MDD/055/19 CONFIRMATION OF MINUTES OF THE WORKSHOP OF THE MUNICIPAL DISTRICT OF DONEGAL HELD ON 29 TH MARCH 2019 On the proposal of Cllr O’Neill seconded by Cllr Maguire, the Minutes of the workshop of the Municipal District of Donegal held on the 29th March 2019 were confirmed.

MDD/056/19 Clean and Green Awards – Donegal Town Tidy Towns Committee The Cathaoirleach welcomed the Donegal Tidy Towns Committee who had recently being presented with the overall Tidy Towns Committee Clean & Green Coasts award winner for for the second time. Members paid tribute to all concerned who are working hard to keep Donegal Town and surrounds tidy. Tributes were paid to the TUS workers, the Donegal Tidy Towns Committee, Council Roads and Environment Staff who all contribute to making Donegal Town more attractive for visitors and locals alike. Mr. G Martin also paid tribute to all involved in the success of the Donegal Tidy Towns Committee. In behalf of the group, Ms. Mary McGettigan thanked all of the stakeholders including the CE Scheme, Mr. Mark Sweeney, Mr. Peter Kane, and DCC staff who provide excellent assistance to the group in their work. A short adjournment was held to allow for the taking of photographs.

MDD/057/19 HOUSING CORPORATE AND CULTURAL SERVICES REPORT

Matters arising from the previous meeting

Follow up Issues from previous meeting Mr. Pauric Sheerin provided updates on follow ups from the previous meeting in relation to the following matters;- • The response from Irish Water to motion was circulated to Members • Letter has issued to Department as requested in relation to the Repair & Lease Scheme • Request for Freedom of the County for Charlie McGettigan has been referred to Council Secretariat for CPG consideration • Confirmed that the request for the Freedom of the County for Katie George Dunleavy was referred for CPG consideration. • Confirmation of adoption of Schedule of MD Works for 2019 was notified to the Head of Finance • Access to Tullan Strand – Community Development are examining work programme and priorities so that a more definite timeframe can be provided on this project • Rossnowlagh Workshop – initial workshop was held as agreed and Members noted that Mr. G Martin, Director Designate, is to discuss the proposed larger scope project for Rossnowlagh at 2

Senior Management Team level in order to determine who will be leading out on same.

Housing Services Progress reports on Grants, Loans, Casual Vacancies, and Social Housing Support Programme, Tenant Purchase Scheme 2016, Housing Assistance Payments/Private Rented Inspections and Lease & Repair Scheme and Housing Need Members noted the update reports on Grants, Loans, and Casual Vacancies, Tenant Purchase Scheme, Housing Assistance Payments, Private Rented Inspections, Social Housing Support Programme, Housing Need in the MD, and Leasing & Repair Scheme as circulated with the Agenda and presented by Mr. P Sheerin. Members also noted further updates on the matters since the reports had been prepared as provided by Mr. Sheerin including in particular on Casual Vacancies and Lease & Repair. Members also noted the comments in relation to the HD and HM grants and also the SHIP programme. Mr. P Sheerin further briefed Members in relation to housing need noting that the Council is pursuing turnkey, own build etc. in the areas of highest need and also in the wider areas e.g. Mountcharles where need is increasing.

Housing Assistance Payment Scheme Cllr Kennedy referred to the difficulties that private renters can encounter in sourcing private rented accommodation and also referred to the number of empty dwellings that are in the District that might be available for renting. She asked if there is some way that the Council could encourage potential landlords to make their properties available under the HAP scheme. In response to the matters raised, Mr. P Sheerin informed Members that HAP Scheme can be seen as the medium term replacement for Rent Supplement and that it is one of the schemes available to housing applicants to assist with their accommodation needs. He submitted that applicants availing of HAP do so via a private arrangement with a landlord. He submitted that all private rented properties (whether in HAP or not) are subject to the same private rented standards. He also advised Members that there a number of staff in the Housing Section in Donegal PSC involved in the HAP process and who would regularly encourage applicants to ask their landlords to get in touch to discuss HAP and this will continue.

Cllr Maguire submitted that the Council should be focusing more on providing social housing. He stated that Members are pushing hard for Social Housing provision and that less emphasis should be placed on HAP and it should only be regarded as a ‘stop gap’ for applicants until such time as social housing is provided. In response to same, Mr. P Sheerin informed Members that HAP is one of the schemes available to approved Housing Applicants from the Local Authority’s perspective and that the Housing Section is continuing to

identify land, turnkey, purchases etc. to provide social housing in the County.

