THE VILLAGE OF KITSCOTY OFFICE WILL BE CLOSED MONDAY, SEPTEMBER 7, 2020 IN OBSERVANCE OF LABOUR DAY

1 CONSTRUCTION IS UNDERWAY on the Village of Kitscoty’s 2020 capital underground rehabilitation and construction project. This project consists of sanitary main and manhole rehabilitation, stormwater drainage rehabilitation and construction of a new stormwater main. Motorists and pedestrians can expect to see several road and sidewalk disruptions during the construction period, until the end of September. Areas affected include:  49th Street between 51st Avenue and 49th Avenue  50th Avenue between 49th Street and 50th Street  49th Avenue at 49th Street.

Please avoid the construction areas and abide by any road closure and detour signage that is in place. It is of the utmost importance that, for the safety of citizens and the workers, pedestrians DO NOT ENTER any construction zone whether equipment & workers are present or not. If there are barricades up please stay out.

We extend our sincere appreciation to residents, motorists and pedestrians for their patience with any inconveniences during any road closures and detours.

Are You Parking Illegally Downtown? If you cross the solid double lines to angle park on 50th Street in the business district you are contravening the law. The offence is as follows: Improperly cross double solid lines contrary to Section 15(1)(a) of the Use of Highway and Rules of the Road Regulation. The fine amount is $233. Kitscoty RCMP are actively enforcing this traffic regulation. For the safety of motorists and pedestrians in our community please abide by all traffic laws.

** REMINDER **

 RV’s , BOATS, TOY HAULERS, FLAT DECKS or any type of trailer can only be parked on the street for loading or unloading, however no longer than 48 hours.  When parked on the street RV’s MUST be attached to the towing vehicle.  Slide-outs must not protrude into the driving lane or sidewalk. Please do not run power cords across the public sidewalk - this creates a tripping hazard.

Outdoor Watering Restrictions In Effect May 1—October 31 Permitted Hours: 6:00am to 9:00am OR 5:00pm to 10:00pm If you live in a home with an ODD numbered civic address — water on ODD numbered calendar days; If you live in a home with an EVEN numbered civic address—water on EVEN numbered calendar days. Why does the Village impose watering restrictions? During the spring and summer months municipal water is consumed at a much higher rate mainly due to outdoor water use. The Village must maintain adequate water reserves at all times to meet both municipal and firefighting obligations. Regulating residential water use on an alternating rotation results in much more manageable water consumption. On occasion excessive water consumption may lead to the Village imposing a full outdoor watering ban. Bylaw 07-2015, Section 39 permits outdoor watering privileges such as use of garden hose for sprinklers; washing vehicles, building exteriors, windows or parking pads; filling swimming pools as per the scheduled days and hours posted above. Contravention of these bylaw regulations may result in a $500 fine. We greatly appreciate our citizens’ compliance with these regulations so watering bans will not need to be imposed!

PLEASE BE REMINDED WHEN CONSIDERING OUTSIDE WATERING THAT WATER CONSUMPTION IS NOW BILLED OUT BASED ON THE AMOUNT OF WATER CONSUMED. WATER BILLS WILL REFLECT THE COST RELATED TO WATERING LAWNS & GARDENS, AS WELL AS WASHING WINDOWS, VEHICLES, ETC. AT $3.45 PER M3

3 Would you like to help?

Thank you to the Homeowners who have volunteered to have their water tested! We still have space for a few more homes to have water tested to assist with the Environment & Parks (AEP) mandated base line study of lead content in municipal water systems, which has been implemented in response to the regulatory changes to the Health Canada Guidelines for Canadian Drinking Water Quality. AEP requires the Village to conduct tests to measure for lead that may have leached into water supply lines. Over the next two years the Village must conduct tests in twenty (20) residences of varying ages. The Village is in search of homes constructed in the following periods:  Twelve (12) single family homes built before 1960  Four (4) single family homes built between 1960 and 1975  Two (2) single family homes built after 1975  Two (2) multi-family units If you wish to volunteer for sampling in your home please e-mail the office at [email protected] and provide your name, civic address, telephone number and/or cell number and the year your home was constructed. The Village will determine if your residence fits the eligibility criteria.

Why is testing required in homes of various ages? Lead containing materials were more commonly used in the past and therefore may be found more frequently in older homes. However, newer construction does not eliminate the risk of lead leaching into drinking water as global manufacturers of plumbing fixtures do not have the same regulations regarding the use of lead based raw materials.

How can lead get into the water supply? The Village has confirmed that our distribution system was not constructed using any lead lines. Lead concentrations can be affected by plumbing fixtures, tin-lead solder and building service lines.

