Main Roads WA have given confirmation to all local governments, that they are now able to process and pay invoices for road projects being undertaken this financial year. This process has been delayed due to ongoing negotiations between WALGA and the State Government regarding the State Road Funding Agreement, whereby WALGA had been trying to increase the level of funding from 20 to 25 per cent of vehicle licences over four years. This is still a good outcome for local governments as it will enable the first and second payments to flow through to enable road projects planned for this year to commence.

St John Ambulance have released a list of frequently asked questions into the Kambalda community about the provision of medical services in the town. These include: 1. St John is considering providing a general practice, telemedicine plus a variety of other medical services. 2. St John and the Shire are endeavouring to access patient records from Jupiter Health, however it appears that previous patients may have to contact Jupiter directly to obtain their records, which may incur a fee. 3. St John have met with a former doctor from Kambalda Medical Centre with a view to provide future doctor services. 4. The Shire is expecting an announcement from St John in the near future regarding a commencement date of medical services including a local doctor in Kambalda.

Restoration works on the public building in Coolgardie commenced this month, with contractors on site replacing the weathered stonework and building foundations. It is good to see this work finally started and we may soon have the Department of Mines and Mining Registrar Office reopening in town. It’s anticipated these works will be completed in December.

Councillors and staff hosted several local and interstate visitors at the Coolgardie Cemetery on September 5 for the unveiling of a memorial plaque for former Australian Test Cricketer John Cottam, who passed away at a young age in the Coolgardie typhoid epidemic. Deputy President Tracey Rathbone opened the ceremony, with Dr Colin Clowes from NSW officially unveiling the plaque. John Cottam is one of many notable people interred at the historic Coolgardie Cemetery; others include the famous explorer Ernest Giles.

The waste water treatment plant in Coolgardie suffered serious damage recently at the hands of a group of young vandals who broke into the control shed and smashed all the pressure gauges, switching panels and connecting copper piping. The damage is expected to run more than $70,000 and may take several weeks to repair. Luckily there is surplus storage in the ponds for the waste water, however the park and oval will now have to be watered with scheme water until repairs are completed, resulting in added costs to the Shire.

Shire planning consultant Francesca Lefante has been working tirelessly with Little Industries over the past weeks to put together a workable solution for the provision of a temporary fuel outlet for the town of Kambalda. This agreement has enabled the purchase of diesel fuel and emergency supplies of unleaded petrol from Little’s depot located on Granby Road in Kambalda. This is a great result for the Kambalda community and l would like to thank everyone involved in achieving such a successful outcome.

Coolgardie Day 2018 was celebrated on September 16 with a huge crowd of more than 20,000 people attending from all over WA. With the weather gods smiling on the day, there was a great array of rides, stalls, food ,and many attractions on display for our visitors to enjoy. I would like to congratulate the hard-working committee members on a successful day and for creating such a showpiece for our Shire, as Coolgardie Day has developed into the biggest one-day event in WA, outside of the Royal Show in Perth.

The BP service station tank removal is happening and the Shire was pleased to be able to successfully negotiate an interim solution for the supply of diesel at Kambalda. Thank you to Joe Little at Little Industries in Grandy Road, Kambalda in conjunction with Eagle Petroleum for making this happen. You can purchase the Diesel 24/7 via use of a credit card, Eagle Fuel or Debit card. Light and heavy vehicles up to a max of 20 metres (Rav1 network) are able to refuel at the site. Update on medical services As part of our integrated modelling, St John is endeavouring to have a doctor located in Kambalda who is supported by a range of medical services such as telemedicine and volunteer supported services including ambulance, transport and First Aid. St John Medical strives to provide affordable healthcare for all patients and will endeavour to provide the most cost-effective model and service. St John is investigating the local needs of the Kambalda community and will endeavour to meet the needs of the community. It is hoped that by providing more diverse primary health or pre-hospital care to a community such as Kambalda, it actually reduces the strain on the local ambulance service, freeing them up to focus on emergency response in the region. It is our aim, with the proposed integrated medical model that is developing, to address the local need for patient transfer and community patient transport. St John is also exploring the use of some telemedicine service to the Kambalda community as part of its integrated approach to medical services. It is anticipated to have a medical service operating by early November.

