PDA Mission Statement- Read by Dennis Thomas Executive Board Report: The PDA Executive Board met to create the agenda for the February meeting. Approval of Minutes from Previous Meeting Approval of Agenda for this Meeting Information for Members: This information was on the December agenda for members to review. Police Beat: Chief Ortega shared that they are in the process of hiring new employees. December was a good month with parade. Thanked John from Old Town Grill for burgers. City Report: Concern was reported about the Bell Tower outlet being used late at night. Cleve Morris reported lots of projects coming up from Measure L. Construction will be taking place on the Ramp near the East Bound Park and Ride as well as many other places among the city. Sewer projects as well as road projects throughout the town will be taking place in the next couple of months. Chamber Report: Jody handed out Wrap-up for Holiday Campaign. Clicks showed success. Suggestion from Milena at the end of the report adding more to the campaigns. Facebook ads could be doubling soon. Instagram can be another avenue to pursue. Reminded everyone that Tourism Summit is coming up January 19th 2018 in El Dorado Hills at the Holiday Express. Dennis commented that marketing is the most important subject we can discuss at our meetings. Heidi thanked Bill Robinson and Paul for photographs. Heidi to send out list of merchants that participated in holiday campaign via Constant Contact. Marketing and Events: Social Marketing Media Campaign-Mandy to head. Bill Robinson, Tim, Lorraine, Janet, and Andrew would like to also participate in the campaign. Anyone else is welcome to join. Flower Baskets Project—Presented by Heidi. Raising money for flower basket sponsorship. Promotion email to go out to PDA email list. $250 will get plaque on flower basket with name of family or business. Gardener Zane will be working on program. Heidi thanked Robinson’s Pharmacy as first sponsor this year. Art and Wine- still in the progress Heidi is working on bringing EDWA-El Dorado Wine Association and Beers in Sac Group to possibly reinvent Art and Wine. Bill Robinson reminded that Art and Wine festival typically has Pink in Night during October as well as Images of Hope Banners Craft Faire—possible cancelling 2018. Ruth discussed concern about arts being lost among community. Consider change of name— Artisan Faire or Maker’s Faire. Committee to meet sometime during the month of January and bring info back to February meeting. Need a calendar out for events on Main street. Girl’s —Sue announced kick off meeting on January 17th approx. 6pm. Tacos and Tiaras. All merchants are invited to join. Tacos compliments of Ambiance. Antique Faire-Still working on date Business Admin Position: Heidi was approved for an admin position with the PDA. She will be main contact for PDA, first in charge of Administrative Duties, second Liason, and third Ambassador Apple Hill Partnership: Agreement for being open to idea of building relationship with Apple Hill in hopes it will be mutually beneficial. Treasurer Report: Dennis went over financial statements that were sent out via email Open Forum: Dave- Asked to thank D.A. for staying on Main St. Concern about merchants on Main St. closer to Cedar Ravine not getting same benefits and bring up attn. to the city to maybe not just place offices in vacant buildings. Andrew looking into possibilities of Art and Culture Centers. Kirk addressed the need to bring attention to marketing to downtown businesses owners better get better participation. Ruth addressed the need to get more businesses to engage on the street.

