The existing “Child Protection Schemes” like Juvenile Justice, Open Shelters for children in need of care and protection in urban and semi urban Areas, Adoption, and Child Line Services have been merged and a new scheme called "Integrated Child Protection Scheme"(ICPS) was launched by the Government of during 2009-10. This scheme is being implemented in from 2009-10. Society has been registered in the State on 05-02-2011 as per the Memorandum of Understanding (MOU) signed with Government of India on 22-03-2010.

Objectives: To contribute towards improvements for the well being of children in difficult circumstances and to reduce vulnerabilities towards situations and actions which leads to abuse, neglect, exploitation, abandonment and separation of children from their families.

Major Programs implemented under ICPS are as follows:

 A programme for Juvenile Justice - Child Care Instituions for Children in Need of Care and Protection and Children in Conflict with Law.  Open Shelters for children in urban and semiurban area  Adoption programme  Child Help line.  Sponsorship Programme.  Vishesha Palana Yojane.

The Society also implements the following Social Legislations:

 Juvenile Justice (Care & Protection of Children) Act, 2015 & Model Rules 2016.  Hindu Adoption and Maintenance Act (HAMA) 1956  Guardians and Wards Act (GAWA) 1860  Protection of Children from Sexual Offence Act 2012 (POCSO) Rules 2012

Guiding Principles:

1. Child Protection is a primary responsibility of family, supported by Community, Government and Civil Society. 2. Loving and Caring family, the best place for any child 3. Privacy and Confidentiality: 4. Non-stigmatisation and non-discrimination. 5. Prevention and reduction of vulnerabilities, child centered protection outcome. 6. Institutionalization of children is the last resort. 7. Child centered planning and implementation. 8. Technical excellence and code of conduct. 9. Flexible programming, responding to local individualized needs. 10. Good governance, accountability and responsibility.

Target Groups:

The ICPS focuses on activities of children who are in need of care and protection and children who are in conflict with law as defined under the JJ Act, either as victim or as a witness or due to any other circumstance.

The ICPS also provide preventive, statutory and care and rehabilitation services to any vulnerable child including, children of potentially vulnerable families, families at risk, children of socially excluded groups like migrants families, families living in extreme poverty, scheduled castes, scheduled tribes and other backward classes, families subjected to or affected by discrimination, minorities, children infected and/or affected by HIV/AIDS, orphans, children of substance abuse, child beggars, trafficked or sexually exploited children, children of prisoners, street and working children.

Government- Civil Society Partnership:

In order to reach out to all the children, in particular those in difficult circumstances, the Ministry of Women and Child Development does not see child protection as the exclusive responsibility of the MWCD, but it emphasizes that other sectors also have vital roles to play. Therefore, ICPS is implemented as a Government- Civil Society Partnership under the overreaching direction and responsibility of Central and State Government.

Implementation of Integrated Child Protection Scheme:

1. The State Child Protection Society(SCPS)

The State Child Protection Society has been registered on 05-02-2011. The Society implements various programs in 30 Districts through District Child Protection Units (DCPUs) and State Adoption Resource Agency (SARA).

The State Child Protection Society Programmes are as follows: 1. Contribution to the effective implementation of child protection legislation, schemes and achievement of child protection goals laid out in the National Plan of Action for children, in doing so, the SCPS will follow national and state priorities, rules and guidelines. 2. Implementation, supervision and monitoring of ICPS and all other Child Protection Scheme/Programme and agencies/institutions at State level. 3. Setting up, supporting and monitoring performance of DCPU and ensure proper flow and utilization of funds to the districts through ICPS. 4. Co-coordinating, collaborating and networking with all Government Departments and NGO’s in certain specified areas. 5. Carrying out need-based research and documentation activities at state level for Assessing the number of children in difficult circumstances and creating State- specific database to monitor and inclination of patterns. 6. Capacity Building of all personnel (Government and Non-Government) working under child protection system, strengthening and equipping the institutions and personnel for optimum results.

2.State Adoption Resource Agency (SARA):

In order to support CARA in promoting in-country adoption and regulating inter-country adoption, ICPS provides for establishing of a State Adoption Resources Agency(SARA) in every State/UT as a unit under the SCPS, to coordinate, monitor and develop the work of adoption and render secretarial and administrative assistance. SARA Shall liaison with DCPU 2 at District levels and provide technical support to the child Welfare Committees in carrying out the process of rehabilitation and social rein.

