It is produced to respond to and therefore fulfil requirements set out in the Town and Country Planning (Local Planning) (England) Regulations 2012, and specifically Regulation 22(1) part (c). This requires the submission to the Secretary of State of a statement setting out: (i) which bodies and persons the local planning authority invited to make representations under Regulation 18; (ii) how those bodies and persons were invited to make representations under Regulation 18; (iii) a summary of the main issues raised by the representations made pursuant to Regulation 18; (iv) how any representations made pursuant to Regulation 18 have been taken into account ; (v) if representations were made pursuant to Regulation 20, the number of representations made and a summary of the main issues raised in those representations; and (vi) if no representations were made in Regulation 20, that no such representations were made. Compatibility with the Statement of Community Involvement The most important document that has guided the approach to consultation throughout the various consultation stages is the Statement of Community Involvement (SCI). The requirement to produce a SCI was introduced in the 2004 Planning and Compulsory Purchase Act, and the City Council adopted its initial SCI in July 2007. It was subsequently updated extensively to take into account new Regulations and policy guidance which was approved in June 2013, and a minor revision was approved by Cabinet in August 2016. The SCI provides details of how Liverpool City Council will communicate with the local community and ultimately how they can get involved in the preparation of planning policy. It identifies the key groups that the City Council seeks to consult with; the underlying intention being to engage with anyone who has an interest in the future of the City, as a place to live, work or visit. The Town and Country Planning (Local Planning) (England) Regulations 2012 prescribe a series of “Specific and General Consultation Bodies” that the Council should consult with during each consultation stage. The list below outlines the specific organisations and other bodies that the City Council consider to have an interest in the preparation of planning documents within Liverpool: Neighbouring local planning authorities Civil Aviation Authority Coal Authority Electricity North West Limited Environment Agency Health Service Providers Historic England (formerly English Heritage) Highways Agency Highways Authority (Liverpool City Council) Homes and Communities Agency Natural England Network Rail Infrastructure Ltd Parish Councils within adjoining districts Primary Care Trust(s) / Clinical Commissioning Group United Utilities (Or updated equivalents of the above) plus other relevant gas, electric and electronic communications network providers. The general consultation bodies are also identified in the Regulations and relate to voluntary organisations representing certain groups within the community. The general consultation bodies are: voluntary bodies some or all of whose activities benefit any part of the City Council's area; and bodies which represent the interests of: o different ethnic or national groups in the local authority's area; o different religious groups in the local authority's area; o disabled people in the local authority's area; and o people carrying out business in the local authority's area. The Council maintains a database which includes the Specific and General Consultation Bodies together with local organisations and individuals that have expressed an interest in being consulted on or kept informed of the development of planning policy. We have more than 2000 consultees on our database including residents, land owners, developers, LCC partners, infrastructure providers, neighbouring local authorities and town/parish councils. This database is live and continuously updated. Registration on the database is available at any time to anyone by following this link http://liverpool-consult.limehouse.co.uk/common/register.jsp The database includes all those listed as specific and general consultation bodies and others including: local and national house builders charitable organisations local education institutions local community groups interested residents interested local businesses local and national land and property agents; and local legal firms. The methods of communication used to notify interested parties are varied to be as inclusive as possible with the SCI making clear that this will be determined taking into account the nature of the document, the geographical area affected, and the stage of the Local Plan preparation process. This could include: • Consultation portal – an online facility for viewing and responding to consultation documents. • Meetings and stakeholder events • Member briefings • Local media and press releases • Questionnaires or response forms • Public exhibitions, displays, road shows Duty to Cooperate The National Planning Policy Framework introduced the requirement for local authorities to work with neighbouring authorities and statutory bodies when preparing Local Plans. This is termed the ‘Duty to Cooperate’. This is to ensure that strategic priorities across local boundaries are addressed and reflected in Local Plans. The information benchmarks each neighbourhood against its peers so they can understand the the relative need, management and service utilisation of people in their area. The pack contains information on wider determinants of health, health, social care and community services. Reference JSNA Documents The Joint Strategic Needs Assessment (JSNA) identifies the key issues affecting the health and wellbeing of local people, both now and in the future. The JSNA looks at the strategic needs of Liverpool, as well as issues such as inequalities between different populations who live in the city.

At the Planning Committee we highlighted the 3 floors only had 2 kitchens in, five of the bedrooms had no en suite toilet. We already have too many low standard bedsits in Newsham Park as it is. We quoted former Inspector David Herron’s comments that the high level poor quality HMOs with vulnerable residents was aggravating crime and prostitution in the area. NO TO MIDNIGHT OFF LICENSE APPLICATION AT BUCKINGHAM /WEST DERBY ROAD Cllrs Steve Radford, Kevin Morrison and Billy Lake have been collecting petitions to reduce the hours requested by the off- license 547-549 West Derby Road. “Big thanks to everyone who supported us curtailing the hours at the Four Seasons off license” GYPSIES ENCAMP AT DOCKERS CLUB Within hours of the gypsy caravans breaking into the Dockers Club we were in touch with Police, the Dockers Club, Persimmon Homes and The City Council. On behalf of our whole community, we thanked the Police and City Council Environment Enforcement and Legal advisers for getting the travellers removed from the Dockers Club so expeditiously. We know the Dockers Club and Persimmon Homes did not want anything to delay the progression of the site for housing as we prepare for a community consultation on 12th July at the Tuebrook Hope Centre.