Corporate Services

Request for the Council Offices (formerly Town Council) in Bundoran to be named after the late Cllr Sean McEniff Cllr Naughton referred to a motion adopted at the September 2018 Plenary Council meeting, which had been proposed by Cllr Ciaran Brogan that the “Council recognises the long standing contribution to public life by the late Cllr Sean McEniff in Beautiful Bundoran”. He submitted this matter should be discussed to decide what the appropriate recognition would be in the District for the late Cllr McEniff. Following a discussion, on the proposal of Cllr O’Neill, seconded by Cllr Naughton, Members requested that the Council Building (former Town Council Offices and Library) should be named after the late Cllr McEniff as a fitting tribute to him.

Representation from MD on SPC’s and HSE Forum In response to submissions from Cllr’s Jordan and Kennedy for each of the MD’s to be represented on the SPC’s and the HSE forum when the new Council is formed, Mr. G Martin undertook to convey same to Corporate Headquarters and that this matter was ultimately a decision for the Members of the new Council after the local elections.

MDD/058/19 ROADS / TRANSPORTATION SERVICES REPORT

2019 Road Works Programme Status Report Members noted the update report on the 2019 Road Works Programme circulated with the Agenda as presented by Mr. M Sweeney. Mr. M Sweeney informed Members that he would revert to them at a later date once the budget for the District for LIS’s has been allocated with the agreed list for 2019 as discussed at the previous workshop.

Follow up Issues from previous meeting Mr. Sweeney provided an update on follow up issues from the previous meeting as circulated by e-mail dealing with the following;-

• Information on Funding for LIS for other rural counties • Memorial plaque in memorial of the late Mr. James White former TD and hotelier • LIS workshop on 29 th March 2019

Other Roads Matters

A number of other Roads matters were dealt with as follows:

Motion adopted requesting a meeting with the Department of the Marine In response to a request for an update on the motion adopted requesting that a meeting be arranged with the Department of Marine, Mr. M Sweeney informed Members that the Director of Roads/Transportation has written to the Department seeking the meeting. Mr. M Sweeney undertook to follow up on same.

Workshop for Community Involvement Scheme and Footpath Repair and Public Lighting Infill Works A workshop for the above was agreed to take place on 14 th May 2019 at 10.00 a.m. (immediately before the next MD meeting).

Cassan Sound Road – takeover request In response to a query from Cllr Jordan as referred to in the follow up report, Mr. M Sweeney informed Members that once the correspondence has been received he would revert to Members regarding the request to take this road in charge.

Junctions at Laghey on N56 Members raised concerns in relation to the junctions at Laghey on the N56. Cllr Naughton asked if this area could be reviewed by the Road Safety Section to determine if additional safety measures are appropriate. Cllr Jordan submitted that there may be still some hatching to be carried out at this location further to recent works undertaken. Cllr O’Neill submitted that that there are safety concerns at this location and that it would be appropriate for a 60 kmph speed limit and referred to similar villages in other counties that have such speed limit in the interests of road safety. Cllr O’Neill then proposed that a 60 kmph speed limit be introduced at Laghey on the N56. This was seconded by Cllr Naughton and agreed. In response to same, Mr. M Sweeney informed Members he would convey Members motion to introduce a 60 kmph speed limit at Laghey village on the N56 into the Road Design Section for review and then if appropriate to refer same to TII for consideration.

Request for a footpath at Old Golf Course Road, Donegal Town Cllr Naughton referred ot the number of houses on the old Golf Course Road, Donegal Town and requested that the Council investigate the possibility of constructing a footpath to cater for pedestrians. In response to same, Mr. M Sweeney submitted a source of funding would be required to proceed with this request. He further advised Members that it may be suitable for a Community Involvement Scheme application, if the residents wished to proceed. Members noted that the closing date for CIS applications is this Friday the 12 th April 2019.

Signage and Road Markings for Millpark Roundabout Cllr Kennedy requested an update on the requested Signage and Road Markings for Millpark Roundabout and Mr. M Sweeney agreed to follow up on same and to revert to Members.

Road Markings on Mountcharles road In response to a query from Cllr Jordan regarding the road markings on the Mountcharles road (broken white lines), Mr. M Sweeney informed Members he understood that the marking meets the standard for visibility and that he would seek to get this reviewed by Road Design.

Bruckless - Killaghtee Road In response to a query from Cllr Kennedy if funding had been identified for a footpath at Kilaghtee Road, Bruckless, Mr. M Sweeney informed Members he is investigating same including under the national GOAPP scheme.

