no to this question because I don't know much about it. Do you think Blockchain is something that can be done, umm as a subsidiary under the computer club? Candidate: so that's what I got asked when I presented at first and this is why I wanted to ( inaudible) because it will set some context, but the computer club basically... is a host of so many technologies and not just technology but many things in general. The computer club not only covers things like blockchain but… AI, just general computer science related things which in itself takes so much time that blockchain needs its own... I guess we can say spotlight. If I could I will love to create computer club to every revolutionary technology, not just blockchain but AI you know, deep learning, all this new technology that are coming out because they all deserve their own clubs, but obviously you can only do so much. The thing with blockchain is especially with this one can be specially applied to all industry and be relatable to other students with other major so umm you... If we didn't want to give it a much as a focus, yes it can be subsidiarity of the computer club in computer club we don't really specialize in any technology specifically because it has so much context to cover. Ariana: Point of information, what year are you and the other eboard member? Candidate: I am a junior and I'm graduating next semester and just a point of clarification. I'm the president of the Blockchain and the Vice President of the Computer Club. I have two other eboard with me and they are both juniors. James: I just want to say, that what are you doing it seems extremely interesting and I hope you have the best of luck ( unaidable) Candidate: Thank you! Kevin: (unaidable) and I know this technology and I believe that is really good to learn at this point because everything is progressing towards technology, not in just my major but any other major. Including business, finance, and even art fashion would have a thing like this come up in their life and their future. BILL PASSED WITH A ⅔ MAJORITY VOTE

BILL S2019-013 Author’s Report: None. Questions for the Author: None. Arina: so you mention lot of great events but do you plan on having events and programming to the the campus community itself Candidate:yes, once we start having general meetings and getting some ideas , because right now there only umm four executive board members that kind of communicate about this and we want to make sure that this is an organization that will be up and running before we start fully meetings , so once we have ful meetings we will gather ideas and kind of brainstorm with our general members to come up with events and things for the campus. Committee Report: 4-0-0 Positive Recommendation Questions for the Committee: None. Debate and Discussion: Jamie: I just wanted to say that I personally believe this will be a great benefit for the campus umm because ( unaidable) Ariana: I also think this is agret idea but..have you guys heard of Global Medical Brigade, so.. that an organization that currently exist under the SGA and pretty much do the exact same thing, that you want to do, except are they a part of a bigger organization? Emma: not that I'm aware of Ariana:I think they are just kind of their own thing at montclair but they do the exact same thing that you guys want to do, so if for some reason this charterment doesn't go through umm definitely look into Global Medical Brigade because is exactly the same organization Nick: point of information to the org , if you get 222 dollars as a class four... Emma: 250 dollars in matching funds so in total working funds would be 500 dollars. Nick: so how? do you want to put that towards your trip or to try and host events on campus Candidate: host Events on campus Emma: point of information, they cannot put it towards their trip, so it will have to be on something on campus. Primo: Hello, so i've been in contact with this organization and have been discussing you know the discrepancies and differences between Global Medical Brigade because that's is what this position entails, making sure there's a difference between and we don't have the same organization 6 times, we don't want 5 (unaidable) part organization, and I personally felt that their organization was different from Global Medical Brigade in the way they were going off about their process and stuff so, if that helps ease anyone else's mind, I think they are completely prepare and ready. Emma: Point of information for the President of Pro Tempore, what stood out from both of the organization? Primo:The countries that they visited and the fact that they are starting a new chapter, I think it could bring in alot more people compared to Global Medical Brigade which already has a set population, I think it could attract some of the same people but also be something different because that's what people want to see, difference Arina: Point of information, so the trip seems to be like inexpensive, obviously you could fundraise it which is awesome but... what if a students can’t afford to go on the trip because asking anybody for $1000 is a lot of money specially for college students, what else does your organization provide that students can still get involved with about having this trip to look forward to? Candidate: well gaining first hands work is our main factor because nursing school just recently started two years ago and that’s like big for us because when we try to volunteer at hospital, they told us we couldn’t yet because we didn’t have medical experience so I feel like that’s her main reason for start this to gain medical experience and run it for others as well. We will also be working with our nearby surroundings like Paterson and Newark and other areas and trying to provide care to low income families. BILL PASSED WITH A ⅔ MAJORITY VOTE

