INTRODUCTION

Purpose of this Report

Air pollution is linked to a range of life-limiting and life-shortening conditions including lung and heart diseases, asthma, and some cancers. Cleaning up London’s air requires action at every level – and boroughs have a key role to play. They manage a world-class monitoring network, have a range of relevant powers to prevent emissions, and oversee the majority of London’s streets.

This report provides an overview of monitoring data, and Air Quality Action Plan (AQAP) measures delivered by boroughs across London in 2018; in order to enable more effective information sharing between local authorities. It does not make an assessment or judgement of performance, it is simply a compilation of the key information provided by boroughs in their statutory Annual Status Reports (ASRs) covering the period January-December 2018, for the purpose of increasing the level of understanding about pollution concentrations and air quality projects across boroughs.

The Mayor of London is committed to tackling air pollution and is delivering a bold package of measures to address this urgent health issue, including providing millions of pounds in direct funding to local authorities for air quality and clean transport through the Mayor’s Air Quality Fund (MAQF) and the Local Implementation Plan.

London Local Air Quality Management (LLAQM) Responsibility for Local Air Quality Management under Part IV of The Environment Act 1995 has been devolved to the Mayor of London in recognition of the specific challenges facing the 32 London boroughs and the City of London. In May 2016 the Mayor introduced a new framework for London: LLAQM, which was updated in October 2019 to reflect the higher level of ambition needed on air quality and to support coordinated, focused action across boroughs. There are a number of LLAQM requirements for all the boroughs. These include: • To continue to monitor and assess air quality in their areas and notify GLA of any changes to monitoring networks; • To submit an ASR by the deadline each year; • To ensure that an AQMA has been declared for any areas exceeding the UK Air Quality Objectives and EU limit values; • To ensure that a current and relevant AQAP is in place for each AQMA. AQAPs should be updated at least every five years and progress against AQAP measures reported in the ASR; • Following reassessment of the GLA Air Quality ‘Focus Areas’, boroughs are to incorporate focus areas into their AQAPs; and • To consider the revision of AQMAs to reflect any significant changes in pollution levels. This consideration is required for the first time in 2020 and then every four years thereafter (no reassessment will be required in 2020, as modelling indicates that all boroughs still have areas of exceedance of the Nitrogen Dioxide legal limits and the PM2.5 World Health Organization health-based limits).

Through the LLAQM, the GLA provides boroughs with a package of support including:

• Workshops and seminars; • Enhanced central co-ordination; and • A range of tools and templates such as bespoke borough-by-borough modelled pollution maps and source apportionment charts.

Great progress has been made, but additional action is required at all levels in order to reduce pollution to safe levels. This is why the LLAQM Policy and Technical Guidance was revised in 2019, in order to:

• Ensure boroughs are taking suitably ambitious and targeted action, which is properly co- ordinated and which supports Mayoral objectives as set out in the London Environment Strategy and elsewhere; • Reflect updates to the requirements around AQAPs; • Ensure that London boroughs continue to work towards achievement of World Health Organization (WHO) safe limits for pollutants even when legal limits are met; • Update information in the guidance documents to reflect new research, policies, and priorities; and • Update Cleaner Air Borough Status (a recognition scheme for boroughs that was introduced under the previous Mayor) so that it is transparent and fair, promotes continual improvement, and clearly aligns with new LLAQM priorities.

Headline outcomes from boroughs under the London Local Air Quality Management (LLAQM) system in 2018

Some of the key areas of progress in 2018 were:

• Increased monitoring: Automatic PM2.5 monitoring increased by approximately 14 per

cent, PM10 by 6 per cent, and NO2 by 5 per cent. Lower-cost passive (diffusion tube) NO2 monitoring increased by 22 per cent. • Improved transparency: All but one borough (Harrow) completed their Annual Status report fully and on time. Completion of this report enables residents to see summarised pollution data and check the council’s progress on delivering their Air Quality Action Plan obligations. • Improved Action Planning: All Air Quality Action Plans up to date or in the process of being updated. • Improved Working Across Boroughs: When updating their Air Quality Action Plans, all boroughs used the Air Quality Action Matrix and Action Plan template provided by the GLA as a basis. This has facilitated more consistent action across boroughs. Additionally, in 2018 a number of multi-borough Mayor’s Air Quality Fund (MAQF) projects have helped to foster ambitious cross-borough action, and paved the way for even more multi-borough and pan-London MAQF projects that commenced in 2019. • Increased Local Action on Air Quality: 2018 saw increased action on idling as a result of the Mayor’s Air Quality Funded idling project; increased activity on air quality at schools as a result of the Mayor’s Schools Air Quality Audits programme and there was

also a reported increase in delivery of walking and cycling infrastructure and the targeting of non-road emissions (from boilers and construction machinery). This was also the year when the five MAQF-funded Low Emission Neighbourhoods (LENs) neared completion, delivering a range of innovative and ground-breaking initiatives such as the surcharge for older more polluting vehicles on metered parking in the Marylebone LEN (leading to a reduction in these vehicles of 16%) and the delivery of the World’s First Ultra Low Emission Streets in the City Fringe LEN.

These improvements are testament to the increased commitment of boroughs to this vital issue; increased public awareness and concern about air quality; and to the impact of the Mayor’s statutory London Local Air Quality framework.

Monitoring Summary

There is significant variation in monitoring provision between boroughs so results are not readily comparable. Some boroughs, for example, may have more monitors located in their most polluted areas than others; it does not necessarily follow that if they have higher readings they are more polluted. It is important to bear this in mind when looking at the monitoring summaries contained in this report.

