Based on data collected between March 5 and October 16, we adopted the Issue Mapping methodology, which seeks to map everyday narratives, relevant facts or events in the networked public sphere. Two organically articulated axes composes the textual structure. In addition, we offer a detailed explanation of the current political scenario along with the analysis of the Twitter information flow based on street demonstrations (pro and against), impeachment trial, and the 2016 Summer Olympics. O’Shea, Chair My dissertation investigates the politics of festival curation and production in artist-led theater festivals across the Portuguese-speaking (or Lusophone) world, which includes Latin America, Africa, Europe, and Asia. I focus on uses of Lusophony as a tactics to generate alternatives to globalization, and as a response to experiences of racialization and marginalization stemming from a colonial past. I also expose the contradictory relation between Lusophony, colonialism, and globalization, which constitute obstacles for transnational tactics. I select three festivals where, I propose, the legacies of the colonial past, which include the contradictions of Lusophony, become apparent throughout the curatorial and production processes: Estação da Cena Lusófona (Portugal), Mindelact – Festival Internacional de Teatro do Mindelo (Cabo Verde), and Circuito de Teatro em Português (Brazil). -

Os usos da educação na carreira de profissionais da política Letícia Bicalho Canêdo UNICAMP O espaço de poder no Brasil está sendo cada vez mais ocupado por indivíduos com investimento acadêmico em escolas de prestígio no exterior e que construíram suas carreiras em mercados internacionais de conhecimentos técnicos. Para compreender os efeitos desse fenômeno na competição democrática, este trabalho explora dados biográficos de 34 políticos brasileiros em posições representativas nas instituições centrais do Estado (Parlamento, Governo) em dois períodos de reestruturação do espaço político brasileiro (1945/64 e 1984/02). Analisa os recursos sociais e o tipo de conhecimento escolar utilizados por eles, avaliando-os a partir das chances desiguais que lhes foram oferecidas para permanecer e atuar no campo instável da política. O espaço político brasileiro: políticos tradicionais e tecnocracia A ocupação de posições dominantes na esfera política brasileira vem sendo descrita pelos estudiosos como uma progressiva substituição de antigos bacharéis, com seus conhecimentos de direito constitucional, por indivíduos que combinam conhecimento técnico sofisticado com sensibilidade política. Fernando Henrique Cardoso é sempre o modelo citado. Economistas eleitos por voto popular para o Parlamento, como José Serra, Delfim Neto, Eduardo Suplicy, entre outros, são exemplos paradigmáticos fornecidos para mostrar o afastamento dos especialistas em direito das posições representativas nas instituições centrais no Estado (parlamento, governo). A base da descrição desta história política situa-se na reestruturação do espaço político que se seguiu ao período de domínio dos militares e na emergência de uma nova ordem econômica mundial, com as implicações daí decorrentes em termos de desemprego e intensificação das crises financeiras. -

Ten years of the Bolsa Família Program in Brazil and the Perspectives of the Citizen’s Unconditional Basic Income in Brazil and in the World Eduardo Matarazzo Suplicy Eduardo Matarazzo Suplicy is currently a Brazilian Senator for the State of São Paulo, three times elected: in 1990, with 4.2 million or 30% of the valid votes; in 1998, with 7.6 million or 43% of the valid votes; and in 2006, with 8.986.803 or 47.8% of the valid votes. The Worker’s Party (PT) Direction in São Paulo, by unanimous vote, decided to indicate him again for a fourth mandate as Senator for the October 5 elections. The PT Convention that will officially nominate himwill be held in June 21. Suplicy was also a professor of Economics at the School of Business Administration of the Fundação Getúlio Vargas in São Paulo, from 1966 to 2012, when he retired. He received his MBA and PhD at Michigan State University. In 1971/2 he was a visiting scholar and a professor at Stanford University. Suplicy is the author of “The Effects of Mini devaluations in the Brazilian Economy”, his 1973 Ph.D thesis, published in 1974, by Fundação Getúlio Vargas; “International and Brazilian Economic Policies”, Editora Vozes, 1979; “Citizen’s Income. The exit is through the Door”, Editora Fundação Perseu Abramo and Cortez Editora 2002, 4th ed. in 2006 (Editions Calmann-Lévy, Editor of books of Marcel Proust and Celso Furtado, has just decided to publish this book in France); and “Citizen’s Basic Income. The Answer is Blowin´the Wind”, L&PM pocket, 2006, all of them in Portuguese. -

The literature usually stresses the role of elected politicians and the parliament in framing policies and underestimates governmental stakeholders, who do not hold elected offices, and bureaucrats. This article aims to highlight the active role of high-level federal bureaucrats in the design of policies. The analysis reclaims the classical categories and concepts developed by Lindblom (1980) and Crozier (1964), which points to the hybrid behaviour of bureaucrats and politically-appointed actors. Our aim is to show that decision-making is the result of the interactions between elected politicians and hybrid high-level federal bureaucracy, who organize themselves in groups around different technical-political projects. -

Arguments for basic income, universal pensions and universal child benefits in Norway Christian Petersen Master thesis Department of Comparative Politics University of Bergen June 2014 Abstract Basic income is a radical idea which has gained more attention in many countries in recent years, as traditional welfare states are having trouble solving the problems they were created to solve. Basic income promises to solve many of these problems in an effective and simple way. The purpose of this thesis is to study basic income in a way which can supplement the existing literature, and make it relevant in a Norwegian perspective. Hopefully this can contribute towards placing basic income on the political agenda and in the public debate. A large amount of literature is written on basic income, but by comparing the arguments used to promote a basic income with empirical data from previously implemented social policy in Norway, I hope to contribute towards an area which is not well covered. To do this I identify the arguments used to promote a basic income, and compare them to the arguments used to promote other universal social policy in Norway at the time they were introduced. The empirical cases of the universal child benefit and the universal old age pension in Norway has been chosen, because they resemble a basic income in many ways. The study is of a qualitative nature, and the method of document analysis is used to conduct the study. The data material for basic income is mainly scholarly literature. The data materials used for the analysis of the child benefit scheme and the old age pension are government documents, mainly preparatory work for new laws, legal propositions put forward in parliament, white papers, and transcripts of debates in parliament. -

Suite 2100, Harris Building [email protected] 1 The Basic Income Grant as Social Safety Net for Namibia: Experience and lessons from around the world Karl Widerquist ABSTRACT This paper discusses strategies for providing a social safety net and argues that the Basic Income Grant (BIG) is the best way forward for Namibia. BIG is a regular, unconditional income given to all individuals as a right of citizenship. This paper draws on international experience from countries (such as the United States, Brazil, India, Kenya, and others) that have experimented with BIG or employed some form of cash transfer. It compares these experiences with the more traditional targeted approach, in which recipients are required to work unless they can show they are unable to work or unable to find work. It discusses the successes and weaknesses of various approaches and the pros and cons of implementing unconditional cash transfers versus targeted programs. It assesses the potential financing of a fiscally sustainable BIG and the impact of BIG on poverty and inequality for Namibia. 2 1. INTRODUCTION Unquestionably, the social safety net in Namibia needs a major expansion. Namibia is one of the most economically unequal countries in the world with more than a quarter of its citizens living in poverty and more than an eighth of its citizens living in severe poverty (Central Bureau of Statistics, 2008). This paper does not have to argue the need for expanding the social safety net.
