Belen (Ret.) was appointed by Judge Analisa Torres of the Southern District of New York in November 2014 to serve as the Facilitator to guide the Joint Remedial Process described in the “Remedies Opinion” in Floyd v. City of New York and Ligon v. City of New York Nos. 08 Civ. 1034 and 12 Civ. 2274. See 959 F. Supp. 2d 668 (S.D.N.Y. 2013). The Remedies Opinion highlighted community input as a “vital part of a sustainable remedy in this case,” and placed the input of those communities “most affected by [the New York City Police Department’s (“NYPD”)] use of stop and frisk” at the “center of the Joint Remedial Process.” In the Court’s view, “If the reforms to stop and frisk are not perceived as legitimate by those most affected, the reforms are unlikely to be successful.” Id. at 686. The Remedies Opinion ordered the Joint Remedial Process to provide supplemental reform ideas in addition to the “Immediate Reforms” overseen by Monitor Peter Zimroth. These supplemental reforms may be no broader than necessary to bring the NYPD into constitutional compliance. CONVENING PHASE In his role as Facilitator, Justice Belen conducted, along with the parties and various stakeholders, a civic engagement process to build relationships with individuals and i Case 1:10-cv-00699-AT-HBP Document 399 Filed 05/16/18 Page 6 of 312 organizations most directly impacted by the NYPD’s unconstitutional stop, question and frisk (“SQF”) and trespass enforcement policies. The Facilitator and his Team met with over 40 organizations to obtain input concerning proposed reforms related to the SQF and trespass enforcement practices of the NYPD and to help develop the process by which this community engagement should be conducted. FOCUS GROUP PHASE The Facilitation Team conducted a total of 64 focus group meetings — 40 groups focused on street stops and 24 groups focused on trespass enforcement. These focus groups were done in collaboration with community organizations, advocacy groups, community centers within New York City Housing Authority (“NYCHA”) developments, and the NYPD. The Facilitation Team also participated with the Monitor in focus groups of NYPD patrol officers, sergeants, lieutenants, commanding officers, and executives. Focus Groups were conducted between October 2015 and February 2017. LEADERSHIP MEETING PHASE The Facilitation Team conducted a total of 19 leadership meetings over the course of the Joint Remedial Process. The goal of the leadership meetings was to seek reform ideas from thought leaders at community, advocacy, clergy and policy organizations. The views shared at these meetings represented the judgement of professionals often based on their direct work with individuals and communities impacted by unconstitutional SQF and trespass enforcement practices. The formal meetings took place between July 2016 and February 2017. ii Case 1:10-cv-00699-AT-HBP Document 399 Filed 05/16/18 Page 7 of 312 COMMUNITY FORUM PHASE The Facilitation Team conducted 28 community forums throughout the 5 boroughs between October and December of 2016. The Community Forum Phase produced a series of public proceedings that included collaboration with the NYPD and many grassroots, community, clergy, and police reform organizations. These organizations worked in conjunction with the Facilitation Team to bring communities most impacted by SQF to solutions-oriented conversations in the form of community forums. Nine of the forums included the attendance and active participation of NYPD officers. FINAL

GeorGE, Staten iSLANd 12 RecommENdatiONS 13 rEFErENCES 2 TOTALLY BOGUS eXECUtIVe sUMMARY New York CitY made sweepiNg ChaNges to the CitY’s free parkiNg sYstem for government workers in 2008. The number of parking permits was slashed by 46 percent, to 78,000 permits. By handing out fewer parking passes each year, the City is encouraging more civil servants to ride public transit, easing traffic congestion while freeing up parking spots for others. Despite the reduction in city-issued parking permits, the system remains broken. Each step in the process—from creation of the permits, to distribution and enforcement—is fatally flawed, creating a system wrought with abuse and lacking effective oversight. In the present study, researchers at Transportation Alternatives canvassed five New York City neighborhoods and found that a majority of permit holders—57 percent—were either agency permits used to park illegally—double-parking or ditching their cars on sidewalks and bus lanes, or totally bogus permits. The study found that 24 percent of permits on display were illicitly photocopied, fraudulent or otherwise invalid. Clearly, further reform is needed. Modernizing New York City’s two-tiered parking system can help local businesses by freeing up space for customers and deliveries.

U.S. Tgovernment officials announced that Saddam Hussein had sent some arcane virus that was killing birds, mostly crows – and that it could be transmitted to people by mosquitoes. Panic en­ sued. The mysterious disease threatened to infect and kill people throughout the metropolitan area. “September 4th, 1999 was an extremely important day in the history of New York City,”1 one analyst noted. Indeed, the future history of our city, and the country as well, was about to change. I was in Prospect Park in Brooklyn on that warm day near the end 2 of summer. Hundreds of people were out in the park sunbathing, reading, kissing, walking their dogs. Kids were everywhere play­ ing baseball and soccer. Suddenly, helicopters buzzed just above the tree line and you could see what we later learned to be Malathion – an organophosphate pesticide invented as a nerve gas by the Nazis in World War II – spewing out in substantial bursts. The Mayor of New York City at that time, Rudy Giuliani, or­ dered the toxic pesticide Malathion sprayed from helicopters, air­ planes and trucks, poisoning the entire population, wildlife, soil, parks and waterways.

    annual report 2015 Brooklyn Legal Services Corporation A MESSAGE FROM OUR CO-EXECUTIVE DIRECTORS Dear Friends and Colleagues: Every day Brooklyn Legal Services Corporation A (Brooklyn A) helps improve the lives of people who live in pov- erty. We are dedicated to the principle that lawyers can help open doors and level the playing field for people facing enormous life challenges. Over the past year, hundreds of people like you - our friends and supporters - have supported our Mission to advance social and economic justice and community empowerment through innovative, collaborative, neighborhood-based legal representation and advocacy. Thanks to your support, Brooklyn A has been able to help more people in need than ever before. Our staff has tirelessly assisted thousands of people throughout Brooklyn, and New York City wide, in their fight for social justice. Through our Preserving Affordable Housing Program we closed 614 individual cases, affecting 1,666 individuals and families. We represented 86 tenant associations, in rent-stabilized housing, through which we have kept in and/or restored tenants to their homes. The Community and Economic Advocacy Program provided services to 160 homeowners facing foreclosure of which 49 cases were closed, impacting the lives of 355 adults (including 52 seniors) and 129 children. The Community and Economic Development Program represented 50 not-for-profit community-based organizations (CBOs) and community development corporations (CDCs) on 70 development and operational projects, which impacted the lives of 103,101 individuals and families. Our Community Legal Education work, including presentations, brochures, and website information, reached 46,038 people, enabling them to learn about their rights and protect themselves against landlord harassment.