BILL S2019-016 Author’s Report:None. Questions for the Author: None. Committee Report: 5-0-0 Positive Recommendation Questions for the Committee: None. Debate and Discussion:Ariana: I think this is an awesome organization, and obviously all organization cares more so to their members that's why they are a tons of different organizations because everybody has different interest, like the players are not going to do a math workshop but you guys are not going to do an improv workshop kind of a thinglike…. I understand that but the reason why I think most of us were asking, was because you can't say here's a linken workshop that is only open to 20 memberslike…. is more like here's a linken workshop and we are going to tell our general members body first but if somebody random person showed up, then they showed up kind of a thing. I personally just want to make sure we are all in the same page and I see we are. BILL PASSED WITH A ⅔ MAJORITY VOTE

BILL S2019-018 Author’s Report: Evan: After the last meeting we had we were told to edit the questions which we did and we have four new questions instead of the original three, that we felt better trying to get the point across, same questions but easier to read. Ariana: make a formal amendment where it's submitted by it should say secretary of dining committee not chair of dining committee Emma: Amendment has been adopted Ariana: point of information, if somebody is to take authorship of a bill, and they don't hold the same position, as the original author, shouldn't automatically be change, or make another amendment Emma: assume to be change Evan: Motion to amend the new question instead of the old ones Emma:Amendment has been adopted Evan: point of information would it be possible to change the date for the service to today or tomorrow? For the same amount of time but just changed Evan: Motion to amend the time frame from March 21st to April 4th Emma: Amendment has been adopted Questions for the Author: Erick: you said it was going to go up tomorrow? Emma: Thats what gill just said. Emma:Back to authors report Evan: Motion to amend the dates march 25th to April 8th Emma:Amendment has been adopted Committee Report: 4-0-0 Positive Recommendation Questions for the Committee: None. Debate and Discussion: Evan: I could be wrong but i'm pretty sure I have learn with the kosher and halal the dietary needs are similar to each other and a halal stile it might not be but might like a halal however is not the same vice versa, some people might eat halal that are not necessarily kosher can eat BILL PASSED WITH A ⅔ MAJORITY VOTE

BILL S2019-019 Author’s Report:Jamie:Last semester we conducted a survey, we wanted know what the general student body had to say about any extended hours as well as shorter hours for the dining halls, as well as having breakfast serve all day. Questions for the Author: alshma: was there a NO respond because I don't see any here. Jamie: I don't believe so Ariana: Don't they already serve breakfast all day, like the egg station, the cereal etc. Giovanny: did you guys thought about the workers, like if they close at 10:30 they won't leave until 12:30? Committee Report: Positive Recommendation Questions for the Committee: None. Debate and Discussion: Jamie: we do have places who are open later like, the diner and bishop and like I said it wouldn't be the same people, they could shift and they wouldn't be working so late at night. Ariana:as a recommendation if it come to fighting a battle I believe keeping the dining halls open is the battle to fight first, so more students can eat specially after late classes vs focusing on serving breakfast all day. Jamie: Motion to make a formal amendment in the first whereas take out as well to offered keet the (inaudible) one , and for the second whereas take out and based on the questions regarding when is breakfast serve to the end of the period and keep the period. And the resolution take out as well as until served. Emma: Amendment has been adopted BILL PASSED WITH A ⅔ MAJORITY VOTE

BILL S2019-025 Author’s Report: James: ok so, usually for supplemental appropriation the president would write the bill but she's wasn't available, so after that it would be the class 1 representative, but (audible) swore in, so they didn't have one last semester (unadible) so I wrote the bill. Questions for the Author: Elshama: is this a permanent increase or just supplemental? . Emma: Just supplemental appropriations which means one time appropriated Committee Report:4-0-2 Recommendation Questions for the Committee: None. Debate and Discussion:Ariana:I just want to clarify that the memorial auditorium prices... the actual prices of the Memorial auditorium itself went up and also I know that they are mandated to have somebody backstage and somebody for lights which they didn't have to pay for last year so that also increase their price as well. Emma: point of information for the organization, have you spoken or sat down with the treasurer to have a showcase budget that would more accurately reflect what you will be needing in the future? Candidate: We have not actually had our meetings yet for next semester but he said they will be going out soon. BILL PASSED WITH A ⅔ MAJORITY VOTE

BILL S2019-027: MSU Muse Class IV Charterment Placed into Organizational Review Committee BILL S2019-028: Montclair State Neuroscience Association Class III Recharterment Placed into Organizational Review Committee BILL S2019-029: Multicultural Psychology Scholars Class III Recharterment Placed into Organizational Review Committee BILL S2019-030: Media Arts Mashup Class IV Recharterment Placed into Organizational Review Committee BILL S2019-031: Pre-Vet Class IV Charterment Placed into Organizational Review Committee BILL S2019-032: SASA Holi Event Placed into Appropriations Committee BILL S2019-033: Animal Activists Class III Recharterment Placed into Organizational Review Committee