Works in Ballyshannon Cllr O’Neill commended the Roads Section and contractors for the great works carried out at Clyhore, Ballyshannon. He also asked that an area outside Coyle’s house be reviewed as it flooded during the recent flash floods and the residents had been in contact with him. In response to same, Mr. M Sweeney informed Members he was aware of two gullies that were covered at the time of the floods but would check if further works are required at this location at Camlin.

Road Works at Ballydevitt Cllr Maguire commended the recent works carried out at Ballydevitt.

Market Yard, Ballyshannon In response to concerns raised in relation to proposed works at the Market Yard in Ballsyahnon to facilitate development by the Health Services Executive, Mr. M Sweeney informed Members that the works on the car park would be undertaken outside of the peak tourist season, if possible, and with a view to minimising disruption.

Requested lights at Ballyure, Ballyshannon In response to a request from Cllr O’Neill for public lighting at Ballyure, Ballyshanon, Mr. M Sweeney informed Members that he would be shortly bring the public lighting programme to Members for consideration.

MDD/059/19 ECONOMIC DEVELOPMENT REPORT

Tourism Unit Report Members noted the Activity Report circulated with the Agenda and presented by Ms. C Britton dealing with the following:

Development Fund Iniative 2019. Ms. C Britton circulated the list of Development Funding Initiative Allocations for 2019 as discussed at the earlier workshop and set out hereunder. Members confirmed their agreement to the 2019 allocations as circulated.

A number of comments / queries were dealt with as follows:

Tourism Group in Glencolmcille,Carrick and Kilcar Cllr Kennedy thanked the team in Economic Development and Fáilte Ireland for attending a recent meeting in Kilcar and confirmed that it is a positive development, now that a tourism group has been formed for the Glencolmcille, Carrick and Kilcar area.

MDD/060/19 ENVIRONMENT SERVICES REPORT

Apologies were noted from Ms. S Bogan who was unable to attend today’s meeting. Mr. Paul Gallagher, Administrative Officer, Environment was in attendance to represent the service.

Matters arising from the previous meeting

Requested Section 183 for lands at Parkhill, Ballyshannon . Mr. P Gallagher briefed Members on the current status in relation to the requested Section 183 for lands at Parkhill, Ballyshannon noting that written confirmation would issue in respect of same in the coming days. Cllr O’Neill welcomed the response in relation to this matter and submitted that he hoped to see the proposed Section 183 on the Agenda for the next MD meeting.

Tidy Towns Clinic for MDD Mr. P Gallagher informed Members that a clinic has been organised for Tidy Towns Committees to attend with Ms. Deborah Nesbitt as previously requested. He advised this is organised for 10.00 am on Monday the 15 th April 2019 in the Donegal Public Services Centre. Cllr Kennedy welcomed the Tidy Towns clinic and advised that only the recognised tidy towns groups had been notified in relation to the clinic. She asked if the clinic could be more widely communicated. In response to same, Mr. P Gallagher informed Members he would communicate the comments to Ms. S Bogan.

Environment reports Mr. P Gallagher presented the reports circulated with the Agenda in relation to the following updates;-

Launch of Beach Wheelchair for Rossnowlagh Mr. P Gallagher informed Members that the launch of the beach wheelchair for Rossnowlagh beach is scheduled to take place on the 2nd May 2019.

A number of other comments/queries were dealt with as follows:

Discontinuation of Collections of Plastic Bags Cllr Maguire noted that the waste collectors are discontinuing collecting plastic bags of rubbish that are not in bins and expressed concerns that this will be a major issue in the county. He submitted that although this has been in train for the past two years, the onus is on the Council to publicise this major change in waste collection and that it has not done near enough in this regard. He noted that this issue was raised at the recent Kilcar Parish Council meeting as a major issue. Cllr Kennedy concurred with Cllr Maguire’s submission and submitted that it is a major issue in rural areas. She submitted that other counties have suggested the provision of collection points for refuse collectors and noted that the change could lead to more illegal dumping and will cause particular difficulties for campervans. Cllr Jordan also expressed concerns in relation to this issue submitting that although this has been raised at SPC level, it seems to be rushed too quickly and referred to the long distances that some residents may have to travel to pick up points and that areas could become ‘stacked’ with rubbish. Cllr Maguire also submitted that environment matters are discussed at every meeting and re-iterated his wish that all candidates would adhere to a voluntary ban on elections posters submitted that candidates and members should be leading out by example in relation to the environment. In response to the issues raised in relation to the discontinuation of the bags collections, Mr. P Gallagher informed Members that this matter has been on the national agenda for a number of years and noted the comments made. He submitted that the bags are being phased out in line with national policy and issues such as ‘bin sharing’ are being finalised. He also advised that a notification will issue shortly to Members in relation to this matter.

