1. The Council is proposing to make a number of changes to the Proposed Submission Strategy and Allocations Documents and the Policies Maps. These Proposed Changes have been updated throughout the examination process and principally seek to update the documents and add clarity. They are set out in the tables below:

2. This schedule (September 2014) supersedes all previously published versions of the Local Plan Proposed Changes and should be read alongside the Main Modification Consultation (July 2014) document. Public consultation on the Main Modifications was undertaken between 21 July and 1 September 2014. Where relevant the reference number for each of the Main Modifications (MM) is provided in this Schedule.

3. The Minor Modifications have been given a unique (MC) reference number and the Schedule includes, for each change, the:

Foreword

Insert text 'It is the role of the planning system to help make development happen and respond to both the challenges and opportunities within an area. The task of the East Riding Local Plan is to make sure that the right scale and type of development takes place in the right locations at the right time. The Local Plan must be prepared in accordance with national planning policy but be sensitive to locally identified needs and priorities. We face a number of challenges including the risk of flooding and problems relating to the remoteness of some of our settlements, but there are also many strengths and opportunities. We need to respond to these to ensure that sustainable development benefits as many people as possible. We have a growing and increasingly ageing population and whilst the majority of our communities enjoy a high quality of life, deprivation is evident in Proposed Submission Strategy Document MC1 v Foreword some areas. Making new housing affordable is a key challenge, and ensuring people have identified that the Foreword would be access to services, particularly in our rural areas, remains a priority. Yet, we have a rich, inserted prior to submission diverse and distinctive landscape, with communities of different sizes where people enjoy living and spending their leisure time. We also have fantastic businesses and workers, and a once-in-a-lifetime opportunity to transform the local economy into a leading centre for renewable energy. This Strategy Document is a key part of the East Riding Local Plan which aims to respond to these challenges and capitalise on the opportunities. It is a long term plan providing the over-arching strategic planning framework for the East Riding to 2029. It sets out a vision for the East Riding and includes a number of objectives for bringing forward sustainable development. The policies in the document are forward looking and flexible, allowing us to respond to new opportunities as they arise, supporting growth whilst protecting those characteristics that make the East Riding special.

We face a number of challenges including the risk of flooding and problems relating to the remoteness of some of our settlements, but there are also many strengths and opportunities. We also have fantastic businesses and workers, and a once-in-a-lifetime opportunity to transform the local economy into a leading centre for renewable energy. This Allocations Document is a key part of the East Riding Local Plan. It identifies specific sites where development will come forward, providing guidance on how development can be maximised for the benefit of all. The development of these sites will help respond to the challenges and opportunities identified in the East Riding, particularly in terms of delivering much needed housing and providing space for businesses to grow and invest. Importantly, the Allocations Document provides a degree of certainty for communities, developers and infrastructure providers over the long term to 2029.
