4 Project Motivation

• In October 2012, Coney Island Hospital (CIH) suffered extensive flood damage as a result of

• Sandy flooded the hospital’s basement and first floor, damaging the emergency department, imaging services, and Damage in Main Building several other public and administrative areas

• The hospital opened a 24/7 urgent care center and pharmacy two days after the storm, and re-opened most of the hospital by the end of January 2013

8 Project Overview

The FEMA grant advances the City’s comprehensive resiliency plan, ensuring critical protection at Coney Island Hospital.

The CIH Campus Project is currently envisioned to include the following:

- New Critical Services Structure (CSS)

- Parking under the CSS

- Demolition of Hammett Pavilion and Building 6

- Site improvements to existing campus

- Renovation of portions of the existing Main Building and Tower Building

- New permanent flood mitigation structure around the campus

11 Selection Criteria - SOQ

Experience: - Experience and expertise acting as a contractor in similar projects and services within the past five years; - Composition and experience including, without limitation, demonstrated excellence in the coordination and implementation of similar projects within the past five years. - Familiarity with public approvals, permitting and its experience working with NYCEDC and multiple City agencies. - The firm’s familiarity and experience working with FEMA or HUD CDBG-DR funded projects. - The firm’s involvement and expertise in cutting edge solutions for mitigation of adverse demolition impacts through careful coordination of activities and sequencing of work.

Track Record:

- Accidents and lost work days on construction projects over the last 3 years

Resources:

- Financial stability, equipment and staff available for the Services.

Compliance:

- M/WBE participation

- Involvement and expertise in adhering to effective “Infection Control Risk Assessment Standard”

(ICRA) and “Interim Life Safety Measures” (ILSM) plans.

13 M/WBE Goals and Subcontractors Participation Plan

• M/WBE Participation Goal: 30% (as percentage of total contract value)

• Firms must be certified as M/WBE by the State in order to count toward goal

• Respondents must also submit a Narrative demonstrating how they will meet the M/WBE Participation Goal. The Narrative should: • Speak to respondent’s commitment to M/WBE participation, including any pertinent programming run by respondent • Outline specific tactics for ensuring M/WBE Participation Goal is met • Include any other info that demonstrates the likelihood that the M/WBE Participation Goal will be met or exceeded • % of proprietary prequalified list that is State-certified M/WBE– overall and for specific trades key to this project • List members of respondent team that are M/WBE

• Narrative will be rated and factor into selection

• Make use of the Kick-Start Loan Program – Mobilization loans for M/W/DBE firms participating as either prime or subcontractor – Amounts up to $250,000 – May be used to buy long lead equipment, material, and/or labor costs
