BASKETBALL – VICTORIA PARK

1. Purpose of Report 1.1. For decision. 2. Recommendation 2.1. Committee is asked to note the progress with the new basketball courts at Victoria Park and agree additional funding to cover the increase in costs. 3. Background 3.1. The Malvern Hoops Campaign has been a project to secure world-class basketball facilities for Malvern and has been led by two local basketball enthusiasts, Jon May and Tom Bennett. 3.2. In December 2017, after a long period of consultation, Malvern Town Council agreed to support this project and provide funding on the proviso that funding could be secured from Section 106. 3.3. Outside funding of £59,500 was successfully secured but unfortunately the discovery of a gas main running across the original site led to a delay in being able to obtain planning permission. 3.4. Council considered this matter in June 2019 and agreed a new location for the two courts on the site of the current football pitches and the proposal was revised and an amended planning application submitted. 3.5. Planning permission has now been granted for this new location and officers have now had chance to revisit some of the quotations for this project. 3.6. A meeting has been held with Malvern Hoops campaigners to plan a schedule for the completion of this project and the suggestion is for a grand launch date of Saturday 16 May, to which the local basketball team, Worcester Wolves will be invited. 3.7. Unfortunately, it is now two years since many of the works quotations were obtained and price rises, as well as the change in location for the courts, have led to an increase in costs for this project. 3.8. The quotation from Flex Court for the court surface, basketball hoops and pro- netball goal posts has increased by £3,500 since 2017. Flex Court have stated that as a goodwill gesture, they did absorb the first two price increases but are unable to absorb a third. 3.9. The cost for the groundworks on which to lay the surfacing has also increased. This is due to the sloping nature of the new site as well as increased cost for tarmacing. It is likely that a further £8,000 will be needed to cover this work. Members should also note that the need to remove the barrier railings around the AGENDA ITEM 4 REPORT OC01/19

former football pitch has also added to the cost of the project. 3.10. Price rises are commonplace and not surprising in this case when many of the original costs are now two years old. 3.11. Members should note that this new location, as agreed by Full Council in June 2019 and now with planning permission approved, is realistically the only way of successfully delivering the basketball project to install two new world class basketball courts at Victoria Park. 3.12. The project to install new basketball courts and to upgrade the netball facilities has been led by local basketball enthusiasts and has the support of local basketball and netball players. It has become part of a larger project to improve the facilities provided at this “destination” recreation ground with an upgrade to the pavilion also being actioned. 4. Financial Implications 4.1. Updated costs

4.2. Funding sources

4.3. The anticipated shortfall between updated costs and agreed income is now £11,895. 4.4. As detailed in the report to council in June, there is an Earmarked Reserve of £9,000 originally allocated for works to the multi-use games area that due to the AGENDA ITEM 4 REPORT OC01/19

basketball project is no longer required. 4.5. Officers are suggesting that this £9,000 plus a further £3,000 from the Asset Repair and Development Fund is earmarked to cover the shortfall in the project. This need not impact the precept as there are suitable monies already in reserves. 5. Legal Implications 5.1. The Town Council is the owner of land at Victoria Park. 5.2. A Town council has the power to provide recreation grounds and to manage and control them. 5.3. Planning permission has now been obtained for the new location; therefore the Town Council can commence works as soon as they wish.

STREET NAMING REQUEST

1. Purpose of Report 1.1. For decision. 2. Recommendation 2.1. Committee is asked to suggest new street names for the following new developments a) One street at Broadlands Drive in ward b) Two streets at former Walshes Yard, Road. Part of this development falls in Chase ward. 2.2. The normal procedure for street naming requests is to delegate the decision to ward councilors in conjunction with the Town Clerk. Operations and Planning Committee may wish to consider a recommendation to Full Council that all street naming requests are automatically referred to the relevant ward councillors. 3. Background 3.1. The Town Council has agreed to participate in new arrangements for street naming and numbering, where the previous role for proposing new street names has been passed from Council to Malvern Town Council. 3.2. The protocol for naming of streets is as follows: i. Names should be easy to spell ii. Names should be easy to pronounce iii. Names should not duplicate or cause conflict with other streets in the area iv. Names should end with the appropriate suffix i.e. Road, Street or Drive for thoroughfares and Avenue, Lane, Close, End for “no through roads”. v. If streets are named after people who have died, all efforts should be made to obtain the permission of the next of kin. If this is not possible, the name may still be used but evidence of the efforts made should be kept on file. vi. Any roads named after people should only use the surname - Christian names should not be included vii. Streets should not be named after people who are still living viii. x. Use of any Royal name or title will need to obtain permission from the Lord Chamberlain’s office – Cabinet Office, Constitutional Policy branch. This also includes use of the word ‘royal’. 3.3. The first request relates to one new street name for the development of 33 properties on land at Broadlands Drive (location plan attached) suitable suffixes for this development are ‘Drive’, ‘Square’ and ‘Place’. The developer has suggested Coppicewood Drive and the Town Council is free to agree with this or make their own suggestion. 3.4. The second request relates to two new street names on land at the former Walshes Yard, 190 Poolbrook Road (location plan attached). Although part of this development falls in Chase ward, the majority falls within Hanley Parish. Parish Council suggested two names, both of which were rejected on compliance issues. As a result they have opted out and the matter has been passed to Malvern Town Council. 4. Financial Implications 4.1. None pertaining to this report. 5. Legal Implications 5.1. COURT ROAD, DISABLED PERSONS’ PARKING SPACE

1. Purpose of Report 1.1. For decision. 2. Recommendation 2.1. Committee is asked to consider a proposal to replace part of the limited waiting area on the south side of Court Road in Barnards Green with a disabled persons’ parking space. 3. Background 3.1. The Town Clerk has received notification from County Council of a proposed part revocation of limited waiting to be replaced with a disabled persons’ parking space. 3.2. The diagram attached at Appendix A to this report illustrates the proposal to replace part of the existing limited waiting, which is one hour, no return within two hours, with a disabled persons’ parking space. 3.3. This proposal has the support of the local county councillor with the aim of enabling blue badge holders to park directly outside the post office. The next available space being along Barnards Green Road. 3.4. This proposal was circulated to Town Council Chase ward members for comment and one member has requested that it should go to committee for comment as some of the local traders are not in support of the proposal. 3.5. Following a change in the Council’s policy dating from December 2013, members are now asked to consider both major and minor applications and comment as appropriate. 3.2.
