For Discussion WCDC Paper On 09.01.2018 No.: 2/2018 Proposed Amendments to the Road Improvement Works at Kennedy Road, and the Junction of Queen’s Road East and Kennedy Road, Wan Chai PURPOSE 1. This paper aims to seek Members’ views on the proposed amendments to the Road Improvement Works (“RIW”) following the presentation by the representatives of Hopewell Holdings Limited to Wan Chai District Council on 10 January 2017 regarding the latest development scheme of Hopewell Centre II and the associated RIW amendments. BACKGROUND 2. The original RIW was gazetted in April 2009 and authorized by the Chief Executive in Council in July 2010. The RIW comprises three parts; namely road widening at Kennedy Road, road widening at the junction of Queen’s Road East and Kennedy Road, and road widening at the junction of Spring Garden Lane and Queen’s Road East Note 1. Please refer to the Key Plan in 2009 Gazette at Appendix 1. 3. In order to preserve more trees, during the detailed design of the road work, Hopewell Holdings Limited proposed to amend the RIW at Kennedy Road and at the junction of Queen’s Road East and Kennedy Road. The proposed amendments to the RIW have been submitted to the relevant Government departments for comment and are considered acceptable in principle. On 11 August 2017, the planning application (No. A/H5/408) of the latest development scheme of Hopewell Centre II was approved with conditions by the Metro Planning Committee of the Town Planning Board including an approval condition on the design and implementation of the related RIW. -

L.N. 121 of 2003 Declaration of Constituencies (District Councils) Order 2003 (Made by the Chief Executive in Council under section 6 of the District Councils Ordinance (Cap. 547)) 1. Commencement This Order shall--- (a) come into operation on 10 July 2003 for the purpose only of enabling arrangements to be made for the holding of the District Council ordinary election in 2003; and (b) in so far as it has not come into operation under paragraph (a), come into operation on 1 January 2004. 2. Interpretation In this Order--- "approved map" (獲批准㆞圖), in relation to any District, means the map or any of the maps of that District--- (a) submitted together with the report referred to in section 18(1)(b) of the Electoral Affairs Commission Ordinance (Cap. 541) by the Electoral Affairs Commission to the Chief Executive on 22 April 2003; (b) specified in column 3 of the Schedule; (c) identified by reference to a plan number (Plan No.) prefixed "DCCA"; (d) approved by the Chief Executive in Council on 13 May 2003; and (e) copies of which are deposited in the respective offices of the Electoral Registration Officer and the Designated Officer; "constituency boundary" (選區分界), in relation to an area declared to be a constituency in this Order, means--- (a) the boundary represented in the relevant approved map by the unbroken edging coloured red delineating, or partially delineating, that area and described as "Constituency Boundary" in the legend of that map; or (b) where any part of a district boundary joins or abuts any boundary partially delineating that area as mentioned in paragraph (a), or circumscribes or otherwise partially delineates that area--- (i) that part of that district boundary; and (ii) that boundary partially delineating that area as so mentioned; "district boundary" (㆞方行政區分界), in relation to any District, means the boundary of the District area delineated as mentioned in section 3(1) of the Ordinance which is represented in the relevant approved map by the broken edging coloured red and described as "District Boundary" in the legend of that map. -

HONG KONG Up-to-date information on the residential rental market, international schooling and visa/immigration regulations in Hong Kong RESIDENTIAL LEASING MARKET In recent years, rental fees for small- and medium-sized properties have increased, while rental fees for large and/or luxury properties have decreased. However, the first quarter of 2017 bucked the trend as all property types saw rental fee increases. According to the Hong Kong government’s Rating and Valuation Department—Rental Indices, average rent by class recorded a 2% increase for Class A-C properties and a 1.1% increase for the larger Class D-E properties. Due to Hong Kong’s strong seller’s market, many landlords are opting to sell their properties rather than lease them, leading to limited stock and increased rental amounts. Properties priced between HK$30,000 and HK$80,000 remain Despite the Hong Kong government’s property cooling popular among expatriates. TRANSPORT DEPARTMENT NOTICE Special Traffic and Transport Arrangements for Public Procession on Hong Kong Island on 14 September 2014 Members of the public are advised that the following traffic and transport arrangements will be implemented in connection with a public procession to be held on Hong Kong Island on 14 September 2014 in the afternoon. I. Special Traffic Arrangements A. Road Closure (a) The following roads will be closed to all vehicular traffic from about 2.00 pm onwards until the crowd has dispersed and the road closure is lifted: (i) The U-turn slip road between Gloucester Road southbound and northbound; (ii) Sugar Street; (iii) Great George Street; (iv) Paterson Street; (v) Kingston Street; and (vi) Cleveland Street. (b) The following roads will be closed to all vehicular traffic from about 2.45 pm onwards until the crowd has dispersed and the road closure is lifted: (i) Tang Lung Street; (ii) Canal Road East between Russell Street and Hennessy Road; (iii) Canal Road West between Sharp Street West and Hennessy Road; (iv) Wan Chai Road between Canal Road West and Morrison Hill Road; (v) Bowrington Road between Sharp Street West and Hennessy Road; (vi) Lee Garden Road between Kai Chiu Road and Hennessy Road; (vii) Kai Chiu Road; (viii) Yun Ping Road between Lan Fong Road and Kai Chiu Road.
