Big Lake Environment Support Society President's Report for 2006 Presented at the BLESS Annual General Meeting on January 30th, 2007 2006 BLESS Directors The 2006 Big Lake Environment Support Society (BLESS) Board of Directors included Nicholas Batchelor (Secretary), Dave Burkhart (President), Bruce Cameron (Treasurer), Stuart Loomis (Vice-President), Miles Constable, Lilo Engler, Bob Russell, John Samson and Jack Wiercinski. The Board of Directors met 13 times in 2006 to discuss BLESS affairs. In total, members of the BLESS Board put in well over 900 hours on BLESS related activities in 2006. Secretary Nicholas Batchelor produced accurate, detailed minutes for each meeting which are available to members for review and will be held in BLESS archives as a permanent record of 2006 board discussions and decisions. Participation in the Sturgeon Watershed Initiative Group Three BLESS Directors participated in the fledgling Sturgeon Watershed Initiative Group in 2006: Dave on behalf of the society, Stuart who represented the Sandy Lake Restoration Society and Lilo as a resident living within the watershed. The group includes a wide variety of stakeholders with an interest in the Sturgeon River watershed including municipal and provincial government administrators, First Nations representatives, residents, non-profit and environmental groups and industry representatives. The intent in forming the group is to develop a sustainable management strategy and plan for the Sturgeon River watershed under the province's Water for Life program. So far the group has met nine times and is currently working on developing a set of bylaws that will enable it to become a society under the Alberta Societies Act. -

Selecting Women to Lead Provincial Parties in Government By Melanee Thomas Associate Professor Department of Political Science University of Calgary 2500 University Drive NW Calgary, AB T2N 1N4 Abstract: The majority of Canada’s women premiers were selected to that office while their parties held government. This is uncommon, both in the comparative literature and amongst premiers who are men. What explains this gendered selection pattern to Canada’s provincial premiers’ offices? This paper explores the most common explanation found in the comparative literature for women’s emergence as leaders of electorally competitive parties and as chief political executives: women are more likely to be selected when that party is in crisis or decline. Using the population of women provincial premiers in Canada as case studies, evidence suggests 3 of 8 women premiers were selected to lead parties in government that were in crisis or decline; a fourth was selected to lead a small, left-leaning party as predicted by the literature. -

“If we could all be Peter Lougheed” Provincial premiers and their legacies, 1967-2007 1 J.P. Lewis Carleton University [email protected] Paper for Presentation at The Annual Meeting of the Canadian Political Science Association Concordia University, Montreal June 2010 Introduction For a variety of reasons, the careers of Canadian provincial premiers have escaped explicit academic attention. Premiers are found frequently in Canadian political science literature, but more for direct roles and actions – in questions of the constitution, federalism, public policy and electoral and legislative studies – instead of longitudinal study and analysis. This fits a pattern of neglect in the field; some academics have lamented the lack of direct attention to provincial politics and history (Brownsey and Howlett 2001). The aggregate imprints of premiers are relatively ignored outside of regional and provincial treatments. No pan- Canadian assessment of premiers exists, and probably for good reason. The theoretical and methodological concerns with asking general research questions about premiers are plenty; leadership theory and historical approaches provide some foundations but any approach is going to confront conceptual challenges. This is where this study is found – in a void of precedents but a plethora of qualitative data. 2 Regardless of methodological challenges, some historians, political scientists and members of the media have not shied away from ranking and assessing national leaders. Some of the more popular treatments (from the popular culture version to the more academic approach) include Ferguson’s Bastards and Boneheads , Granatstein and Hillmer’s Prime Ministers: Ranking Canada’s Leaders , and Bliss’s Right Honourable Men . Bliss (xiv), the esteemed historian, is skeptical of such endeavours, “While this is Canadian history from Parliament Hill, I am not a Hegelian and I do not believe that political leaders, least of all prime ministers of Canada, are personifications of the world spirit. -

March 12, 2008 Premier Stelmach sets out priorities; names new Cabinet, reorganizes portfolios Changes to government structure reflect government priorities Edmonton... Premier Ed Stelmach has laid out the priorities for his new administration, reorganizing portfolios and adding four new ministries. The Premier also named his new Cabinet which features new faces and new assignments for previous members, and introduces the role of parliamentary assistants who will help support ministers on key projects. "This Cabinet and new government structure will focus on building a stronger Alberta and improving the lives of Albertans,” said Premier Stelmach. “The Cabinet team balances experience and new perspectives and is well skilled for the work ahead.” The new Cabinet will be focused on five priorities: ensuring Alberta’s energy resources are developed in an environmentally sustainable way; increasing access to quality health care and improving the efficiency and effectiveness of health care service delivery; enhancing value-added activity, increasing innovation, and improving the long-run sustainability of Alberta’s economy; reducing crime so Albertans feel safe in their communities; and providing the roads, schools, hospitals and other public infrastructure to meet the needs of a growing economy and population. Changes to the government structure will help better meet these priorities. Government’s increased focus on culture is reflected in the new Ministry of Culture and Community Spirit which also has responsibility for the voluntary sector and the Human Rights Commission. The new Ministry of Housing and Urban Affairs will help fulfill government’s plan to ensure affordable housing is available to all Albertans and to address emerging urban issues. -

The Public Accounts consist of the annual report of the Government of Alberta and the annual reports of each of the 18 Ministries. The annual report of the Government of Alberta released June 2001 contains the Minister of Finance's accountability statement, the consolidated financial statements of the Province and a comparison of the actual performance results to desired results set out in the government's business plan, including the Measuring Up report. On March 15, 2001, the government announced new ministry structures. Since the 2000-2001 fiscal year was substantially completed prior to this announcement, Ministry annual reports and financial statements have been prepared as if the restructuring took place on April 1, 2001, to provide proper accountability for the 2000-2001 fiscal year against the original business plan. This annual report of the Ministry of International and Intergovernmental Relations contains the Ministers' accountability statement, the audited financial statements of the Ministry and a comparison of actual performance results to desired results set out in the Ministry business plan. The first thing that comes to my mind is whether I can be heard at the back of the room. At one time, the complaint was not that I could not be heard at the back of the room, but that people in the other room could hear me too and did not particularly appreciate it. But with the passage of time, I think that perhaps I had better rely on the microphone. Now, Mr. Chairman, as Trevor Anderson 1 was making his most kind remarks, this crossed my mind. Three or four years ago when Mr. Justice Stevenson was president of the Sir Winston Churchill Society, Lord Shawcross was invited to speak and Mr. Justice Stevenson had the perspicacity to bring Trevor back from Winnipeg to introduce him. Some of the local dinosaurs said, "What are they bringing in an import for?"~ Well, Trevor gave the best introduction of a Churchill speaker that was ever given. I only mention that for this reason: his introduction to Lord Shawcross, I think, took 14 minutes. -