Air Quality Management Areas (AQMAs) are generally declared at a whole borough level, and there is often a lack of monitoring in air pollution ‘hotspots’ or focus areas. The most useful way to use monitoring information is to compare data from recent years at the same site with data from previous years. To compare borough pollution concentrations it is best to refer to the London-wide concentration modelling in the London Atmospheric Emissions Inventory (LAEI).

Key findings from the monitoring data were:

• Pollution trends showed improvement, with most boroughs' monitored pollutant concentrations lower than 2012 levels.1 However, during 2018 all but two boroughs still

recorded exceedances of the NO2 (nitrogen dioxide) annual mean air quality objective. It should be noted that these two boroughs, Bexley and Barking and Dagenham, do not have extensive monitoring networks. Neither Bexley or Barking and Dagenham undertake

diffusion tube surveys, therefore the understanding of NO2 concentrations throughout these borough is limited, and the LAEI model predicts both boroughs have areas exceeding the legal limit, predominantly around busy roads. These boroughs are strongly encouraged to enhance their monitoring networks in order to enable an adequate assessment of monitored pollution levels, this can be undertaken using relatively low cost

NO2 diffusion tubes.

• Since 2016, the downward trend in measured NO2 hourly mean concentrations has continued, with only six borough monitors exceeding the objective in 2018, compared with ten in 2017 and 22 in 2015.

• The number of locations at which passive diffusion tube and continuous monitoring of

NO2 is conducted was 1273 and 118 across London, an increase of 22 per cent and 5 per cent respectively in 2018 compared to 2017.

• Monitoring stations for PM10 have increased by approximately 6 per cent, from 94 locations in 2017 to 101 locations in 2018. • However, monitoring locations are still relatively limited in terms of spatial coverage, with sites not always representing ‘worst-case’ locations.

• No borough recorded exceedances of the PM10 annual mean air quality objective, and monitors across London have generally shown good improvement with this pollutant over the last seven years.

• There were two boroughs which exceeded the PM10 24-hour mean air quality objective (Brent and Lambeth). It is important to note however that this does not necessarily mean their air quality is worse than others. Rather, they may simply have appropriately sited monitors in the most polluted locations, or – as we suspect in the case in these two locations - in positions where some very localised activity (such as industrial sweeping and air vents) result in the measurement of concentration readings that may be higher than the rest of the area. These are being investigated.

• From 2017 to 2018, councils’ collectively increased monitoring of PM2.5 by approximately 14 per cent, helping to support the integration of air quality and public health objectives.

In 2018 there were 39 automatic PM2.5 monitors across 18 boroughs (although around a third of these did not record sufficient data capture for assessment purposes). None of these monitors recorded an exceedance of legal limits, however these are much weaker than the recommended World Health Organization (WHO) guidelines.

• The Mayor has adopted a target to meet WHO limits for PM2.5 by 2030 and asks boroughs to work towards this target through the London Local Air Quality Management system.

The significant increase in monitoring outlined above is a great testament to the commitment of boroughs to increasing their understanding of air pollution, as well as demonstrating the impact of the LLAQM system in helping to ensure that borough action is mandated, supported and recognised.

It is important to note that, even with the encouraging NO2 trend and the major improvements in air quality seen recently as a result of initiatives such as the Ultra Low Emission Zone (ULEZ), a number of NO2 pollution hotspots are predicted to remain until 2025. Therefore, local action is still required to complement regional measures and target these areas. Furthermore, although

London is meeting legal PM2.5 limits, we are still a long way off meeting health-based limits for

PM2.5, so concerted action is required across all levels of Government to achieve the Mayor’s goal of meeting the WHO health-based limits for PM2.5 by 2030.

Local Projects The Mayor’s Air Quality Fund (MAQF) supports many active projects and has encouraged more partnership working across boroughs.

Other non-MAQF measures have centred on improvements to Council vehicle fleets and updated procurement standards; the provision of ‘green corridors’ and improvements to public spaces to encourage modal shift to walking/cycling; and the introduction of 20mph speed limits on some non-TfL roads.

There are some examples of collaboration between boroughs and TfL in identifying and implementing traffic management improvements, including Low Emission Bus Corridors, Cycle Quietways, and alignment and functionality improvements at key road junctions.

Public awareness campaigns and anti-idling campaigns have been carried out across many boroughs. There is widespread support of school travel planning and other engagement with schools, and promotion of sustainable travel.

There has been a focus on improving infrastructure for cycling and walking across most boroughs, including cycle paths and cycle parking. Measures are also in place in many boroughs to encourage uptake of cycling and walking. This includes the development of local cycling and walking strategies, provision of cycle training, encouraging car-free developments and introducing pedestrianised spaces. There is also increasing provision of charging infrastructure and discounted parking permits for electric vehicles, and support of local car clubs.

There continues to be limited information overall on local actions to improve emissions from the servicing and freight sector and some boroughs also lack actions to improve emissions from their own fleet. Where possible, and where they are not already doing so, boroughs should assess the feasibility of upgrading fleet vehicles with alternatively powered vehicles, providing fuel-efficient driver training, joining the Fleet Operator Recognition Scheme (FORS)/increasing the level of accreditation, and updating policies to avoid buying new diesel vehicles.

In terms of emissions from developments and buildings, nearly all boroughs have indicated their commitment to achieving the Mayor’s air quality neutral standard, enforcing policies on ultra-low

NOx boilers, combined heat and power (CHP) and non-road mobile machinery (NRMM), and adopting Supplementary Planning Guidance on sustainable design and construction.