Community Toilet Scheme Cllr Kennedy referred to the Community Toilet Scheme which is being piloted in Stranorlar and submitted that the scheme is slow being rolled out given that it was raised two years ago at the Environment SPC and requested that further rollout take place in time for the 2019 summer season. In response to same, Mr. P Gallagher informed Members that the pilot in this case would be continually reviewed and that signage would be provided to participating premises.

Irish Water Issues

Water in Rossnowlagh Area and Waste Water at Laghey and Mountcharles Cllr Naughton expressed concern in relation to water restrictions in the Rossnowlagh Area and the current ‘boil’ notice on the Ballymagroarty water supply. In particular submitted that this matter needs to be addressed in advance of the Easter season to ensure adequate water supply for the area. He also submitted that it was unsatisfactory that the housing estate and school in Laghey have not yet been connected to the Laghey Waste Water scheme. He stated that a similar issue relates to Mountcharles Waste Water where a pumping station would resolve the matter. Cllr Naughton further advised that he feels that Irish Water are not accountable to Members and that representatives need to sit down with Members at Municipal District meetings to provide proper answers to the concerns being raised. In response to same, Mr. P Gallagher informed Members he would bring the comments in relation to these issues to the attention to the staff member at Headquarters who deals with Irish Water.

MDD/061/19 PLANNING CONTROL REPORT

Planning Update Reports Mr. Paul Christie, Senior Executive Planner, Central Planning Unit was in attendance to represent the Service. Cllr Kennedy submitted that the Killybegs T & V report was not up to date and requested that this matter would be followed up with the Community Development Section.

Mr. P Christie also noted that Mr. Eamonn Boyle had attended a recent workshop with Members in relation to Town & Village Renewal scheme 2019.

Design Guide for Ballyshannon Cllr O’Neill welcomed the Design Guide for Ballyshannon and thanked all involved in undertaking this work.

Material Alteration - query In response to a query from Cllr O’Neill on the timeframe involved to deal with a ‘material alteration’, Mr. P Christie informed Mmbers he would revert in relation to same once he has the specifics, noting that this may require a process to be followed.

MDD/062/19 Attendance of Deputation from Rossylongan, Drimark and adjoining townlands The Cathaoirleach welcomed the Members of the Deputation from Rossylongan, Drimark and adjoining townlands. The Deputation was represented by Mr. Alec Reid and Mr. John Cooke. Apologies were noted from Mr. Tom Lyons and Ms. Sinead Gallagher who were unable to attend today’s deputation. Mr. Reid, who spoke on behalf of the deputation referred to the specific area where residents believed that a roundabout would be the best solution in the interests of road safety. Mr. Reid also read a letter from Ms. Siobhan Gallagher as part of the submission as Ms. Gallagher was not in attendance. A lengthy submission was made by the deputation in relation to the current situation on the road at Drimark/Rossylongan, the safety challenges it presents with increased traffic, speed and layout of the junctions. A written submission submitted by Mr. Tom Lyons was also presented by Mr. J Cooke to the meeting. In summary, the deputation advised they are seeking the installation of a roundabout on this stretch of road in the interests of road safety. Members thanked the deputation for

their submissions. Mr. M Sweeney, Area Manager Roads / Transportation advised the deputation that their request had been referred to the Council’s Road Design Section for consideration and noted that if the proposed roundabout is a feasible possibility, then the matter would be discussed with Transport Infrastructure Ireland in due course. He also noted that the old house referred to in the submission is listed on the National Inventory of Architectural Heritage. He confirmed that they would keep Members informed of any developments regarding the requested roundabout. The deputation thanked Members for receiving their deputation.

MDD/063/19 DISCUSSION ON A REQUEST FOR FUNDING FOR A FOOTPATH FROM THE SMALL PIER TO THE BIG PIER ON THE SHORE ROAD, MOUNTCHARLES On the proposal of Cllr Jordan, seconded by Cllr Kennedy the following motion was adopted;-

"I'm calling on this municipal to seek the necessary funding for a footpath from the small pier to the big pier on the Shore Road Mountcharles.”.

Members were given a response to the motion by the Area Manager, Roads / Transportation.

