1. Repeal of Obamacare health care law (05/16/2013, Roll Call No. 154) H.R. 45, introduced by Congresswoman Michele Bachmann (R-Mn.), would repeal Public Law 111-148, the “Patient Protection and ” (PPACA), enacted in March 2010 -- more widely known as "Obamacare." National Right to Life Committee strongly supports repeal of the PPACA for these reasons: As enacted, the PPACA contains multiple provisions authorizing federal subsidies for abortion, and additional provisions on which future abortion-expanding regulatory mandates may be based. The abortion-subsidizing and abortion-expanding provisions of the law are thoroughly documented in materials posted on the NRLC website here and here. In addition, the PPACA contains multiple provisions that will, if fully implemented, result in government-imposed rationing of lifesaving medical care. Detailed information on the components that will result in rationing is available here. The House of Representatives passed H.R. 45 by a vote of 229 to 195. The repeal bill was supported by 227 Republicans and two Democrats. The repeal was opposed by 195 Democrats; no Republican voted against repeal. House roll call No. 154, May 16, 2013.

2. Pain-Capable Unborn Child Protection Act (protect unborn at 20 weeks) (06/18/2013, Roll Call No. 251) H.R. 1797, the Pain-Capable Unborn Child Protection Act, sponsored by Rep. Trent Franks (R-Az.) and strongly backed by NRLC, would protect unborn children who are capable of feeling pain, defined in the bill as beginning at 20 weeks fetal age, except when an acute physical condition endangers the life of the mother, or in cases of rape or incest reported to a law enforcement agency. (20 weeks fetal age is equivalent to 22 weeks in the alternate “LMP” or “weeks of pregnancy” dating system used by ob-gyns and abortion providers.) On June 18, 2013, the House passed the bill by a vote of 228-196. The bill was supported by 222 Republicans and six Democrats. It was opposed by six Republicans and 190 Democrats. The bill was then sent to the U.S. Senate. A vote against this bill was, in effect, a bill to allow unlimited abortion in the sixth month or later. House roll call no. 251.

3. Delay two Obamacare programs for one year (Blackburn Amendment) (09/29/2013, Roll Call No. 498) During consideration of a continuing appropriations bill (H.J. Res. 59) to temporarily fund federal government programs, Rep. Marsha Blackburn (R-Tn.) sponsored an NRLC-backed amendment to delay two key elements of the Obamacare health care law until January 2015. The amendment would have delayed the Obamacare program that will subsidize purchase of health plans, including plans that cover abortion. It would also have delayed implementation of a rule issued by the Department of Health and Human Services, mandating coverage of all FDA-approved birth control methods, with respect to any employer (including religious schools), health insurance issuer, or individual, that opposes the requirement for coverage of drugs and procedures that violate their religious or moral convictions. The Blackburn Amendment was adopted, 231 to 192. The amendment was supported by 229 Republicans and two Democrats. It was opposed by two Republicans and 190 Democrats. House roll call no. 498, September 29, 2013. (Subsequently, the Blackburn provision was not approved by the Senate and did not become law.) 4. No Taxpayer Funding for Abortion Act (H.R. 7) (01/28/2014, Roll Call No. 30) The No Taxpayer Funding for Abortion Act (H.R. 7), sponsored by Reps. Chris Smith (R-NJ) and Dan Lipinski (D-Il.), would establish a permanent, government-wide policy against funding abortions or health plans that cover abortions (except to save the life of the mother, or in cases of rape or incest). Among other things, this would remove elective abortion from the federally subsidized health plans that the Obamacare law established for millions of Americans. On January 28, 2014, the House of Representatives passed H.R. 7, 227-188, with one member voting "present." The bill was supported by 221 Republicans and six Democrats. It was opposed by one Republican and 187 Democrats. The measure was sent to the Senate, where a similar bill (S. 946) has been introduced by Sen. Roger Wicker (R-Ms).