Many boroughs have incorporated air quality measures into local planning policy, which has enabled them to achieve a higher standard of pollution mitigation at scheme design phase and/or provided additional funding for community sustainable transport schemes through S106 agreements. It is recommended that all boroughs formally incorporate air quality requirements within their local planning documents.

Some highlights of action in 2018 delivered by boroughs include:

• In June 2018, as part of the City Fringe LEN, Hackney and Islington launched their Ultra- Low Emission Streets initiative, a cross-borough zone that, during peak hours, prioritises low pollution transport and restricts access for all vehicles emitting more than 75g/km CO2;

• The Mayor’s Clean Air Better Business programme initiated by the Cross River Partnership, facilitated collaboration between Business Improvement Districts and central London boroughs in order to tackle business emissions; • A host of public engagement events were held across London for national Clean Air Day in 2018; • School Air Quality Audits (50 schools) were carried out across numerous boroughs as part of the GLA audit programme. Following the success of the school’s audits an audit programme was developed for nurseries that was rolled out in 2019/20; • NRMM requirements were being actively enforced across many boroughs. It is worth noting that in order to spread this good practice across London, from mid-2019 the Mayor’s Air Quality Fund began funding the roll out of NRMM inspections across the whole of London. The project is led by Merton; • Partnerships and projects to improve freight related emissions – various collaborations and projects were ongoing, including the North London Freight Consolidation Project, the South London Freight Quality Partnership, the Croydon Sutton Electric Freight scheme, the Wandsworth Low Emissions Logistics Project, the Greenwich Zero Emission Deliveries project, the Lewisham freight consolidation project at Evelyn Street and the Heathrow (Hillingdon) Sustainable Freight Group; • Boroughs have reported increased work to raise awareness of Smoke Control Zones (SZCs); • A variety of urban realm improvements are in place or being implemented across boroughs including increasing urban vegetation (via tree planting schemes or the introduction of green walls), making changes to road layouts, closing of “rat run” roads, increasing provision of electric vehicle charging points and introducing 20 mph zones; and • There is a widespread focus on sustainable travel initiatives, with the majority of boroughs supporting businesses and schools in the development and implementation of travel plans (many primary and secondary schools are participating in the Sustainable Travel: Active, Responsible, Safe’ (STARS) accreditation scheme).

Sub-Regional Summaries

Boroughs are grouped into five sub-regions for statutory monitoring and sub-regional coordination purposes. This report is produced in line with the sub-regional boundaries but recognises that there are examples and opportunities for developing effective cross boundary air quality initiatives.

Summary – North London

AQ monitoring and other core statutory duties

All boroughs have declared whole borough AQMAs for exceedances of the annual mean NO2 and

24-hour PM10 objectives. There has been a slight improvement in measured NO2. Boroughs continue to demonstrate exceedance of the NO2 annual mean objective, but are compliant with the NO2 hourly objective, and with annual and 24-hour mean PM10 objectives. Long term NO2 concentrations are showing partial improvement (although exceedances remain), and PM10 shows clear improvement.

Enfield is the only north London borough currently monitoring SO2, whereas Waltham Forest is the only north London borough currently monitoring PM2.5, with the additional monitor installed at an existing urban background monitoring location in 2018. Haringey has historically had PM2.5 monitoring carried out at an Automatic Urban and Rural Network (AURN) site, however in

January 2016 the Council were notified by Defra of the intention to move the PM2.5 monitor to a new location outside the borough. Haringey does not currently carry out PM10 monitoring, although the borough-wide AQMA is declared for the 24-hour PM10 objective. All boroughs could consider following Waltham Forest in monitoring PM2.5 to ensure the objective is achieved and to assess the effectiveness of their PM-targeted action plan measures.

Overall, the monitoring campaigns have been expanded in North London. However, they remain primarily focused at roadside locations. Waltham Forest expanded their monitoring regime in 2018, introducing an additional 18 monitoring locations. Haringey introduced two new monitoring sites in 2018 in place of two that were decommissioned, also in 2018. Enfield relocated some of their diffusion tubes and introduced one diffusion tube to align with the GLA focus areas. All boroughs could consider following Enfield in reviewing their locations to determine whether they are in line with the GLA focus areas.

Enfield, Barnet and Waltham Forest’s AQAPs are all up to date, and the Haringey AQAP was being updated in 2018 (published in 2019).

Fleet improvements Both Barnet and Waltham Forest have signed up to the FORS scheme and Barnet is working towards introducing new Euro VI vehicles into their fleet. All Haringey Council vehicles are to be compliant with the requirements of the Ultra-Low Emission Zone (ULEZ), a refinement of their initial action to ensure all vehicles were compliant with Low Emission Zone standards. Enfield has introduced a new project to train council drivers on eco-driving and to complete online driving training courses.

Local measures Local projects conducted in north London have included planting programmes, and introduction of 20mph zones to specific areas of concern. Waltham Forest has commissioned a new PM2.5 monitor and is currently implementing the Lea Bridge cycle route which is due for completion in 2019. Haringey organise an annual Air Quality Action Day aimed at promoting air quality and health in the borough’s schools. Enfield have introduced a monitoring programme around

‘Charcoal Grill’ restaurants to monitor and respond to complaints regarding smoke and odour and have introduced new clear signs in Lee Valley Park, 15 new CPZs and wetlands.