In proposing his motion, Cllr Jordan submitted that this is a ‘Tourism Gem’ and a particularly busy route for walkers etc. along the Wild Atlantic Way and referred to the improvements that a footpath could make to safety. He also noted the breathtaking views and potential tourist destination this could be for visitors and noted a lot of bus tours stop along this route. He further submitted that the addition of the ‘Cabin’ has created additional walking traffic in this area. Cllr Jordan asked if there could be consultation with the effected landowners and also if consideration could be given to providing a path that would blend in with the surrounds. Wile acknowledging certain technical difficulties could arise on a particular section, Cllr Jordan urged that all possible solution be explored including a section of footpath clamped to the wall that would move with the tide. He also thanked the Marine Section for providing portaloos during the summer months.

Cllr. Kennedy in seconding the motion submitted that to the construction of a footpath as requested by the motion would be great for the area and also stated that it needs to be done in a manner that is sensitive, in keeping with the area and ensures health and safety is paramount.

Cllr. Naughton also expressed his support for the motion.

Progress to date within the last 2 Donegal Tourism TV Advertisement with Virgin Media months-inclusive of Donegal Tourism was aired on Virgin Media on the 9th May for current status one week.

Donegal tourism will be enticing providers and tourism businesses to create Easter/ Summer packages on their websites to compliment the timing of the advert and hopefully

entice visitors to book ‘staycations’ in Donegal.

Donegal Tourism Seminar

Over 130 people gathered to attend the Donegal County Council Tourism Seminar in the beautiful surroundings of the Waterfront Hotel in Dungloe for the tourism seminar on May 1 st . This seminar proved to be an excellent platform of learning for a wide and varied combination of experience providers.

The speakers were leaders in their field of tourism provision : Mark Richardson & Associates, Pol Ó Coghnalie Travel Writer & Editor for Irish Independant and National Geographic Traveller, Brian Mc Dermott, Celebrity Chef and Owner of Foyle Hotel, Moville, Aoife Mc Crum, Social Media & Digital Marketing Manager at SoolNua.

Pol O Conaghlie took a video of take off from Donegal Airport and put in on Independant.ie which gathered thousands of views.

The message from the seminar was clearly articulated by those present that it is Donegal’s time to shine and Donegal is and ready to greet the next group of travellers, visitors, explorers, friends, relatives, business people, and families that have yet to experience the welcome that we are renowned for and that is second to none.

An assortment of events already confirmed for the festival period from 14 th -18 th August. • Working with food trade to programme “Bia Bundoran” food festival September 20 th -22 nd • Over 120 participants in the annual Easter Egg painting event on Easter Saturday organised by Discover Bundoran with support from Dark Daughter Productions. • Assisting with logistics and promotion of Darkness Into Light event on May 11 th • Assisting with logistics and planning for annual Bundoran Lifeboat Soapbox Race on Sunday June 2 nd .

Progress to date within Marine Tourism Conference the last two The next Marine Tourism Conference will take place on 5 th and months/quarter 2 - 6th September 2019. The venue has yet to be confirmed. This inclusive of current status will take the format of keynote speakers and practical workshops over the 2 days with workshops hosted EU project partners i.e. CAPITEN to provide more information on initiatives developed with EU funding.

WAOH Project • The Co-Lab in Letterkenny has been booked for a WAOH! Route training event on 20 th May 2019 where project partners Submon, Travelecoology and the World Cetacean Alliance will be delivering both classroom based training and field trip training focused on sustainable tourism with reference to wildlife watching. 49 businesses and representatives from the tourism sector have now registered to attend the WAOH! Route training sessions in May 2019 taking place in Donegal. The partners will be in Donegal for one week and will be delivering training in a range of locations. • A stand has been booked at the DIVE 2019 trade show to take place in Birmingham NEC in October 2019. At this trade show we will be presenting Donegal at a seminar to attendees at the trade show. • Following a procurement process, Green Traveller has been appointed to deliver a social media trip in both Donegal and partner region Cornwall. This will involve visiting each region and developing new content for use on social media e.g. an Instagram takeover. • The Marketing Plan for the WAOH! Route project has been finalised and approved by the EU Commission. • The new WAOH! Route promotional video featuring Donegal is now available to view on YouTube and Facebook. • A new brochure has been produced for the WAOH Route project including both technical and leisure diving in Donegal.

Wildsea Europe Donegal County Council has committed to continue to work on the Wildsea Europe project. Those listed on the website www.wildsea.eu have reported receiving bookings for their businesses so it is important to continue to provide training and support for SME’s and to continue to support the marketing activities to increase traffic and bookings on the website.

