1. Introduction 1.1. Purpose and Scope This document describes the requirements for collecting survey and geographical information system (GIS) data, which are used by the Alaska Railroad Corporation (ARRC) to provide spatial orientation accuracy required for implementing Positive Train Control (PTC). When completing projects or task orders, contractors and surveyors are required to submit survey and GIS data in compliance with the standards in this document. Any variance from these standards must be approved by the ARRC.

2. General Requirements for Geospatial Data

A GIS is a data-driven system used for developing and maintaining spatially oriented data. Spatial data can arrive in a number of formats, from survey data to Excel sheets that are comma separated values. A GIS takes these data and warehouses them, allowing for their use at a later date in tasks such as map creation, analysis, and project planning. GIS technology makes it possible to bring together data from many sources that otherwise would be difficult to compile, and to leverage the data for decision-making. The ARRC maintains a master database for all track assets it owns and maintains. This database is managed by the ARRC and shared internally with multiple departments. It is vital to operation and support of the ARRC PTC program. Accuracy of source data in a GIS must be maintained in order to have a reliable system. Metadata (data about data) ensure the end user is aware of the sources and limitations of the data, such as the name of the person collecting the data, date of the data, and frequency of sampling, as well as any other information that might be pertinent to users.

3. Submittal Requirements 3.1. Datasets

3.1.1. GIS Datasets GIS datasets for all newly constructed, rebuilt, and demolished assets, including all points, lines, and polygons, must be submitted in one of the following formats: • ESRI .mdb personal geodatabase feature class (preferred) • ESRI .gdb file geodatabase feature class • ESRI .shp shapefile format The files for demolished assets should be separate from those for new or rebuilt assets.

3.1.2. Tabular Files Tabular files for all newly constructed, rebuilt, and demolished assets, including all points, lines, and polygons, must also be submitted in the comma separated file (.CSV) format. The files for demolished assets should be separate from those for new or rebuilt assets.

3.1.3. Survey Specific Requirements

3.1.3.1. Accuracy All critical features and track assets must be surveyed to 1.5-foot accuracy.

3.1.3.2. Track Centerlines For straight track, centerline top of rail points must be taken at an average of every 15 feet. For curved track, the centerline top of rail points must be taken at an average of every 10 feet.

3.1.3.3. Critical Features The following feature types are considered critical features by the ARRC: • PSW point of switch • SGC signal • MPC milepost • BLC block sign • CLP clearance point • EOT end of track • CIVS civil speed restriction south • CIVN civil speed restriction north • XNGS crossing south • XNGN crossing north

3.1.3.4. Track Assets All track assets are required to be collected, regardless of separation distance.

3.1.4. File Requirements

3.1.4.1. .CSV Files Formatting of .CSV files must be in compliance with this GIS Data Collection Standards. Data must be organized by track segment and be organized in a south-to-north orientation.

3.1.4.2. 3.1.4.3. Other Files All GIS/survey data must be accompanied by a site plan of the surveyed area indicating the location of all critical features and non-centerline track assets. As required in the ARRC GIS Attributes Table, critical features and track assets must be accompanied by a photograph depicting the critical feature or track asset. A single photograph for a crossing is acceptable.

3.2. Attributes GIS feature classes must include all fields listed for that feature in the ARRC PTC GIS Attributes Table (Appendix A), with proper domain identifications (IDs) as required. .CSV data must include all of the following attributes: • FEATUREID • LATITUDE (DD) • LONGITUDE (DD) • TRACK TYPE • HEIGHT (Ellipsoid) • ELEVATION (Geoid) • BERING • DESCRIPTOR (Critical Feature Type) • MILEPOST Additional domains IDs are acceptable if they have been preapproved and are more specific. .CSV data must be organized south to north and by track segment. Features of the .CSV data that appear on two track segments must be included on both segments.

3.3. Metadata All data submittals must include metadata in the Federal Geographic Data Committee (FGDC) format. The following metadata fields are required for all submittals: • Title • Time period of content • Data quality information • Positional accuracy • Spatial reference

3.4. Quality Control The contractor is responsible for verifying the accuracy and completeness of the submitted GIS data and subjecting the data to internal quality control processes. Submittals containing GIS/survey data found to be spatially inaccurate or incomplete in accordance with this document will be returned for resubmittal with any necessary corrections made at the contractor’s expense.

3.5. Submission GIS/survey data should be submitted directly to the ARRC Project Manager in charge of the project and the ARRC Geomatics Project Manager. All data submitted should be subject to a quality assurance (QA) review, as specified in the ARRC PTC Survey and GIS QA Standards. Any GIS/survey data that do not pass the QA review must be corrected by the contractor and resubmitted for approval before closure of the project or task. Any changes required must be made by the contractor before final acceptance by the ARRC. Any questions about data submittals should be directed to the ARRC Geomatics Project Manager. Empty datasets will be made available upon request.

4. Datum Requirements 4.1. 4.2. Special Requirements The ARRC requires original ellipsoid elevations to be maintained and submitted with all datasets.

4.3. Control Points Control points are required to be set up for all RTK surveys. The location of each control point used must be submitted with the survey data. Surveys must include an existing critical feature as a point of reference.

