REGISTRATION OF TEAM OFFICIALS AND COMPETITORS 3.2.1 European member federations may register, within statutory deadlines, all their team officials who shall be granted free entry into the competition venue. These officials shall be registered via the IFSC website, must be in possession of a valid international licence and specifically nominated for one of the following roles: a) One (1) Head of Delegation; b) Three (3) coaches; c) Three (3) qualified medical or paramedical personnel. TEAM QUOTA: 3.2.2 Subject to article 2.2., member federations shall be permitted to register on the official IFSC registration form a National Team comprising (where applicable) a) Three (3) official team members in each category in each age group of each discipline of the competition. The hosting country shall be entitled to register two (2) more competitors in each age group and category b) Any current Youth European Champions (who shall be registered for the Discipline in which they are champion). Valid EU COVID test certificate or a similar document. Rapid-Antigen Tests have a validity of 48 hours and PCR tests have a validity of 72 hours. or 2. Valid EU COVID vaccination certificate or a similar document. or 3. Valid EU COVID certificate for recovery from the illness or a similar document. Depending on the epidemiological situation, countries of origin are classified in green, orange and red, as well as countries with a significant negative change in the epidemic situation. "Green" zone countries: The Republic of Austria, the Federal Republic of Germany, the Republic of Estonia, Iceland, the Republic of Lithuania, the Grand Duchy of Luxembourg, the Republic of Malta, the Republic of Poland, the Slovak Republic, Hungary, the Republic of Finland, The Republic of Croatia, the Kingdom of Denmark, the Italian Republic, the Republic of Slovenia, the French Republic, the Kingdom of Norway, the Republic of San Marino, the Principality of Andorra, the Principality of Monaco, the Vatican City State. Arrivals from these countries are permitted on the territory of Republic of Bulgaria upon presentation of a valid EU digital COVID certificate for vaccination, for recovery from the illness or for conducted testing, or of a similar document containing the same data as the EU digital COVID certificate. "Orange" zone countries: All countries outside of the green and the red zone. Arrivals from these countries are permitted on the territory of Republic of Bulgaria only upon presentation of a valid EU digital COVID certificate for vaccination, for recovery from the illness or for conducted testing, or of a similar document containing the same data as the EU digital COVID certificate. At least 5 percent of all persons entering from orange-zone countries are ought to be tested for COVID-19 with a rapid antigen test. Countries with which the Republic of Bulgaria has reached an agreement on free passage on a reciprocal basis: Romania, Czech Republic. Countries for which there is information about a significant negative change in the epidemic situation in the respective country or in its separate territories and specific control measures applied for the persons arriving from them: Russian Federation, Kingdom of Spain, Republic of Cyprus. Arrivals are admitted to the territory of the country upon presentation of a valid EU digital COVID test certificate or similar document showing a negative result from a polymerase chain reaction (PCR) test for COVID-19 conducted up to 72 hours before entry into the country, as from the date of the testing entered in the document. “Valid EU COVID vaccination certificate” or a similar document shall mean a document for a completed vaccination course against COVID-19. This vaccination is completed 14 days after the second dose, or from 14 days after the first dose if the vaccine is administered in a single dose. “Valid EU COVID certificate for recovery from the illness” or a similar document shall mean a document showing a positive result of a conducted polymerase chain reaction test or a rapid antigen test for COVID-19 - for persons who have recovered from COVID-19 valid for the period from the 11th to the 180th day, as of the date of the conducted test entered in the document. “Valid EU COVID test certificate” or a similar document shall mean a document showing a negative result from a polymerase chain reaction test conducted up to 72 hours before entry into the country or a negative result from a rapid antigen test conducted up to 48 hours before entry into the country from the date of sampling entered in the document.

Each municipality in central regions is particularly examined by the elaborated methodic materials. The developed agglomeration areas are situated in the central regions. Sofia agglomeration area is presented using General Spatial Plan of Sofia municipality and Municipal Development Plan (MDP) of Sofia metropolitan municipality. It is set out the vision of development and its priorities, objectives and measures. Key words: central regions, agglomeration areas, Sofia agglomeration area, General Spatial Plan, Municipal Development Plan. Introduction The Central regions comprise 45 percent of the Bulgarian territory. The agglomeration areas are formed in them. The present study examines the development of the Sofia agglomeration area – a metropolis in the central regions of Bulgaria. The agglomeration areas are formed within the range of the central regions in Bulgaria – 6 agglomeration areas with a center – a large city, 30 agglomeration areas with a center – a medium-sized town. Six of the agglomeration areas are formations with more than three municipalities, five of them are with three municipalities each, ten are with 2 municipalities and the rest 15 are autonomous municipalities with an established core. These areas represent the backbone of the economy and social and human potential of the country. They have the highest degree of competitiveness and attractiveness for investment and innovation. Eighty eight municipalities with a total population of 5885455 people1 are included within the scope of the agglomeration areas, which constitutes 77.4 percent of the population of the country.

That period was both a time of the consolidation of and opposition to Balkan nationalism with the aim of realizing, to a greater or lesser degree, separate national doctrines and ideals. Forced to maneuver in the labyrinth of contradictory interests of the Great Powers on the Balkan Peninsula, the battles among the Balkan countries for superiority of one over the others, led them either to Pyrrhic victories or defeats. This was particularly evident during the 1912-1913 Balkan Wars (The Balkan War and The Interallied War) and World War I, which was ignited by a spark from the Balkans. The San Stefano Peace Treaty of 3 March, 1878 put an end to the Russo-Turkish War (1877-1878). According to the treaty, an independent Bulgarian state was to be founded within the ethnographic borders defined during the Istanbul Conference of December 1876; that is, within the framework of the Bulgarian Exarchate. According to the treaty the only loss for Bulgaria was the ceding of North Dobroujda to Romania as compensa- tion for the return of Bessarabia to Russia. The case study examines TAM both as a physical space as well as a community of active people in the context of Veliko Tarnovo. An active member of the community, the facilitator, took part in the ViabilityNet 3.0 program, which supported development of local community leaders from Central and Eastern Europe. The program offered development guidance to local community leaders as a way of supporting local communities to become more resilient, thriving places where people engage as neighbors, both in the present and with an eye to the future . The envisaged impact of the ViabilityNet 3.0 program is two-fold, as both the local community leaders and their communities were the focus of our attention. Accordingly we deemed it important to gain an understanding of the changes the program brings to both.