Does the Village test for lead in the water now? The Village is required to test for lead at the distribution point on an annual basis. Our tests have indicated the potable water is well below the Health Canada maximum acceptable concentration (MAC).

How will I know if my residence is selected? Volunteers whose dwelling meets the eligibility criteria will be contacted and forwarded the applicable paperwork and consent form to participate in the program.

Our appreciation goes out to those residents who have volunteered—you can expect to receive the paperwork in the near future and a telephone call to schedule an appointment.

Summer is now fading as we prepare for the fall and new hours and operations. While things have improved a little we are still not back to what we used to call normal. The following will advise you as to what things will look like at the library as we begin the fall season. Disposal bins for grass clippings are located at Curling Rink parking lot on 51st Avenue and adjacent to the Community Garden plots on 48th Avenue, just east of 50th Street. If bagged grass continues to be left outside the grass clipping bins this program may be suspended.

5 The Kitscoty RCMP continue to respond to complaints of unlicensed and off road vehicles driving on Village streets. Please read your August Utility Bill insert which contains information on Provincial regulations regarding use of ATVs and prohibited miniature vehicles (includes golf carts). As of September 1st the Community & Senior’s Centre will be open for some activities and events with very strict COVID 19 guidelines in place. Rentals will be limited to small local events with a maximum occupancy of 30 persons to allow for social distancing. TRACKING is of utmost importance so anyone taking part will be required to fill in a COVID questionnaire indicating the event, date, and time which must be signed and include name, address and phone number. We thank you for your patience and cooperation in regard to our reopening. Thursday noon we held another enjoyable “Lunch on the Lawn”. It is so good to be able to visit with our friends once more. Next lunch will be September 11, weather permitting. Won’t you bring your lawn chair and a bag lunch to join us? Michelle has been continuing with outdoor yoga every Tuesday at 10 AM. So far the weather man has been very cooperative! If interested give Michelle a call @780-871-3355. Kandi is available for footcare at her Vermilion office. For appointments call @ 780-808-0019. Due to COVID regulations we regret that our musical presentation by Richard & Deborah will have to be postponed until 2021. Keep safe everyone.

We hope and pray that you had great summer and are staying safe. Creating good new memories with your families. We hope that things will soon be back to a new normal and that we can move around and reconnect with friends. Now that school is back-in we have to keep a look out for the children as they adjust to a new and different school year.

Yet, amidst our struggles God continues to be with us, helping us focus on what in our lives needs changing, and gives us grace to follow intention with action. Let us be thankful for all the possibilities ahead. May God help us see how we can contribute towards peace, faith, and love; and give us the will to translate our desires into actions.

We at Kitscoty United Church have joined Vermilion and Mannville United Churches as Vermilion River Pastoral Charge effective May 1, 2020. We have been holding church services at 9:30am on Sundays using Covid 19 protocol. We will continue to worship with guest lay ministers in the church and via zoom. Vermilion River Pastoral Charge will begin the search for a minister. If you would like the info for our zoom Sunday meetings call Jeane Hunter at 780-846-2906. These are challenging times, but we will continue our faith journey, expecting God will send the one he has chosen to lead us. 6 WALKING THROUGH GRIEF SOCIETY - TAKE A MINUTE / DO YOU HAVE A MINUTE?

“Take a Minute”, the theme of the International Association of Suicide Prevention and the World Health Organization for the year 2020, is held on September 10th and set aside to recognize those who have lost loved ones and to focus on Mental Illness and improving Mental Health. World Suicide Prevention Day began in 2003, to be held on September 10th yearly. IASP and WHO co sponsor this day. Statistics record that an average of 3000 complete suicide daily while at least 20 more attempt. There is strong evidence though that indicate that adequate prevention can reduce Suicide risks. How can we be part of the change? “Taking a minute to reach out to someone in your community – a family member, friend, colleague or even a stranger – could change the course of another’s life” (from isap). • Gain knowledge about suicide risks and mental illness and about the resources that are available for those at risk and those who need to become more educated. Have a change of mind – that reaching out to someone to intervene, by our conversation cause the situation to worsen. • Having personal inner skills to prevent a tragedy; empathy, compassion, nonjudgement, a desire to help and the ability to LISTEN (Take a minute). Knowing resources to share can restore HOPE. • Know the signs of distress; hopelessness, rage, uncontrolled anger, seek revenge, acting recklessly, feelings of being trapped in a situation, increase in alcohol or drug consumption, sleep disturbance ( irregularity) or dramatic mood changes. • Be sincere; reach out , just be present and LISTEN There is support for those impacted by the death of a loved one to suicide and for those who are in distress and are listed below. This year the Lloydminster Suicide Walk of Remembrance has been cancelled due to Covid but will take on a different format.
