ELECTORAL REVIEW OF THE OF

THE COUNCIL’S PROPOSALS FOR A NEW PATTERN OF ELECTORAL WARDS IN THE

Section 1 Introduction

The Council on 23 rd July 2014 resolved to seek a review of the electoral arrangements in the London Borough of Bexley on the basis of a proposal that the number of elected members of the Council should be reviewed to allow appropriate representation to best support residents.

The Local Government Boundary Commission for (“the Commission”) agreed that it would undertake a review of the London Borough of Bexley’s electoral arrangements. Initial meetings and briefings were conducted by the Commission in February 2015.

The Council’s Constitution provides that General Purposes Committee is responsible for elections and electoral matters. On 14 th April that Committee agreed that a Working Group consisting of elected Members of the Council would meet to consider key issues with a view to reaching a consensus on the submissions to be made by the Council.

The Working Group met on 2 nd June 2015 and 28 th July 2015 and its discussions informed the submission on Council size. The Council in its submission, with unanimous support from all political groups, proposed that the number of elected Councillors should be reduced from 63 to 45.

The Commission has indicated that it is minded to recommend that 45 borough councillors should be elected to the London Borough of Bexley in future and on 8 th September opened its consultation inviting proposals for a new pattern of electoral wards to accommodate those councillors. The consultation period ends on 16 th November 2015.

The Working Group also met on 29 th October to consider any proposals that the political groups wished to share with a view to establishing whether consensus could be reached on all or part of the warding arrangements to be submitted. Although draft proposals were shared by the Conservative Group and UKIP Group, the Labour Group did not share their proposals.

The Council’s General Purposes Committee met on 12 th November and agreed the proposals set out in this report as the submission on behalf of the Council.

Section 2 Projections of Electoral Numbers

The Council set out in the Appendix to its submission on size the methodology that it had adopted in determining its projections of electoral numbers in 2021. This document and the projections are attached as Appendix 1 to this submission for ease of reference.

Overall we forecast that the electorate will increase by 9,750 residents aged 18 and over from 2015 to 2021, a 5.4% increase to 189,189. Based on a number of councillors of 45, this gives an average number of electors to councillors of 4,204.

Section 3 The Statutory Criteria

In developing these proposals, the Council has been mindful of the statutory criteria that the Commission will apply when making its recommendations, namely:-

• Electoral equality (a consistent number of electors per Councillor);

An electoral review must as far as is practicable deliver electoral equality where all Councillors in a local authority area represent a similar number of electors.

The proposals in this submission deliver excellent electoral equality with all proposed wards being within +/- 10% of the average number of electors per councillor, based on projections of electoral numbers for 2021. Of the 19 proposed wards only two wards have variances in excess of +/-7%, with 10 under +/-3%.

The highest variance is in the proposed ward of East at -8.8%. In February 2015 the gave his backing to a new housing zone here, but only some of the anticipated supply of houses from this initiative is within the scope of the electoral numbers projections for this review. However, the variation gives sufficient margin for substantial population growth in this ward on top of the amount predicted, should the early phases of delivery (in respect of which the size and timing are currently not known) deliver more properties occupied by electors than projected.

The proposed ward of with has the only other high variance at 8.5%. These two communities are closely linked and it would be difficult to conveniently divide the ward into separate parts within acceptable variances. Consequently the high variance is considered reasonable for administrative convenience.

Predicted growth in the electorate up to 2021 is highest in the proposed wards of Picardy at +40% (due to the Quarry development), Erith & (due to the Howbury development) at +13% and (due to the Erith Park development) at +11%.

Where any proposal varies from the target number of electors, we have justified

such variance on the grounds of other statutory criteria set out below.

• Community identity (strong ward boundaries that reflect communities);

We have in our proposals included information about the transport links, community groups, facilities, identifiable boundaries and shared interests where relevant to defining community identity of a proposed ward.

The proposals in this submission ensure that areas which have a community identity are contained within a single ward, as far as electoral equality allows. Where the nature of the neighbourhood and community interests are aligned, some neighbourhoods have been included together in a single ward to achieve this.

• Effective and convenient local government (coherent wards with good internal transport links).

The proposals take account of the particular geographical and infrastructure features of the borough, specifically major trunk roads, railway lines, open spaces and rivers. The proposals explain where these features are considered to be an impediment to effective and convenient local government, e.g. because they make travel to different locations difficult or act as natural or recognised boundaries to communities.

This submission describes the rationale for each proposed ward and presents evidence in relation to each of these criteria.

Section 4 The rationale for proposals

In considering these proposals and the proper application of the statutory criteria, a number of factors have influenced the formulation of proposals.

• The geography and infrastructure of the Borough

The Borough has a number of features which in some areas act as considerable barriers or obstacles to movement from one area to the other and therefore in our view should mark the boundaries of wards.