CAPITEN • The call for proposals for festival and events funding under the CAPITEN project has closed. An assessment panel has assessed all applications and 15 maritime themed festivals and events have successfully been issued with letters of offer for funding under CAPITEN. These festivals and events will take place over the coming months and each will be required to submit a report afterwards. • A new website for the CAPITEN project has been launched at www.capiten.eu • Donegal County Council has completed the Marketing Plan for the festivals and events element of the project. • Donegal County Council has produced a suite of tools for partners to use when dealing with maritime festivals and events in their regions including templates for ‘calls for funding, post event reports, attendee surveys and reporting to the EU’.

MalinWaters • 19 festivals and events have been successfully issued with letters of offer. • MalinWaters now has 16,600 likes on Facebook and 1017 followers on Twitter. 57% male and 42% female. • Top markets on social media - US, Ireland, UK, France and Germany. • Welcome Anchorages 2019 will again feature all marinas, pontoons and sailing facilities in Donegal plus an editorial about the MalinWaters regions.

Cruise Tourism  A new brochure promoting Cruise Tourism in County Donegal has been produced and was distributed to cruise operators at the Seatrade Cruise Global event in Fort Lauderdale from 20 th – 23 rd April 2019.  A new film promoting Cruise Tourism has also been produced. Project Targets for the WAOH Project next bi-monthly/quarter • Green Traveller will be coming to Donegal to deliver the 2 2019 reporting period social media trip. • Capacity building sessions and training workshops will be delivered by the lead partner the week of 20 th May 2019 in Donegal. • Advertisements will be placed in Scuba Magazine promoting diving in Donegal and our presence at DIVE 2019 in the NEC, Birmingham.

MalinWaters Marketing Activity • Following assessment of the festivals and event applications. All events will be added to the website and promoted via social media. • Marketing activity is ongoing to promote www.malinwaters.com across a variety of marketing channels. Further activities to promote the MalinWaters brand across a range of marketing platforms including e-mail, display, PPC, content, SEO and more will be ongoing in 2019.

CAPITEN • Terms of Reference for the development of new VR footage focused on maritime experiences have been developed and procurement via e-tenders will be carried out in the coming weeks. • A Business and Action Plan will be developed by Donegal County Council for the CAPITEN project.

Cruise Tourism • In 2019 continued promotion of Donegal as a cruise tourism destination will be ongoing.

Marine Tourism Newsletter Further updates will be sent out to over 200 marine tourism contacts via the e-mail newsletter including details of any funding calls for maritime festivals and events and any other opportunities that may arise.

Marine Tourism Conference 2019 Ongoing plans for the Marine Tourism Conference will be rolled out. Keynote speakers will be booked. EU pro ject workshops will be arranged.

SeaFest 2019 SeaFest will take place in Cork in July 2019 and Donegal County Council Tourism Unit will be taking a promotional stand at this event.

DIVE 2019 Through the WAOH! Route project Donegal County Council will be taking a promotional stand at the DIVE 2019 trade show event in Birmingham.

Activity / #Big Donegal Clean Up '19 - a great success! Project Title

Project Description/A ctivity

The focus period of the #BigDonegalCleanUp19 has come to a close with approx. 130 clean- ups supported during the month of April alone. Community clean-ups have been taking place since February and will continue throughout the year. Applications for clean-up equipment are available through the Council offices all year round.

We would like to thank all the groups and volunteers who gave up their time to make such a positive impact on the environment. This years campaign created quite a buzz throughout the county with every area represented. Many clean-ups received great coverage in the local press and on social media.

This years campaign had two fantastic new elements, firstly we had a number of #BigDonegalCleanup Ambassadors throughout the County who are involved in clean-ups on a regular basis and secondly we teamed up with the Highland Radio's John Breslin Show "Around the Northwest " where there was a weekly interview on the #BigDonegalCleanUp, these interviews were also broadcast on facebook live.

People for Bees Bee Monitoring Workshop

Project Description/A ctivity Location: Letterkenny, Co Donegal Date: 19 th May , Time: 10:00

Venue: Letterkenny Institute of Technology

This workshop will provide training in bee identification, surveying and recording techniques. It will consist of an indoor presentation and an outdoor practical session at a nearby wildflower habitat. This is a beginner’s level workshop. It will introduce you to the fascinating world of bees and the importance of bee monitoring in Ireland. This workshop is ideal for community groups such as Tidy Towns.

Activity / Tidy Towns Application Presentation Project Title

Project Presentation to Tidy Towns groups in the Donegal MD Description/A ctivity A presentation on the Tidy Towns application process was given to Tidy Towns groups in the Donegal MD on Monday 15th April by National Tidy Towns Adjudicator Debbie Nesbitt. This was a very informative morning and the initial feedback from the attending groups was very positive.