5. Rules

All features outside of the track centerline are projected at a point normal to the track centerline. All survey measurements and collection will be accomplished on the track centerline. During feature validation, the GPS receiver is placed on top of the Hi-Rail on the track centerline or is held by the technician above the track centerline. This reduces the possibility of error when validating a point against its surveyed location. In the case where a feature such as a sign, mile marker, or signal mast is leaning in the along-track direction, the survey point should correspond to where the post or mast is closest to the base of the feature and the top of rail. The survey accuracy requirement for track centerline features is currently 2.2 meters, which is the maximum permitted by the Federal Railroad Administration (FRA). All data submitted must comply with 1.5-foot-level accuracy. All field survey standards requirements should be applied to both field survey and field validation. If a newly created critical feature is added at the same location and on the same equipment as for a previously surveyed critical feature; the PTC Track Data Management Team may approve an exception that the new feature is not required to be surveyed, as long as the exact spatial location of the existing critical asset is used.

6. Obstructed Feature Data Collection

The location of track features that have an obstructed view of the sky or the survey equipment is unable to receive real-time base station corrections which prevents the use of RTK GPS. One of the following methods or a combination of these methods will be used:

• Post Processing: Can provide the required precision Utilizing software to process survey data against two or more known locations. This method is useful when multiple points such as the track centerline need to be collected in challenging terrain.

• Total Station: Provides real-time high precision survey data by calculating the angles and distances from known points to the distance and angle of a survey point measured by an integrated laser. This method is useful when single or multiple points are completely obstructed such as in a tunnel or under an overpass.

• Ground Surveying: Based on the principle that the 3-D location can be determined by measuring angles and distances of known points. This method is useful when one or two points are needed in a location and it’s it is more efficient than using Post Processing or a Total Station.

7. Survey Locations

Survey locations are required to be at centerline on the tracks. Some features require specific surveying requirements, as specified below. Some features may require a single global positioning system (GPS) location, and other features require multiple GPS points that may include beginning and ending GPS points.

7.1. Signals Rule: If opposing signals are associated with a single set of insulated joints, the location of each signal shall be mapped at the same location. This location may or may not coincide with the location of the insulated joints. This rule applies at back-to-back (both trailing and facing directions) signal locations for all signal types. All signals related to train movement in PTC territory are required to be surveyed and validated.

7.1.1. High Stand Signals High stand signals includes facing high stand and trailing high stand signals. Figure 1 illustrates a unidirectional high stand signal, and Figure 2 illustrates a bidirectional high stand signal. The signal location is collected where the red arrow points to the centerline of the track, perpendicular to the signal mast, as shown within the red circles on these figures. This collection requirement applies to high stand signals on both facing and trailing high stand signals in a single signal set.

7.1.2. Cantilever Signals A cantilever signal location is surveyed at the centerline of the track directly under the midpoint of the overhead structure. The red dot shown in Figure 3 represents the midpoint, and the arrow points to the track centerline. This survey location requirement applies to both unidirectional and bidirectional cantilever signals.

7.2. Points of Switches All switches in PTC territory are required to be surveyed and validated. The red arrows shown in the following figures indicate the points of switch locations where survey points should be collected and validated for each switch type. Figures 7 through 10 identify point of switch examples.

7.3. Clearance Points All switch clearance points on the facing, normal, and reverse legs on the trailing side of the switch are required to be surveyed and validated.

7.3.1. Clearance Point Options The location of a clearance point may be identified in the field by the presence of different features. The following clearance point hierarchy indicates all options that can be used to identify the location of a clearance point and the priority of options when multiple options exist at a switch location. This clearance point option hierarchy list is railroad specific. Where one of these physical features exists, its location will also be utilized as the location of the clearance point. Item 1 in the following list is the highest priority: 1. Signal 2. Sign or post 3. Derail. The clearance point location should be surveyed at the center of the tie plate of the derail on the track as shown in Figure 11 and Figure 12. The inside edge portion of the derail is what should lie on the head of the rail. 4. Insulated joint. Where insulated joints are staggered, the clearance point location should be surveyed at the location of the joint farthest from the switch. 5. Other established mark on rail or tie Where there is no physical feature marking the location of the clearance point on the main track or non- turnout trailing leg of such switches, the location of the clearance point should be calculated based on geometry of the switch turnout, track center spacing, equipment plate clearance, and other engineering factors. This location should be entered into the track database. Validation of such clearance points during

6-8 ALASKA RAILROAD CORPORATION PTC Survey & GIS Data Collection Standards 14 July 2015 field validation are performed by verifying their presence in the track database, positioning the GPS receiver at the point in the track database utilizing the Track Verify software, and physically measuring the distance to determine the adequacy of clearance.