Specifically these features include:

o The A2 and A20 are major roads (dual carriageways) providing excellent links to London or . Whilst the A20 provides the Southern boundary to the borough, the A2 runs West/East through the middle of the borough with only three road intersections and few other effective crossing points such as bridges, crossings or subways,.

o Major trunk roads in the north of the borough also act as barriers to effective communication to different degrees.

o There are three train lines that run West/East across the borough from London to . ° The loop line runs from New through Sidcup, Albany Park, Bexley, Crayford and then on to Dartford. ° The line runs from through , Bexleyheath, Barnehurst then to Dartford. For these two lines there are few road crossings. ° The runs from through Belvedere, Erith, Slade Green then on to Dartford. For much of the route of this line, major roads run parallel to the track, further reinforcing the barrier.

o Parks and open spaces are numerous in the Borough. The largest of these are and Meadows, both of which are particular barriers, especially when flanked by significant roads. There are some spaces which by contrast act as a focal point such as the Green in Falconwood or Golden Acre in Bexley.

o Rivers such as the Cray and Shuttle in the south in places act as natural boundaries

o The escarpment to the north of the borough delineates the flood plain there and has impacted on where communities have developed. At the western edge at Woods, the steepness of the escarpment is a very significant barrier (and was a major reason for an independent Inspector refusing the construction of the Bridge proposed for Gallions Reach in 2007). The escarpment runs from there to Franks Park becoming less steep as it swings towards Erith.

In each of the proposed wards, we have indicated how these features impact on the proposed ward.

• Improving representation of our town centres

It seems to the Council sensible that the interests of the larger town centres which act as hubs for the community around them, will drive growth and prosperity in the borough and in respect of which a range of issues such as planning and licensing are key, should be clearly represented by creating wards with enough Councillors to provide effective representation on common issues that impact on the local community.

The current arrangements for town centres do not provide clear and effective representation. For example, in Welling 4 wards converge at Welling Corner so that an issue affecting the High Street might be relevant to 12 Councillors.

• Communities recognised by their residents

The Council has sought in this submission to ensure that wards reflect the areas and neighbourhoods that residents recognise and refer to in their daily lives. This recognition, in our view, is based on identification with the local area and its

people, demonstrating a community identity based on shared interests, facilities and associations (e.g. primary schools, local shops, community centres, libraries etc.).

Bexley’s residents are very much more settled than in many and exhibit strong allegiance to an area.

• Single Member Wards

The Council is of the view that only in exceptional cases will single member wards provide effective and convenient local government in Bexley.

The Council considers that there are clear advantages to Councillors being able to share residents’ casework and representation, attend relevant meetings and committees, work to respond and represent electors on specific issues or campaigns, whilst managing combining the role of Councillor with other demands such as work and home life.

• Combining areas

Inevitably it has been necessary in creating wards that deliver electoral equality to combine areas or neighbourhoods. Where this has been necessary, care has been taken to ensure that as far as possible areas combined in wards have common interests. Much of Bexley is comprised of housing developments dating back to the 1930’s and in some areas boundaries between localities are ambiguous, but the Council has proposed boundaries that are coherent and support effective local government.

Section 5 Descriptions of wards

The Council is proposing 19 wards, 9 of which have 3 Councillors, 8 have 2 Councillors and 2 have 1 Councillor. The proposed wards are set out in the following table:

5.1 Blackfen and Lamorbey

This proposed ward is defined by the western boundary of the Borough, with the A2 as its northern boundary and the Sidcup loop line railway to the South. The Boundary to the east at the southern end skirts and Sidcup Golf Course (which is in Blendon and Penhill Ward), follows the to Willersley Park and then up to the A2.

In the main it is the present Blackfen & Lamorbey ward, with additions of the northern parts of the present Sidcup ward (most of SP1S & SP2S) where local residents regard themselves as being a different community from Sidcup (e.g. Lamorbey and The Hollies); as well as small parts on the west of the present Blendon & Penhill ward (from BP1S). The latter changes are important to bring all the shops and facilities on Blackfen High Street within the same ward. There has been confusion as to which councillors represent which ward in this locality (e.g. recently a number of residents have been lobbying the councillors for Blackfen & Lamorbey about Blackfen Library when it is actually situated in Blendon & Penhill Ward).

In addition a few roads are gained from the present Falconwood & Welling Ward in Polling District FW4S that are south of the A2.

The proposed boundaries reflect the fact that there are no road crossings of the railway or A2 here and only one footbridge across the railway and one pedestrian subway under the A2. All housing in this area to the South of the A2 is now included in this ward including several roads on the western extremity which are in the present Falconwood and Welling Ward, but can only be accessed from the rest of that ward by an infrequently used subway.

The proposed ward brings together the communities in Blackfen and Lamorbey (including the Hollies), both of which are largely suburban areas with many residents commuting to London from Sidcup Station. There are several shopping areas serving the communities within the proposed ward, the largest of which is Blackfen, including a large supermarket and a library. Near Sidcup Station there is another large parade of shops including a Post Office and shops on Station Road. There are smaller shopping parades in Halfway Street and near Days Lane School. All of these act as focal points for the various communities that lie within this proposed ward.

The communities around here all run into each other with different housing styles reflecting the eras in which they were built. The roads of Days Lane (running North to South) and Halfway Street (running West-East) link the whole ward together.

The ward also includes a number of schools and churches on or around Days Lane and a specialist internationally renowned drama college (), the campus of which is based around Lamorbey House and its grounds.

5.2 Blendon and Penhill

This ward is defined by the A2 to the North and the Sidcup loop line railway to the South. Whilst there are several crossings of the A2, the road remains a boundary, particularly with Danson Park and Bexleyheath Golf Club directly adjoining the A2 on the northern side. The only road crossings over the railway line are at Sidcup Station and Bexley Lane and there are several footbridges in the vicinity of Albany Park station.

The eastern boundary of the ward is the River Shuttle running from the A2 to Bexley Park Wood. The boundary then runs south to the rail line by the footbridge crossing at Valentine Avenue. The Western Boundary is defined by Sidcup Golf Course and Lamorbey Park, then the River Shuttle to Willersley Park and then to up to the A2.

