Expression of Interest (EOI)

Expression of Interest (EOI) is invited from reputed firms/companies for development of concept, design & drawings, technical specification and prepare BoQ & cost estimates and tender documents for the project of Water Screen based Projection Mapping at Ward’s Lake. The details of project can be downloaded from Department’s website www.megforest.gov.in .The last date for submitting the interest will be on 30th September, 2019. The opening of documents will be on 30th September, 2019 at 4.00 PM in the office chamber of Principal Secretary to the Govt. of Meghalaya, Forest & Environment Department, Additional Secretariat Building, Shillong (Room No. 303) in the presence of bidders.

1. Back ground

One of the most popular attractions of Shillong, Ward’s lake is a must- visit place when in this pristine city. Also known as Pollock’s Lake, this artificial water body is encircled by an extensive lush garden and lies in the middle of the city. It is equally popular amongst locals, family vacationers and couples, as a picnic spot.

Presently, the Lake offers boating experience, a cafeteria and a 1.1 km long pathway. The bridge across the Lake is an iconic structure of the city and resonates with the colonial architecture. It is opened for public till 5:00 pm during winters and 7:00 pm in the summers. The place experiences good footfall, owing to its central location, however, given the limited road width, unorganized vending, encroachment and inadequate parking provisions the approach to the lake needs improvement.

In the middle of the lake is a wooden bridge from where you can enjoy a lovely view of the Lake and you can partake in feeding the fishes too. Visitors can also enjoy boating here on the placid waters of the Lake.

There is a cafeteria too in the lake’s complex where you can gorge on a wide variety of refreshments and beverages. Lying below (the Governor’s Residence), the lake can be easily accessed via local transport.

2. Overview of the Project:

Projection Mapping: The projection mapping show at the Ward’s Lake will be an audio-visual tour which will take the visitor on journey of the events and features that have lent Meghalaya its unique identity.

Water screen based projection mapping, similar to video mapping and spatial augmented reality, is a projection technology using water based surfaces such as fountains, water screens, mist and water into a display surface for video projection. By using specialized software, a two- or three- dimensional object is spatially mapped on the virtual program which mimics the real environment it is to be projected on. The software can interact with a projector to fit any desired image onto the surface of that object. This technique is used by artists and advertisers alike who can add extra dimensions, optical illusions, and notions of movement onto previously static objects. The video is commonly combined with, or triggered by, audio to create an audio-visual narrative. Projection mapping as a means of creative expression, believing that it can enhance existing creative mediums such as painting and drawing.

3. Objectives of EOI

The main objective of this EOI is to assist the Forest and Environment Department in the design and development of an educational and tourist-attracting Water screen based Projection Mapping show at the Wards Lake in Shillong, finalizing technical specifications and criteria for evaluating technical parameters

Now, the Department of Forest and Environment is seeking expert support for the design and development of the show in a more stimulating manner, adding a new attraction to the city and new ways to experience the Wards Lake that brings the world of Shillong to life.

The following activities are proposed:-

i. Development of A Water Screen based Projection Mapping System at Wards Lake, Shillong ii. Water Fountain display with colorful lights iii. Laser light show iv. Content development v. Composition, sound and light design, vi. Implementation Supervision vii. Installation of hardware/equipment viii. Commissioning as complete project

4. SCOPE OF WORK

The assignment will be implemented in two parts:

Part A: Projection Mapping System, Musical Water Fountain display with colorful lights and Laser light show:-

I. Assess the site to identify the most suitable and compelling location for Water Screen based Projection Mapping the display of the show, Musical Water Fountain display with colorful lights and Laser light show. Multiple areas, for multiple performances, may be proposed.

II. Content development: Research and design of an educational and tourist-attractive content for the show. The show should showcase Origin of the State, cultures of Meghalaya, Traditional Dance and Music Forms, its rich natural , Unique Selling Points (USPs) and how the state has evolved into a futuristic tourism destination etc. The contents to be prepared based of study and research on subjects from various sources like books literature and field visit. The content should be developed in a tourist friendly manner, accessible to visitors of different ages and backgrounds. The content should be peer-reviewed to ensure its accuracy. The script shall be approved by the subject matter experts - professors /historian/officials having experience in the related field, appointed by the , if any. Content will be prepared in and English. The duration of show will be minimum 15 minutes.

III. Composition, Sound and light design: Upon the review and approval of the proposed content, compose the sound and light effects, laser light show, Specification of system, equipment and materials, using high-efficiency bulbs and alike to ensure a financially lean and low carbon show.

Part B: Implementation Supervision till Commissioning

I. Upon the satisfactory completion of Part- A tasks, the bidder will program the show and test it for one week so then any improvement may be done during the period. The bidder will also prepare guidelines/manual for its operation and maintenance.

II. The bidder will also advise the State Government on maintenance and operation of the show.

5. COST ESTIMATES

The Bidder must provide broad COST estimates for the following activities:

6. Qualification criteria

The Bidder firm must have a multi-disciplinary team with proven experience in implementing similar assignments in protected monuments or tourist/historical/religious places. Areas of expertise required include, interalia, text, video projection and lighting design, composition and sound design, lighting and sound programming.

The team members should have minimum 5 years of relevant work experience in respective fields and should have successfully completed three different experience design projects.

Other qualifications include: I. Proven experience in coordinating and delivering high quality deliverables while maintaining a tight work schedule. II. Excellent communication skills and proven capacity to engage with relevant government agencies.
