ANIMAL QUARANTINE

GENERAL TERM:

Animal Quarantine means any place and/or any measures to prevent the introduction into, the dissemination from one area to another within and the spread from the territory of the Republic of Indonesia of animal pest and diseases.

BASIC LAWS AND REGULATIONS:

1. Law No.16 of 1992 concerning Animal, Fish, and Plant Quarantine; 2. Law No. 41 of 2014 concerning the Amendment of Law No.18 of 2009 concerning Livestock and Animal Health 3. Government Regulation No. 82 of 2000 concerning Animal Quarantine; 4. Government Regulation No.7 of 2012 juncto No.48 of 2012 concerning of Non Tax State Income Tariff; 5. Government Regulation No.47 of 2014 concerning Control and Eradication of Animal Disease; 6. Decree of the Minister of Agriculture No.422 of 1988 concerning Regulation of Animal Quarantine; 7. Decree of the Minister of Agriculture No.3238 of 2009 concerning Classification of Pests and Animal Quarantine Diseases, Classification and Specification of Its Carriers; 8. Decree of the Minister of Agriculture No.94 of 2011 concerning Entry and Exit Points of Carriers of Animal Quarantine Diseases and Plant Quarantine Pests; 9. Some of other related animal quarantine regulations.

PRINCIPAL OF ANIMAL QUARANTINE:

Animal Quarantine is based on sustainability of animal biotic natural resources.

THE OBJECTIVE OF ANIMAL QUARANTINE:

1. To prevent the introduction of quarantine pest and diseases of animal into the territory of the Republic of Indonesia; 2. To prevent the dissemination of quarantine pest and diseases of animal from one area into another area within the territory of the Republic of Indonesia; 3. To prevent the spread of certain pest and diseases of animal from the territory of the Republic of Indonesia

COMMODITIES/CARRIER OF PEST AND DISEASES OF ANIMAL UNDER QUARANTINE CONTROL:

Animal Quarantine has an authority to control the importation, exportation, and/or domestic movement of live animal, animal products, and biological products of animal origin through entry and exit points. These commodities include: 1. Live animals 2. Materials of animal origin such as meat, egg, edible offal, raw/half-processed/processed skin (skin hide, leather), animal blood, horn, bone, bird-nest, honey, frozen animal embryos, frozen semen, stuffed/preserved animal 3. Products of material of animal origins such as sausage, meat ball, shredded meat, meat bone meal, bone meal, processed meat, dairy products (cheese, cream, yoghurt, butter)

4. Other materials which are excluded from live animal, materials of animal origin, products of materials of animal origin such as vaccine, sera, hormones, animal drugs, diagnostic materials ie. antigen, tissue cultures, and other biologist products relating to animal health 5. Other carriers such as fodder, feed, remaining of passenger meals on board, aircraft garbage, manure, remaining of animal feed, dead animal during transportation, as well as any material or object which has been contacted with animal in means of transportation

QUARANTINE REQUIREMENTS:

IMPORTATION OF PET ANIMALS (DOG AND CAT) INTO THE TERRITORY OF THE REPUBLIC OF INDONESIA Documents requirement: 1. Import Permit issued by the Directorate of Livestock Service and Animal Health, Ministry of Agriculture; 2. Animal Health Certificate/Pet Passport issued by an Authorized Government Veterinarian from the exporting country; 3. Rabies Vaccination Certificate issued by Government Veterinarian or Licensed Veterinary Practitioner, and the vaccination shall have been performed at least 30 days and not more than 1 year prior to export/shipment 4. The pets shall have been 90 days year old at the time of export/shipment 5. The pets shall not be in pregnant or lactation condition; 6. The pets should be reported to the Animal Quarantine Officer at the point of entry at least 2 (two) days prior to arrival; 7. The Quarantine Veterinarian will perform quarantine inspection and verify required documents on arrival. If all required documents are found complete and the pets are healthy, the Quarantine Veterinarian will take the pets into quarantine premises/facilities/installation in the airport for further observation; 8. The pets shall subjected to quarantine observation for at least 14 days in quarantine facility in accordance with prevailing laws and quarantine regulations (Decree of the Minister of Agriculture No. 422/Ktpts/LB.720/8/1988, Article 16)

EXPORT REQUIREMENT OF LIVE ANIMALS AND ANIMAL PRODUCTS Document requirement: 1. Veterinary Health Certificate issued by an Authorized Government (Veterinary Service in District/Province of Origin); 2. Export Recommendation issued by an Authorized Government (Veterinary Service in District/Province of Origin); 3. Export License or CITES issued by Directorate General of Conservation, Natural Resources and Ecosystem, 4. For Pets, Rabies Vaccination Certificate issued by Government Veterinarian or Licensed Veterinary Practitioner, the vaccination shall have been performed at least 30 days and not more than 1 year prior to shipment/export; 5. The animal shall not be in pregnant or lactation condition; 6. The animal shall be notified to Animal Quarantine Office at the point of exit at least 2 (two) days prior to export; 7. Before departure, the quarantine veterinarian will perform physical examination on the animal/pet and verify all required documents. If all required documents are found complete and the animal/pet is healthy, the quarantine veterinarian will issue Animal Health Certificate to accompany the animal/pet to be exported;

8. The animal shall meet the requirement of designated country

Duration for quarantine service: 14 – 21 days

Service fees based on Government Regulation Number 48 of 2012 for importation of animal/pet as follows:

PROHIBITON:

To prevent the introduction into, the dissemination/spread inter island in the territory of Indonesia of the animal quarantine diseases, the Government impose the following prohibitions: a. Importation of animal (except Pet), animal products from the states in the continent of: America, Africa, Asia, and Europe, except Australia and New Zealand which will be permitted by Govt of Indonesia b. Importation of Pet (dog, cat, monkey) from an outbreak of Rabies or Rabies-infected countries and/or zones to Rabies-free area/zones in the territory of Indonesia

PENALTY PROVISION:

In comply with the Article 31 of the Law No. 16 of 1992, here are mentioned as follows 1. Any person who willfully violate the provisions referred to in Article 5, Article 6, Article 7, Article 9, Article 21, and Article 25, shall be punishable by a maximum imprisonment of 3 (three) years in addition to a maximum fine of Rp. 150.000.000,00 (one hundred and fifty million rupiah); 2. Any person due to negligence violate the provision of Article 5, Article 6, Article 7, Article 9, Article 21, and Article 25, shall be punishable by both maximum imprisonment of 1 (one) year in addition to a maximum fine of Rp. 50.000.000,00 (fifty million rupiah); 3. The punishable act referred to in Section (1) shall be a crime, and the punishable act referred to in Section (2) shall be an offense.