I would like to congratulate the Kambalda Colts football team for winning their grand final against Railways.The Kambalda Community is very proud of their achievement. After a disappointing loss in the Grand Final in 2017, it is a credit to all involved to bring the cup to the home of the Eagles Boys in 2018.

Shire staff are to be commended on completion and submission of the Draft 2017/2018 Annual Financial Statements to the Shire Auditors. This is the first time for some years this compliance deadline has met. The Shire has finished the 2017/2018 Year in a strong financial position.

Well done to the Coolgardie Day Celebrations committee for a very successful Coolgardie Day which attracted a huge crowd. It was enjoyed by all with a lot of positive feedback. It was a wonderful day out with excellent weather and once again an excellent opportunity for Coolgardie to shine. We look forward to next years event.

Only seven stalls were unable to accept the Cashless Debit Card as they were cash-only.

Centrecare Financial Counselling The Cashless Debit Card Shopfront would like to remind participants of the financial services that are available for those wanting assistance with their finances. Centrecare can help with the balancing between two different bank accounts, assisting with how to better manage money, and more.

Issue 78 October 2018 Page 7 [email protected] Shire of Coolgardie Coolgardie Community Recreation Centre Tricks and tunes at skate park concert The Coolgardie youth and wider community were treated to a fantastic performance recently when the amazing Barefoot Bands put on a concert at the town’s skate park.

The show kicked off at 4.30pm on Tuesday, September 18, with the visiting band members having spent the afternoon setting up their drums, guitars and microphones in the skate park.

They hammered out wicked tunes for the community, while the children and youth, wearing their cool blue helmets, skated and demonstrated all the cool tricks they had learnt at the skating workshop held on Coolgardie Day. The recreation centre ladies cooked up sausages to serve to the community, along with fresh fruit and bottles of water donated by the Coolgardie Day Celebrations committee.

We were also lucky enough to listen to our local bag pipe player, Willy Corcoran, and he put on such a great performance. The band absolutely loved playing along with Willy and his bag pipes, who was lucky enough to record a song with them during their workshops and recording sessions at the Coolgardie recreation centre.

It was great to see the community come down and enjoy the free concert and watch the kids in action. We do hope to have them return next year for more fun and recording in our function/studio room.

The launch of Metafit in the Shire was a fantastic success with more than 30 people smashing the opening workout at the Kambalda Community Recreation Centre on September 6.

The launch included door prizes and giveaways on the night. Congratulations to Zoe Murray for winning the free monthly class voucher.

Metafit is a high-intensity, 30-minute workout. It uses a series of body- weight exercises with interval-style training and is designed to keep your body burning calories long after your training session is complete. Metafit is suitable for all fitness levels from beginners through to advanced.

The program has been running for a few weeks now and has received great community support. Kambalda Community Recreation Facility staff, especially Bernie, have been amazed with the commitment and support shown by the community.

 Metafit is run every Thursday at 6.30pm at the Kambalda Community Recreation Centre.

This year the Coolgardie Visitors Centre entered the GWN7 Top Tourism Towns awards for towns with a population under 5000. Coolgardie was up against Carnarvon and Christmas Island, with Carnarvan taking out the top prize.

Coolgardie Visitors Centre officer Jacinda Evans and myself, along with councillors Malcolm Cullen and Sherryl Botting, attended the awards dinner on September 5, where it was announced that Coolgardie had won the “Judges’ Site Visit”. This is an amazing achievement for the whole community.

During the site visit, the judges’ itinerary allowed them to see as many highlights of Coolgardie as possible, starting with a culture talk given by Councilor Betty Logan at the bluff. This was followed by: • A guided tour through Warden Finnerty’s with caretakers Peter and Robyn Carey; • A walking historical tour with Vic Dale; • A guided tour through the museum with Jacinda and myself; • A beautiful lunch at the Way Out West Café with local entertainment; and • Visits to the local businesses followed by a driving tour of the town.

We would like to take this opportunity to congratulate and thank the community and the Shire of Coolgardie for coming together to make this event an extra special one. Issue 78 October 2018 Page 18 [email protected] Community helps Warden Finnerty’s gardens bloom Hello to our community, from Robyn and Pete at Warden Finnerty’s Residence.

We became the caretakers here last November, right before the summer months. We enthusiastically began planting and watering, wanting so much to make our mark on the grounds and gardens. It was a lot of fun and also hard work and we were sadly disappointed to have most things razed to the ground by the galahs and parrots, and of course those searing 44 degree days.