The proposed ward is based on the existing Blendon & Penhill Ward with the addition of the western Polling Districts of St Mary’s (ST1S & ST2S) and the north eastern Polling District from Sidcup (SP3S), with the loss of small parts on the west of the present ward to Blackfen & Lamorbey (from BP1S). As set out in 5.1 above the latter changes bring all the shops and facilities on Blackfen High Street within the same ward.

This ward brings together a number of localities which are suburban in nature, with many residents commuting from Sidcup and Albany Park Stations, which can both be accessed from the ward. The ward will comprise neighbourhood shopping parades at Albany Park, Blendon, Sherwood Park Avenue and the Oval and on the North side of Sidcup Station. Hurst Community Centre acts as a focal point for many local clubs and societies and together with Sidcup Leisure Centre, two large secondary schools in Hurst Road (Hurstmere and & Sidcup Grammar School) provide the central core of the ward.

The ward is still based around the two large roundabouts at Blendon and Penhill on the major North-South link road (Penhill Road) from where access over the A2 to the North and the Sidcup rail loop line to the South can be gained.

5.3 St Mary’s and St James

It is proposed to bring together Bexley Village (also known as Old Bexley) with the semi-rural neighbourhoods on the east side of the with which there are strong ties, common concerns and interests (Cold Blow and ). The proposed ward brings together areas that are bounded by the A2 to the North, the borough boundary on the east and south (also the A20 trunk road); to the west the

River Cray and Cray Meadows. All of these are very strong, recognisable boundaries that delineate the communities within them.

The proposed ward includes the central and eastern parts of the present St Mary’s ward (Polling Districts ST3S, ST4S & ST5S) along with the southern part of the present Cray Meadows ward (CM3S & CM5S). The latter ward is at present divided into two parts, connected by only two roads (one of which is a narrow single lane road with passing places). The communities being brought together in the proposed ward use Bexley village as their main focal point for local shopping and leisure, whilst the other areas of the present Cray Meadows ward tend to use Sidcup.

The proposed ward is based on the ancient parishes of St James (North Cray) and St Mary’s (Bexley Village) and has several conservation areas including High Beeches in North Cray and Bexley Village itself. Bexley Village is the centre of the northern part of the proposed ward, with Vicarage Road and North Cray Road running through the middle of the semi-rural parts to the east and south respectively.

Bexley village has a number of shops and facilities (including a train station, community library, post office, several schools and churches) as well as a heavily used community hall (Fremantle Hall) and an open space (Golden Acre) that is popular with local residents. These all act as focal points for the local community. The village has a busy night time economy at the weekends due to it having a number of public houses and restaurants.

The bridge over the River Cray in the middle of the village has the only road crossing over the river in the locality – the next crossing up river is at Foots Cray (almost two miles away on the southern edge of the proposed ward boundary), whilst downstream the river is not crossed until the A2 trunk road (about half a mile away on the northern edge of the proposed ward). St Mary’s Church stands towards the eastern end of the village in a dominant position near the river crossing.

In the semi-rural areas to the east and south east there are several active residents’ associations (North Cray Residents Association and Residents Association) as well as an active environmental group (Friends of Footscray Meadows). Many of residents’ concerns here are centred on issues such as the preservation of the area as a residential area, protection of the Green Belt and the improvement of local amenities in the area. The residents in both the Coldblow & North Cray areas tend to frequent Bexley village for the facilities listed above. There a number of leisure activities here that are enjoyed by local residents and visitors; such as horse riding and walking (which are both well served by footpaths), and visiting its farms and nurseries. St James Church is positioned in North Cray overlooking .

In the interest of effective and convenient local government, it is also proposed to include in the ward the neighbouring Bedensfield Estate, which lies slightly to the south of North Cray also on the east side of the River Cray. In the middle of this estate is the North Cray Neighbourhood Centre, which also has a nursery operating from the building. Many members of the local community, both young and old use the facilities here.

There is a small parade of shops on the northern edge of the estate which has a Post Office. Whilst there are also shops nearby at Foots Cray, the local community does not tend to use these. In the main the shops comprise cafes and take away restaurants that primarily cater to the units on the Foots Cray industrial estates nearby.

Whilst historically the communities of North Cray and Foots Cray have tended to be grouped together electorally, the two communities are totally separate and residents rarely use each other facilities or attend meetings in the other part.

5.4 Sidcup

Sidcup is the largest community in the south of the borough and second largest shopping area in the borough.

The ward proposed is the eastern part of the Sidcup area including the shops on High Street and Main Road and the communities of Royal Park and Foots Cray. There is also a smaller shopping area on Station Road near to the station.

The ward has the Sidcup loop railway line as its northern boundary and the borough boundary (running along the A20 trunk road) as its southern boundary; in the east the River Cray and Foots Cray Meadows; in the west the boundary goes down the major North-South road link comprising Station Road, Elm Road & Chislehurst Road, which are all strong boundaries that define the local communities.

It comprises most of the southern Polling Districts of the present Sidcup Ward (SP4S, SP5S & SP6S) as well as the northern and western Polling Districts of Cray Meadows Ward (CM1S, CM2S, CM4S & CM6S) and from Longlands Ward the site and area around Queen Mary’s Hospital (LL4S).

The communities in these areas of Foots Cray and Royal Park both look to Sidcup for their local shopping and leisure pursuits, whilst the hospital is regarded by all residents in the borough as being located in Sidcup itself.

The ward is focused around the High Street in Sidcup. Over the last few years the area has been regenerated with money from the Mayor of London, which along with two new supermarkets, has re-established the High Street as a place many residents from all over the south of the borough frequent.