Delivery servicing and freight There is limited information provided on local actions dealing with delivery servicing and freight in north London, particularly in Haringey. A feasibility study was carried out in Barnet to investigate joining the North London Freight Consolidation project, but it was determined in March 2018 that the impact would be minimal, and therefore joining the scheme would not be feasible. Waltham Forest continues to operate the Zero Emission Delivery Service, with 37 businesses now using the service. The Construction Consolidation Pilot and the Sustainable Freight Initiative continue to be operated in the borough.

Emissions for development and buildings All boroughs have indicated that new approved planning applications are required to meet the Mayor’s air quality neutral, CHP, and NRMM requirements. MAQF funding has enabled the recruitment of a shared Enforcement Officer across the north London boroughs to visit construction sites and enforce the Mayor’s NRMM guidance, from January 2017 to March 2019. Supplementary Planning Guidance on Design and Construction has been adopted in Barnet and Waltham Forest, and Haringey has adopted a new Development Management Plan. Enfield has responded to 100% of planning consultations in the given timeframe and requested air quality conditions where applicable.

Cleaner transport There is a focus on increasing provision of services and infrastructure for cycling, car sharing and EV charging in north London, through several local actions. Haringey have planning conditions in place to encourage car-free developments and car club spaces. Barnet and Waltham Forest have introduced differential parking charges based on vehicle emissions. There is also a focus on anti-idling, with increased enforcement and/or campaigns in all boroughs. Anti-idling was a theme of Clean Air Day 2018 in all north London boroughs. Enfield have introduced a Cycle Strategy to reduce reliance on cars for short journeys and has introduced three Electric charging point replacements and ultra-low carbon vehicle parking bays.

Public health and awareness raising All boroughs have reported progress on engagement work with schools, including the development of travel plans and engagement with the TfL STARS scheme, air quality apprentice and ambassadors’ schemes, and the Waltham Forest “School Streets” trial. There is also a focus on engagement with public health and on raising awareness of anti-idling via campaigns which has led to two action days in Enfield. Public Health officers in Waltham Forest are working collaboratively on a number of projects, and a “Pedestrian Day” was successfully held in the borough on 22nd September 2018 to mark world car free day. Enfield has introduced cycling training courses and maintenance and skills lessons on ‘cycle skills’ courses which taught 5,740 young people and 350 adults in 2018.

Summary – South London

AQ monitoring and other core statutory duties All the boroughs in south London have declared borough-wide AQMAs, with the exception of Bromley, where the AQMA is declared only in the north-west. Since the original declarations, only the borough of Sutton has amended its AQMA to incorporate exceedances of the hourly mean objective for NO2, and the annual mean objective for PM10.

All boroughs in south London are experiencing exceedances of the annual mean NO2 objective, and there has been one recorded exceedance of the one-hour mean NO2 objective in

Wandsworth. Following the installation of a new chemiluminescent NO2 analyser in Merton in

October 2017, one-hour mean NO2 data is now available for the borough for the whole of 2018, and the one-hour mean NO2 objective was not exceeded. There are no reported exceedances of annual or 24-hour mean PM10 objectives, or of the annual mean PM2.5 objective in any of the south London boroughs in 2018. Long term, all south London boroughs are showing partial improvement in NO2 concentrations. Merton had a very limited diffusion tube network in 2012, which they expanded significantly in 2016, and they placed these new monitors in some of the key hotspot locations across the borough, as well as improving their collection and analysis methods for existing sites. Their data suggests that 15% of the sites had a NO2 reduction, 30% of sites had an increase in NO2 and 50% of sites were relatively unchanged. All boroughs have shown an improvement towards meeting PM10 objectives in their seven-year trends.

There are three PM2.5 automatic monitoring sites in south London, in the boroughs of Croydon, Richmond and Sutton. The Croydon site is an urban background site and the Sutton site is industrial. In Richmond, PM2.5 is monitored at the suburban Teddington AURN site. Bromley has an indicative PM2.5 monitor installed in 2015, but due to continued technical faults no data is available for 2015, 2017 or 2018.

All AQAPs for south London boroughs are currently up to date, or due to be published. Wandsworth will be due to update their AQAP in the next reporting year.

Bromley, Sutton and Wandsworth maintained existing levels of monitoring in 2018, whilst Richmond, Merton, Kingston and Croydon have all made changes to their monitoring networks. Croydon have reduced their passive monitoring network and Kingston have introduced two new continuous monitoring locations for 2018. All boroughs could consider reviewing their monitoring locations again in 2019 and 2020 to ensure they are still in line with the GLA focus areas.

Fleet improvements Measures applied by south London boroughs for promoting fleet improvements generally involve ensuring vehicles are compliant with ULEZ emission standards, introducing and using alternatively fuelled vehicles in the borough’s fleet and controlling vehicle emissions via procurement. In-house driver education is offered for Bromley Council employees to maximise fuel efficiency and minimise emissions and costs. Sutton and Richmond Councils are both corporate car club members with membership in Sutton doubling since 2017. Merton have available a fleet of electric and non-electric bikes for their staff.

Local measures Boroughs are implementing a wide range of local measures. Croydon are tackling emissions from bonfires and Kingston, Merton and Sutton are implementing measures to improve cycling provision. All boroughs are promoting cycling and walking, and the Go Cycle scheme at Kingston Station is currently under construction and endeavours to improve cycle facilities and promote cycling, walking and green travel.

