The Ouyen Kindergarten is within the Rural City Council LGA. The following Census and AEDI data areas have been applied in developing this Early Years Profile:  Census State Suburbs – Ouyen and (shown left). Walpeup State Suburb is the large blue area which ‘doughnuts’ around the smaller white Ouyen State Suburb and  AEDI data – North West (orange area shown right) which is significantly larger than the Census area. OUYEN Kindergarten Early Years Profile 2014 THE SERVICE

Ouyen Pre-school is a single unit Kindergarten situated on 78 Oke Street, Ouyen. The Pre-school operates from a Mildura Rural City Council owned building and is cluster managed by the Mallee Track Health and Community Service which is also based in Ouyen.

Ouyen Pre-school is guided by a committee structure comprised of parents whose children attend the centre. The Committee of Management determine policies, provide input and support for the educational program, represent parents in liaising with the school regarding the transition program, manage accounts and book keeping and fundraise for the Kindergarten, in addition to cleaning the Kindergarten and doing maintenance work.

Ouyen is a commercial centre for regional grain and lamb producers in the Mallee. It is situated on the crossroads of the (-Mildura) and the (Sydney-). The closest major centres are Mildura 110 kms to the north, Swan Hill 150 kms to the east, Bendigo 300 kms and Melbourne 440 kms to the south.

In 2014 15 hours per week of Pre-school programming were being delivered to four year olds attending the Ouyen Pre-school. The delivery program was as follows:  Monday 8:45am – 1:45pm  Tuesday 8:45am – 1:45pm  Thursday 8:45am – 1:45pm

A three year old pre-Kinder program was scheduled to be delivered for 2.5 hours / week in term four.

The Pre-school program was delivered by two staff members: Director: working part-time holding a BA (Hon), Dip Ed (Prim) Dip Teaching (Early Childhood). Assistant: working part-time holding a BFSc, Dip Early Childhood Services.

CENSUS DATA – the Early Years population

The Census data presented as the Early Years ‘catchment’ for the Ouyen Pre-School includes the State Suburbs of both Ouyen and Walpeup. The State Suburb of Ouyen, as reported in the 2011 Census, incorporates the township of Ouyen only and covers an area of 5.6 sq kms. According to the 2006 census Ouyen’s population sat at 1,383 (5.4% of this population, representing 74 children, were aged between 0-4 years). At the 2011 Census the Ouyen population had declined to 1,082 with 63 (or 5.9%) of this population aged 0-4 years.

When considering the Early Years population for pre-school participation it is important to also consider the Walpeup State Suburb population in the Ouyen analysis. Importantly between the 2006 and 2011 Census periods the Walpeup State Suburb increased in size from 1.5 sq kms (covering only the township of Walpeup itself) to 3,505 sq kms, becoming a large ‘doughnut’ around the township of Ouyen (as shown in the map above), as a result population comparisons between 2006 and 2011 are not possible for the Walpeup State Suburb although population decline is generally understood to have occurred. At the 2011 Census the Walpeup population sat at 417 with 24 (or 5.8%) of this population aged 0-4 years. Page 4

The table below presents the August 2011 Census figures into 1 year cohorts for both Ouyen and Walpeup State Suburbs children aged 0-4 years. The 2 year old cohort at the time of the 2011 Census best projects the 4 year old pre-school demand in 2014. Excluding the possibility of population change through families entering and leaving the Walpeup and Ouyen communities there would be approximately 19 children seeking pre-school programming in 2014, 17 children in 2015 (the 1 year old population in 2011) and 20 children in 2016 (the 0 year old population in 2011).

CENSUS DATA – the broader population

In the 2011 Census, there were 1,082 people in the Ouyen (State Suburb) of these 51.0% were male and 49.0% were female. Aboriginal and Torres Strait Islander people made up 0.7% of the population with a median age of 65 years. There was a slight relative growth in the Indigenous population in Ouyen from 0.4% in 2006 to 0.7% in 2011. The median age of the Ouyen population had increased from 45 years in 2006 to 48 years in 2011.

In the 2011 Census, there were 417 people in Walpeup (State Suburb) of these 53.8% were male and 46.2% were female. Aboriginal and Torres Strait Islander people made up 1.4% of the population with a median age of 16 years. In the 25 years up to and including 2006 there was consistent population decline in the Walpeup township with the number of unoccupied private dwellings increasing to reflect this. The median age of the Walpeup State Suburb population was 45 years.