Throughout the proposed ward there is a high proportion of owner occupied housing and many residents commute into London from the stations at Sidcup and Albany Park, both of which have their southern entrances in the ward.

The communities of Royal Park and Foots Cray lie immediately to the north and east of Sidcup Town Centre connected by substantial, busy roads (Bexley Lane & Sidcup Hill respectively). The only two access roads to Royal Park are from Bexley Lane. Both communities have substantial former council owned housing estates at their heart. The residents there all consider themselves as living in Sidcup and have a keen interest in issues relating to Sidcup Town Centre and the Queen Mary’s Hospital site, which has served many families in the borough.

The hospital is regarded as being an integral part of Sidcup and has been at the forefront of many local residents’ campaigns in ensuring the site is still actively used by the NHS following the closure of the 24 hour Accident & Emergency Service & Maternity wing several years ago.

The proposed ward also includes most of the main industrial area in the south of the borough lying alongside the River Cray at Foots Cray.

5.5 Longlands

The ward proposed is at the south western edge of the borough, bounded by the A20, the Sidcup loop railway line to the north and Station Road, Elm Road and Chislehurst Road to the East. The ward is primarily suburban with a high proportion of owner occupied housing, many of whose owners use the stations at Sidcup & close by. The ward also includes the well-used Sidcup Sports Club as well as Longlands Recreational Ground, several Primary Schools and two allotment sites. The area is in effect the western part of Sidcup.

This is the present Longlands ward except that the Queen Mary’s Hospital site at the southern end of the borough is transferred into the Sidcup ward (LL4S), along with the parade of shops on Main Road plus Hamilton Road and Stanhope Road on the northern side and up to Crescent Road on the southern side. This is proposed so all the shopping areas around Sidcup High Street are in one ward. Longlands Road runs through most of the ward East to West providing a link for the local residents.

5.6 Brampton

This ward comprises that part of Bexleyheath which lies to the north of the Bexleyheath railway line. The area consists of housing of a similar age, typically semi-detached family homes and bungalows. Many local residents commute to London from Bexleyheath Station, the northern entrance to which is in the ward.

The ward has Bexleyheath railway line as its southern boundary, which is a strong and identifiable boundary. The other three boundaries all use residential roads; South Gipsy Road, Normanhurst Avenue, Brampton Road, Shakespeare Road, then through Little Heath Road and Rydal Drive to Erith Road up to the Railway line.

Long Lane runs from South East to North West through the ward linking it together. The parade of shops on this road and public house act as a focal point for the community. There is also a small but well used shopping parade by the railway station on Pickford Lane.

Local residents consider themselves to be part of Bexleyheath, but also identify themselves as being in the Brampton area to distinguish themselves from the town centre of Bexleyheath. The population of this area is very stable and many residents have children who attend or have attended the local primary schools (Barrington, Brampton or Bursted Woods or St Thomas Moore Catholic Primary).

The majority of the proposed ward is the existing ward of the same name, with the addition of several roads from the south western part of Northumberland Heath ward (in Polling District NH2E), but losing most of Polling District BR4B and the northern part of BR1B to the proposed Bostall Ward. These changes better reflect how local residents identify themselves with particular areas.

5.7 East Wickham

This proposal, along with the proposal for Falconwood and Welling ward, creates a stronger and more cohesive representation of the Welling community, remedying the current situation where the centre of Welling is split between 4 wards at Welling Corner. Welling is one of the largest towns within the borough and is the main shopping centre in the west of the borough.

The proposed ward takes in a large area in the present St Michael’s Ward, including nearly all of Polling District SM2B and the southern part of SM3B. The proposed ward is in essence the area that has been East Wickham Ward since the borough was formed in 1965. This proposal adds an area to the east of the present ward so it more accurately reflects East Wickham Parish. The boundary of the ward is therefore to the other side of Upper Wickham Lane to include the ancient Manor of East Wickham centred on St Michael’s Church.

Most of the proposed boundary to the North and West is the borough boundary. The southern boundary is the railway, which is a strong boundary as the only road crossing is Upper Wickham Lane near to , the northern entrance of which is in the proposed ward. The boundary to the east and north east runs along South Gipsy Road, Wrotham Road, Saltash Road and Okehampton Crescent.

The ward includes the communities around East Wickham Open Space, the roads comprising the Poet’s Corner estate, the area around Shoulder of Mutton Green and St Michael’s Church. The facilities of all of these are well-used by the community as are the number of shops on Bellegrove Road. is also within the proposed ward.

East Wickham is a community that is recognised far wider than the present ward. It is one of the oldest communities in Bexley and was more dominant in the past than Welling, both of which formed the ancient manor of East Wickham. This proposal, expanding the present ward eastwards, encompasses that area more comprehensively.

5.8 Crayford with Barnehurst

The proposed ward includes Crayford Town Centre and the surrounding housing areas, all of which identify strongly with Crayford and use its amenities. In addition it incorporates the community of Barnehurst to the south of the Bexleyheath railway line.

The boundaries of the ward are defined by the borough boundary to the east, plus the strong boundaries of A2 trunk road to the south and the railway to the north east and north (apart from several new housing developments leading off Thames Road). The western boundary would be grounds and associated open spaces off Gravel Hill, then skirting the schools on and houses on Martens Avenue & Martens Grove? to Mayplace Road East and across to Erith Road.