Police Beat—Chief Ortega Placerville Police Dept. had a coffee with a cop event at Love Birds and will be spreading the event out to other coffee shops in town. Tod addressed noticeable homeless increase at Fox Lot. Chief Ortega stated best policy is to Contact Placerville PD if they are creating a problem City Report—Cleve Morris addressed the homeless in more detail if seen sleeping on the benches or aggressively talking to people, don’t hesitate to contact the police Chamber Report—Jody discussed Business Showcase, gave recognition to Jacyln Lovey for blind audition on the voice, Discussed Just 1 mile off the highway campaign and Air Canada Gold Country campaign AMGEN—Dennis showed Amgen Tour Video. Amgen tour will be riding through Main St. at approx. 11:20 a.m. on May 18th street will be closed from approx. 9 to 1 that day. Would like to think of the possibility of having Placerville be a host city in the future, wanting to do Americana theme, school bands?, ladder trucks holding American flags, looking to have lots of noise making possible cowbells, American flags, bunting. Committee created to make decisions on what direction Placerville wants to take for the upcoming event, will update next meeting. Question on drones—cannot be directly over the race . Bunting will be looked into for merchant buy-in. Placerville Artisan Faire—2019 currently looking at date in September 2nd weekend on a Saturday Farm to Pork—John Sanders with Old Town Grill discussed event on June 2, 2018 on the 3rd floor of the parking garage. Will have shuttles coming in from High School. Farm Table, Independent/Heyday, Old Town Grill/Smith Flat House will all be participating. Tickets are $150 ea and benefit the new FFA program at Union Mine. Announced preparations were being made for the upcoming storm. Ruth expressed concern of flooding coming down Reservoir St. Chamber Report—Jody Stated this was a very exciting time for downtown with all the events coming up brings lots of excitement for Main Street. Melissa discussed to Pork event coming up June 2nd on top floor of parking garage she is working with merchants on photographing items they would like to add to the silent auction. Featured Businesses announced Precision Eyecare and Volution Gallery AMGEN —Still working on getting merchant participation on decorations for event. Mandi will be working on the slow bike race and bike parade. Lots of marketing, pop-up tents for merchants, working on flyers and postcards on happenings for the day Girls Night Out —Sue updated City Facebook page had 2400 interested Girls Night Out Facebook page had 1600 interests, 600 books and bags will be distributed to Ambiance, Shabby Rabbit, Winterhill, Robinson’s and Violets are Blue. Police Beat – Chief Ortega announced that preparations for Amgen are coming along as are preparations for summer events. A few questions were fielded concerning the homeless population and disturbing the peace. The outcome: always call the police and say that the person in question is disturbing the peace.

City Report – Cleve Morris discussed the Amgen preparations and said they were coming along nicely. Street closure info will be coming out from the city: Friday, May 18, 8:30 am – 12 pm Main Street closed from Sacramento to Bedford. Rolling closures to Cedar Ravine. No parking on Main Street, garage will still be accessible via Hwy 50. Clay Street Bridge Realignment Project is moving forward. Reviewing public comments. Design workshop coming up within the next month and a half.

Open Forum – Angela from Pop Art asked if there was interest in renewing lobbying efforts for Caltrans to approve signage on east and West ends of Hwy 50 to indicate downtown amenities. More to come on that. Heidi mentioned that GNO needed a wrap up. Bill Robinson talked about the White on White event on Sunday, June 3 at rainbow Orchards. Tickets are $40.00.

Chamber Report – Jody Franklin brought attention to the Amgen collateral and Bike Maps that she brought. Planning for a live feed from Amgen is underway. A Canadian media group will be in the area on the same day as Amgen. El Dorado Adventist School – Gayle Norton gave a presentation on a new internship program. Change in Adventist School “Prepare for Life Through Life”. Model: Go change the world. Asking to start internship program with PDA merchants.

Featured Business – Changing to Spotlight on new website.

Opportunity Meeting – Monday, May 21 @ 6pm at Town Hall. This is an evening meeting for merchants and others who are unable to attend regular morning meetings.

Amgen – Tons of excitement and merchant participation. A sound system has been rented and there will be a bike parade, slow bike race, free ride on Main St., Bike Art, 600 cow bells, and 700 thunder sticks. Represented near the bell Tower: Raley’s (with free fruit), Friends of El Dorado Trail, Marshal Hospital, Parks and Recreation. Patty Borelli and Dolly Wager will coordinate on the day of the event. Looking for help passing out cowbells. Street closure: 8:30 am – 12 pm.

