Ulaliman, Hinigdaan and Amoros in El Salvador City, Misamis Oriental D. Status of Lifelines Region VII • National Highway linking Brgy. Mayana and Calabasita, Jagna – impassable due to debris caused by flooding • Road going to Brgy. Bugang Sur, Bilar rendered impassable due to flashflood Region VIII • The Municipality of San Jose de Buan in Samar experienced power outage since 15 March 2011 • Unpassable Road Sections and Bridges/Alternate Route: Mahaplag – Sogod Road in Southern Leyte - closed to traffic and rendered not passable to all types of vehicles due to landslide along Maharlika Road km 1009+700 (dampou) to km1018+800 (sawong). Alternate route for Southern Leyte is the Abuyog-Silago Road and Mahaplag-Baybay-Bato-Sogod-Libagon Road. Clearing operations was temporarily stopped due to unfavourable weather condition Wright-Taft, Eastern Samar (Brgy. Malinao) – impassable to all types of vehicles due to flooding Junction Buenavista–Lawaan Road – impassable due to flooding (Brgy. San Vicente, Quinapondan, Eastern Samar) Camp 5–Junction Taft–Borongan Road – impassable due to flooding (Brgy. Malinao, San Pablo) Abuyog–Silago, Leyte Road - impassable due to landslide (Brgy. Tadoc, Abuyog, Leyte) blocking the Abuyog-Silago Road Bernard Reed Bridge in Palo, Leyte – vehicle traffic has been diverted to a bypass road Cong. Artemio Mate Avenue, Tacloban City Baybay to Mahaplag - closed to traffic due to impending landslide in the area. Detour route is Baybay to Bato and Junction Hima-angan Road to Silago-Abuyog Road going to Tacloban Bridge in Brgy. Mahayahay in Sogod, Southern Leyte is not passable to all types of vehicles Road in Brgy. Patani, Paranas going to Eastern Samar rendered not passable to all types of vehicles due to landslide 4 III. ACTIONS TAKEN: NATIONAL NDRRMC OpCen • Disseminated Weather Advisory, General Flood Bulletins, and GALE Warnings to all regions concerned through Short Messaging System (SMS), facsimile, and website for further dissemination to their respective Local Disaster Risk reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Continuous activation since March 11, 2011 under Blue Alert Status (Partial Activation) with personnel from OCD Operations Division Alert Teams and augmentation from other OCD Division rendering duty at the NDRRMC Operations Center 24/7 to monitor any eventualities PHILIPPINE COAST GUARD • Personnel of CG Station Tacloban were dispatched and conducted evacuation of approximately 70 persons in Brgy. Apitong, Tacloban • CG Station Cebu dispatched two (2) SOG personnel with rubber boats to Tacloban to augment said station • CG District Bicol dispatched 7-man SOG team with rubber boat and one (1) medical personnel onboard M-35 truck to Tacloban • PCG Assets on stand-by: Floating Assets - SARV-30504 - Mission Ready (OPCON under CGDCEV) Air Assets – 1 PCG Aircraft (Islander) Deployable Response Group – 4 Teams (On standby at HPCG ready for dispatch/deployment) Land Mobility Assets – 2 PCG Bus (Standby at HPCG/Mission Ready), 2 Coaster Bus (Standby at HPCG/Mission Ready) PHILIPPINE INFORMATION AGENCY • Assisted RDRRMC VIII in giving information related to the incidents. • SMS from RDDRMC VIII forwarded to all PIA Provincial Information Offices. Real time SMS to the National Office on situation reports. • Maintained Weather Watch where all the sitreps are forwarded and coordinated with the concerned agencies on concerns being brought to PIA for immediate attention. Example- the people at Brgy Bahay in San Miguel Leyte were already on their rooftops because of floodwaters. This was brought to the attention of the Leyte PRDRRMC and the RDRRMC VIII and the people were immediately rescued. • Sitrep to PIA Director General the lack of rubber boats that hampered the immediate response to the call for rescue from many barangays and municipalities. The reply was very positive as PIA was told to coordinate with the OCD8 and get the list of the disaster needs and equipment needed in the Region. The same was relayed to the OCD8. DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT • In Region VIII, DSWD was able to service 10,799 families of 55,990 inside 15 evacuation centers. • DSWD was able to assist 94 Barangays from 8 municipalities and 1 city in 4 provinces. • The cost of their assistance is PhP492,690.00 • DSWD was also able to assist in terms of providing for 2 generator units and 1,500 packs of clothing, all worth PhP375,000.00 5 PHILIPPINE NATIONAL POLICE (POLICE REGIONAL OFFICE 8) • 27 operations utilizing 83 PNP personnel from 8RPSB and police stations were deployed to conduct SAR operations in affected areas. • 283 PNP personnel from 8RPSB, Leyte PPO and TCPO with corresponding vehicles were deployed to assist the P/C/MDRRMCs in the evacuation of affected families/persons to designated evacuation centers. • 92 personnel from different police stations detailed to provide security in designated evacuation centers in their respective AOR. • 83 personnel of this PRO8 were involved in 13 disaster relief operations conducted by the P/C/MDRRMCs in affected areas as well as in the evacuation centers. • personnel were dispatched to assist motorists who stranded in areas where roads are closed due to landslides. REGIONAL RDMMCs concerned are continuously disseminating advisories and monitoring the situation in their respective areas: Region VII • LDRRMC Bohol and their local PNP Personnel advised residents to evacuate to higher grounds and are continuously monitoring the situation • Municipal Social Welfare and Development immediately distributed relief goods to the affected families • MDRRMC Dimiao provided relief goods to the affected families and had an emergency meeting to further assess the damages and needs of the affected families • MDRRMC Sierra Bullones, Bohol provided burial assistance to Mr. Armando, Buticarlo (drowned due to flooding) • DPWH 3 rd District based in Guindulman, Bohol is undertaking clearing operations in the national Highway linking Brgy. Mayana and Calabasita, Jagna • Local Engineering Crew in Brgy. Bugang Sur, Bilar is conducting clearing operations on the road blocked by debris caused by flashflood • MDRRMC of Garcia-Hernandez provided food and medical supplies to the families affected. • The flood in the affected Barangays has already subsided as of 6:00 PM of march 16, 2011. • MDRRMC has conducted damage assessment re the extent of damages to the affected areas. • Residents already returned to their respective houses as of 2:00 PM, March 17, 2011. Region VIII • DPWH personnel conducted clearing operations at the landslide area while local PNP conducted traffic assistance to motorists in Sogod, Southern Leyte • MDRRMC San Jose de Buan in Samar facilitated the evacuation of affected residents and attended to their immediate needs • 34IB PA, LDRRMC San Jose Buan constructed tents in Brgys.