But here we are, after much advice and help from various people, keen to have you come and wander around to see what we have been busy doing.

During the past few months, with the awesome cooler weather, we have been busy making a veggie garden, and Pete has put together several raised garden beds using pallets. We hope to have it all established before the summer months. We have so many of you to acknowledge and thank.

The Shire of Coolgardie for the purchase of plants, pots, soils, hoses, sprinklers and gardening tools; Bergies Soils for a trailer load of soil and mulch; food scraps daily to build an awesome compost from Vicki and Bill at the Goldrush Motel; Allana Lind for several trailer loads of horse manure and plant cuttings; Tom from the local rubbish tip for pots and pallets; Ken Messenger for donations of plants and cuttings and also great advice; Harvey Norman and Bunnings for donations of pallets, and many others who have dropped by with donations of plants and cuttings. And, of course, the ground crew and workers from G.E.T.S, who all worked around the grounds, removing green waste, trimming trees, raking and general cleanup. It was a fantastic help, thanks guys.

Pursuant to the powers contained in Section 33 of the Bush Fires Act 1954, you are hereby required on or before the first day of November 2018 or within fourteen days of your becoming owner or occupier of land should this be after this day to clear all firebreaks and remove flammable materials from the land owned or occupied by you as specified hereunder and to have the specified land and firebreaks clear of all flammable materials from the first day of November 2018 up to the thirty first day of March 2019.

1. Land Outside Town Sites

1.1 All buildings on land which are outside town sites shall be surrounded by two firebreaks not less than two (2) meters wide cleared of all flammable material, the inner firebreak to be not more than twenty (20) meters from the perimeter of the building or group of buildings and the outer firebreak not less than 200 meters from the inner firebreak.

1.2 The removal of flammable material from the whole of the land between the firebreaks required in paragraph 1.1 above.

2. Land In Town Sites

2.1. Where the area of land is 2000 square meters (approximately ½ acre) or less, all flammable material shall be removed from the whole of the land.

2.2. Where the area of land exceeds 2000 square meters, firebreaks at least three (3) meters in width shall be cleared of all flammable material immediately inside and along the boundaries of land. Where there are buildings on the land additional firebreaks three (3) meters in width shall be cleared immediately surrounding each building.

If it is considered for any reason to be impractical to clear firebreaks or remove flammable material as required by this notice, you may apply to the Council not later than the first day of November 2018 for permission to provide firebreaks in alternative positions or take alternative action to remove or abate fire hazards. If permission is not granted by Council or its’ duly Authorized Officer, you shall comply with the requirements of this notice.

“Flammable material” does not include green growing trees or green growing plants in gardens. It also does not include plants native to the region that are fire resistant, for example; saltbush shrubs.

If the requirements of this notice are carried out by burning, such burning shall comply with the relevant provisions of the Bush Fire Act 1954.

The penalty for failing to comply with this notice is a fine of $5000 and a person in default is also liable, whether prosecuted or not, to pay cost of performing the work directed in this notice, if it is not carried out by the owner or occupier by the date required by this notice.

THE PROHIBITED BURNING PERIOD WILL BE FROM 1 NOVEMBER 2018 TO 31 MARCH 2019 AND SHALL APPLY THROUGHOUT THE WHOLE SHIRE.

Hi everyone

It has been a busy couple of months at the Coolgardie Volunteer Fire and Rescue Service. Our volunteers have been training and attending incidents, and everyone would have seen the recent house and bush fires in the Goldfields on the news.

We need you to do your part! Please have smoke alarms in the house! We can’t stress enough how important and affordable these are and they do save lives! Check the batteries in them and start fitting some in the house. House fires do not happen only in the day time when everyone is awake, they can happen during the night or early morning while everyone is asleep, and if looked after smoke alarms do not sleep!

Are you bushfire ready? Everyone would have seen the media campaign that is currently being advertised. With the dry winter that we have had and the summer temperatures starting to kick in, it is time now to check your properties for any overgrowth and rubbish that could put your property at risk. Act now, and don’t delay; clean up now before disaster strikes .

Our sub juniors and junior running teams are going well with their training and will soon be starting their zone competitions. We have some competitions coming up and the state competition will be in Perth on Saturday, November 23 and Sunday, November 24, 2018.

