    Big Business And Conservative Groups Helped Bolster The Sedition Caucus’ Coffers During The Second Fundraising Quarter Of 2021 Executive Summary During the 2nd Quarter Of 2021, 25 major PACs tied to corporations, right wing Members of Congress and industry trade associations gave over $1.5 million to members of the Congressional Sedition Caucus, the 147 lawmakers who voted to object to certifying the 2020 presidential election. This includes: • $140,000 Given By The American Crystal Sugar Company PAC To Members Of The Caucus. • $120,000 Given By Minority Leader Kevin McCarthy’s Majority Committee PAC To Members Of The Caucus • $41,000 Given By The Space Exploration Technologies Corp. PAC – the PAC affiliated with Elon Musk’s SpaceX company. Also among the top PACs are Lockheed Martin, General Dynamics, and the National Association of Realtors. Duke Energy and Boeing are also on this list despite these entity’s public declarations in January aimed at their customers and shareholders that were pausing all donations for a period of time, including those to members that voted against certifying the election. The leaders, companies and trade groups associated with these PACs should have to answer for their support of lawmakers whose votes that fueled the violence and sedition we saw on January 6. We are disappointed that this controversial and discriminatory proposal has resurfaced, as our industry has consistently supported increasing HTF revenue through equitable increases to existing user fees. The inclusion of such a divisive policy in the next surface transportation reauthorization would instantly eliminate our support for the bill and likely destroy any hope for its passage. Proponents of a truck-only VMT have insinuated that truckers don’t pay their fair share into the HTF. This is preposterous. Not only is the trucking industry currently paying more than its fair share, a report by the Congressional Budget Office (CBO) found HTF revenues derived from motor carriers through the heavy-vehicle and tire taxes will increase over the next decade.1 Between the current diesel tax and these supplemental taxes that other highway users do not pay, the trucking industry is estimated to increase its contributions to the HTF over the same period of time.

Wyden and Crapo and Reps. Pallone, McMorris-Rodgers, Neal, and Brady: On behalf of the undersigned, we write to convey our concerns with the implementation of the pending Medicare 15% payment differential for services furnished by physical therapist assistants (PTA) and occupational therapy assistants (OTA) beginning on Jan. 1, 2022. This 15% cut compounds significant payment reductions already imposed on rehabilitation therapy and will have a pervasive and pernicious impact on our patients. The rehabilitation therapy sector is still recovering from the devasting impact of COVID-19 on patients and staff as we continue to provide services during the public health emergency (PHE). Especially early in the pandemic, access to care was curtailed. The AMA reported the early pandemic’s effect on rehab therapy as among the hardest hit among the Medicare Physician Fee Schedule specialties, with up to a 34% drop in spending for services.