Brewfest – Saturday, June 23rd, 2018 from 5-9 pm. Beer venders will be on the street, not in stores. There will be up to seven food vendors on the street. Giving deference to local restaurants with limited response. Still reaching out. Jaime from Royal Six Tattoo asked how far up the street beer vendors will be placed; not past Bedford. Jamie stated that having vendors near Royal Six really helped his business. There will be a Beers in Sac pre party at Outbreak Brewery on Friday, May 4. Focus on including all businesses in events. General agreement that this event is about making money for the organization.

Octoberfest – September 22, 3-10 pm. Bleachers are possibly secured.

Antique Faire, Janet Sekany – Sunday, August 26th, 8 am to 3 am. Applications are going out. Need some help coordinating? Meeting on Monday, May 7 at 6 pm at Roundtable Pizza.

Hangtown Days, Sue Taylor – Saturday, June 9 at 1 pm. Reaching out to merchants for participation. Flyers ready. There will be events at the bell tower. at Old Town Grill; Saturday, May 19 3 – 8 pm.

Placerville Artisan Faire —Ruth has been visiting Craft Faires and inviting particular artisans that we would like to see on our streets Flower Baskets Project—Baskets are up on street paid for by donations received approx. $3,000 but need approx. $6,000. 14 plaques are going up. Best to call non-emergency line when there is a problem 530-642-5298. Sue asked about recent stabbings and suggested more be questioning the DA why they are still on the streets. Mandi expressed concern about Alex and his cat calling City Report—Cleve Morris will be looking into harassment by Alex to see if anything can be done. County is currently working on better program for homelessness and hope to see improvements in the near future. Still looking for someone to help on the committee for sewer and water meets four times a year needs to be a business owner. Council approved tax measure to go on ballot for legal marijuana, next meeting is to define what type of businesses will be allowed in the city. Next meeting is August 14 will be on agenda. Prop 64 has given cities authority to decide how to restrict and control where these businesses can be placed. Need letter from PDA by first of September…How do business owners feel about a marijuana business on Main St? Chamber Report—Jody announced newly formed partner opportunities. Adventures on the road to Lake Tahoe campaign, part of the Hidden Gems campaign lots of ways to partner up. Tourism Summit in January, many ways businesses can participate. Open Forum –Keith from Gold Rush Chorus has gone to Mayor Wendy Thomas to create a town song for Placerville. Will be based on the history of the town, is in need of forming a committee of approx.. 5 people Andrew will be one of them. Bill let everyone know that the Banners on Parade brochures have been placed in shops. Hangtown Days RECAP—Sue Taylor- Merchants that went on the street did really well. Bill did a great job on photos. Merchants have already approached her to be put on for next year. Need to work on raising money for next year. This year was net neutral event for PDA because of generous donations from some groups. Ruth gave big thanks to Sue and committee for doing such a fantastic job of bringing Hangtown Days to life. Round Table has many ways to help with fundraising events; Gold Rush Chorus will not charge as to be a gift to our community Brewfest RECAP -Heidi acknowledged that the street closure was hard on businesses during the day; Total income was $57,430 Budgeted for $17,000 finished at $16699…was very close. Beers in Sac felt rushed needs approx. 5 hours to set up. Possibility of moving time to 6-10pm close street at 1 for more morning business give chance for some to maybe come for early dinner before event. Beers in Sac needed more volunteers for cleanup. City can arrange for key to empty overflowing garbage cans. Need about 6 to 8 additional volunteers for cleanup. Heidi thanked James and Round Table for participation of Brewfest Oktoberfest —This will be a much different setup for street closure should not need as much time. Powell’s Steamers will be doing a fundraiser Aug 6th . 