25 years ago Thursday, Aug. 12, 1982 Ukiah Daily Journal COUNTY BUDGET JUST WON’T BALANCE. County supervisors failed last night in a marathon attempt to balance their budget, losing ground on a $1 million shortfall during debate that lasted until 2:15 this morning. Assistant Auditor Dennis Huey gave boardmembers the bad news. As their second review of specific department budgets concluded, they turned to Huey for a total. “I’m sure we’re farther out than when we started,” he said. Despite earlier commitments to “stay until we’re done,” Board Chair Norman de Vall closed the session. While supervisors began the evening facing a deficit of roughly $1 million, the shortfall was only on paper. As happened during similar hearings last year, County Administrator Al Beltrami and Auditor Merydel Peterson had come up with savings, new revenues and adjustments worth roughly $1.4 million, more than enough to balance. But the last-minute finagling was offset by a hard-line stance by the Mendocino County Employees Association (MCEA) during contract negotiations concluded yesterday. According to County Counsel John Drummond, the MCEA refused to back down from a 10 percent salary increase guaranteed in the final year of a three-year contract. They gave up three percent in retirement subsidies, however. The MCEA also rejected a proposed 36-hour week. Beltrami had accounted for the 10 percent pay hike in his budget calculations, but had banked on the shorter workweek. The negotiation results threw the bottom line off by an estimated $1.5 million.