Kingston is also continuing with its tree planting strategy, and Richmond and Wandsworth are planning to introduce green screens. Sutton, Merton and Kingston have noted the implementation of anti-idling signage during 2018, and all boroughs have taken action on idling either via anti-idling campaigns or by working on getting authorisatoin for Council officers to enforce anti-idling restrictions within their respective jurisdictions. Richmond undertake ad hoc monitoring to limit idling by coaches, taxis and ice cream vans at Kew Gardens. Merton appointed a new Air Quality Officer in 2018 and has secured funding to undertake a feasibility study to consider the use of CAZs or a Merton-specific ULEZ and is also planning to implement signage on Cycle Quietways between Clapham Common and Wimbledon as part of the TfL Quietways project. Sutton has completed an air quality improvement project in Beddington Lane, with plans to undertake further works to deliver improvements in provisions for cyclists and pedestrians. Wandsworth continues to make progress towards its MAQF Putney High Street Air Quality Improvement Project and is looking to undertake similar town centre actions in Tooting and Clapham. Actions are also being undertaken to reduce emissions and monitoring compliance at the Nine Elms construction site, and to introduce 20mph speed limits to residential roads.

Delivery servicing and freight Limited information has been provided on local actions dealing with delivery servicing and freight in south London, particularly for Richmond and Merton. Bromley is collaborating with TfL on the South London Freight Quality Partnership. Kingston has a long-term measure in place to improve freight access and loading at key locations but did not provide details of progress against this. Croydon and Sutton are working in partnership on the Croydon Sutton Electric Freight Project, with Sutton having leased four electric vans, the use of which is being monitored. Additionally, Sutton also has delivery and service plans in place for Council activities. Wandsworth Council are to fund a Cargo Bike project in 2019. They continue to explore smart deliveries and implement loading restrictions on Putney High Street, and participated in a Low Emissions Logistics Project to investigate the consolidation of goods and services in hotspot areas.

Emissions from development and buildings Industrial activities are regulated through environmental permitting. Richmond and Merton are leading an NRMM enforcement programme, and the south London boroughs shared an officer responsible for NRMM compliance. Bromley commenced NRMM compliance monitoring within the borough in 2016. In Croydon, developments are required to submit a Construction Logistics

Plan, and in Sutton, Croydon and Wandsworth, ultra-low NOx boilers are recommended for developments. There is also a joint project between the south London boroughs through the MAQF London Low Emission Construction Partnership. Sutton has also designated a webpage

providing information to developers in relation to air quality. Merton have committed section 106 contributions to managing air quality initiatives.

Cleaner transport Most boroughs are progressing with measures to improve cycle and pedestrian infrastructure and services, provision of EV charge points, public transport, and anti-idling signage and/or enforcement. Richmond and Merton are investigating the feasibility of and delivering cycle ‘Quietways’. Wandsworth and Merton have introduced Controlled Parking Zones, and Sutton and Merton have varying parking charges in place according to vehicle type; a review of Merton’s diesel parking levy is scheduled for late 2019. Many boroughs support car clubs and procurement policies that favour the uptake of low emission vehicles in Council fleets. Bromley offers a cycle to work scheme and cycle training for Council staff, and cycle training is offered to across adults and children throughout Kingston.

Public health and awareness raising School and business travel planning, anti-idling and sustainable travel continue to be promoted by most of the south London boroughs, often through wider public awareness campaigns, for example the MAQF-funded anti-idling campaign. Schools in Wandsworth have participated in several air quality awareness activities such as anti-idling campaigns and eco-themed stage plays. Sustainable travel plans are being introduced in schools throughout all south London boroughs, many of which participate in the STARS scheme. Croydon has commissioned an additional NO2 diffusion tube survey to measure concentrations near the borough’s schools. Anti-idling awareness has been a key action for all south London boroughs. AirTEXT continues to be actively promoted in Croydon, Kingston, Sutton and Wandsworth, and Bromley make available all monitoring data via the ‘Love Clean Air’ website. The Director of Public Health at Wandsworth leads awareness raising initiatives in the borough, including the development of a new air quality communications plan which includes regular press releases and proactive work with schools. Kingston is piloting the Workplace Travel Scorecard, and Richmond are working to introduce ‘School Streets’ at a small number of the borough’s schools in 2019/20. Richmond continues to carry out campaigns to raise awareness on the correct fuels to burn in smoke control areas.

AQ monitoring and core statutory duties

Borough-wide AQMAs are declared for exceedances of the annual mean NO2 objective and 24- hour mean PM10 objective in all east London boroughs, with the exception of Newham. Additionally, Barking and Dagenham has an AQMA declared for an exceedance of the hourly mean NO2 objective and Bexley has an AQMA declared for exceedance of the annual mean PM10 objective. Newham made preparations to declare a borough-wide AQMA for exceedance of the annual mean NO2 objective in 2019. AQAPs are up to date for Greenwich, Havering, Lewisham and Tower Hamlets, and the remaining boroughs were all in the process of updating their AQAPs.

The 2018 monitoring data for the east London boroughs indicate some improvement towards improving NO2 concentrations, although all but Bexley and Barking and Dagenham monitoring exceedances of the annual mean NO2 objective in 2018. It is important to note however that neither Bexley or Barking and Dagenham undertake diffusion tube surveys, therefore the understanding of NO2 concentrations throughout the borough is limited, and LAEI modelling indicates that there are still areas of exceedance. Greenwich, Havering, Lewisham, and Tower

Hamlets demonstrate partial improvement in NO2 concentrations in the last seven years, whilst

Redbridge demonstrate only a slight improvement. All boroughs are compliant with the NO2 hourly mean objective in 2018. PM compliance is also demonstrated across the east London boroughs with concentrations of PM10 and PM2.5 being below objective levels and all boroughs demonstrating improvement in the last seven years.