2 piece German Band, menu, and guest bartender, this will help to get the bleachers to partner with El Dorado High School so we can borrow them for event. Need approx. $2200 for the one bleacher. Wine and Art —Ruth said they have a very active committee. Beers in Sac is handling the wine side while their committee is handling the art side. Asked Bill to maybe help with a good picture of baskets. Still in need of more donations have only collected half of what is needed. Holiday Committee Chair is needed, would like to try marketing campaign through social media this year that does contests and games Business Bliss Babe Magazine out of Reno will be doing a spread on women in wine. It will be 8 to 9 page spread on EDC. 2 pages spread will be set for PDA 4 businesses owned by women on Main St. have already been chosen, they have each paid $200 to be in. They are Ambiance, Placerville Flowers on Main, Combellacks, and SoulBuni Silversmith Events Workshop need to plan a workshop in September will send out another survey about events will be an evening meeting to inform board. September 12 meeting will be at Town Hall or Carey House 6pm Recruitment of PDA officers -looking for volunteers to serve on the board. Executive Board Report—The PDA Executive Board met to create the agenda for this meeting Roll Call —Board Members present: Dennis Thomas, Tim Taylor, Tod Pickett, Delloree Vosper, Cherie Cornelison Approval of Minutes from Previous Meeting Approval of Agenda for this Meeting Police Beat —Chief Ortega August 7th @ 5PM will be National Night Out. Begins at the M.O.R.E. Center on Placerville Drive. The whole city participates food will be at all events. City Report—Cleve Morris-Blue Ribbon Committee is meeting tonight @6 PM to discuss future for city buildings, the same presentation will be given on August 14 th the city council. Currently working on Canal St. Project, Pacific St. Project is to begin this fall. To see the project list you can visit city website under engineering. Chamber Report—Cathy- the annual Golf Tournament will be September 19 th it is going to pirate themed benefits the charity Hands4Hope, the chamber is handing out cards for visiting El Dorado Breweries. Open Forum – Lorraine questioned ordinance on sandwich boards—cities choice to enforce Locable Minute—Heidi has office hours for getting business set up on website and in near future learning opportunities about blogging to tell our story, Monday Mornings 8:30 to 10. Video presentation (video is found on locable website and Heidi will be sending out a link via email). Help promote and market businesses. It’s essential to take on a roll in marketing ourselves within our community. Events— Beers in Sac—Rebecca Scoville was present to discuss Beerfest as well as tell all about upcoming events Feedback on Beerfest –Tod expressed concern because breweries were not in shops this year wanted to know if Art and Wine will be the same. Rebecca let everyone know that most breweries did not want to be in stores because they didn’t get the exposure they needed to come to event. Art and Wine will have wineries in shop like last year. Oktoberfest —will be similar to events in the past, wiener dog races, event schedule, will have some games. They are in need of more food vendors “German themed foods” would like to have local restaurants participate as vendors Placerville gets first dibs and please contact Beers in Sac if interested. If they do not get enough vendors they will need to bring in outside vendors to cover food. Wine and Art —Ruth said they have a very active committee. Beers in Sac is handling the wine side while their committee is handling the art side. Looking for manual typewriters. Art demonstrations will be on the street. Looking for a cellist if anyone knows one. Antique Faire —currently have just over 80 vendors Placerville Artisan Faire —no update currently will be May 5th Flower Baskets Project—Weather has been really hot might need 2 watering’s? GNO -Committee has named their theme Hollywood Glam already working on date for next year might be during passport weekend Holiday Committee Chair John Clerici has volunteered to be chair and Wendy Goosan has agreed to participate, still have room for others to help with marketing, decorating the street, finding Santa, etc. Business Events Workshop Planning on September to revisit events look at how each did financially, how well they succeeded. How many events do we want to have to support merchants and help market our downtown. Recruitment of PDA officers -Dennis will be running for city council. An email will be sent out to define what positions will be open and responsibilities. Marijuana on Main St. Need merchant opinions/input on a shop on Main St. Email will be sent out to get feedback. As of right now proposal seems to be excluding historical district, concerns have been expressed for parking. Treasurer report -no update

Meeting was called to order at 8:06 am

Executive Board Report – The executive board met to create agenda. Also, looking for new board members.