7.3.2. Clearance Points, Track, and Authorities Clearance points may be different (1) on the track on the trailing side of the switch, (2) at the crossover leg of the crossover switch, and (3) for a different track authority. The following list addresses these variations and identifies the location and makeup of a clearance point: • Auxiliary track/ track/end of siding (EOS) – no clearance point or signal in lieu of electric lock • Auxiliary track: clearance point options • Main/siding: clearance point options • Clearance point options listed in Section 6.3.1 • Auxiliary track – clearance point or manual interlocking signal • Auxiliary track: controlled signal • Main/siding: controlled signal • Crossover – clearance point or manual interlocking signal • Crossover track: opposite point of switch • Main: clearance point options • Crossover – no clearance point or interlocking signal • Crossover track: clearance point options • Main: clearance point options

7.4. Mile Markers Full mile markers in PTC territory are required to be surveyed and validated. Most mileposts in the field are non-integer. If a railroad uses intermediate or fractional mile markers in its PTC system, they are required to be surveyed and validated as well. Where multiple tracks exist, mile markers for each track must be collected. The mile marker should be collected at the mile marker mast. Mile markers may appear on the mast as numbered plates, as shown in Figure 13. Paint mark may or may not be present. Some ARRC mile markers append a letter prefix or suffix; for example, MP F11 or MP 394A.

7.5. Limits of Road Crossings at Grade All road crossings at grade in PTC territory, including public, private, and pedestrian crossings, are required to be surveyed and validated at the beginning and the ending edge of the crossing. The survey location of road crossing should be collected at the centerline of track on the outer apron. Utilization of the crossing limit for a crossing warning system, which includes the function for handling malfunctions, is described in a PTC bulletin. The crossing limit should be at a location where the immediate stopping of a locomotive or railcar (with a nominal clearance profile, such as Plates "C" or "L") at that location would not foul the drivable surface of the roadway.

7.5.1. Public Road Crossings at Grade The pairs of red arrows shown in Figure 15, Figure 16, and Figure 17 indicate the edges of the crossings to be surveyed for public road crossings at grade.

7.5.2. Pedestrian Crossings at Grade For pedestrian crossings at grade, the beginning and ending edges of the pedestrian crossing should be surveyed. The red arrows shown in Figure 18 indicate the beginning and ending locations collected for a pedestrian crossing.

Figure 18. Pedestrian Crossing In some cases, a pedestrian crossing is located adjacent to a road crossing. This condition is railroad specific. The two crossing can be surveyed as (1) two individual crossings, as shown in Figure 19, or (2) at the outermost edge of both crossings, as shown in Figure 20. The ARRC practice is to survey in accordance with the U.S. Department of Transportation (DOT) Crossing ID. Pathways that have DOT IDs separate from those for the roadway should be surveyed separately, as shown in Figure 19. Where pathways are incorporated into the DOT ID for the roadway facility, the conditions shown in Figure 20 apply. Where pathways cross the tracks without benefit of crossing pads, the beginning and ending points should be set according to the nominal width of the pathway.

7.5.3. Asphalt Crossing Survey Location Figure 21 shows an example of a road crossing at grade. The edge of the asphalt road crossing should be surveyed at the top of the asphalt run-off as indicated in Figure 22.

7.6. Limits of Permanent Speed Restrictions All permanent speed restrictions relating to train movements in PTC territory must be surveyed, included in the subdivision track data (SUBDIV) file, and validated. Permanent speed will have signs identifying their locations except for the end of a head end restriction for permanent slide zones. In these cases, the beginning of the slide zone is marked with a sign. The end of the restriction is calculated and entered into

6-18 ALASKA RAILROAD CORPORATION PTC Survey & GIS Data Collection Standards 14 July 2015 the track database in the office to be one-tenth of a mile from the beginning slide zone sign. This is done to ensure the train is at 15 MPH entering the slide zone for a tenth of a mile and then handled by rule to allow the engineer to adjust the train speed if the zone is clear. Validation of these points during field validation is performed by verifying their presence in the track database, as well as visual assessment of the adequacy, rather than by measuring to a physical feature. Permanent speed restrictions may also be referenced to a physical asset. For example, switch turnout speed restrictions lie between the clearance points and the points of the switch. track speed restriction is between the points of the switch on both ends. In this case, the speed restriction should be surveyed and validated at the clearance point and point of switch. In the case where signs identify the geographic location of the speed restriction, the signs identify permanent speed restriction, where speed resumes, and where speed is reduced. The sign may or may not have numbers or other characters. The centerline of the sign post should be surveyed.

7.7. Sign Location Signs for method of operation change and signs associated with dispatchable points (such as Seward and Fairbanks station signs within Track Warrant Control [TWC] territory) are required to be surveyed and validated. AKRR does survey as text points all station signs but they are not used for dispatching. When a sign coincides with other critical features, such as signals, clearance points, and switches, the device location supersedes the sign location. Figure 23 provides an example. It shows the front and side view of a case where the sign and signal are located identically to the centerline of the track. If the locations are not identical, the sign will be move in line with the device.

7.7.1. Station Signs in TWC Territory Station signs in TWC territory at ARRC are not used as dispatchable points. However, all station signs are surveyed and validated. Seward and Fairbanks signs are at the same location as the change in Track Rule and since used in the Timetable to designate the entrance in and out of Track Warrant they are considered as a station sign but in the data are entered as a text point. Figure 25 provides an example.