3.State Child Protection Unit (SCPU): State Child Protection Unit has been formed in 2008-09 with the collaboration of Government of Karnataka, Women and Child Development and UNICEF, Hyderabad to help the department in implementing the schemes for child protection.

4. District Child Protection Unit:

ICPS envisages setting up of DCPU in each District as a fundamental unit for implementation of child centered scheme. DCPUs are constituted in all the 30 Districts and are functioning. The DCPUs coordinate and implement all the Child protection Legislations, Schemes, State Action Plan for Children and other Child Protection Activities at District Level. Rs.1418.70 lakhs is earmarked towards various activities for 30 District Child Protection Units.

The Integrated Child Protection Society implements the following Social Legislations. 1) Juvenile Justice (Care and Protection of Children) Act 2015: Government of India has repealed the J.J.Act.2000 and published the Juvenile Justice (Care and Protection of Children) Act 2015. As per the Notification issued by Government of India on 12-1-2016 the said Act came into effect from 15-1-2016. Juvenile Justice (Care and Protection of Children) Model Rules 2016 are formulated by Government of India and came into force from 21-9-2016. As per the Govt Notification No.MaMaE 247 MaBhaBa 2016 dated:24/6/2017, Juvenile Justice (Care and Protection of Children) Model Rules 2016 is being followed in the State till the State Rules are framed.

2. Protection of Children from Sexual Offences Act 2012 and Rules 2012. The Protection of Children from Sexual Offences Act 2012, a Central Act is gazetted on 20th June 2012 and has came into force in 14th November 2012. This is an act to protect children from offences of sexual assault, sexual harassment/abuse and pornography.

3. Hindu Adoption and Maintenance Act 1956, and Guardian and Wards Act 1860. In the absence of a uniform law or code, adoptions are governed by the respective personal laws of the various religious communities in India. The two Acts that deal with adoption are: Hindu Adoption and Maintenance Act 1956 and Guardian and Wards Act 1860. B Statutory Support Services:

1)Child Welfare Committee: The “Child Welfare Committee” consists of a Chairperson and four other members having knowledge of child related issues, out of which one is a woman and one member is an expert in child related matters for legally exercising the powers & discharging the duties in relation to child in need of care &protection .They are selected by the State Selection Committee headed by Retired Judge of the High Court. As per the Govt.Notification No.-1, MaMaE 202 MaBhaBa 2017 dated :26/9/2017 and Notification No MaMaE 202 MaBhaBa 2017 (Part-1) dated :30/11/2017, totally 33 CWCs are constituted in all the 30 districts. In Urban District there are 3 CWCs, one for boys, one for girls and one for children of age below 6years. In Uttara District 2 CWCs are functioning in Karwar and Sirsi.

2. Juvenile Justice Board

The State Government shall, constitute for every district, one or more Juvenile Justice Boards for exercising the power and discharging its functions relating to children in conflict with law under J.J Act.. The Chief Judicial Magistrate is the Chairperson of JJB in all the districts, except in Bangalore (U) District where Chief Metropolitan Magistrate is the Chairperson for exercising the powers & discharging the duties in relation to children in conflict with law. Other two members are social workers selected by State Selection Committee headed by Retired Judge of the High Court. JJB is constituted in all the 30 districts. Vide notification No 2 MaMaE 202 MaBaBa 2017 dated 26-9-2017 and no. MaMaE 202 MaBaBa 2017(part-1) dated 30-11-2017.

Juvenile Justice Boards were constituted in all 30 districts. By the Order Number: Mamae 267 Mababa 2015, Dated: 25.08.2018 additionally, 5 Juvenile Justice Boards have been sanctioned to Bangalore City, Vijayapura, Kalaburagi, Belgaum and Mangalore district.

3. Special Juvenile Police Units: (SJPU) To Co-ordinate all the functions of police related to children, the State Government shall constitute special Juvenile police units in each districts and city, headed by a police officer not below the rank of a Deputy Superintendent of police or above and constituting of all police officers designated child welfare police officer and two social workers having experience of working in the field of child welfare of whom one shall be a women. All police officers are given special training especially at induction as child welfare police officers to enable them to perform their functions more effectively.

In every police station, at least one officer, not below the rank of assistant sub- inspector, with aptitude, appropriate training and orientation may be designated as the child welfare officer to exclusively deal with children either as victims or perpetrators, in co-ordination with the voluntary and non-governmental organisations. Special Juvenile Police unit also includes Railway police dealing with the children. At present 1890 child welfare officers are working in 945 police stations and 45 senior child welfare officers are working in 45 SJUPU’s.

