The Santa Cruz Yacht Club is privileged to hold the World Championship for the International Flying Dutchman Class. As you might recall we hosted the Flying Dutchman North Americans in 2008, and will host the Nationals in May 2010. The Santa Cruz Yacht Club, along with the U.S. FD Class Association wishes to extend a formal invitation to all Flying Dutchman sailors to attend the 2012 FD World Championships in Santa Cruz, California.

The Santa Cruz Yacht Club has hosted the 505 Worlds (three times), Worlds, US Olympic Trials, Worlds, A Cat North Americans, Clipper Round the World Regatta, Moore 24 Nationals (4 times), Santa Cruz 27 Nationals (7 times), Olson 30 Nationals (3 Times), Catalina 30 Nationals, Santana 22 Nationals (5 times) as well as a host of other regattas. Santa Cruz (Monterey Bay) is known worldwide for its terrific weather, fantastic breezes and world-class conditions.

Our club facilities, grounds and city are a perfect fit for hosting regattas including storage, measurement areas, housing, the proximity to airports and numerous recreational venues.

As you may or may not know, SCYC consistently runs world-class events every year, and is proud to have a deep pool of very qualified race management, operations and infrastructure personnel. Based on this, and our past experiences, we are very excited about the prospect of hosting another truly world-class event for this class. Accommodations, communications and container logistics requirements can be readily provided by our organization.

International Flying Dutchman Class

Dear Mr. Parry,

The Santa Cruz Yacht Club (SCYC) has hosted over 7 World and 20 National Championships. The Monterey Bay is host to some of the most beautiful sites in the world. The area is resplendent with a myriad of wildlife. Our environment is one of the cleanest on earth and is protected through the Monterey Bay Wildlife Sanctuary. The club, along with the U.S. FD Class Association is excited to hold the 2012 FD World Championships in Santa Cruz, California.

In 2012, I will be the Commodore of the SCYC. I am very excited about this event and expect it to be the focus of my efforts during the 2012 summer. Greg Haws, the SCYC club manager, proposed the concept of an FD World’s in Santa Cruz in 2008. We have both been very excited about this prospect and wish to assure you that our club is fully committed to make this an exciting, organized, memorable Championship for both competitors and family. We expect to have spectator boats and organized family events, for those interested.

September affords us, here in Santa Cruz, with some of the most favorable weather anywhere in the world; particularly in terms of temperature and the potential for a consistent, predictable good breeze. It will follow “high” tourist season. The number of tourists and children (they will be in school) will have diminished. However, some of our best weather occurs during the month of September. Our average winds will be above 14 miles per hour and the temperature will be in the mid 70’s (F.). Because of that, we scheduled the Flying Dutchman World’s Championship event at that time.

Our club facilities have undergone, and continue to go through significant upgrades. Particularly improved has been the Sailing Center. Expanded floating dockage, additional ramp capability and an upgraded lot facility are just some of the specifics. We have also increased the number of chase boats, and have a significant number of members who are interested in supporting the event through the use of their boats SCYC will always be focused on the safety of the participants. There is a US Coast Guard station resident within the harbor. We in the open ocean and are acutely aware of the responsibilities of the club for the safety of the participants. We have several internationally recognized PRO’s familiar with our facilities/environment in the immediate area (who managed World Championships).

As you know, SCYC consistently runs world class events every year, and is proud to have a deep pool of very qualified race management, operations and infrastructure personnel. Based on this, and building on our past experiences, we are very excited about the prospect of hosting another truly world class event for the class. To that end we are expecting to support the effort through the 120 members that have mentioned their intent to actively participate and support. To you, that means that 120 of our members are targeted to support the proposed FD Championships with their voluntary support. Accommodation, communication, and container logistics requirements can be readily provided by our organization as well as the US FD Association. And based on the track record of prior events and our responses from sponsors during the years that have followed, we see no obstacles to securing significant sponsorship.

We are excited that the final selection for the 2012 event location is Santa Cruz. We all look forward to a memorable event for all the Flying Dutchman sailors and families in Santa Cruz!

