Invitation for Bids Invitation for Bids Date: 11 March 2019 Loan No. 42267-IND: Rajasthan Secondary Towns Development Investment and Title: Program - Tranche 1 RSTDIP/LDN-DID-MKN/01: Cluster package of 3 towns in 3 Lots: • Lot 1- RSTDIP/LDN/01: Construction of Works of Sewer Network with House connections, and construction of Sewage Treatment Plant and all allied Works and operation services of the entire system for 10 years at Ladnu (Nagaur). Contract No. • Lot 2- RSTDIP/DID/01: Construction of Works of Sewer Network and Title: with House connections, and construction of Sewage Treatment Plant & Sewage Pumping Station and allied Works and operation services of the entire system for 10 years at Didwana (Nagaur). • Lot 3- RSTDIP/MKN/01: Construction of Works of Sewer Network with House connections, and construction of Sewage Treatment Plant & Sewage Pumping Station and allied Works and operation services of the entire system for 10 years at Makrana (Nagaur). Deadline for Submission of Extended to 8 July 2019, 18.00 hours (local time) Bids (e-tender): 1. India has applied for financing from the Asian Development Bank (ADB) toward the cost of Rajasthan Secondary Towns Development Investment Program (RSTDIP) – Tranche 1. Part of this financing will be used for payments under the contract named above. 2. The Local Self Government Department represented by Rajasthan Urban Infrastructure Development Project (RUIDP); hereinafter referred to as the “Employer”, invites online bids from eligible bidders for the Cluster package of 3 towns in 3 Lots as described above. The scope includes works on providing sewer network with house connections, construction of sewage treatment plant, sewage pumping station & performance-based operation, maintenance and management of the entire sewerage system for 10 years on at Ladnu, Didwana and Makrana. 3. For the purpose of bidding, evaluation and award of contract, it is a single package. Contract for all 3 lots will be awarded to a single responsive bidder. On evaluation and determination of lowest bidder, separate notification of award for each lot will be issued to the single successful bidder. Contract agreement will be signed lot-wise. Contract implementation and management would be lot-wise. 4. Open Competitive Bidding (OCB) – International will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries as described in the Bidding Document. 5. To be qualified for the contract package, the bidder should as a minimum meet the following requirements: a) Average annual construction turnover of INR 1,959 million or its equivalent calculated as total certified payments received for contracts in progress or completed, within the last 3 years (Financial Year 2015-16, 2016-17 and 2017-18) or as per international practice. b) Participation in at least: • one (1) contract in sewerage work or Sewage Treatment Plant or Effluent Treatment Plant that has been completed or substantially completed where the value of the work exceeds INR 2,181 million or its equivalent; or • two (2) contracts in sewerage work or Sewage Treatment Plant or Effluent Treatment Plant that have been completed or substantially completed where the value of each work exceeds INR 1,558 million or its equivalent; within the last 10 years (from 1 March 2009 up to the bid submission deadline); c) Meet other financial and experience requirements as indicated in the Bidding Document. Technical bid should be accompanied with bid security as indicated in bid document. Bidder will upload scanned copy of DD’s and bid security document on e-procurement web site. The district is bounded by the latitudes 26°02'12" to 27°37'39" and longitudes 73°05'20" to 75°24'. Groundwater is the portion of the Earth's water cycle that ows underground. Groundwater originates from precipitation that percolates into the ground. Percolation is the ow of water through soil and porous/fractured rock. Groundwater is the primary source of potable water supply in rural India. The water table separates the saturated, or aquifer zone, from the unsaturated or vadose zone, where the water does not ll all the voids or spaces in the soil or rock. The study area of Makrana block is located in the south-eastern part of Nagaur district of Rajasthan covering about 1140 sq. km. area . The study area experiences arid to semi-arid type of climate. Mean annual rainfall of the district is 414 mm whereas normal rainfall is lower than average rainfall. The annual maximum potential evapo-transpiration in the district is quite high and highest 255.1mm in the month of May and lowest 76.5mm in the month of December. Surface run off is insignicant and is of short duration in the study area. Older alluvium, Quaternary Alluvium and Schist are important aquifers occur in Makrana block.

Quatemaary formations in western Rajasthan are of fluvial, loeustrinal and aeolian origins. Fossil gravel ridge of Jayal in Nagaur District is one of the earliest quaternary formations so far recorded in the region. A rich lower palaeo- lithie habitation-cure-workshop site has boon discovered in association with the gravel ridge. Multiple evidence for clirnatie change in the area during the quater- nary period is discussed. Keywords. Introduction Fear of the onset of the Ice Ages is perhaps behind the recent efforts of the national science academies of variou s advanced nations to take stock of the climatic change --both in short and long term perspe:tives (Beltzner 1976; Anon 1975, 1976). A byproduct of these endeavours is a fairly detailed global palaeoclimatic curve for the quaternary period. Though global trends are fairly definitive, one has yet to document such trends on a sub.continental scale, especially in tropical and sub- tropical areas.