Programmes and Activities: A. Institutional Services: 1. Children Homes: Children Homes for Boys and Girls are set up as per Section 50(1)of the Juvenile Justice (Care and Protection of Children) Act 2015, with an objective of providing shelter during the process of inquiry and for providing long term rehabilitation for orphan and destitute children in need of care and protection who are brought or produced before Child Welfare Committees. Children who are produced before Child Welfare Committees are admitted in the Children Homes. These homes provide Counselling, Education, Recreation and Training for their rehabilitation along with basic facilities like food, accommodation, health care etc. These Children are admitted to outside schools or Colleges for their education and over all development. There are 59 children’s Homes in the state, of which 29 are for boys and 29 for girls and one for children under the age of 6 years. In these, children’s Homes for mentally challenged for boys in Bangalore, Bellary and Hubli and Gulbarga for girls are running.

By the end of March 2019 there are 1068 boys and 1340 girls in these homes. In the infant home(0-6 years) there are 10 girl childen and 20 male children. The list of Children’s Homes and other details attached to Annexure -1.

Other programs for children of Children’s Home

• A program was organized by the IDIA Charitable Trust, Bangalore on 29/5/2018 and 30/5/2018 from 11 districts 9th, 10th and Fisrt PUC 50 children were participated to raise awareness about legal issues. In this case, the preliminary consultation was provided by experts to help the children to attend CLAT entrance test to study law. Children were allowed to write test papers on entrencement test model.

 Cyclothan Program: Women;s rally Umeed 1000 Cyclothan was organized on 4.12.2018 and 9.12.2018 From Belgaum to Bangalore, with the Joint Initiative of Karnataka State Reserve Police and Department of Women and Child Development. In this rally besides 40 women police personnel, 04 women IAS, IPS, KAS and KSPS officers also participated. This program was under the consent and guidance of the Honourable DG & IGP.The rally started from Belgaum on 5.12.2018 and ended at Bangalore via Hubli, Ranebennur, Chitradurga and Tumkur.

The main objective of this cycle rally is to raise the awareness among the public, particularly rural women and children about programs such as women empowerment, women's education, Swachcha Bharat, the effects of child marriage, and women's hygiene.The rally enroute visited the women's school, college and ITI educational institutions. It was informed to children's homes in Belgaum, Ranebennur, Chitradurga, Tumkur and , to participate in the program along with the children of the State Women's Asset Centre groups.

The program was attended by the deputy directors of Belgaum, Ranebennur, Chitradurga and Tumkur districts, Department of Women and Child Development and District Child rotection Officers, District Child Protection Unit and children of the children's Homes and a conversation was also organised for the children in this rally.

In the cycle rally program, the public has been made aware of the issues such as women empowerment, prohibition of child marriage, child rights, POCSO, through the brochures printed on issues relating to child rights protection and awareness from District Child's Child Protection Unit office for child development.

2. Fit Institutions:

There is a provision under the Juvenile Justice Act, to recognize Voluntary Organizations who provide care, protection, and rehabilitation services to the children as Fit Institutions. 41 Voluntary organizations have been recognized as Fit Institutions, of which 08 organizations are getting grant in aid from the Government. At the end of March 2018-19, 234 boys and 301 girls are sheltered in these institutions. By the end of March 2019, the grant of Rs. 55,39,779 /- of 2017-18 has been released to 3 organizations. The list of eligible organisations is attached in Annexure-2.

3. Observation Homes:

Observation homes are meant for temporary reception of juvenile in conflict with law during pendency of enquiry against him/her under the Juvenile Justice Act.

The children below 18 years of age in conflict with law under the purview of the Indian Penal Code or other related legislations are produced before Juvenile Justice Board constituted as per Section 4 of the Juvenile Justice (Care and Protection of Children) Act, 2015.

Children in conflict with the law are usually kept in the Observation Homes during the trial period for observation for up to 4 months. Currently 17 Observation Homes are operating. At the end of March 2019, 111 boy children are sheltered in these Observation Homes. List of Observation Homes attached to Annexure-3.