The proposal adds to the existing Crayford ward most of the existing Barnehurst Ward (the whole of Polling Districts BH3B, BH4B & BH6B plus the majority of BH2B & BH5B)

The town of Crayford has a long established history, being the original fording point on the River Cray for Watling Street (London to Canterbury Pilgrim trail). It has a substantial shopping area which incorporates a very large supermarket and the Tower Retail Park. Adjacent to this is the recently redeveloped Crayford Town Hall building which includes housing, a community centre, library and a health centre. It is the major focal point for residents in the east of the borough who utilise these facilities. The town centre has been subject to a considerable regeneration project over the last few years which has rejuvenated the area.

The numerous pubs and restaurants create a lively weekend and night-time economy. Close by is Crayford Station on the Sidcup loop railway line, which is used by many residents to commute to London. In addition within walking distance is Crayford Stadium, which includes a greyhound track, gym and leisure facilities; and also a Mosque.

The town has a number of long established housing developments in and around the centre and in to the east. There are also new housing developments at the Town Hall, and Perry Street; the residents of whom all gravitate to Crayford Town Centre as there are relatively few shops or other amenities outside the town centre.

The residents of the area in the north west of the proposed ward in Barnehurst tend to regard Crayford as their natural centre, notwithstanding they are quite close to Bexleyheath, finding it easier to access and park.

The proposed ward has a number of sports grounds (Phoenix, Crayford Arrows, VCD and Danson Sports (Mayplace) football clubs), as well as the public golf course at Barnehurst and the recently opened Europa Gym (part of the borough’s Olympic legacy.

There are a number of other notable facilities and focal points for local residents, and those from farther afield, including the Geoffrey Whitworth Theatre, Crayford Manor House and War Memorial, the Anglican parish of St Paulinus and the grounds and house at Hall Place.

5.9 Falconwood and Welling

The proposed ward comprises the centre of Welling and the community of Falconwood. It comprises the existing Falconwood & Welling ward and from the

existing Danson Park ward the Polling Districts of DP1B & DP5B and the part of Danson Park in DP4B, but loses FW4S to Blackfen & Lamorbey which lies south of the A2 trunk road.

The boundaries of the ward are the Bexleyheath railway line to the north and north- west, to the east Danson Park (in the ward) and Sports Centre (out of the ward) and the A2 trunk road in the South.

Extending the present ward west, taking over part of Danson Park ward, means that the heart of Welling Town Centre sits within one ward. This will allow the businesses and local residents to relate to one set of councillors rather than four sets at the moment. There has been confusion as to which councillors represent which ward in this locality (e.g. it is common for residents of Danson Park Ward to present themselves at Falconwood & Welling Ward surgeries and vice versa).

The other change corrects the anomaly of the present arrangements, where the ward incorporates several roads on the south side of A2 connected only by a subway.

Welling is one of the biggest communities in Bexley and the proposed ward provides for the heart of Welling to be contained within a single ward rather than being at the intersection of 4 current wards; with the rest of Welling to represented in an expanded East Wickham ward. This in our view will deliver much better and cohesive representation for residents and assist in effective governance in relation to key issues relating to the town centre such as licensing, planning and economic growth. The proposed ward is coterminous with the Anglican parishes of Falconwood (Bishop Ridley) and St John’s, Welling.

The ward includes one of the longest shopping streets in England, consisting of Bellegrove Road, Welling High Street and Park View Road. Welling itself is a hub for local people’s shopping. In addition the Welling railway station (southern entrance) and key landmarks such as Welling Corner (a major crossroads in the middle of Welling), the Canon and library are in the proposed ward. The Welling Town partnership is an active business association in the area. The ward has several secondary schools including Bexley Grammar and Harris Falconwood, and a number of Primary Schools (Danson, Fosters and Hook Lane).

For effective and convenient government, the community of Falconwood centred around Falconwood Parade and the Green, which is on the edge of the borough with a railway station, is included within this ward. Its residents enjoy housing which is similar to the rest of Welling and the town centre is the nearest main centre for shopping and other amenities.

The ward will include a number of leisure focal points for local people including Danson Park, the Bexleyheath Sports Club (Cricket and Tennis), the football stadium and ground which is used by Welling United (National League) and Belvedere and Erith (Southern Counties league), all of which are accessed directly from Park View Road.

A number of roads (Groombridge Close, Tyrell Avenue, Radnor Avenue, Wellan

Close) that can only be accessed from Westwood Lane are included in this ward with the community to which its residents relate, rather than being included in a neighbouring ward as at present.

5.10 Christchurch

The proposed ward is the part Bexleyheath immediately to the north of the Broadway (Watling Street), which is broadly the existing Christchurch ward.

The ward is well-defined by the Bexleyheath railway line to the north, Crook Log Sports Centre to the west, the Broadway/Albion Road/Watling Street to the south. The eastern boundary Erith Road down to St Martin’s Church, then around the back of Mayplace Road East, down through Martens to Watling Street at the Gasometer.

It is formed from the Polling Districts of CC1B, CC2B and part of CC6B in the present Christchurch Ward, BH1B & BH5B and a small part of southern part of BH2B of Barnehurst Ward and DP2B from Danson Park Ward.

The proposal for this ward, when combined with that for Upton (the southern part of South Bexleyheath), creates a strong and coherent warding arrangement for the borough’s main town centre and strategic shopping centre which will be represented by 4 Councillors. The proposals for these wards will strengthen the representation of the business community of Bexleyheath Broadway & Shopping Centre and the Business Improvement District. Experience has shown that it is difficult for Councillors in a single ward to adequately represent residents and traders on both sides of the Broadway.