This event was requested by Cllr Niamh Kennedy for the Donegal MD. Going forward it may be possible to roll this style of event out to all Municipal Districts in the future.

Activity / IFFPG Farm Plastic Collections (Irish Farm Film Plastics Group) Project Title www.farmplastics.ie

Project IFFPG have nearly completed their calendar of Bring Centres for the bring back of farm Description/A plastics for Donegal in 2019. See below a list of confirmed dates and locations. Farmers are ctivity reminded to bring their labels with the code when returning farm plastics.

Charges are €20 per half tonne with the code and €85 per half tonne without the code.

Types of materials collected are silage wrap and sheeting, large fertilisers bags (liners removed), small fertilisers and feed bags, plastic drums (triple rinsed), netting and twine.

Products manufactured from farm plastics are refuse sacks, piping, damp proofing, garden furniture.

Budget Organised and advertised by IFFPG. Farmers are sent a text the week before and the collections are advertised in local IFA branches, the IFFPGon Farmers Journal and Agriland.

Activity / Update - Waste Presentation Bye -Laws Project Title

Project Description/A ctivity

Each Local Authority is currently drafting revisions of the national waste presentation bye- laws to ensure a consistent approach to managing waste across Ireland.

From Monday 29 th April the Regional Waste Management Office are running adverts on local radio stations on the waste presentation bye-laws using the strapline ‘Are You Waste Complaint ?.

The bye-laws are one of a number of tools being used to protect, conserve and enhance the environment by encouraging sustainable waste management practices.

The proposed bye-laws are being introduced to:

• Help to identify those that are not dealing with their waste in a responsible manner, • Reduce instances of illegal dumping by Increasing the presentation rates for household kerbside collection; • Improve air quality and eliminate nuisance caused by backyard burning; • Eliminate littering resulting from animals rifling through refuse bags left out for collection; • Minimise the health risks that may be associated with mismanaged waste. • Prevent mismanagement of waste and bring in measures to ensure consistency of service for householders.

Status: • The Waste Presentation Bye-Laws for Donegal are currently being drafted. • There will be a presentation to the next Strategic Policy Committee in July 2019. • The draft bye-laws will then be available for public consultation. • Submissions considered and evaluated. • Presentation to the elected members for consideration and /or adoption.

4 Central Planning Unit (1) At the Letterkenny MD workshop on 21 st March 2019 it was Letterkenny decided to defer the discussion in relation to the Local Area Local Area Plan. A further workshop was agreed for the morning of Plan Tuesday 30 th April in Letterkenny PSC commencing at 9am and concluding by lunchtime. A verbal update in relation to the workshop will be provided at the MD meetings.

The ongoing work in relation to the Plan includes:  Assessment of 90 land areas in relation to readiness and appropriateness for development including neighbourhood assessment.  Recommendations in relation to identified conflicts between land use zoning and areas of flood risk.  Next steps in relation to land use provision for education following consultation with local schools and the Department of Education and Skills.  Ongoing engagement with Road Design and the local roads team in relation to accessibility and movement within the town, inclusive of the provision of strategic routes.  Preliminary engagement with TII in relation to lands at Carnamuggagh and Knocknamona.  Engagement with Development Management RE: relevant current planning applications and pre-planning enquiries.  Dissemination of a now up-to-date planning query.  Coordination with the preliminary work of the Regeneration Team in relation to inception of masterplanning under URDF. (2) Commencement of Local Area Plans for Buncrana and Local Area Bundoran Plans Local Area Plan for Buncrana.

1. Preparation work on land use surveying in the town, mapping, detailed back ground work and analysis on the preparation of the plan is still very much underway to inform both the consultation and plan making process. Ongoing consultation is being carried out with internal staff and external agencies and detailed progress is being made. Notification and advertising for the rescheduling of the public consultation events will issue in due course.

2. The Central Planning Unit is currently working on a tender document to invite submissions from specialist consultants for the compilation of a high level report to look at the strategic future direction of Buncrana. It is intended that this report will be completed by the consultants within the next few months and will assist in informing both the Local Area Plan and decisions around the future strategic positioning and direction(s) of Buncrana.

Local Area Plan for Bundoran A workshop was held with the Donegal MD Members in relation to Bundoran on the 27 th February 2019. The Workshop covered the statutory context, content and framework within which the Bundoran Local Area Plan shall be prepared.

A focus for the consideration of particulars of the plan was discussed including; town renewal and regeneration, tourism, urban realm, infrastructural servicing, residential land supply and the local environment amongst others.