BILL S2019-032 Author’s Report: Kevin: I want to make a formal amendment, Emma: Continue.. Kevin: I want to change James name to mine. Emma: Ok, so you can say motion to take authorship of this bill Emma: before I( unaidable) that motion.. Amendment. The first Whereas.. “Needs a budget increase of 3,400 dollars “is not relevant. Kevin: ok Emma: so say SASA…. Would like to host the third annual Holy event Kevin: I would like to make a motion to amend that “need a budget increase” doesn't need to be there and to be replaced by just class 1 organization SASA, “would like to host the third annual Holi Event” Kevin: Point of information Emma. Emma: Yes Kevin:(Unadible) in the breakdown ummm.. School performing transportation….. it's not there its scratch off, do I need to make an amendment to change that? Emma: The what? Is what? Kevin:In the breakdown school performing transportation, that breakdown.. Umm that is scratch off after talking to vincent, so do I have to make an amendment to have that taken off right now? Emma:Are you allocating the $200 to something else? Kevin: I believe so, yes . Emma:NO …………… Emma: back into authors report Kevin: motion to change the date back to march 6 Emma:it’s there a second? we need a ⅔ of the votes to adopt this formal amendment. Emma: amendment has been adopted. Thank you for going back. Questions for the Author: None. Committee Report: Motion to discharge Committee Emma:it’s there a second? we need a ¾ of the votes in order to discharge committee. Jharel: wait, can you explain what that is? Emma: um so if a bill is placed into.... Is considered from new business they didn't go to committee, right or they have could have went to committee but it could not have an official vote because the bill was not placed there. For this case James is the chair of appropriations and his committee has view this bill and they had a short presentation where they did all the steps of committee and had made amendment adopted and made at this meeting. so , for any bills there's .. committee either needs to be discharge or you have to go into committee as a whole, however this organization has been to committee unofficially.. so committee as a whole would be extremely redundant. That's why the choice was to discharge committee for this bill. It's a parliament procedure it has to happen Emma: we need a ¾ of the votes in order to discharge committee. Emma: Committee is discharge Questions for the Committee: None. Debate and Discussion:Nick: point of information for the chair, they said that other schools are allowed to come to this event but they are not paying is that allow? Emma: so basically because of the amount of people at event like this there's no way of knowing who is an MSU student and whos not. Ariana: since when do we pay for the parking lot? Emma: is more for the parking spaces, cause those are been “taken away”, basically since forever... also the signs, the cones, the set up etcc. Nick: you said that the $200 from transportation was being allocated somewhere else, where is it been put to? Candidate: Probably for extra color because, throughout the even people just keep coming back for more, and actually last year we were really close to running out last year. Ariana: I just want to point out that this is the third Holy event and this is the third time they have come and ask for money, so is something that has been consistent, like when we pass UAASO getting allocated money, so I just want to point out that is very similar circumstances. BILL PASSED WITH A ⅔ MAJORITY VOTE

BILL S2019-033 Author’s Report: None. Questions for the Author: None. Arina: Point of information to the chair, should it be stated in the bill that is Montclair animal activists versus just activist, it says animals activist, shouldn't it be Montclair Activists Emma: point of information to the organization, what is your name? Candidate: Montclair State Animal Activists, Plural Ariana: Motion to go back into Authors report Emma: Now back to the author's report Ariana: Motion to make a formal amendment, every time it says Aminal activist in the bill it should state Montclair Animal Activists Emma: with an S Emma: it’s there a second? we need a ⅔ of the votes to adopt this formal amendment. Emma: amendment has been adopted Ariana: Point of personal privilege, is Montclair Animal Activists Committee Report: 4-0-0 Positive Recommendation Questions for the Committee:Ariana: is that an unofficial recommendation? Emma: Correct, it's an unofficial recommendation Arina: because there are not enough people in the committee Debate and Discussion: Ariana: point of information to you Emma, ok so 3 tiers changed correct, they flipped? Emma: correct, so tiers, for most of you who don't know. Tier one is the highest of all class 3. They are required to host 6 events, and cosponsorship they are required to do 3 Ariana: point of clarification for yall. It used to be backward, tier 3 was the highest and tier one was the lowest, that's why I asked that question.

Jack: I like her power point, is colorful James: Thanks for everything you do on campus, otherwise a lot of people I know and myself included wouldn't be able to eat every day, so that's great. Inaudible: I just wanted to say maybe is a bias opinion, but I did meet with Emily a couple of time, and we went over the powerpoint ( inaudible) she's been very diligent with keeping up with everything and making sure that things were sent in on time, just wanted to let yall know Kevin:Thank you for bringing the vegan section to sam's because I know a lot of students who come from overseas and or looking for the inclusivity on campus.