4. Special homes

Special Homes: Children who are convicted section 18’G’ of Juvenile Justice (Care and Protection of Children) Act, 2015 are admitted to Special Homes for long term rehabilitation which ensures their future and sustainability. Four Special Homes are set up and two for boys attached to Observation Home situated in Bangalore (Urban) and Belgaum District and 2 Special Homes are located at Davanagere and Bangalore (Rural) are for Girls.

‘ECHO’ a voluntary organization has been recognized by the Government as Fit Institution to run Special Home at Sumanahalli, Bangalore Urban District. At the end of March–2019, 30 children were remained in the institution for rehabilitation.

Through various rehabilitative programmes and marketable vocational training activities ECHO ensures/assists in employment of all our released children, ECHO Special home has various occupational training programs like tailoring through motorized sewing machines, computer skills, driving skills, fabrication skills, house keeping, clay moulding, gardening, vegetation, farming and animal husbandry etc.. It helped the children to develop a positive approach. This helps the children to make a living when they are released and sent back to society. The boys staying here are counselled, receive education and participate in numerous activities, all with a focus on their rehabilitation.

Place of Safety: As per section 49 of JJ Act – 2015 place of safety has been sanctioned by Govt vide order no. WCD 2016 ªÀĨsÁ§ 2016, dt:25.04.2017 for 50 children at Bengaluru and action has been taken to start the functionaries of the same.

5. Open shelters for children's care and protection in urban and semi-urban areas:

The goal of this program is to provide support for children's all-round development in the city and semi-urban areas, with the need for care and protection - mainly for begging children, rag picking kids, street children, working children, orphaned children, trafficked children, abandoned children, street children and children of migrants who are exploited and children living on the street side.

Open Shelter for Care and Protection of Children in Urban and Semi Urban Areas: Open Shelter for Urban and Semi urban areas will cater to all children in need of care and protection like beggars, street and working children, rag pickers, orphan, deserted, trafficked children. Those who do not have dwelling place or home and family ties, vulnerable to abuse and exploitation, especially children of pavement dwellers are taken care by this scheme. 13

These Shelters provide:

 shelter, nutrition, healthcare, sanitation and hygiene, safe drinking water, education and recreational facilities and protection against abuse and exploitation.  Enrollments in schools, vocational training, placement, health services, reducing drug & substance abuse and HIV/AIDS among street children.  Open Shelters offer day and night shelter facilities to the children in need of support services for a temporary period, while efforts are made to rehabilitate them.

40 Open Shelters are functioning in Karnataka. 60% of the cost of the project is provided by Government of India, 30% by State Government and remaining 10% should be borne by the Organization/Institution concerned. By the end of March 2019, 391 girls and 678 children are sheltered in open shelters. In 2018-19, grant of Rs 4,61,26,307/-. of the period 2017-18 was released for 34 open shelters. The list of Open sheltersis attached in (Annexure-4).

A. Family based Non - Institutional Care through Sponsorship, Foster-Care, Adoption and After-Care. 1. Adoption Programme:

Growing up in a family system is the right of every child. Family atmosphere enables the baby to have the necessary love and care. In this regard the adoption process is an appropriate program that helps the orphan, abandoned and destitute children rehabilitate. The adoption program is helping to provide a permanent family arrangement to these children by providing biological caregivers.

Karnataka is ranked 2nd in adoption in the country in 2017-18 and 2018-19. Upto March 2019, 229 children were adopted in-country and 44 children adopted for inter-country.

In the current phase, the new 4 special adoption centres have been started in Chikkaballapur, Chitradurga, Chamarajanagar and Tumkur districts. The address of special adoption agencies is provided in Annexure-5.

On the one hand, unwanted babies are born, whereas on the other hand, there are many who are in the expectation of a baby. As observed by the government, parents facing difficulties abandon the babies in trash bins, road side, near bunds, in thorny bushes, under the seats in buses, in trains, at the hospital, drainage, where babies die due to attack by street dogs, mice and other venomous animals. Looking in to this, the "Cradle of Love" is arranged to keep the children abandoned by parents. These cradles are kept in all the Children’s Homes, special adoption centers and Hospitals in the state and have taken action to make the public aware of the benefits of this system.

The two posters of uniform type about cradle of love were prepared and sent to all the District Children's Protection Officers by the Society to prevent the illegal adoption process and to adopt the children as per law. All District Children's Protection Officers have been instructed to inform the hospital staff through awareness programs and the posters are 14 displayed with the aim of keeping them in special adoption centers, at home and public hospitals.

