In Q1 2018 the following air emission points were sampled as per Schedule C of the permit: A1-1, A1-3, A2-8, A2-7, A2-9, A2-10, A2-11. All results were compliant with the site’s ELV’s .

2. Non-Compliances

There were no non-compliances noted in Quarter 1

3. Environmental Incidents

There was one reportable environmental incident in Quarter 1. As per INCI014024, during extremely low temperatures and heavy snow seen during the week commencing 26 Feb 2018; equipment at the site WWTP began to fail late on 27 Feb. The site’s emergency tank became full on 02 Mar 18 at ~13:30. A high flow of clean water from the site to the WWTP caused an overflow of untreated water to licensed emission point SW1. The material flowing to sea was sampled on 05 Mar and was seen to be visually clear and free from odour. Analysis of the water confirmed that its composition was compliant with all ELVs and no exceedances occurred. Equipment repairs at the WWTP were completed and the plant was operational by Fri 09 Mar at ~10:00. However, further issues arose and the plant was again shut down on Sun 11 Mar ~16:00. 4. Environmental Complaints Register

There were 4 complaints received in Q1. Of these two were found to be attributable and were reported to the EPA. Ref INCI014040 (flare) and INCI013779 (odour).

Complaint: 2018-Q1-001, EPA Ref INCI013779 Date & Time: Friday 26th January 2018, 12:00. Source of Complaint: Resident of area SE of Whitegate Village. Complainant contacted refinery shift supervisor Nature of Complaint: Odour Response: At approximately 7pm on the evening of 25th Jan, the transfer of treated spent caustic/water waste was started to the on-site WWTP pond. This stream contains mercaptans which can be odorous even at trace levels. The IOW refinery operates an odour treatment system to remove these mercaptans prior to disposal of the waste to the site WWTP. This odour treatment was online at the time. The level of mercaptans in the waste caustic/water stream can vary depending on the crude being processed by the refinery. Increased levels of mercaptans seen in the waste during the second half of 2017 had led IOW to identify an offsite disposal option. This had been successful and the waste has been disposed of offsite while trials to improve the onsite odour treatment are undertaken. These trials had been successful and it was anticipated that the stream would not create an odour during disposal to the WWTP. Odour patrols completed by refinery personnel on the night of the 25th of Jan detected no odour off site. For inspection purposes only. Consent of copyright owner required for any other use.

At approximately 10:00am on the morning in question 26th Jan, an odour was detected on site by refinery personnel and reported to the HSE and Operations teams. The transfer of the spent caustic/water waste stream to the WWTP was immediately stopped. The complainant contacted the refinery shift supervisor at approximately 11:45am and described an odour, detected near Whitegate village earlier that morning (09:30-09:40) and later at their home, located SE of the refinery site. The shift supervisor took note of the complaint and forwarded the information to the Environmental Lead, who contacted the complainant directly. Off-site checks by refinery personnel confirmed some odour in the immediate vicinity of the site but no odour was detected in the village or surrounding area. The complainant described a gas like odour. It was noted by the complainant that no issue had arisen in the previous 5-6 years. The Environmental Lead explained that the odour had been detected on site and that the source had been shut off since ~10am. The complainant stated that the odour had lessened but had not dissipated completely. It was noted that there was very little wind that day. The Environmental Lead apologised for the issue and assured the complainant that an investigation would be undertaken to ensure the issue did not recur.

Nature of Complaint: Water Pressure

Response:

The complainant contacted the refinery on 25 Mar 2018 to complain that they had low water pressure at their home, which they deemed to be due to excessive use at the refinery.

The shift manager checked the water pressure and flow at the refinery supply and no excessive use was noted. The complainant was informed of this and the issue was communicated to who changed over the supply reservoir to an alternative source.

Weather conditions:

Cold, rain early morning, winds N/ NE in the morning, turning to N/NW afternoon

Close out comment:

The investigation has concluded that this complaint was not attributable to refinery operations.

The refinery was returning from a shutdown associated with storm Emma which brought freezing temperatures and heavy snowfall to the area. Local residents and refinery personnel living locally had experienced low/no water supply due to the freezing temperatures.

The issue was flagged to Cork County Council and has since been raised with Irish Water.

Nature of Complaint: Visual

Response:

The complainant contacted the refinery reception at approximately 08:00 and asked to speak to someone about the flare. This message was passed to the HSE team and the Environmental Lead contacted the complainant shortly after 12pm that day.

The complainant was concerned about recent flare activity, associated smoke and impact of the light of the flare during the night. The complainant resides in an area where the flare is fully visible and likened the light to that from Roches Point lighthouse.

The Environmental Lead explained that the increased flaring was due to the plant restarting following a shutdown the previous week, brought about by weather conditions during “Storm Emma” which brought freezing temperatures and heavy snowfall to the area. The Environmental Lead assured the complainant that the refinery aims to minimise flaring at all times and that the level today (07 Mar) had already been reduced by ~80% versus the previous days. It was explained that once the refinery was back in full operation, the flare would reduce to normal levels.

The environmental lead apologised for the nuisance caused and the complainant was satisfied that the flaring was a temporary situation. For inspection purposes only. Consent of copyright owner required for any other use.

Corrective/Preventative Action: N/A The flare is a safety system used only when abnormal conditions exist. Flaring is minimised at all times during routine operations.

The shift manager checked the water pressure and flow at the refinery supply. The supply pressure to the refinery was also low, indicating an issue with the council mains; however efforts were made to reduce site water consumption.

The complainant was informed of this and the issue was communicated to Cork County Council.

The complainant had also contacted Cork County Council and Irish Water.