There is a raffle happening as a fundraiser at the moment, with the prize a signed West Coast Eagles and Fremantle Dockers ball. $2 a ticket or three tickets for $5, and there will be some fundraising stalls at Morans on Saturday, October 6, Saturday, October 20 and Saturday, November 3.

Come down and support our young runners. They have been cooking and baking and getting ready for their stalls and all money raised goes towards them representing Coolgardie at both the zone and state competition.

All items of hard refuse will be collected by hand. A maximum weight will apply and as a general rule, two (2) people should be able to lift the item easily to shoulder height with the item being no longer than 4 metres. Please note this service is available in townsites only. It is important that residents pay close attention to the requirements of the roadside collections. All waste is to be placed in a pile neatly on the verge no earlier than one (1) week prior to the advertised collection week. All waste must be placed on the verge by 6.00am on the advertised starting date as the truck will only travel down your street once. All waste is to be placed on the verge without obstructing footpaths or line of sight particularly adjacent to road intersections. Waste will not be collected from Vacant Properties, Public Land or Land outside townsite boundaries. OCTOBER/NOVEMBER 2018 With the warmer weather Kambalda West Playgroup has been enjoying some much-loved outdoor play lately, with the outdoor toys getting pulled out of the shed again to every little one’s excitement. Even though it was a little quiet this month with a lot of our members on holidays, it was not any less exciting or fun.

We could not wait to use our brand-new tuff trays for Another beautiful spring day was spent making ice the first time, and have used them many times since. creams in our ice cream parlour. To mark “Clean up the World” weekend we created our own little Kambalda Recycling Centre, asked the children to sort rubbish into piles of paper, metal and plastic and told them all about how important it is to make sure to reuse and recycle.

If everything goes well we might hear back shortly if our grant application with SUEZ went through. Keep all your fingers and toes crossed for us – we have got some pretty big plans for our outdoor area for this coming summer. Continued P29

Butterflies and forests for story time Story time in the Kambalda Community Resource Centre had another busy month, with the usual curious little visitors attending for the singing, reading and craft activities Mikaela has in store for them every Thursday morning. Earlier in September the children from One Tree Community Services attended and joined the younger members of our community, who all enjoyed creating beautiful butterflies for Children’s Book Week, and leaving behind a lot of smiling faces and glitter. In the same month we had a visit from Miss Bourke’s class from KWDHS to read How Many Trees. This is a story that raises the question of how many trees it takes to make a forest. The class also sang along to some all-time favourite nursery rhymes. Continued P31

Dog Microchipping - Penalty: $200 to $5000 All dogs must be microchipped once they reach three months of age. Non-microchipped dogs cannot be sold or transferred to a new owner. This rule applies even if the dog is under three months of age. Dogs may be exempt from receiving a microchip if they cannot receive one due to medical grounds. In those situations, the owner will need to obtain a medical exemption certificate from a registered vet.

Cat registration All cats that have reached six months of age are required to be: • Microchipped • Sterilised • Registered.

Your cat will be required to wear a collar and registration tag to ensure they can be easily identified and returned to you if they become lost.

Breaches of the regulations may incur the following penalties: • Cat registration - Penalty: $200 • Cat microchipping - Penalty: $200 to $5000 • Cat sterilisation - Penalty: $200

Canine parvovirus (or parvo for short) is a highly contagious virus that affects dogs of all breeds and ages, with puppies most at risk.

This virus attacks the lining of a dog’s intestines, causing inflammation, damaging bone marrow and affecting the cardiovascular system. If left untreated by a vet, an infected dog or puppy will die from this virus. Humans and other pets cannot get parvo.

What are the symptoms of parvo? The virus can take seven to 10 days to take effect and within that time, not all dogs will show each sign of parvo. If you notice any of these symptoms, contact your vet immediately: • Lethargic and lack of energy • Loss of appetite • Vomiting repeatedly • Diarrhoea and bloody diarrhoea

How can a dog get parvo? Parvo is shed mainly through an infected dog’s faeces (poo), which infects another dog if they sniff the poo and ingest the virus. In the recent weather the Goldfields has experienced, the rain and warmth can increase the risk of parvo exposure when mushrooms sprout, as they can carry the virus.