Overview

The Flying Dutchman Association of the United States, in conjunction with the Santa Cruz Yacht Club, is pleased to host the 2012 Flying Dutchman World Championships in the open ocean waters off Santa Cruz, California. We believe that the Santa Cruz area, where Flying Dutchman crews and families have previously enjoyed international competition and between-race entertainment, represents one of the finest sailing and recreational venues available anywhere. The experience of the local yacht club in hosting outstanding national and world-level events with its informal, friendly and dedicated club members is recognized widely in the Northern California sailing community and by many competitive sailors worldwide. The seas off Lighthouse Point in Santa Cruz are blessed with daily, westerly winds of 15 to 20 knots and impressive, wind-driven swells that can drive the Flying Dutchman to speeds only dreamed about by bay and lake sailors. It is not uncommon to plane to weather accompanied by leaping harbor seals, sea lions, dolphins and occasional whales. At day’s end exhilarated racers can enjoy the warmth and beauty of the small harbor as they discuss starts, crazy rounding and other race highlights. Family and friends can choose to watch the racing, or they can partake of the area's many recreational possibilities, including shopping, hiking in the redwoods, swimming or relaxing at the beach, surfing, or even enjoying the thrill of riding a vintage wooden roller coaster at the historic Santa Cruz Beach and Boardwalk. The organizing committee is comprised of experienced Flying Dutchman sailors, business leaders, staff members and club volunteers, all of whom are dedicated to making this championship event one that will be remembered for years to come. The United States can offer no better combination of shore facilities, sailing venue, entertainment, and qualified committee members to host the 2012 Flying Dutchman World Championships. SCYC has hosted over 7 World’s Championships, and 40 National Championships.

Location

Santa Cruz, California is situated at the northern tip of Monterey Bay and the open waters of the Pacific Ocean. Just 70 miles south of San Francisco's International airport and 35 miles southwest of San Jose and the Norman Y. Mineta San Jose International Airport, Santa Cruz is sometimes referred to as Silicon Beach because of its high tech industries.

Santa Cruz' popular summertime beaches are backed up to the beautiful redwood-laden Santa Cruz mountains, and its close proximity to the scenic Monterey Peninsula allows for easy day trips for fun seeking vacationers. The world-renowned Napa Valley wine-growing region and breathtaking Yosemite National Park are popular overnight vacation destinations.

Santa Cruz California is known as a resort destination. With its location less than two hours south of San Francisco and the historic San Francisco Bay, it offers many attractions to visitors. Numerous hotels, car

rentals and campsites are readily available for visitors to the area. The harbor is serviced by various taxi companies and is located close to bus stops, making travel throughout the city and surrounding areas both expedient and inexpensive. West Marine is just a short distance from the yacht club.

Local attractions include the world famous Santa Cruz boardwalk, the Monterey Peninsula and many renowned North Coast wineries. . Boutique shopping can be found in downtown Santa Cruz and nearby Capitola Village, where many of the shops display the diverse wares of talented local artisans and craftspeople. The Monterey Peninsula is home to the shopping Mecca of Carmel, the Monterey aquarium plus the historic areas of Cannery Row and the old pier, which for years were the center of the California Sardine fishery. Also in Carmel is the Hog's Breath Inn; where one can occasionally bump into Clint Eastwood playing the part of the friendly landlord. For those who may want to golf there are courses all around the area to suit most price points and abilities.

Santa Cruz has its own spectacular beaches and an amusement area featuring one of the oldest roller coasters in the US plus a carousel ride that dates back to the late 19th century (part of the Santa Cruz Boardwalk). As befits a resort destination with its own University and a great following with the younger set there is a wide selection of accommodation and an even wider selection of eating and drinking establishments. If the Santa Cruz scene gets a little too hectic, then a short drive up the coast takes you to majestic Redwoods and scenic views of the California Coast. Seals and sea otters are frequently seen and whale watching is also a popular activity.

More important than all of this, is the excellent sailing that can be enjoyed out of the Santa Cruz yacht club. Shore Facilities The Santa Cruz Yacht Club, situated among native oak trees on a rise above the Santa Cruz Yacht Harbor, looks down on a paved and fenced dry storage area, which is capable of handling a fleet of one hundred and fifty Flying Dutchman and an appropriate sized regatta tent. The club's close proximity to three dolly ramps and a two-ton hoist make it ideal to stage a championship series of this size. There is easy access to harbor and club shower facilities - as well as boat wash-down facilities.