Roll call – Board members present: Todd Picket, Janet Sekany, Tim Taylor, Dennis Thomas, Shelly Tollefsrud, Andrew Vonderschmitt, Delloree Vosper, Mandi Winnicki. Jeff Meader. Absent: Cherie Carnelison

Police Beat – Commander Wren had nothing new to report. A discussion on Main Street crime and the homeless problem followed. Wren stated if anyone is actually committing a crime a call to PD should be placed. However, homelessness is not a crime. Direct line to Placerville PD dispatch: 530-642-5280

City Report – Dave Warren filled in for Cleve Morris who was out of town. City Council would hold a formal reading of the Cannabis Ordinance on Sept. 11 and again on Sept. 25 at Town Hall and take public comment at those times. The approved Caltrans 1-lane closure on Hwy 50 in Sept. was blocked and moved to the spring due to impact on local commerce. Some discussion about proposing to Caltrans signage on Hwy 50 stating Local and Business Traffic only during Apple Hill Season took place.

Chamber Report – Laurel Brent Baum informed the crowd that the annual business directory is being revamped. More to come. She also directed those who are interested to visit https://visit-eldorado.com/industry-info- resources/ to see the Economic Impact of Tourism in El Dorado County report. Latest promo from the Chamber is the El Dorado Ale Trail of the Western Slope which has shown some success. Lastly she mentioned that they are still engaging in relocation packages for new business and residents.

Open Forum – Dennis Thomas said that there were many good comments regarding the homelessness issue and that there was obviously more work to be done. Mandi Winnicki mentioned that the recent events have been great and that we should continue to focus on tourism. Ruth Michelson mentioned regarding the homelessness topic from the Police Beat conversation that the county needs a homeless shelter and that we need to be careful not to criminalize homelessness. Bill Robinson talked about the upcoming Pink in the Night and merchants should look out for their pink lights for their store fronts. He also mentioned that the Banners on Parade keepsakes were still available until Sept. 16. Sue Taylor talked about the Cannabis Ordinance and mentioned concern that the city does not have the resources to regulate/monitor potential problems. Commander Wren stated that the industry is heavily regulated and he believes the city does have the resources to monitor.

Marketing and Events – Updates from committees and Administrative Assistant.

Antique Faire, Janet Sekany – It was a great event! 73˚ perfect weather. Total revenue: $3,332.89. A plan is in place for improvements for next year.

Octoberfest, Heidi Mayerhofer – Looking for more help with clean up.

Wine and Art Festival, Andrew Vonderschmitt – Update on participants from the Art committee for this event. We currently have live performances on the Main Stage from Imagination Theater!, Foothills Dance, El Dorado High School, and possibly more to come. Soulbunni, Fine Arts in the Pines, Placerville Art Gallery, Gold Country Artists. Also, we have two live musicians and live Improv Poetry. Heidi Mayerhofer mentioned that wineries will indeed be pouring inside merchant locations.

Flower Baskets, Heidi Mayerhofer – The baskets have been refreshed.

Girls Night Out, Sue Rees – Discussion about date for next year. Decided that dates would be addressed at the events workshop on September 12.

Events Meeting – A meeting is set for September 12 at 6 pm at Town Hall to discuss the Mission of the PDA, events; how and why we do them, and how we fund our various endeavors. All are welcome. Food will be served.

Officers and new board members are needed – Tim Taylor mentioned that nominations will be accepted at the October regular PDA board meeting. If you or someone you know is interested in serving on the board be at that meeting on October 4, 2018 at 8 am at the Cary House to place a nomination.

Evening Meetings – The idea of holding evening meetings was discussed at length. Dennis Thomas moved that beginning January, 2019 regular PDA meetings be moved to 6 pm. This would be on a trial basis and the Board would reevaluate the effectiveness of the change in June, 2019. The motion passed unanimously.