If your dog wanders, he/she is at great risk, but even if they don’t leave the property, they can still catch parvo as it can be brought home on shoes, clothing, tools, car tires etc. Parvo is very resistant and can survive in an environment for up to a year.

How can I protect my dog against parvo? Parvo is easily preventable through vaccinations. Check with your local vet to see if your dog is up-to-date. If you think your dog could have parvo, let the vet know before you come in to the clinic, to prevent exposure to other dogs.

Well there has certainly been lots of springtime fun at the Coolgardie CRC this month, with flowers, music, craft, healthy cooking sessions with tasty food and an unveiling of a memorial plaque for a test cricket player.

Centrecare – Wednesday morning free social and craft sessions We have been spoilt this month by Alison and Cindi, the team from Centrecare Kalgoorlie, bringing lots of colourful, creative crafts, as well as some very interesting but delicious, healthy cooking sessions with Hannah Dunn from Population Health. Every Wednesday is a surprise for our attendees and this month it was about creating an awareness of the food that we eat and the importance of reading the labels to check the sugars, fats and other ingredients in our foods. Every session ended with tasting the recipe that was created that morning with everyday products that we easily have in our cupboards.

The Unveiling of John Thomas Cottam’s Memorial Plaque On Wednesday, September 5, we attended the unveiling of the memorial plaque for John Thomas Cottam, who was a NSW test cricket player and sadly passed away on January 30, 1897 in Coolgardie due to typhoid at the young age of 29. There was a good turnout despite it being a bitterly cold and wet morning. Deputy President Tracey Rathbone welcomed everyone and Dr Colin Clowes, the NSW Honorary Librarian and Official Historian who flew over from for the event, gave a very interesting talk on John Thomas Cottam and his life. Well done to Clint Easton who was the driving force behind the memorial plaque and recognition of Cottam’s final resting place. Clint also made the initial contact with Cricket NSW who generously paid for the stunning plaque which was crafted by Monumental Works, Kalgoorlie. After Clint delivered a speech, Mr Clows presented him with a beautiful memorial book, a gift from Cricket NSW. After the unveiling everyone attended a morning tea at the Coolgardie Community Recreation Centre. Thank you to everyone who attended and also to the Kalgoorlie Miner and GWN7 who also came out and provided media coverage.

Barefoot Bands Once again we were spoilt with Barefoot Bands who came back to play for Coolgardie Day. The Coolgardie CRC and Recreation Centre hosted Brenton Meynell, Drew Goddard, Dan Oltmans, Ian Weggler and Darcy Hay for a fun-filled two days. On Monday, September 17, there was a free song writing and recording workshop, a children’s after-school jam session. Later that night there was a community CD launch where the CD that was produced back in May 2018 here at the recreation centre was played and copies were handed out. It was a good mixture of the children singing, Willy Corcoran and his bagpipes, (including an AC/DC number) Dan Oltmans and Tapping Stickz. The event then carried onto a late night adult jam session.

On the Tuesday there were school visits, more recording sessions and a free community concert at the Coolgardie skatepark. This was the first time a band has ever played live there. Meanwhile, the children showed us their skills on their scooters, bikes and skateboards. Thank you to the Coolgardie Day Celebrations Committee who made it possible for us to host Barefoot Bands and also for the supply of delicious fresh fruit and water bottles and use of the bike helmets for the concert. To finish off I would like to take this opportunity to once again thank Barefoot Bands, who travelled a long distance to be with us, from Kalbarri, Hopetoun , Geraldton and Perth to our small town of Coolgardie - you guys rock and we cannot wait to see you again!

This month two Kambalda sporting teams won their grand finals. We would like to wish a big congratulation to the Colts Kambalda football team, and to the Kambalda Flyers netball team. We are currently providing the opportunity for the community to pass on congratulations and messages to the teams which are being displayed in the recreation centre foyer. If you would like to pass on your message, make sure you come in.

In late September we organised for Chris from Woolworths Cricket Blast to come to Kambalda and hold a ‘come and try’ session with the kids. We had a great number of kids come and join in to learn tricks and techniques in the lead up to the cricket season.

For October we have organised a morning tea with Silver Chain, who will bring some ex Kambalda residents to Kambalda for a social catch up. If you are interested in attending, please let me know.

The Seniors Christmas Luncheon date has been set for Thursday, November 29. This year it will be held in Coolgardie.