A book named ‘Bench Book for Adoption’ which has information on the adoption process has been issued through the Karnataka State Legal Services Authority to the Chief District and Sight Courts, to facilitate the disposal of cases under admissions to the adjournment order for adoption in court within the time limit.

The special adoption agency operates 24 districts in the state and in the rest of the 06 districts do not function.

B. Foster Care: -

The main aim of the programme is to provide temporary and alternative family care; love and affection to the children who cannot be placed in adoption due to various healths issues and to minimize the institutionalization for children. Central government issued the Foster Care Guidelines on 2016. State government also following the same Foster Care Guidelines. Till the framing of new Foster Care Rules, State government will follow the Central government Foster Care Guidelines State issued the notification on 26/09/2017. A meeting was convened on 28.09.2018 for formulating rules and regulations. Further, action is being taken to organise training to all District Child Protection Officers through video conferencing. The video conference was organized on 13-02-2019 to effectively implement the parenting plan.

C. Sponsorship program: - State government has started this programme during 2006-07 to reduce the institutional care for children and encourage them to grow in a family environment and avoid the exploitation by providing financial support to the family. Selected child is given Rs.1000/- p.m. through RTGS under this programme and the amount can be used for health, treatment, nutrition and education of the children. This financial assistance to children helps to continue education. For the financial year 2017-18, 4200 children have been released Rs.300.00 lakhs and 3217 beneficiaries have been identified for 2018-19.

D. After Care Services: If the Child Welfare Committee is convinced that the child requires some more time for social integration into the community or for any other reasons, at the time of discharge from children homes after completion of 18 years child will be sent to After Care institution. Boys are admitted to After Care Home for Men and Girls to State Home for Women.

One After Care Home functioning at present at Belgaum and two After Care Units attached to Children Home for Boys and Children Home for Mentally Challenged Boys at Bangalore is running effectively. The State Homes are functioning in Bangalore (U), Bellary Dharwad, Davanagere, Shimogga, Kalaburgi, Mysore and Udupi districts.

These Homes encourage them to pursue education in higher studies, ITI, Polytechnic and Colleges and also help them to secure a job, mainly to bring them to the main stream of society which ensures financial sustainability and life settlement. 62 Boys are provided this facility up to the end of March-2019.

Other Services provided under Juvenile Justice Act: 1. Abhaya Children’s Fund(Section 150 of JJ Act)

Karnataka Children’s fund was created as per provision of the JJAct vide GO no mamae 183 mabhaba 2013, Bangalore Dated 15/10/2014. This Fund was renamed as ‘Abhaya Makkala Nidi’ vide G.O.No.MamMamaEe 69 Mabhaba 2016, Bangalore Dated:29- 12-2016. Provision is made to provide maximum assistance up to Rs.1.00 lakh for medical assistance to children who are Sexually abused. Other Provisions include under this Fund are, Medical assistance to Children of Fit Institution, Financial Support to Children of Govt Homes and Fit institution towards fees for higher education / vocational training, After care Services, to participate in national and International Sports and also to pay fees to the support persons/translators/counsellor/specialist identified by District Child Protection Unit under POCSO(Rs 1,000/-per case). Based on the demand from the districts (from 2014-15 till now), a total amount of Rs. 108.68 /- lakhs(including the Central Office grant and Interest amount and Study Fee) has been released and Rs.85,63,270 /- is spent. A total of 19 boys and 1114 girls benefited from this Abhaya fund.

2. Registration of Child Care Institutions (Juvenile Justice Act Section 41)

1. Juvenile Justice(Care and Protection) Act 2015, Section 41(1) says all the Institutions, whether run by State Government or by Voluntary or Non-Government Organisations, which are meant for housing children in need of care and protection or children in conflict with law, shall be registered under this Act. If not, punished with imprisonment which may extend to one year or a fine of not less than Rs.1/- lakh rupees or both as per Juvenile Justice (Care and Protection) Act 2015, Section 42(1).

2. Supreme Court has given directions to ensure that the process of registration of all the CCIs is completed positively by 31st December, 2017. In this context final advertisement/notification is given through Department of Information and Public Relations, and Local Papers through Deputy Commissioners of the concerned Districts.

3. All the Deputy Commissioners, Superintendents of Police and Cheif Executive Officers of Zilla Panchayats have been asked through DO letter to list any unregistered homes in 16

their jurisdictions. These officers have been asked to find out the unregistered homes through their sub-ordinate officers such as Tahasildars, Village Accounts, Executive Officers of Taluk Panchayats, PDOs of Gram Panchayats, Elected Representatives.