The proposed ward includes both sides of the main shopping area at the eastern end of the Broadway, well known features in Bexleyheath such as Broadway Shopping Centre, Central Library, Christchurch, Bexleyheath Cemetery, the Police Station at Bexleyheath, Cineworld and the new Civic Offices, as well as the large Secondary school (Bexleyheath Academy) and the Goals Football centre next door to it. These are a focus for activity in the ward and the pubs, restaurants and cafes in the proposed ward are well used by residents in the ward and further afield.

The proposed ward includes the Fire and Ambulance Stations and Bus Garage at Erith Road, Russell Park, as well as Crook Log Sports Centre, Danson Youth Centre and the Edward Alderton Theatre. The new Civic Offices, Pinnacle Hill development and TA Centre and roads immediately around there are in the ward as the local residents identify themselves as clearly being in Bexleyheath.

5.11 Upton

The proposed ward brings together the South side of the Broadway (outside of the main shopping area) which is regarded by residents as a distinct area within Bexleyheath and is mainly residential. It also includes Bexleyheath Golf Club and several well-known and highly regarded local public houses such as the Royal Oak in Mount Road (known by local residents as the Polly Clean Stairs) and the Robin

Hood and Little John in Lion Road, as well as the Bowling Alley. Close by is the Red House in Alers Road, ’s former home.

The boundaries of the ward are formed by four busy A roads – the A2 to the South, to the west Danson Road (A221) (and including all houses on Danson Road and Lakeside Close in this ward), to the east Gravel Hill (A220) (including the schools on its eastern side along with Halcot Avenue and its cul de sacs) and to the north Albion Road (including the Bowling Alley) and the Broadway (A 207).

This proposal is a strong and coherent warding arrangement for the borough’s main town centre as set out in the rationale for Christchurch ward (see Section 5:10). The proposals form this ward by bringing together the eastern part of the present Danson Park ward (DP3B and the south eastern part DP4B), with the southern part of the present Christchurch wards (CC4B, CC5B and part of CC2B & CC6B).

This area is regarded as distinct and sharing common characteristics and frequently referred to as South Bexleyheath, for example by estate agents, to designate the area. The proposed ward brings together both sides of Alers Road and includes Olron Crescent and Grosvenor Road to remove a previous anomaly.

There are several secondary schools within the ward including Townley Grammar, St Catherine’s and St Columba’s, with primary schools at Gravel Hill, Upton and Crook Log.

Upton Road goes North to South thus allowing good access and connectivity through the ward.

5.12 Thamesmead East

This proposed ward brings together the part of Thamesmead that sits in Bexley into one ward, including the part of the current Lesnes Abbey Ward north of the railway line which runs from Abbey Wood to Belvedere. This creates a cohesive ward with a clear identity and character which reflects the existing cohesive residential community.

Boundaries of the ward are strongly delineated by the borough boundary to the west, the railway line to the south (which has no crossings), the to the north and Norman and Yarnton Way (the current ward boundary) to the East.

It is formed of the present Thamesmead East Ward plus the Polling District LA1E from Lesnes Abbey Ward. This addition corrects the previous anomaly by bringing the area administratively back with the rest of Thamesmead East, which it is obviously part of.

The community of Thamesmead, an estate built by the GLC over 50 years ago, is split between and Bexley. Nearly all the shopping facilities of Thamesmead are in Greenwich so the ward is focussed around the facilities described below. The proposed ward also takes account of developments proposed in the Southern parts of Thamesmead by Peabody, and the substantial development

around Abbey Wood due to the Project.

Regeneration efforts are focussed on recreating the original sense of community within those areas of Thamesmead in Bexley with Southmere Lake as an identifiable centre and focus. It is intended that a new permanent library and retail units will also be developed at Southmere Lake.

Much of the parkland, open space and waterways are maintained by Peabody (and previously Gallions) including Southmere Park & Crossway Park. To ensure consistency in representation and community cohesion, containing these assets within one single ward is logical.

The present Library (a temporary building) under the roundabout at Eastern Way/Harrow Road, the community facilities at The Link and recently opened enhanced facilities at Thamesmead Town FC which include provision for other sports (all run by Trust Thamesmead) provide a focus for activity in the proposed ward. This is supplemented by the nearby Golf Course and Southmere Lake, which is used for water sports, as well as the Sewage Works and Nature Reserve alongside the River, both of which are popular with local residents and those from farther afield.

There are a number of schools in the ward including Castilion and Jubilee in the north of the ward and St John Fisher and Northwood to the South, and the Bexley Business Academy (a large secondary school with a linked Primary School). The Thames Innovation Centre acts as a hub for business activity around here.

Recently the Thamesmead area has been designated as a new housing zone by the Mayor of London. As set out in Section 3 above, some of the anticipated supply of houses from this initiative are within the scope of the electoral numbers projections, but there is margin for substantial population growth in this ward on top of the amount predicted.

5.13 Bostall

The proposed ward brings together a predominantly residential area lying between Bexleyheath, Belvedere Village and . It includes several local shopping parades (at Brampton Road’s junction with Long Lane, the Pantiles, Hadlow Road, Lessness Avenue in West Heath) along with several schools (Hillsgrove Junior School, Bedonwell Infant and Junior Schools). There is a small but popular local library on King Harold’s Way.

The boundaries of the proposed ward are the borough boundary to the west, Lesness Abbey Woods to the North, and Bedonwell Road to the east and Little Heath Road and other residential streets to the south.