PM2.5 was monitored at 17 automatic sites in east London in 2018. Bexley monitors PM2.5 at all four automatic sites in the borough (two urban background, one suburban background and one kerbside site). Greenwich monitors PM2.5 at eight sites in total (having an existing one suburban and six roadside sites), with an additional roadside site opened in July 2018. PM2.5 is also monitored at one roadside site in Havering, one roadside site in Lewisham, one urban background and one urban traffic site in Redbridge, and one roadside site in Tower Hamlets.

Bexley, Greenwich and Redbridge all appear to have maintained their existing levels of monitoring, whilst Havering made reductions to their diffusion tube network in 2018. Lewisham, Newham and Tower Hamlets all increased diffusion tube monitoring in 2018. Barking and Dagenham ceased diffusion tube monitoring at the end of 2017.

Fleet improvements There are several programmes delivering improvements in fleet emissions. This includes programmes that;

• Ensure fleet vehicles meet a certain Euro class and/or FORS accreditation in Bexley, Greenwich, Lewisham, Redbridge and Tower Hamlets; • Increase use of electric/hybrid vehicles in Redbridge and Lewisham; • Eco-driving training in Lewisham and Redbridge; • Implement CRT retrofitting in Newham;

• Implement Car pool campaigns have been carried out in Bexley and Barking and Dagenham via “Liftshare”; • Bexley also encourages hot-desking and remote working reduce travel into offices; • Redbridge is a member of the Freight Transport Association with Truck Excellence accreditation, and Greenwich won the award for most sustainable fleet management department at the Local Authority Plant and Vehicles annual Future Fleet Forum awards; • Cycling to work schemes such as Quietways have been implemented in Barking and Dagenham and Havering; and • Greenwich, Newham and Tower Hamlets are trialling the use of electric vehicles and Newham is also trialling LPG and LPG/petrol vehicles.

Local measures Key local initiatives involve a variety of measures to address local pollution hotspots. These include the Missing Link scheme, Trafalgar Road Improvements and Woodlands Crescent Road closure in Greenwich. Bexley, Lewisham and Newham have implemented cycle ‘Quietways’, and Lewisham is also implementing ongoing road layout changes along Crofton Park. Redbridge, Bexley, Lewisham, Havering, Greenwich and Newham are all implementing green infrastructure improvements and/or tree planting. Tower Hamlets continues to work towards implementation of the City Fringe Low Emissions Neighbourhood in partnership with Hackney and Islington. Barking and Dagenham have run community projects such as Air Quality audits with schools and the Low Emission Neighbourhood project. Havering has increased Air Quality modelling and monitoring, via diffusion tubes, across the borough and Greenwich has secured additional funding for the Plumstead Good Growth scheme and participated in a ‘Superzone’ pilot scheme.

Bexley’s PM10 concentrations now comply with the national Air Quality Objective, and they have introduced ‘Ready Road’ 20 mph zones to reduce NO2 concentrations in residential areas. Bexley also plan to tackle GLA focus areas via bus diversions off Queens Road, Anti-idling and switch off campaigns.

Delivery servicing and freight There are various projects in place in Bexley, Greenwich, Lewisham and Redbridge to explore quiet vehicles for out-of-hours deliveries, zero emission deliveries, Low Emission Logistics studies and freight consolidation. Lewisham and Redbridge require suppliers to have a FORS or EcoStars accreditation, and Greenwich aim to achieve this via procurement. Bexley are encouraging FORS memberships for freight operators. Barking and Dagenham and Newham are encouraging the use of the River Thames as a freight corridor through planning conditions to manage freight operations in the borough. Lewisham requires developers to submit Delivery and Servicing Plans. Tower Hamlets has established a constructor’s forum which is currently exploring implementation of CLOCS systems. Other projects include Cleaner Air Villages in Lewisham, and City Fringe Zero Emission Network (ZEN) in Tower Hamlets. Bexley are currently trailing out-of-hours deliveries with quiet vehicle technologies to reduce traffic during peak periods, and enforce covering the loads of all goods vehicles and vehicle cleaning facilities used where applicable.

Emissions for development and buildings All boroughs have indicated that developments will be required to comply with planning conditions including the Mayor’s AQ neutral standard, Section 106 agreements, NRMM

conditions, conditions to regulate CHP/biomass, dust monitoring and/or air quality assessments. Havering is drafting its own SPG for air quality, scheduled for adoption in 2020. Newham is actively encouraging new developments to use alternate zero carbon energy sources, be Air

Quality Neutral, delivery of Green infrastructures, ultra-low NOx boilers. Large scale building applications and construction sites throughout Newham are encouraged to monitor dust and adopt the Air Quality Positive policy. Redbridge is also promoting and delivering energy efficiency retrofitting as part of the GLA RE:FIT programme as well as Smoke Control Zones (as well as Bexley) and green spaces. Lewisham is developing a Zonal Construction Logistic Framework for the Evelyn Street Corridor and introduced SCZ’s. Tower Hamlets Local Plan requires new buildings to prioritise energy efficiency throughout design and construction (as well as Greenwich and Barking and Dagenham), to consider the Green Grid Strategy and retrofit school boilers within the borough. Bexley have revised and updated their Action Plan which expects air quality assessments to include an “air quality neutral” appraisal in accordance with the London Plan Policy 7.14.