4. State has identified around 1300 CCIs including CCIs run by the Department. Because of wide publicity, 1134 CCIs have been registered,28 instituions registration have been cancelledand 141 institution registration renewed. Special care plan for HIV infected and affected children: This programme is being implemented since March 2010 to provide care and support of HIV / AIDS infected and affected children and Children who have lost their parents due to AIDS. This programme is being implemented by KSICPS through District Child Protection Units. As per Scheme guideline cash incentive to ensure education, health, nutrition and care of children affected and infected with HIV with a view to bring them to the main stream of the Society. During 2017-18 finacial assistance has been enhanced to Rs 1000/- per month per child for all category of children as per the announcement made in the budget speech. During 2018-19 an amount of Rs. 1500 Lakhs is allocated and 19,535 children are availing the financial support under this programme .

OTHER PROGRAMMES AND ACTIVITIES. I. Care, Support, and Rehabilitation Services. 1. Child Help Line: 1098 Child Line is a National free emergency phone outreach service for children in Distress. The toll free number can be accessed by public to help children. In 1999 India Government has started Child Line India Foundation by public required help to children access to this safety net and linkage to long term rehabilitations in Karnataka. Child Line is working in 28 districts with the support of 58 Stake Holders. Action has been initiated to start child line in kolar and udupi districts. State Level Child Line Advisory Board has been constituted as per Government Order No.: MaMaE 33 Mabhaba 2016, Bangalore, dated: 21/04/2016 and accordingly 2nd meeting was presided over by the Chief Secretary of the department on 30.11.2018. The District Level Child Line Advisory Board is headed by the Deputy Commissioner of the respective district and a meeting of the Child Line Advisory Council has been held in 14 districts. Action is underway to conduct meeting in the remaining 14 districts. 2. Missing Child Bureau Karnataka As per the provisions of Juvenile Justice Act 2000 and Rules 2002 Missing Child Bureau has been established and BOSCO has been nominated as the State Nodal Agency in order to carry out its functions. At present MCB is functioning in 25 districts and initiated action to search the missing child. Main objective of MCB are:

 Find effective solution to the problem of missing children by creating a Networking with all agencies and departments.  To reduce the number of cases of missing children.  Develop a mechanism to deal with the problem and Establishing a System for collection, collation and sharing of information about missing children and facilitating faster communication in order to identify, trace and repatriate them with their family by using effective Tools and Strategies.

A.Child Tracking System

The comprehensive child protection plan is an important scheme of the Central Government, which focuses on the conservation of children as the main objective of the project, as well as preventing abuse, negligence, and abandonment of children in a variety of situations.And to create a mechanical tracking system about missing children. The Central ministry for Women and Child Development has developed a software that includes information to help detect missing children in collaboration with the National Information Center. The software can

18 provide real information about the missing children as well as the method by which missing children have been protected.

III. Training and Information, Education, Communication

A. Training

Enhance the capacity of functionaries including, administrators and service providers, at all levels, working under the ICPS.

 Those who working under protection of children at district level in various hierarchies will be trained gradually to improve their working capacity.  To provide required training, where all the staff should be dedicated their professions and to become capable enough to provide child friendly atmosphere.

Training programs organized from April 2018 to March 2019

 Stage-wise training on preferrential basis and strengthening the capacity for all staffs in the Department of Child Protection across the State under ICPS.

 Training of staff involved in the process of protecting children and training them to provide child-friendly services at all levels of child protection work.

 As per the Supreme Court's order on May 05, 2017, the Rit Pitition No.102 states that every child in all childcare institutions has a personal nutrition plan and a child's social inquiry report.Accordingly trainer’s training has been imparted toProtection Officers of District Child Protection Unit (Non-Institutional and Institutional), Social Workers, Counselors and Superintendents of Government Child Care institutions, Social Workers of Children’s Homes and counselors, in different stages at State Department of Health and Family Welfare, Magadi Road, Bangalore and at Gandhi Sustainable Fund, Bangalore and at NIMHANS, Dr. M.H. Marigowda Road, Bangalore.Overall, 28 officers of 30 districts has been given T.O.T. And training for 96 Officers / staff from 30 districts and for 1969 Chiefs / Staffs of the total 792 child care institutions working at the district level has been conducted and report submitted.