It is formed from the Polling Districts of LA3E, LA4E & LA5E of the present Lesnes Abbey Ward, plus SM1B and the northern part of SM3B from St Michael’s Ward, BR4B and the northern part of BR1B from Brampton Ward and NH2E from Northumberland Heath Ward.

Local residents have an affinity with the historic name of Bostall. Many of the homes within this proposed ward were built in the 1930’s on land that was once part of Bostall Heath and the remainder of that open land, still called Bostall Heath, is adjacent to the proposed boundary in the neighbouring Royal Borough of Greenwich.

The proposed ward will address the awkwardness of the current Lesnes Abbey Ward, which is very disjointed due to having areas to the north of the railway line, to the south of the woods and in between. The link through it is poor as Knee Hill is very narrow, public transport finding it difficult to pass through two way at the same time.

The ward is crossed by good links both North to South (Brampton Road and Long Lane) and West to East (Okehampton Crescent and King Harold’s Way) that define the heart of the community here. The housing is predominantly from the first half of 20 th century and many local residents use the nearby railway stations to commute to London.

5.14 North End

This proposed ward brings together the community around the North End Road. The community is very much focussed around the old Larner Road estates that have been recently demolished, with considerable development underway in the area now known as Erith Park.

The ward is bounded to the south and east by railway lines (North Kent & Bexleyheath) and by Avenue Road, Road, Ramsden Road and Edendale Road to the west and north. A small estate area to the south of the Bexleyheath railway line is included in the ward off Thames Road, as the only access to this relatively new estate is from Thames Road/Perry Street roundabout.

It is formed by Polling Districts NE3E, NE4E & NE5E from the present ward of North End, along with Polling Districts all of CL1B & CL2E, most of CL1E, CL2B & the eastern part of CL4B of the present Colyers Ward along with Polling District CY1B from Crayford.

North End is the historic name of a hamlet on this location covering an area both sides of what is now known as the North End Road which runs from Erith to Slade Green on the west side of the North Kent railway line.

The three schools in this ward (Normandy, Colyers and Pearswood Primary Schools) are a focus for the families in the ward, along with Erith Leisure Centre and the running track alongside it.

5.15 Belvedere Village

The proposed ward is the area in or immediately adjacent to the triangle made by Road, Nuxley Road and Albert Road which has historically and locally been known as Belvedere Village.

The ward is bounded to the south by Streamway and Bedonwell Road, in the north by the top of the escarpment; to the west by Lesnes Abbey Wood, Belvedere Sports Ground and Orchard Avenue; to the east the boundary runs from Upper Park Road across Erith Road and down Brook Street to the cemetery.

It is formed from the Polling Districts of BV5E, and southern parts of BV3B and BV4E from the present Belvedere Ward, plus the eastern part Polling District LA4B of Lesnes Abbey Ward.

The parades of shops in Nuxley Road and Albert Road, All Saints Church and other centres of worship, the recreation and playground, library, a medical centre, a number of pubs and restaurants, Belvedere Social Club and Priory Conservative which have both served the area since before the war, all combine to sustain a strong village feeling and local community identity.

Much of the history of this area is connected to the land formerly owned by the Eardley family, including All Saints Church completed in 1853 and the Eardley Arms in the ward.

The proposal is for this to be a single member ward as there is a very defined community, in and around the village.

5.16 Lower Belvedere

The proposed ward covers the northern parts of the existing Belvedere ward, includes the eastern edge of the existing Erith ward and the northwest edge of the existing Lesnes Abbey Ward. The traversing of the North Kent railway line at Belvedere is justified and logical because the population on both sides of that part of the railway line identify themselves as living in Belvedere and use its amenities, and this where there are three railway crossing points situated. It is also sensible to include all the businesses in the Belvedere Employment Area in the same ward.

The proposed ward brings together the community that lives along the Lower Road/Gilbert Road /Abbey Road corridor. It unifies all the residential areas around Lower Road and Mitchell Close (currently split between Belvedere and Erith wards) and unifies Abbey Road and Elstree Gardens (currently split between Belvedere and Lesnes Abbey Ward). It includes the roads nearest to Abbey Wood Station which borders Greenwich.

As the area around Abbey Wood Railway station is split with the neighbouring borough, and these roads are too small to form a ward on their own, it is logical to facilitate convenient and effective governance by placing them within this proposed ward due to the connections along the Abbey Road.

The boundary of the proposed ward is defined by the railway line and major roads to the north, the borough boundary to the west and the river to the east. To the South, the boundary is the line of the steep escarpment.

It is formed from Polling Districts BV1E, BV2E & BV6E and the northern parts of

BV3E & BV4E from the present Belvedere Ward and Polling Districts LA2E from Lesnes Abbey Ward & most of ER1E from Erith Ward.

There is a strong community identity in the proposed ward based around local schools (Belvedere Infants and Junior School and St Augustine’s Primary School), the Community Centre in Mitchell Close, GP Surgery in Station Road. The Sikh Community, which is a significant part of the community in the ward, is served by a Guru Nanak Darbar Sikh Temple on Lower Road. Shopping areas include both B&Q and Asda on the Retail Park and local shops.

The transport links (including the railway line, bus routes and main roads) running East to West through the ward create a sense of community between Abbey Wood and Belvedere. Many residents commute from Belvedere or Abbey Wood Stations and this is likely to increase with the extension of Crossrail services to Abbey Wood in a couple of years’ time.