CENSUS DATA – cultural diversity

Whilst the Ouyen and Walpeup communities showed some cultural diversity the population was largely Australian born, 89.0% for Ouyen and 94.4% for Walpeup compared to a national rate of 69.8%. The table below displays the key countries of birth for the Ouyen and Walpeup communities. Page 5

Similarly in the Ouyen and Walpeup communities the parents of community members were also largely born in Australia. In the Ouyen community 87.0% of residents had both parents born in Australia compared to 88.3% for Walpeup and 53.7% at the national level.

Reflecting rates for ‘country of birth’ and ‘birthplace of parents’ 93.0% of homes in Ouyen and 97.8% of homes in Walpeup spoke ‘English only’ compared to 72.4% in Victoria and 76.8% nationally.

OUYEN Kindergarten Early Years Profile 2014 Both the Ouyen and Walpeup communities displayed higher numbers of ‘couple families without children’ than was the case at the state and national levels, a reflection of the ageing population where adult children have left home. Both Ouyen and Walpeup also displayed lower rates of ‘one parent families’ than seen at the LGA, state and national levels.

Where one parents families did occur they were characterised by significantly higher rates of being male led (in the case of Ouyen [28.6%] and Walpeup [30%]) compared to the state (17.2%) and national (17.6%) levels.

CENSUS DATA – income and housing

Whilst the Walpeup State Suburb showed an income profile similar to that seen at the state and national levels in terms of household incomes less than $600 or more than $3,000 per week this was not the case for Ouyen. In the Ouyen community 37.1% of the population had a ‘household income of less than $600 gross per week’ compared to only 23.7% nationally. Similarly in Ouyen 4% of the population had household income above $3,000 per week compared to 11.2% nationally.

Across all median income ranges (including individual, family and household) Ouyen incomes were lower than incomes witnessed at any other level, including amongst their Mallee Track State Suburb counterparts as well as at the LGA, state and national levels.

Whilst income levels along the Mallee Track were below state and national levels, and considerably so for Ouyen so to were some measures of income stress such as rent:income and mortgage:income ratios.

No Walpeup households paid a rent 30% or more than household income and only 5.8% of Ouyen households paid rent which was ‘30% or greater than household income’ compared to national levels of 10.4%. Similarly only 2% of Ouyen households and 3.5% of Walpeup households paid mortgages ‘30% or greater than household income’ compared to 9.9% nationally. Page 7

Lower than state (10.6%) and national (13.7%) rates of ‘state or territory housing authority’ dwellings exist in Ouyen (7.2%) and no ‘state or territory housing authority’ dwellings are available in the Walpeup State Suburb. Higher rates of ‘other landlord type’ occur in Ouyen (16.5%) and Walpeup (15.8%) than at the state and national levels and ‘landlord type not stated’ occur more frequently in Ouyen (6.2%) and Walpeup (21.0%) than nationally (2.2%). Almost three times the national average (2.2%) of ‘housing co-operative, community, church group, housing exists in Ouyen (6.2%). Almost half (47.4%) of homes rented in the Walpeup State Suburb are rented from a ‘person not in same household’ compared to 22.7% nationally.

Despite its isolation 7.4% of households in the Ouyen State Suburb are without a registered motor vehicle. This would indicate a heavy reliance on friends, family and the MTHCS Community Driving Service by some members of the community for their basic health and well-being needs.

The key observation regarding education institution attendance is the lower levels of adult education occurring along the Mallee Track than is the case at state and national levels. The highest rates of adult education (along the Mallee Track) were occurring in Ouyen.

In the Ouyen State Suburb 35.2% of homes (149) stated they had ‘no internet connection’ compared to only 19.6% of Victorian homes and 19.7% of Australian homes. In the Walpeup State Suburb 29.7% of homes (47) stated they had ‘no internet connection’ compared to only 19.6% of Victorian homes and 19.7% of Australian homes. These figures demonstrate an increasing onus on services delivering kindergarten programs to provide access to technology as identified as critical within the NQF. Page 9

OUYEN Kindergarten Early Years Profile 2014 CENSUS DATA - disadvantage

Between the 2006 and 2011 Census periods considerable change has occurred to the levels of disadvantage within the Mildura LGA. Based on 2006 Index of Relative Socio-Economic Disadvantage (IRSD) figures the Mildura LGA was the 12th most disadvantaged LGA of 79 LGAs in Victoria with a decile of 2 and a percentile of 15. By 2011 the Census data revealed a LGA with increasing levels of disadvantage. Recently released SEIFA data noted Mildura LGA as the fifth most disadvantaged LGA with a decile of 1 and a percentile of 5 based on the SEIFA measure of Index of Relative Socio-Economic Disadvantage. Applying the Index of Relative Socio-Economic Advantage and Disadvantage (IRSAD) the Mildura LGA would rank as the third most disadvantaged LGA in Victoria, falling in the highest 10% of disadvantaged LGAs (compared to ranking as the 17th most disadvantaged LGA for this measure, and sitting in the highest 30% of disadvantaged LGAs, in the 2006 SEIFA data). The relevant 2011 Census figures are underlined in Table 1 below.

