 Electoral (Amendment) Bill, An Act to amend the Electoral Act. 2020 (Bill No. 21 of 2020)

QUESTIONS

1. MR. T. B. LUCAS, MP. (BOBONONG): To ask the Minister of Local (360) Government and Rural Development to state:

(i) whether the Children’s Act of 2009 is fully implemented;

(ii) whether all structures envisaged by the Act are in place;

(iii) the budget allocated to the National Children Council for each of the years it has been in existence and whether it is commensurate with the mandate of the council;

(iv) the number of functional Village Children Welfare Committees across the country as well as the number of non-functional or non-existent committees and the challenges, if any, for the absence of such;

(v) the average annual budget allocated to a Village Child Welfare Committee and if it is enough to carry out its mandate; and

(vi) if the Minister will consider employing more social workers in districts to ensure the full implementation of the Children’s Act of 2009.

2. MR. P. MAJAGA, MP. (NATA-GWETA): To ask the Minister of Transport (364) and Communications if he is aware that ever since viewing the damaged portion of the Gweta-Dzoroga road, no maintenance or reconstruction has taken place as previously promised and agreed.

3. MR. J. L. THIITE, MP. (GHANZI NORTH): To ask the Minister of (366) Nationality, Immigration and Gender Affairs if she is aware that the Gender Affairs Empowerment Programme was not rolled out to applicants in 2020 pending the review of the guidelines; if so:

(i) what is the exact status of this review exercise; and

(ii) when the Programme will be open for applicants.

4. DR. U. DOW, MP. (SPECIALLY ELECTED): To ask the Minister of (369) Employment, Labour Productivity and Skills Development:

(i) whether, in view of the clear provision of the law that for a non-citizen to work in Botswana, they must hold a work permit, any of the advocates who routinely work on short term contracts of a day or so in Botswana, do so legally;

(ii) to state, if he holds the view that such work is permitted without a work permit, the basis for such a view; and

(iii) if he agrees that such work without work permit is illegal and what policy or structural reforms he plans to put in place to ensure that such temporary work is in terms of the law.

5. MR. B. MATHOOTHE, MP. (SEROWE NORTH): To ask the Minister of (277) Transport and Communications if he is aware that the resealing project of Paje-Mabeleapudi bitumen road only went as far as the entry point to Mabeleapudi village; and if so, why was the resealing not carried out on the internal road leading to the Kgotla and primary school, as this could have subsequently led to easy connection with the Mabeleapudi-Tshimoyapula-Serule road project.

6. MR. C. GREEFF, MP. ( BONNINGTON SOUTH): To ask the (240) Minister of Employment, Labour Productivity and Skills Development:

(i) why his Ministry is issuing work permits for jobs that Batswana are qualified to do;

(ii) to state the number of foreigners who were issued permits at the following companies:

(a) Kwena Concrete; (b) Steelcase; (c) Dynamic Road Services; (d) EL&L Companies;

(iii) the nature of jobs that they are employed to perform; and

(iv) how many Batswana graduate each year from technical and training schools with relevant qualifications to successfully undertake these jobs.

7. MR. W. B. MMOLOTSI, MP. (FRANCISTOWN SOUTH): To ask the Minister (279) of Basic Education to apprise this Honourable House on the current textbook student ratio from primary to secondary.

8. MR. K. NKAWANA, MP. (SELEBI PHIKWE EAST): To ask the Minister for (323) Presidential Affairs, Governance and Public Administration to update this Honourable House on:

(i) the status of the Public Service Commission;

(ii) its current membership;

(iii) how many cases it has adjudicated in its current term; and

(iv) when the Commission had its last meeting.

9. MR. M. REATILE, MP. (JWANENG-MABUTSANE): To ask the Minister of (330) Health and Wellness:

(i) when the levy on tobacco was introduced and why;

(ii) how much money has been collected from inception to date;

(iii) who the intended beneficiaries of the funds are; and

(iv) what impact the levy has made on those the levy was intended to benefit.

10. MR. M. M. PULE, MP. ( EAST): To ask the Minister of Land (370) Management, Water and Sanitation Services if he is aware that the sewage system in Mochudi East is in an appalling state especially in the Boseja ward, Modipane, and areas; if so, to state what he is doing about this situation.

11. MR. O. REGOENG, MP. (MOLEPOLOLE NORTH): To ask the Minister of (384) Health and Wellness to apprise this Honourable House on:

(i) the number of nurses and doctors in Botswana who on account of COVID-19 pandemic related complications have been in and out of isolation, quarantine, sick-leave and/or died between December 2020 and to date;

(ii) how has this affected public health service delivery in our health facilities; and

(iii) any intervention measures in place to avert or mitigate any possible interruptions, caused by COVID-19 phenomenon on smooth provision of health services in all public health facilities.
