To the Superintending School Committee and Citizens of Jack- man Plantation:

I herewith submit my annual report as superintendent of schools. Though the past year has been considerably interrupted by absences due to diptheria, bad colds, etc., yet on the whole a very satisfactory degree of progress has been made. The credit for this being mainly due to the excellent work of our teachers and the diligence of pupils in making up work lost through absence. I believe that the policy of our school committee in paying salaries sufficiently attractive to- secure and hold teach- ers above the average in training and experience has been amply justified. The difference in cost between a good and an incom- petent teacher being so little in comparison to the value received by the pupils as to far out whigh the additional expense.

HIGH SCHOOL The work of the high school is progressing very satisfac- torily under the capable leadership and instruction of Mr. Diehl and Miss Curtis. Thirty-two pupils have been enrolled this year, 24 from Jackman and eight from Moose River. As in the past the rate of tuition charged is the per capita cost of maintaining the school, which for the past fiscal year has averaged $151.07 pier pupil, this of course covering all ex- penses, including fixed charges, such as interest on the invest- ment in the building and insurance. Due to our limited teach- ing force and the requirements of the State Department of Education regarding the number and length of teaching periods we are unable to offer as complete preparation for college as we would like, consequently it is not infrequently necessary for our graduates desirous of entering one of the classical col- leges to take an additional year at some good preparatory school. It is however our purpose to give thorough instructon in such subjects as we offer, so that even though our curriculum may be limited in the variety of course it offers, yet in standards of quality it may compare favorably with any secondary school. 29

PAYSON SMITH GRAMMAR SCHOOL As for several years past with the exception of the school year 19-26-27 this school has been taught by Mrs. Anne Nichols. Mrs. Nichols is a tea-eher of thorough training and long experi- ence who has an enviable record of success both here and in other towns. The enrollment in this school has varied, but has approximated 25, nine of whom are in the eighth grade, which assures us of a fair sized freshman class in high school next year.

PAYSON SMITH PRIMARY The enrollment here is about 20. The school is fortunate in having as its teacher a woman of Mrs. Williams'' ability and experience. Probably few teachers in the state have taught so long in the same school and certainly few with equal or greater success. During the past year the pupils of the pri- mary and grammar schools with the assistance of their teach- ers have pui-chasetl a set of swings for the playground and have a considerable amount of money on hand for the purchase of additional apparatus.

STATION SCHOOL At the close of the school year Mrs. Madeline Foster resigned. This vacancy was filled by tl^e election of Mrs. Maxie Johnson a teacher of experience and ability. The school has been small- er than usual this year, at one time having only nine pupils. Within thje past few weeks however there has ibeen an increase, so that it now seems probable that the average number for the year will not be much below the usual number.

REPAIRS, ETC. During the past year the high school building has been painted, lights installed in the grammar school room, the po- sition of the fire escape changed to prevent the accumulation of ice, some work done at the Station School to prevent water entering the basement, and other general repairs made. A certain amount of repair work is necessary each year to keep the buildings in proper condition, the recommendation of the committee being what is considered necessary to maintain the 30 buildings and fixtures in good condition. In making our rec- ommendations for school1 appropriations we have carefully- considered the cost of maintaining the schools at thie usual standard of efficiency making due allowance for such income as we may receive from other sources. These recommendations have according to the usual custom been submitted to the budget committee for their approval.

To Joseph Francouer, Constable for the Plantation of Jackman in the County of Somerset: GREETING:

In the name of the State of Maine you are hereby required to notify and warn the inhabitatns of Jackman plantation qualified by law to vote in Plantation affairs, to assemble at Jackman Hall, in said Jackman, on the eighteenth day of March A. D. 1929, at nine o'clock in the forenoon, to act upon the following articles, viz:

Art. 1 To choose a moderator' to preside at said meeting.

Art. 2 To choose a Plantation clerk, assessors, overseers, of the poor, collector of taxes, and all officers required by law to be chosen at the annual March meeting, and it is to be under- stood that the person chos|en collector of taxes shall be required to make a full and complete settlement with the plantation not later than March 1, 1930.

Art. 3 To see if the plantation will vote to elect a road com- missioner, fix his compensation, and have it understood that a certain sum of common road money shall be set aiside for fall use after the patrol is taken off if need be, and pass all votes respecting the same.

Art. 4 To see if the plantation will instruct the assessors to appoint a road commissioner, fix his compensation and pass all votes respecting the same.

Art. 5 To see if the plantation will vote to raise a sum of money for making and repairing highways and bridges in said plantation and pass all votes respecting the same. Recommended by Budget Committee, $2200.

Art. 6 To see if the plantation will vote "yes" or "no" on the the question of appropriating and raising monpy necessary to entitle the plantation to State Aid on unimproved roads under the patrol system, and pass all votes respecting the satne. 37

Art. 7. To see if the plantation will vote "yes" or "no" on the question of appropriating and raising money necessary to entitle the plantation to State aid as provided in Section 19 of Chapter 25 of the Revised Statutes of 1916 and pass all votes respecting same. Reccommended, $533.

Art. 8 To see if the plantation will appropriate and raise a sum of $600.00 for th|e improvement of the section of State aid road as outlined in the report of the State Highway Commis- sion in addition to the amount regularly raised for the care of ways, highways and bridges.
