2 Introduction

One and half months after the tsunami of 26 December 2004, coastal communities and support agencies in affected areas are only just beginning to emerge out of the emergency situation. Many agencies and donors have rushed in to provide relief, and the time has come to consider and identify priorities, and the best means of assisting communities get back on their feet productively.

Damage and loss assessment

Situation Prior to Disaster

Aceh and North Sumatra, including Nias Island, had a vibrant fisheries sector with an annual output 158,578 tons in 2003, comprising 133,976 tons of fish from marine capture fishery and 24,602 tons harvested from aquaculture (MMAF data). Total value of the produce was estimated at Rp1.59 trillion. The fisheries sector accounted for 3% of Aceh GDP (MMAF and World Bank). The province had only one medium size fish canning facility, and most of the fish caught and harvested in the province were consumed locally or exported unprocessed to overseas or other parts of the country. The fisheries sector also used to play an important role in the economy of the Nias Island.

1. Priority activities, locations and timing

¾ The following activities have been undertaken in earthquake/tsunami affected areas in Nias island, Central Tapanuli [Tapanuli Tengah], Mandailing Natal and Serdang Bedagei], such as data collection, interview and drafting lists of beneficiaries. Lists of beneficiaries are available and confirmed by the District Fisheries and Bupati Offices of Nias, North Sumatra (SUMUT).

¾ Distribution of fisheries inputs (fishing gear packages will be undertaken through FAO implemented project(s) in tsunami-affected areas such as :

Nias island (Nias District), and South Nias District (comprising Teluk Dalam area and the remote archipelago of Pulau Tello).

¾ Similar support must be undertaken as soon as possible for three other cataclysm affected Districts located in: North Sumatra mainland such as Serdang Bedagei [Malacca strait side], Central Tapanuli and Mandailing Natal located on the West coast of North Sumatra province.

¾ it is anticipated that in all above mentioned affected areas, rehabilitation/reconstruction of fishing canoes, including re-motorization w and distribution of fishing gear packages will be undertaken as soon as possible, possibly early April 2005.

3 2. Damaged or destroyed infrastructures in general

Following the field assessment, as well as the information obtained from various sources regarding the conditions of the global infrastructures, it is noted that precise costing is rather difficult to evaluate, as declarations of various interviewed persons in affected areas seems to be very inconsistent, with much difference between costing proposed. As a result, coastal infrastructures in need of rehabilitation or reconstruction such as river outlets, bridges, roads, fish landing sites infrastructures, etc. are mentioned in this paper as subject to urgent rehabilitation or reconstruction, but are not quoted in the present work plan, since this kind of activity must be cross-evaluated by specialists designated for each kind of forthcoming target project.

2. The total number of targeted beneficiaries victims of earthquake/tsunami in the whole province of North Sumatra, Nias and Pulau Tello islands, confirmed by Dinas Perikanan (FOR THE FISHERIES SECTOR ONLY) is:

(*) Due to difficulties or impossibilities to reach all villages targeted (bridges damaged or destroyed etc.), the packages will be distributed from the main villages reachable, and fishers from others villages will be advised to reach the distribution point for a specific date, either by radio or messenger from Fisheries Office G.Sitoli (by motorcycle).

(**) For Pulau Tello archipelago, beneficiaries will be called in to Nias island, (G.Sitoli Town), to collect their fishing packages, thus only ship/ferry tickets + extra weight luggage’s costs will apply).