The industrial area to the north of the railway forms part of the Belvedere Employment area and the proposed ward will include the forthcoming Ocado Distribution Centre and sites owned by Asda and Tesco. The large Cory incinerator sits in this ward on the River Thames where there is a pier used for most of the waste delivered here, but it also has road access from A2016.

At the moment plans are being considered for a bridge or tunnel across the River Thames just to the east of the incinerator by TfL as part of the need to improve River Crossings.

Open Spaces at Lesness Abbey Woods to the West and Franks Park to the East mark the edges of the residential areas and form a natural boundary, especially as there is a steep escarpment here.

5.17 Picardy

The proposed ward lies on the western side of the North Kent railway line and Bronze Age Way to the west of Erith and includes the Erith Quarry. The ward name is taken from the original hamlet on this location in the past.

It is formed of the Polling Districts of the present Erith Ward of the west of ER5E, most of ER3E and a small section of ER1E.

The boundary of the proposed ward is the railway to the east; to the south the boundary is the southern edge of the Sand and Gravel Pit (to the north of Bexley Road), then skirting Erith Cemetery to Brook Street. The eastern border is Brook Street and Upper Park Road to the northern edge of Trinity School playing fields. The northern boundary is across Franks Park to Lower Road (running between Mayfield Road and Ashburnham Road).

At Erith Quarry a significant development of over 600 homes and supporting infrastructure has been approved. The ward also includes the eastern section of Fraser Road/Erith Road, which has a local shopping parade and an existing community occupying private and rented housing built to house those working in

local industrial estates, which are on both sides of Fraser Road. Trinity School and Holly Hill open space are also within the proposed ward.

With Franks Park and Trinity School to the North, Erith Quarry to the South and a trunk road next to the railway line to the east, the area has strong recognisable boundaries.

5.18 Northumberland Heath

The proposed ward is centred around Northumberland Heath and the communities that reach out to, and have evolved from it. This includes the north part of Barnehurst (above the Bexleyheath railway line), the area around Belmont Road, Parsonage Manor Way and Carlton Road, and the area around Lesney Park and Avenue Road. It brings together the local communities who recognise Northumberland Heath as being their core, local community.

It is formed of the Polling Districts of NH1E, NH3E, NH4E & NH5E from the present Northumberland Heath Ward, plus CL3B and western part of CL4B of Colyers Ward, and the eastern part of ER5E of Erith Ward.

The boundary of the ward is marked by the railway line to the south, to the east several schools and their playing fields interspersed by residential roads before meeting the railway line next to Erith Sports Centre. The northern edge follows the top of the escarpment overlooking Erith Quarry to Erith and Brook Street cemeteries and then onto the roundabout at the junction with Bedonwell Road & Streamway. The western edge is Bedonwell Road, Rydal Drive down to Bexley Road to the railway line.

Northumberland Heath is a busy local secondary shopping centre (on Bexley Road) that has good car parking, as well as a library and several popular public houses. Also in the proposed ward is a small parade of shops and public house to the north of Barnehurst Railway Station which is well used by the local community.

There are good road links across the ward in all directions, with the major ones meeting at the roundabout at the southern end of Northumberland Heath.

Just to the east of Bexley Road is Erith & District Hospital which provides a variety of local community services including an urgent care centre. Other facilities in the ward are Erith School (a large secondary school) and churches of St Paul’s (Church of England) and Our Lady of the Angels (Roman Catholic). Nearby the Northumberland Heath Recreation Ground provides a large children’s playground and variety of sports pitches and courts.

5.19 Erith and Slade Green

Erith and Slade Green are very long established communities that are distinct but with inter-related identities. The proposed ward recognises this relationship and the commonality interests and characteristics shared by residents.

It covers the area to the South of Church Manor Way, Lower Road and Bronze Age Way down to Slade Green and is bounded by the Bexley/Dartford Boundary, the River and North Kent railway line. The ward is defined by its industrial history, its proximity to the river and the railway line.

The ward is formed from the Polling Districts of ER2E & ER4E of the present Erith Ward and NE1B & NE2B of North End Ward.

Erith Town Centre is the main shopping area in the north of the borough and is connected to Slade Green by good transport links. It has a superstore, a library and theatre. St John the Baptist Church in the western approach to Erith is a Grade II listed building which is almost a thousand years old, and alongside the Erith Town Hall and Carnegie Building represents the heritage of a town mentioned in the . New developments alongside the river, a pier (the longest in London) and Bexley College’s newly opened building are within the proposed ward.

South-east of Erith, along Manor Road, there are a number of industrial sites along the river and on the road leading out onto Crayford Marshes at the confluence of the Rivers Thames & Darenth. There is also the Erith Yacht Club here, which is an Olympic legacy site. This road leads on to Slade Green and provides a link to this ward.

Slade Green’s history is entwined with the railway and the North Kent line runs from here through Erith and then on to London. This line is a considerable barrier with only a few road crossings. It has a community centre and library with new housing developments alongside at Howbury on the site of a former school. In this area are also St Augustine’s Church and Slade Green Infants and Primary Schools.

The northern boundary of the proposed ward, where Lower Road crosses Bronze Age Way is clearly separate from neighbouring Belvedere to the extent that 1/3 mile separates the residential properties on either side of the proposed boundary.

6. Summary

These proposals were agreed by General Purposes Committee on 12th November as the Council’s submission to the Commission in respect of warding arrangements in the London Borough of Bexley. The Council considers that the submission delivers high levels of electoral equality, strong ward boundaries that reflect communities and will deliver effective and convenient local government in Bexley.