Located within the harbor area are several restaurants, marine stores and other retail operations. Within a mile or two of the harbor is a West Marine outlet, Santa Cruz and Larsen Sail makers as well as WaterRat Sailboats and other boat repair facilities. Numerous hotels, car rentals and campsites are also readily available for visitors to the area. The harbor is serviced by various taxi companies and is located close to bus stops, making travel throughout the city and surrounding areas both expedient and inexpensive. The Santa Cruz Beach Boardwalk with its historic wooden roller coaster is the West Coast's last remaining seaside amusement park the perfect place for thrill-seeking family members and sailors to enjoy an evening after a full day on the water. Sailing Waters

The sailing in Santa Cruz is some of the best in the world. During the Worlds the designated sailing area is located in open ocean, approximately month of August, westerly winds develop around 11:00 a.m., 1.25 miles due south from the harbor, an area that is far enough from eventually kicking up to 15 to 25 knots in the afternoon. Wind driven sailing is to be free from currents, kelp and land-effect winds. Swells also increase throughout the day, ensuring great surfing and entertaining mark rounding.

Budget

The proposed operating budget includes all estimated income and expenses. Please note the 11% entertainment tax imposed by the City of Santa Cruz on all events. Currently, some sponsors are tentatively verbally committed to the amounts noted. The intent is to solicit the budgeted promotional sponsors and advertising as noted after the award of location is granted. After the award of location and dates are granted, the sponsors will be signed to the amounts described. There is a significant amount of surplus in the proposal allowing for fluctuations of business conditions, changes in costs and the vagaries of individuals decision making. As the amounts become fully subscribed, the intent is to include lunches and or dinners provided for the competitors, and possibly the filming of a promotional video. The issue of event shortfall is a serious consideration. While current financial times show that planning of funding and attendance is difficult, the procedure for future pricing will be governed by the organizing committee. It is our intent to manage the attendance and measure the offering fluidly. In other words, the event will be self supporting. The costs of the event can be cut down to reflect the expected revenues. There will be a list of minimum services offered. This would eliminate such services as the internet café ($2500), tents and chairs ($17,000), memento trophies ($1500), and hosted meals ($11,000). The event minimum, no frills, costs could be as low as $15,000. Attendees could cover the expense without over run. The major costs associated with it would be officials’ expenses (and FD association). Those costs will be mitigated by searching available local and international judges/officials (PRO). All fees will be paid via PayPal through the current USFD mechanism. Any surplus will be donated to the Santa Cruz Sailing Foundation to support education and racing among local junior sailors.

Proposed Fundraising

There will two categories of fundraising:  Commercial sponsorship, and  Private donations.

For the commercial sponsors there will a three tiered approach. The actual amounts are still under review by the sponsorship committee. Initial pricing and benefits are below.

The Name Sponsor (of which there will be one), will pay at a suggested first estimation, for the right to:  boat bow stickers,  13 foot banner on the club railing ,  front page of magazine,  link in menu of IFDCAUS web site, and  Front page position on event web site, etc.

Solicitation for this sponsor will be undertaken by the committee, and ratified by all of the event chairmen, IFDCAUS officers, and IFDCO VP championships. Presumably this would be an internationally recognized corporation.

Platinum sponsor (anticipated) five at a set price, smaller banners on boat park fence, interior full page ads, etc. Solicitation for this sponsor will be undertaken by the committee. These might be local or national vendors.

Gold sponsor (anticipated) five at this level, inside fractional page ad, logo image and link on web site sponsors page, small sign boards in boat park. This level of sponsorship is to be undertaken by the fleet members of the California Flying Dutchman class. These would likely be local vendors of services, local restaurants, etc.

Other types of sponsorships will be in-kind, food discount coupons for example. The value of these is not included here as a contributor to the overall operating funds. Solicitation of these sponsorships might be in the purview of the entertainment and accommodation committee.

The committee will assemble a list of past members of the class from whom to solicit private donations. An initial goal of for this class of fund raising is suggested. The Committee members will invite everyone now or ever before in the FD class to participate in the success of this regatta.

Proposed Shipping

We will work with a few global container carriers to obtain the most suitable solutions, and hope to be able to obtain sponsorship from or carriers, Customs broker and domestic forwarder to mitigate transportation cost. We will work with a global based freight forwarder with offices in all critical locations to facilitate receiving, loading and shipping.