The Mallee Track incorporates a number of State Suburbs, of these the rural townships of Ouyen and Murrayville are formed by one or more SA1s. It is as a result of this merging of State Suburbs (and SA1s) that disparity between the minimum and maximum SA1 IRSD scores exist. It is critical to recognise that within any area ‘pockets’ of disadvantage and advantage are witnessed.

According to Census SEIFA figures across the Mallee Track the least disadvantaged communities were Walpeup and Murrayville (both of which sat in the 7th decile of disadvantage). By contrast the community of Ouyen experienced the highest levels of disadvantage and sat in the 2nd decile of disadvantage – the most disadvantaged 20% of State Suburbs in Victoria.

OUYEN Kindergarten Early Years Profile 2014 AUSTRALIAN EARLY DEVELOPMENT INDEX DATA

The Australian Early Development Index (AEDI) is a measure of how young children are developing in different communities. Like a census, it involves collecting information to help create a snapshot of early childhood development across Australia. The AEDI is a population measure of children’s development as they enter school. Based on the scores from a teacher-completed checklist, the AEDI measures five areas, or domains, of early childhood development:  physical health and wellbeing  social competence  emotional maturity  language and cognitive skills (school-based)  communication skills and general knowledge.

In 2012 the AEDI was completed nationwide for the second time. The first AEDI occurred in 2009 and resulted in a national commitment to repeat the data collection every three years. All data presented in this report is drawn from the 2012 AEDI data collection round and as such is the most recent available.

Note the AEDI area ‘North West Mallee’ does not precisely reflect the Mildura Region SA2 area as defined within the Census but is the smallest geographical region reflecting the communities of Ouyen and Walpeup.

According to 2012 AEDI data children in the North West Mallee area are not faring as well as their LGA, Victorian and national counterparts in terms of developmental vulnerability on ‘one or more domain/s’. In all 28.1% of Regional Mildura children are vulnerable on ‘one or more domain/s’ compared to 23.6% at the LGA level, 19.5% at the Victorian level and 22.0% nationally. At the ‘on two or more domains’ measure this pattern of vulnerability was reversed for Regional Mildura children with only 9.4% considered vulnerable compared to 13.4% at the Mildura LGA level, 9.5% at the Victorian level and 10.8% nationally. North West Mallee children through the 2012 AEDI data were assessed as more developmentally vulnerable than their LGA, State and national counterparts in three of five possible AEDI domains.

In the domain of Social Competence 15.6% of North West Mallee children were developmentally vulnerable compared to their LGA (10.5%), state (8.1%) and national (9.3%) counterparts.

In the domain of Emotional Maturity 9.4% of North West Mallee children were developmentally vulnerable compared to their LGA (7.8%), state (7.2%) and national (7.6%) counterparts.

In the domain of Communication Skills and General Knowledge 12.5% of North West Mallee children were developmentally vulnerable compared to their LGA (10.3%), state (8.0%) and national (9.0%) counterparts. Page 12

OUYEN Kindergarten Early Years Profile 2014 MY SCHOOL data

School profile

Ouyen P-12 College was established in December 2008, combining Ouyen Primary School and Ouyen Secondary College. The current enrolment is 264 with 3% of students identifying as ATSI. Across the school there is an attendance rate of 93%. Ouyen P-12 College is in the North Western Region and is part of the Mallee Schools Cluster which includes five other P-12 schools.

In 2014 the college's building program was completed and a new P-12 school opened its doors. The new buildings include flexible learning spaces, a new senior learning area including science and technology rooms, a Home Economics/Foods area, new library and upgrade playground and outdoor facilities.

Ouyen P-12 College has 32.8 equivalent full time staff: 2 principal class, 23.8 teachers and 7 support staff. Over the past twelve months teaching staff have worked in teams to review and develop P-12 Curriculum outlines in line with AusVels. These are complemented by P-10 Assessment Schedules and Literacy and Numeracy Plans. The college has strong VCE, VET and VCAL programs at years 11 and 12. On Track data shows that over the past years an extremely high percentage of students leaving year 12 have gone onto further studies, apprenticeships or full time employment.

Student background 2013

The Ouyen P-12 College received an ICSEA value of 982 compared to a national average ICSEA value of 1000. The table below outlines the distribution of Ouyen P-12 College students against the national disadvantage profile. Significantly only 8% of Ouyen P-12 College students present into the top quarter compared to 25% of students nationally.
