In this Notice of Apparent Liability for Forfeiture (NAL), we find that Cumulus Licensing LLC (Cumulus), licensee of South Carolina broadcast stations WDAI(FM), Pawleys Island; WSYN(FM), Surfside Beach; WSEA(FM), Atlantic Beach; WLFF(FM), Conway, and WHSC(AM), Conway,1 (Stations), apparently willfully and repeatedly violated the Commission’s equal employment opportunity (EEO) rules by failing to comply with the recruitment, self-assessment, record-keeping, reporting, and public file requirements.2 We conclude that Cumulus is apparently liable for a monetary forfeiture of twenty thousand dollars ($20,000) for these violations. II. BACKGROUND 2. This case implicates a number of the Commission’s EEO rules, including: Section 73.2080(c)(1), which requires a licensee to use recruitment sources for each full- time vacancy; Section 73.2080(c)(1)(ii), which requires a licensee to provide notification of each vacancy to any organization that distributes information about employment 1 WHSC(AM) changed its call sign from WIQB(AM) on April 30, 2010. -

INTRODUCTION "If in past summers Hollywood seemed to surrender its creative soul to the making of sequels, prequels, spinoffs, remakes and franchise films based on comic books, television series or video games, take a deep breath and prepare for the summer of 2002."1 With these words, the New York Times' Rick Lyman dubbed this past summer "the summer of the spinoff."2 Although it is most apparent in the movie theater, mass media art of all types in the United States is becoming increasingly derivative.