Cleaner transport There are many active and successful projects promoting sustainable transport. Many boroughs are promoting and/or implementing schemes to improve pedestrian and cycling infrastructure, provide EV charging points, improve public transport links and services, and enforce/raise awareness about anti-idling. Greenwich, Bexley and Lewisham are implementing 20mph speed limit zones, and Lewisham, Newham and Barking and Dagenham are supporting local car clubs, with Greenwich supporting an electric car club. Lewisham and Redbridge are implementing differential costs for parking permits depending on vehicle type. Newham continues to optimise traffic flow via Urban Traffic Control Signalling and Greenwich continues to implement its Low Emission Neighbourhood project. Lewisham has also encouraged positive air quality campaigns via ‘Very Important Pedestrian’ days throughout 2018 and their Low Emission Vehicle strategy. Newham and Redbridge have expanded their Controlled Parking Zones, adopted Road Traffic Regulations and Redbridge has put in traffic flow measures and implemented Car Free Days. Tower Hamlets has introduced new parking fees and differing charges for parking permits. Finally, Bexley has focused on encouraging modal shift to electric or public transport and walking and cycling in their new Action Plan including 316 individual electric charging points being installed.

Public health and awareness raising Most east London boroughs engage with local schools and businesses via ZEN projects, and coordinate with public health and continue to promote the London airTEXT service. There have also been several additional awareness raising campaigns and events, including:

• The Royal Greenwich “Better Together” community engagement meetings; • The “Safer Routes to School” and “Healthy School Streets” programmes in Newham; • “Car Free Days 2018” in Greenwich; • The MRC “Our Air, Your Health” festival; • 2018 Lewisham Air Quality Conference; • 2018 School Air Quality Event; • An air quality masterclass for Councillors by Kings College London in Lewisham; • Anti-idling campaigns in Bexley, Tower Hamlets, Lewisham, Greenwich and Redbridge;

• The Sustrans “Active Travel”, “Walking Audits”, “Walk to Work Week” and Living Streets “Walk to School” campaigns in Barking and Dagenham; and • The “Breathe Clean” campaign in Tower Hamlets. Lewisham have also developed a School Air Quality Accreditation Scheme and the “Lewisham Air” App.

Additionally, publicity campaigns and website information for Smoke Control Zone have been exercised in Lewisham and Newham. Finally, Bexley’s new Action Plan includes school engagement campaigns such as STARS, dissuading car idling and School Travel Plans.

Summary – West London

AQ monitoring and other Core Statutory Duties

All boroughs have AQMAs for annual mean NO2; Brent, Ealing, Hammersmith and Fulham, and

Harrow also have AQMAs declared for 24-hour mean PM10. AQMAs are borough-wide except in Brent and Hillingdon.

There continues to be exceedances of the annual mean NO2 objective across the boroughs. There are no recorded exceedances of the one-hour NO2 objective in any of the west London boroughs.

All show at least partial improvements in NO2 concentrations over the last seven years. There have been no exceedances of the annual mean PM10 objective and there has been a clear improvement in short-term PM10 concentrations in the last seven years in all boroughs, with Brent being the only borough with an exceedance of the 24-hour PM10 objective.

PM2.5 is monitored at nine automatic sites in west London. Five monitoring sites are within

Hillingdon (four at Heathrow Airport and one urban background site). Brent carried out PM2.5 monitoring at two roadside sites, and PM2.5 monitoring commenced at two new sites in Hounslow in 2017. PM2.5 monitoring has historically taken place at one site in Ealing but was ceased in January 2016.

All boroughs in west London have up to date AQAPs, with the exception of Harrow.

Fleet improvements The majority of the west London boroughs pursued actions to develop their fleet. Brent appeared to commit to its plan to upgrade its transport vehicles to Euro VI standard by the introduction of such vehicles in five routes across the A5 corridor. Hammersmith and Fulham adopted the Low Emission Procurement Toolkit and undertook two case studies of Ultra Low Emission Suppliers that are changing to electric vehicles (EV). Hillingdon is currently developing sub-regional Bus Quality Partnerships and continues to develop and implement an Action Plan via the BAA Heathrow Clean Vehicle Programme.

Local measures All reporting boroughs committed to various local projects towards improving their ambient air quality. Brent installed 50 additional charge points across the borough, continued to undertake audits of local schools under the Mayor’s Air Quality Audits scheme and the Breathe Clean project. Brent also fulfilled its plan to plant 30 trees in Neasden Town Centre. Ealing’s landscaping scheme in Horn Lane was completed in 2018, in addition to the segregated cycle route on Uxbridge Road. Hammersmith and Fulham continued to expand the presence of urban vegetation during 2018. New locally significant actions include the building of a new cycle path and pedestrian pathway across Brook Green, the implementation of the CAV1 project at Fulham and Shepherds Bush town centres and the implementation of a traffic restriction scheme at Hammersmith Grove. Hillingdon increased urban vegetation cover during 2018 and completed the installation of a rapid EV charger in Uxbridge Town. Newer measures included the provision of more motorcycle parking spaces and the camera monitoring of vehicles in South Ruislip. Finally, Hounslow commenced the improvement of two walking sites.

Delivery servicing and freight There is fairly limited information provided on local actions dealing with delivery servicing and freight in west London. Brent prioritises the environmental performance of suppliers as a key criterion in the tendering process. Ealing continues to set up new logistic facilities to support the consolidation of deliveries, and sets the compliance with Work Related Road Risk requirements as a necessity for all suppliers of WestTrans. Hammersmith and Fulham is working on the introduction of a zero-emission last mile delivery scheme, alongside BID and WestTrans, and continuously encourages sustainable freight transportation. Hillingdon has established and implemented a Sustainable Freight Group to minimise emissions of freight deliveries to and from Heathrow. Hounslow has had limited engagement with the Hounslow Economic Business Forum for the promotion of more sustainable forms of delivery and servicing, but this was expected to take place in late 2019.

