NASW-PA Achieves Historic Passage of Legislation to Advance SW Profession

The third time was the charm for NASW- PA moving licensure for bachelor’s level social workers across the finish line. Pennsylvania finally has joined 36 other states that have a credential for BSWs. On Oct. 22, 2014, Gov. Tom Corbett signed Senate Bill 807 into law, making it Act 179 of 2014. The legislation was sponsored by Sen. Chuck Justin Fleming McIlhinney (R-Bucks). Director of Government Relations Act 179 creates a voluntary license for individuals who graduate with a bachelor’s degree in social work. NASW-PA is confident that providing a credential for BSWs will set them apart from graduates with other degrees, paving the way for more BSWs to deliver frontline social work services. Licensure for BSWs protects the public and holds those individuals who operate outside of the NASW Code of Ethics and professional standards accountable. We are confident that outcomes in a variety of areas of social work delivery will improve now that this credential is available. We encourage graduates and current students to stay connected to NASW- PA to find out more about when the licensing application and exam will be available in Pennsylvania. According to the law, everything could be in place as soon as July 2015. However, the process could take longer because new regulations have to be written to comply with the law. Just like licensure at the master’s level, BSW graduates will have to pay fees to sit for the exam and receive the license. There also will be a continuing education requirement for bachelor’s level licensure. If you attended a Legislative Advocacy Day or contacted a legislator or staff member on behalf of BSW licensure, NASW-PA has a simple message: Thank you! BSW licensure could not have become a reality without the advocacy of many students and professionals over the years. We appreciate your passion and work to help us get this legislation passed. Our main priority for this two-year legislative session is to pass legislation that mandates licensure for MSWs who provide therapy services independently. Currently, it is legal for someone to lose their license and continue to practice

I now can practice as a professional in Pennsylvania and can be held accountable and responsible for all I have learned in my BSW program. Not all BSW graduates will go on to take the licensure exam and apply for licensing. Several of my classmates plan to study for their MSW degrees soon after getting our BSWs and will not choose to be licensed at the bachelor level. I am grateful that, due to Senate Bill 807, to pursue the LBSW or not to pursue the LBSW is a choice that we get to make.
