Navy Joins in Commemoration of Commodore Matthew Perry By Lisa Rama NS Newport Public Affairs The City of Newport welcomed a delegation of visitors from the City of Shimoda, Japan last week to commemorate Commodore Matthew Perry’s leadership in opening of trade between the United States and Japan. Newport and Shimoda have been sister cities since 1956, two years after President Eisenhower started the Sister Cities program. On July 8, 1853, Commodore Matthew Perry, commanding a squadron of two steamers and two sailing vessels, sailed into Tôkyô harbor aboard the frigate Susquehanna. Upon seeing Perry's fleet sailing into their harbor, the Japanese called R.I. native Capt. Damon K. Like the President, Commodore Perry recognized the importance of building bridges, not walls. The leaders at that time were true visionaries. As our nation was coming to power, leaders realized the important of building relationships around the world, not as an aggressor, but as a friend. We needed a place in the Pacific rim for our sailors who had shipwrecked or became ill to secure refuge. We also wanted to open up trade with the most powerful nation in that region, Japan. Commodore Perry was successful with both endeavors. He could rightfully be called the “Father of our Global Economy” among his many other titles. We are honored to call Japan our friend and ally, but particularly, our friends in Shimoda who are with us today,” she said. The event closed with wreaths being placed alongside Perry’s tomb and the playing of TAPS by Musician second Class Christopher McGann assigned to Navy Band Northeast. STRATEGIC PLAN 2019-2023 TABLE OF CONTENTS Introduction 3 RITBA Overview 4 Strategic Goals 5 Our Plan 6 Innovation 7 Excellence in Fiscal Management 8 Leadership 9 About RITBA 10 INTRODUCTION A strategic planning process was initiated to chart a course for the Rhode Island Turnpike and Bridge Authority to plan for the future. With our mission statement as a foundation, we solicited feedback from stakeholders represented by local and state elected officials, organization leaders in the communities adjacent to our assets, and customers in our E-ZPass Customer Service Center. This helped us identify four key strategic goals: Safety and Security, Innovation, Excellence in Fiscal Management, and Leadership. Senior staff at the Authority have developed objectives and strategies to better define how each key goal will be achieved. The Strategic Plan willwork in collaboration with the Authority’s current 10 Year Renewal and Replacement Plan, which guides capital expenditures for physical assets. Both will continue to evolve as goals are reached and future evaluations present new opportunities and challenges. Strategic Plan 2019-2023 | Rhode Island Turnpike and Bridge Authority 3 RITBA OVERVIEW HISTORY The Rhode Island Turnpike and Bridge Authority (the “Authority”) was created by the Rhode Island General Assembly in 1954 by passage of the Authority’s enabling act, codified in Rhode Island General Laws § 24-12-1, et seq. The Authority was created for the purpose of constructing, acquiring, maintaining, and operating bridge projects within the state. The Authority is comprised of a five-member board of directors, which includes the Director of the Rhode Island Department of Transportation and four other members appointed by the Governor.