    ISSN 2094-6198 EXPLANATORY NOTES The Non-Food and Industrial Crops Quarterly Bulletin provides updates on production, area and number of mature trees of six (6) major non-food and industrial crops, namely, abaca, coconut, coffee, rubber, sugarcane and tobacco. These crops are highlighted in the Performance of Philippine Agriculture which is released quarterly by the Bureau of Agricultural Statistics (BAS). The 1st quarter issue of the Bulletin provides preliminary estimates of production in January-March 2011, final estimates of production in October-December 2010 and January-December 2010, and final estimates of area planted. The data on area and production are based on the quarterly Crop Production Survey (CrPS) of the BAS, Quarterly Coconut Production Survey (QCPS) of the Philippine Coconut Authority (PCA) and BAS, and Canes Milled as reported by sugar milling districts of the Sugar Regulatory Administration (SRA). i JANUARY-MARCH 2011 Abaca. This year’s January-March abaca production reached 16.60 thousand mt, 0.32 percent lower than last year’s 16.65 thousand mt (Table 1). The decrease was attributed to the mosaic and bunchy tops diseases in the municipalities of Baybay, Mahaplag, Inopacan, Baruen and Ormoc City in Leyte. As a result, abaca production in Eastern Visayas dropped by 7.48 percent or by 369.68 mt (Table 3). Coconut. The combined production of mature and young nuts declined by 6.47 percent in the first quarter of 2011. Mature coconut production reached 3.34 million mt, 6.51 percent lower than last year’s 3.57 million mt (Table 1). The decrease was brought about by the long dry spell last year in Davao Region, Northern Mindanao and Zamboanga Peninsula.

    Annals of Tropical Research 412 ( ):1 1529 -1 (201 9 ) © VSU, Leyte, Philippines Landslides have become very frequent in Leyte which justifies the need for soil assessment and characterization of the landslide-prone areas in the province. This study assessed the physical characteristics of soils from the landslide areas in Cadac-an watershed in Leyte, Philippines. Landslide cuts located in the central highlands of Cadac-an watershed were used as representative profiles in this study. These were examined, characterized and sampled for the analyses of soil physical properties which include particle size distribution (Pipette method), bulk density (Paraffin-clod method), particle density (Pycnometer method), porosity, total soil wet density, water holding capacity and field capacity (Gravimetric method), saturated hydraulic conductivity (Constant head method), liquid limit and plastic index. Generally, soils from the landslide areas in Cadac-an watershed had a sandy loam to clay loam to clayey texture, low bulk density, low particle density, high porosity, moderate total soil wet density, moderate to high water holding capacity, low to moderate field capacity, moderately high to high saturated hydraulic conductivity, moderate liquid limit and low plastic index. Based on the above characteristics, the soils are susceptible to landslide occurrence thus it is highly recommended to conduct constant assessment and monitoring of the area. Adona, HeadCAS ,and Joseph Cornejo, EN, interview a household Amidst the pandemic, the Philippine Statistics Authority (PSA) Leyte Provincial Statistical Office conducted the 2020 Census of Population from September 1-30, 2020 pursuant to Batas Pambansa Blg. 72, Executive Order No. 32, and Republic Act 10625. A total of 2,371 hired fieldmen were deployed to 43 municipalities of Leyte to interview all households and institutional population to count all members and determine their respective demographics and socio-economic characteristics. Among the total manpower, 1, 914 were enumerators, 361 were team supervisors, 78 were Census Area Supervisors and 18 were regular staff of the Office which served as Head Census Area Supervisors. Prior to above enumeration period, 6-day trainings in all cities/municipalities were administered in order to fully equip the CPH Manpower with the right concepts and rules governing the conduct of the census.