Container shipping into Oakland, forwarding to a suitable storage location, Customs formalities for boats and gear will be coordinated from multiple origins in ; The , , , , New Zealand and Australia. Specific packing and shipping locations depend on participation from each nation and numbers of boats.

Containers will be transported by sea, and shall all arrive in Oakland, near San Francisco. From here we will arrange for local haulage to nearby ramp facility, where we will arrange off loading into temporary storage space (warehouse, or covered space). We will coordinate delivery of trailers/boats to SCYC.

Cost will depend on shipping minimum 6 boats + gear per 40’ container, typically between

$900-1200 USD per boat, for the round-trip arrangement is the current budgetary numbers we are considering.

Organizing Committee

The following information identifies the executive-level participants of the US Flying Dutchman Organizing Committee and describes their competitive racing experience.

Greg Haws Greg has been the SCYC club manager for the past 19 years. He is a major supporter of the FD World’s concept. He will be the principal coordination point for the event. In the 20 years he has been the SCYC manager, he has managed over 7 World’s Championships, and 40 National Championships.

Michael Wood He will be the SCYC club Commodore in 2012. He also is a major supporter of the 2012 FD World’s concept; he expects to spend a major amount of time and effort to complete the 2012 World’s. He has been active in sailing since 1988 in one design and offshore races. He is an independent contractor and currently crews on a Santa Cruz 52.

Tim Sayles Tim is the President of IFDCAUS and a FD member for 20 years and President of Advanced Data Management Assoc., Inc. of Philadelphia, Pennsylvania.

Lin Robson Lin is the current FD North American Commodore, a multiple U.S. Nationals and North American championship winner and has sailed the FD since 1994. He works as a sail consultant at North Gulf Coast in Florida.

Jean Jimenez Jean is the 2nd Vice President of the FD association. He has been a local SF bay FD sailor for the past 20 years. He is a former advertising and PR executive and has been responsible for fund raising in the past. He is currently employed as a pilot. He owns a wood decked Mader.

Buzz Ballenger The owner of Ballenger Spar Systems, a premier manufacturer located in Watsonville, Ca. He is well known as the manufacturer of over 80 Ballenger 505’s. He has extensive one design helming and crewing experience. He began sailing the FD in the 70’s and has recently returned to FD ownership. He owns a beautiful wood decked Mader. is a resident of the Monterey Bay area.

Kurt Hemmingsen The coordinator of all shipping requirements related to the event. He has been in the container logistics industry for more than 15 years, has an extensive global network, and understands himself very well on container loading, haulage and Customs formalities. Kurt resides in San Mateo County, just North of Santa Cruz, CA and run his daily business near the container ports of Oakland.

Doug McWilliams Doug is computer professional. He is the creator, manager and owner of the www.calfd.org website. He is the brains and muscle behind the west coast communication organ. Doug is a skipper of many classes of dinghies that include Jet 14s and Thistles. He is the owner of his second classic FD, Mader 1 and 1/2. He has refurbished two FD’s and competes regularly throughout the area.

Mike Meszaros A member (former Commodore) of the Inverness Yacht Club and has sailed a Flying Dutchman since 1964. A former Fire Chief, he is currently a consultant to the Fire Service in the areas of vegetation management and fire prevention in the urban wild land interface. He coordinates the on-the-water youth sailing program at the IYC during the summers. He recently re-constructed the Bob Hoare FD he built in 1972.

Gordon Dollar Is a senior electrical estimator for the largest electrical contractors in the nation with over twenty years in his career. He served ten years in the Navy, and then six years in the National Guard. Gordon owns a classic Mader 1 ½ FD and has refinished/restored it. It is his second FD.

Saul Schumsky Saul is a graphics designer. He is currently working for one of the SF Bay premier yacht chandlery. He is a resident of the Alameda, SF area. He sails a classic FD, a Bianchi and Cecci with a Dynamic Plastics decked 1 ½, that he has restored.

Zhenya Kirueshkin-Stepanoff Zhenya is a SCYC member and a Regional administrator for the USFD Association. He works for Federspiel Controls, a green technology, international company.