 Track the Child, a web-based software has been prepered by the Ministry of Women and Child Development, in collaboration with N.I.C New Delhi. To provide complete

information about the Track the Child software to the staff of District Child Defense Unit, training has been imparted for the total of 80 staff in 02 teams, on 04-10-2018 and 05-10-2018 at Center for E-Governance, Multi-Storey Building, Bangalore. In this training, it was taught, how to incorporate the information regarding track the child on the Hands on training website.

 A 02-day Training on procedure for purchasing the required goods/consumable as well as about the K.T.P.P Act and Regulations has been conducted for District Child Protection Officers working at Karnataka Integrated Child Protection Society, accountants and Superintendents of the Children's Homes at District Training Center, Agricultural Complex, Bangalore,in 02 teams on 02/09/2018 and 10-10-2018 and on 11-10-2018 and 12-10-2018.

 One day training on Tally for accounts officers of District Child Protection Unit working at the Karnataka State Integrated Child Protection Society has been imparted on Date: 30-08-2018 at Center for e-Governance, Multi-storey Building, Bangalore.  The training was conducted on 05-08-2018 and 06-08-2018 at Directorate premises, Department of Women and Child Development, Bangalore on the preparation of the module for the training to be given to officers working in different posts at the Karnataka State Integrated Child Protection Society.

 A total of 14 child welfare committees and members attended the orientation training program held from 07-06-2018 to 08-06-2018 in collaboration with NIMHANS and trained on the mental status of the child and how to work with them.  A one day inspection workshop for 200 people comprising newly elected Child Welfare Committee Chairperson and Members, members of Juvenile Justice Board and for District Child Protection Officers was held on 27-06-2018 at Vikasa Soudha, Room No. 419, Bangalore.  A training programme was planned by the Karnataka State Integrated Child Protection Society for police officers / personnel on Juvenile Justice Act and adoption. Further, training for the Police Officers / Staff on the subject was held on 05-10-2018 at Channapatna. Mrs. Shailaja, Program Manager,SARA presented the content and provided information.  On 06-04-2018, NIMHANS Foundation organized a consultation training on Pre consultation on existing services and programs for the aftercare for children ageing out of child care institution, for 10 officers including District Child Protection Officers, superintendents of Childern’s Homes, Inspectors, at NIMHANS premises.  Other trainings attended by Officers / Staff from Karnataka State Integrated Child Protection Society:  The officers / staff of the Karnataka State Integrated Child Protection Society have participated in other training programs organized by other Institutions. (Administrative Training Institute and NIPCCD).

INFORAMTION, EDUCATION AND COMMUNICATION (IEC)

It is significant to provide adequate and authentic information and instructions to various stake holders while we create awareness and orientation. IEC materials produced should attract the attention of the participants and public. Following activities were conducted during 2018-19.

Painting Workshop for children of Children's Home:

Under Integrated Child Protection Scheme, for the children from District Children’s Homes, workshops in collaboration with the Chitrakala Parishat was organized on 4.09.2018

21 and 05.09.2018 and on 6.09.2018 and 07.09.2018 in two teams for children who are interested in painting, to enhance children's skills in painting and to provide more information about painting to children.60 children from 27 districts participated in the workshop. Some of these children are interested in continuing their studies in Arts, from Davangere, Shimoga, Tumkur districts .

Karnataka State Child Protection Policy - 2016 Book Printing:

In the description of this book, information is given about our responsibility of protecting children, understanding the child protection, the legal implications, the administrative principles and the criteria set forth and information on the supplementary criteria for child protection on the key challenges which we may face in the implementation of this policy. Role of Judiciary & Court Procedure for Adoption-Book printing:

Family atmosphere enables the baby to have the necessary love and care. In this regard the adoption process is an appropriate program that helps the orphan, abandoned and destitute children rehabilitate. The adoption program is helping legally to provide a permanent family arrangement to these children by providing biological caregivers. The role of Court, which can be followed in legalizing the adoption proposal, is given in the description of this book..

If today's children are nourished in the right way, they will be the good citizens of future. 14th November, the birth day of former Prime Minister Shri.Pandit Jawaharlal Nehru is being celebrated as children's day. This year also as part of "Children's Day", "Children's Festival"was celebrated by the Department of Women and Child Development on 10-11-18, and 11-11-2018, with the help of various Departments, at Cubbon Park.