Work is ongoing on the preparation of the Plan including the following: • Site survey work • Cross-directorate consultation • Identification of derelict sites and vacant sites • Preliminary dialogue with Stakeholders • Preparation of materials for the formal public participation process • Town Centre Health Check Community, Enterprise & Planning Service

Members were advised that they will be kept up-to-date with any notification of the proposed timelines for the preparation of the Plan.

An updated Programme timeline for the Action Plan is currently being prepared with a (2016) target of pre-summer period for delivery. projects Two of the seven partners, Norway and the Basque Country (3) (a total of 6 delegates) involved in the HERICOAST project Hericoast were in Donegal on the 26th and 27th March, having obtained Project additional EU Interreg funding as part of Phase 2 of the project.

Norway secured the funding to undertake a Seascape Character Assessment akin to that prepared by Donegal County Council, and which has been uploaded as a Best Practice example onto the EU Interreg Website. The purpose of the visit was to learn in more detail the methodology used in Donegal to undertake and inform the Seascape Character Assessment of the Vest-Agder Region of Norway.

The Basque Region of Spain also secured funding under phase 2 of the project to learn in more detail how the evidence based assessment developed by Donegal County Council is being used to inform projects and plans, and thereby fully explain the process and functionality of the SCA and how this has informed further actions in Donegal.

The 6th HERICOAST steering group meeting was held on the 3rd April in Amsterdam; all of the partners discussed, inter alia, monitoring of their Action Plans, deadlines, and budgets for the next semesters of the project. The funded pilot project undertaken by Norway and the Basque Region using Donegal’s Seascape Character Assessment as a best practice trans-regional project, and as a basis for imminent projects in their region was also discussed.

Donegal presented an update on the progress within the County during the previous semesters, ongoing work and the planned work going forward. This was discussed and agreed Community, Enterprise & Planning Service

Response: In December 2015 the then Department of the Environment, Community and Local Government (the Department) requested fire authorities nationally to prioritise their outstanding fire station projects and in that regard the Department was advised that the Donegal priority fire station projects were as follows: Station Priority Ballyshannon 1 Bundoran 1 Glencolmcille 3 The Department advised by letter dated the 29th April 2016 that the Department is open to considering a suitable fire station project for the south of the county from Donegal County Council. In this regard a process was initiated to review the existing fire station arrangement in that area of the county. The process concluded with a recommendation from the Chief Fire Officer for a station sited at its optimum location, north of Bundoran, which would serve the combined area currently served by Ballyshannon and Bundoran Fire Brigades. The Chief Fire Officer’s proposal was rejected at a plenary meeting of the Council on the 25th June 2018 and a decision was taken to seek a meeting with the Minister which, as of to date, has not taken place. The capital cost of fire stations is funded by the Department of Housing, Planning and Local Government. Department approval is required to appoint consultants to progress the project(s) to the stage where plans and detailed costings would be produced which, as of to date, has not been given.

Response: The Council have engaged with Waterways Ireland and other State partners to develop an agreed strategy on the development of Blueways. If the Council was to now start to develop maps for different areas of the county that are not agreed with other State partners, this may result in resources being used that could be directed to better use in promoting our marine resources at present. Once an agreement is reached with the partners on the Blueways strategy we can then ensure that this County will have one that fits within an agreed national framework and with the partnership and co-operation of other relevant stakeholders.

Response: Members are advised that the request to introduce bye laws to prohibit overnight parking of campervan and/or caravans at the above mentioned location will present both legal and technical difficulties. Some of these difficulties are as follows: 1. There are two town lands mentioned that extend over a large area in Ballyshannon and is it intended to prohibit the parking of such vehicles in these areas even if they are on a street or on private lands. 2. Consideration will need to be given as to how such bye laws will be policed. 3. Consideration will need to be given as to how such bye laws will be enforced. 4. Consideration will need to be given as to whether or not such bye laws could be viewed as discriminatory. Members are advised that in 2005 the Council have already agreed a strategy to deal with illegal encampments. This strategy has two Acts that are used to deal with illegal encampments, they are as follows: 1. The Criminal Justice (Public Order) Act 1994 as amended by Section 24 of the Housing (Miscellaneous provisions) Act 2002. - This act does not apply to any public road. 2. The Planning and Development Act 2000 - This act is enforced where an illegal encampment is situated on any public road or on private lands. If the Members decide to adopt this motion then legal advise will need to be sought regarding the legal and practical difficulties in the policing and enforcement of such byelaws. Response: The Environment section of Donegal County Council is actively investigating the development of multi- denominational graveyards in the County. The team has engaged constructively with a number of stakeholders in recent months in relation to progressing this matter.