Management Committee

1. World’s Proposal submission – Zhenya Kirueshkin-Stepanoff a. The World’s Proposal is a living document that will evolve until enacted in 2012 b. This is an organized presentation of the 2012 World event and who is responsible. c. The document itself will develop into the “Prompt Book Manager” d. This device will be the basis for the evolution of the event and its’ guidance. 2. Prompt Book Manager – Bill Bernard a. The Proposal will become the script or Prompt Book for the actual event. b. It arranges information in such way that what is needed to be done and when is in the front section, c. the details of what is being done is in the middle, and d. The things that were considered but rejected are in the back of the book. 3. Budget – Saul Schumsky a. Saul will act as Treasurer for the event b. All funds will be handled through the USFD Association Treasurer (Jonathon Clapp) c. The event will have an open budget on the internet d. The budget will allow for fixed costs and variable (number of participants) e. The budget is a living document open to visibility and comment. 4. Internet – Doug McWilliams a. A prototype Website exists for examination i. The link exists through the www.calfd.org website. ii. The open the “Links” tab. iii. Then open the “World’s” sub tab. b. The World’s proposal will be resident and updated once per week on this site c. The Proposed budget will be resident on this site d. The list of competitors and their contact information will be on this site. e. As part of the facility internet amenities we will have two options: i. We could hire a mobile internet cafe' with about six seats and a laser printer. ii. we may own ,rent or configure the computers iii. $2500 is an initial starting point cost. f. SCYC has a wireless hub. i. so people can use their own machines ii. while at the club house. g. Web site content: we will start gathering our sponsors after we are approved as a World site. h. The plan is to load and unload container in the parking lot of the SCYC. d. This will be within 100 meters of the hoist and clubhouse. e. The details will be coordinated through Kurt. f. Banquet Facilities – Paul Tavenier a. Welcome Dinner (1) i. Arrangement will be made with SCYC to hold this at their facility on the evening before the first race day. ii. Meal choices and other options will be presented as questions on the sign-up page of the Worlds website. b. Awards Banquet (1) i. This could be held in the same facility, or possibly at a nearby restaurant (Crow's Nest?) large enough to host the expected number of participants. Choices/options as above. ii. YC politics may dictate where this is held, and we will do what is best for the fleet. c. Bar i. SCYC has a catering facility. We have been in contact with them to ascertain how best this should be handled within their facility in 2012. ii. The food service is a large part of our plan and is able to accommodate expanded use if our competitors want lunches provide, or other services. They are willing and able to provide food service remotely within the geographical confines of Monterey Bay. iii. d. In addition, the area immediately around SC Harbor affords quite a few options for both bars and restaurants. Over the next two years our committee we will coordinate and investigate other off site options (13 a, b, c) above to coordinate and improve. 14. ROW coordination – Tim Sayles/Michael Thomas a. Ensure that important and useful information is provided to WC participants. b. In addition to general information, specific contacts will be identified that can respond to individual questions on important topics relating to: i. the World Championship such as ii. Registration, iii. Venue, iv. Entertainment, v. Travel, vi. Shipping or vii. Accommodations. c. These contacts will be the "go to" contacts to help resolve any contestant's problem or question. 15. Officials Liaison – Lin Robson a. Liaison for officers of the at and before the regatta to solve questions and b. Help make sure inquiries are directed to the right parties within the organizing committee. 16. Measurement – Paul Hemker a. The measurement area will consist of a covered area that could be reasonably draft free so sails and weights can be done in fairly still air. Sail measurement will be on a raised surface to avoid having to crawl around on the floor. We will have area around the club for this. b. 4 saw horses for measuring spars (min 4) will make that job much easier. There will be a place to hang the spar/centerboard/rudder scale or a surface for a platform scale. Horses to support the surface in will be a good consideration c. A hard, level surface for the scale will be available. Cushions protect boats being positioned on the scale as well as for rolling a boat on its side for centerboard and rudder depth should be available. Old mattresses or foam sheet will be available. d. Desks or table tops for handling clerical chores will be available. 2-3 will be available with security for paperwork, tools, stamps and stickers. e. WATERPROOF measurement stickers and sail measurement stamps with WATERPROOF ink will be available f. Measurement forms and check-in sheets will be available g. Electrical source for scale and clerical area h. Refreshments for measurement team i. Volunteers from the SCYC will be available to help with sail measurement and to act as runners. 20 currently identified and planned for by SCYC.