The "Children's Festival -2018" program was successfully held at Balabhavan premises in Bangalore's "Cubbon Park". About 3.5 lakh children, public and took part in various events and celebrate. Dr Jayamala Ramachandra, Honorable Minister for Women and Child Development, Empowerment of Disabled and Senior Citizens and Kannada and Culture Department, inaugurated the program.

For Children's Festival children from Government Children’s Homes in the districts were trained by the Janapada Academy which is under the Department of Kannada and Culture.From the children's home children, various cultural programs such as Karadi majalu, Dollu kunita, , folk dance, choudike pada, folk dance, , hejje mela, pooja kunita, mahila nagari, pata kunita, sambal vadana, maitri kunita, chitti mela, mailara kunita, mahila puravantike, bolatat , Tamate vadana,Jogati nrutya, cheeni dudi, kolata, purushara nagari, mahila veeragaase, suggi kunita, siddi damami nrutya, jaggalige, khase bedara pade, chittalige mela, huli vesha, dollina kaipattu, nazim kunita, daf vadana, nandi dvaja kunita, veeragaase, kattuivarase were performed and got appreciation from the audience.

In addition, the children were playing a game of binding children in the fishnet, for enjoyment.  From Youth & Sports Welfare Department: Boating, Rock Climbing, Environmental Walking, Adventure and Other Sports, Children's wrestling and mallakamb.  Department of Health and Family: Promoting Child Health Inspections and Children's Health Programs.  State Department of Archieves: Exhibitions of ancient scripts, old coins and writings of various elite persons.  Namma Metro: The way our metro has been developed and the metro train model.  Department of Kannada and Culture: Drama, Music, Sculpture, Folk Art Exhibition, Various Dance Genres, Mass Dance, and Garudi doll exhibits were arranged by the Drama Academy, Lalita Kala Academy, Sahitya Akademy, Shilpa Kala Academy and Folk Academies coming under the Department of Kannada and Culture.  Department of Labour: Street play and sarcastic show on child labor.  KMF: KMF Products Exhibition and Sales counters.  Department of Public Education: Information about various facilities available to the children from the Department of Education and information about RTE.  Child Rights Protection Commission: Information on Child Rights, Juvenile Justice Act, and POCSO Act.

Theater, music, sculpture, folk art shows, cultural programs, various dance forms, group dance, yakshagana exhibitions were organized under the supervision of various academies such as Fine Arts, Literature, Sculpture and Folk Academies. This gives children awareness about Karnataka's culture, art, and folk genres, as well as children's participation result in enthusiasm in them.

Various other activities:  An exhibitionof paintings created by government school children and children's home children was arranged. Dance programs were organized from the disabled children.  Action has been taken to enhance the knowledge of children through street plays, children's film show, Gandhi's 150 play show and wrestling and mallakamb were arranged from kids to increase the adventure trends in children.  Rural sports such as Buguri, Golie, Chowkabara, Hagga jaggata, Lagori, Anekallu, Kuntabille etc., as well as grinding ragi, padding, pottary, basket knitting, etc., have been arranged to create a village atmosphere for children of urban areas.  In Gandhi's path, the astronaut, the mythological characters hosted the "Selfie Corner" for children to take photographs of folk characters costumes, cutouts, and for the entertainment culture, history was introduced to children.  Various types of clay and stone carvings, facial painting, painting, and story telling for children were also organized. Boating, rock climbing, environmental walkthrough and other sports activities were organized for kids.  Last time Sankalpa 1 and 2book was published by collecting and editing the stories, poems written by children of children's home, and in the same lines this time also the story, poems created by children of children's home collected and edited by the Karnataka Sahitya Akademy were reviewed and Sankalpa-3was released.  A platform was designed to identify 81 children (SSLC-61, PUC-20) who have passed SSLC / PUC with more than 60 per cent marks and to appreciate their achievement and encourage their further education.  An information center was opened for children's safety and action was taken by the United Way organization to put the parent's / guardians' mobile number in the band form to hands of children to help identify children when they were missed.

MakkalaGrama Sabhe

In the year 2018-19, the Karnataka State Integrated Child Protection Society organized a special children's gram panchayat meeting in 3851 grama panchayats. 3,59,341 children and 22,307 officials participated. In these village meetings, children themselves have come out on basic infrastructure and educational drawbacks in their village and schools. This Makkala Gram Sabha will support the protection of children's rights and their needs and complement for the overall development of children.