Emissions for development and buildings Brent, Ealing, Hammersmith and Fulham and Hillingdon are regulating emissions from development and buildings by enforcing the Mayor’s AQ neutral, CHP and NRMM requirements as well as Section 106 agreements through the planning regime. NRMM policies are also used in Hounslow at major construction sites. Brent is enforcing the Clean Air Act for fuel control and acts towards pollution control through the Environmental Permitting Regime, and the prohibition of domestic waste burning via a regulatory authority. Brent also continues its membership of the London Low Emission Construction Partnership (LLECP). The use of low and ultra-low emission practices at all new major developments is also a requirement in the borough. Ealing is also ensuring smaller developments use ultra-low NOx boilers and is implementing a two-year GLA led RE:FIT retrofitting programme, with boiler upgrades and heating controls taking place in 2018/19. At the same time, a Low Emissions Strategy is under development at the former Southall Gas Works. Hammersmith and Fulham continue to request that new developments submit Air Quality Demolition Plans and provide new EV charging points. Of significance, it is considered that a reduction of the annual residual waste produced per household was achieved in the borough translating to lower air pollution. Hillingdon is securing better air quality mainly through its legal frameworks. Air Quality Impact Assessments (AQIA) are now necessary for multiple developments and the quantification of the cumulative effects of new developments are included in the AQIA. Lastly, Hounslow is at the stage of evaluation of a new planning system regarding CHPs with the inclusion of an air quality compliance section.

Cleaner transport All reporting boroughs have measures in place to promote sustainable transport, including increased provision or improvement of cycle and pedestrian infrastructure & walkways, installation of EV charging points, improvement of public transport and promotion of car clubs. Edgware Road and the A5 corridor were declared Low Emission Bus Zones in Brent. Also, parking fees started varying based on fuel type, since October 2018, and 60 new anti-idling signs were introduced to multiple hotspots. Anti-idling signage has also been implemented in Ealing. The Lime e-bike operation and a New Transport Strategy and Local Implementation Plan was established in Ealing in December 2018 and more measures are expected following the successful application for the Mayor’s Air Quality Fund. In Hammersmith and Fulham, an experimental traffic order has been implemented for 18 months aiming to counteract idling; this has been in place

since November 2018. The ‘Quietway 2’ project was completed in Hammersmith and Fulham, and 11 bike hangars as well as 60 hoops have been installed. Plans for a cycle route alongside the A40 reached an agreement and The Local Implementation Plan for Transport was approved in February 2019. Hillingdon anti-idling legislation resulted in 549 fixed penalty notices (FPNs). New introductions for the borough are the use of 20mph Home Zones in residential areas and the requirement for Green Travel Plans for businesses, with increased numbers of employees. Regarding the improvement of cycle infrastructure at Hounslow, cycle parking facilities were installed in multiple locations.

Public health and awareness raising Raising awareness of poor air quality is a priority in most west London boroughs. Brent, Ealing and Hammersmith and Fulham are engaging with schools on the TfL STARS travel planning scheme and through air quality audits, that also take place in Hounslow. Brent, Hammersmith and Fulham, Hillingdon and Hounslow continue to promote the London airTEXT service. Brent and Ealing have run several campaigns including cycling events, anti-idling campaigns, and “Play Street” initiatives. Hammersmith and Fulham continued to engage with local businesses via the Clean Air Day and Car Free Day events and have also organised three vehicle idling action days. Bike-it projects and Urbanwise training sessions are implemented across the borough too. Events like Go Green and Green Roadshow, as well as the Bike to Work campaign, took place during 2018 in Hillingdon. Furthermore, Brent, as in Hillingdon, makes publicly available the borough’s air quality information, and promotes the Walkit service. Hammersmith and Fulham produced four new clean air walking routes. Hillingdon utilised camera enforcement for the School Clear Zone scheme and keeps running a Dirty Diesel Hotline. Additionally, Hounslow sends poor air quality alerts to schools, care homes and GPs surgeries.

Summary – Central London

AQ monitoring All central London authorities have borough-wide AQMAs declared for exceedances of the annual mean NO2 objective and the 24-hour mean PM10 objective, except Southwark. Kensington and Chelsea, Islington, Lambeth, City of London, Westminster and Hackney additionally have AQMAs declared for exceedances of the hourly mean NO2 objective and the annual mean PM10 objective.

2018 monitoring data demonstrates exceedances of the annual mean NO2 objective in all central

London Boroughs, and of the hourly mean NO2 objective in all but Southwark, Islington, Camden and Hackney. There were no measured exceedances of the 24-hour or annual mean PM10 objectives, except for one site in Lambeth (exceedance of the 24-hour mean PM10 objective).

Seven-year trends indicate partial improvement of NO2 and PM10 concentrations at all central London authorities.

There are ten automatic monitoring sites for PM2.5 in central London, none of which recorded an exceedance during the year. There is one PM2.5 automatic monitoring site in Kensington and Chelsea (AURN urban background), three in City of London (one urban background and two kerbside), three in Camden (one urban background, one roadside and one kerbside), two in Westminster (one AURN kerbside and one urban background) and one roadside site in Hackney.

There is no PM2.5 monitoring in Southwark, Islington or Lambeth.

The majority of AQAPs have been recently updated. In 2018 Camden Westminster and Hackney wee updating their AQAPs. Changes have been made to monitoring strategies in most boroughs, with the exception of Islington and Lambeth. It is noted that City of London has made substantial changes to their diffusion tube network, including the addition of 45 new tubes in 2018.

Fleet improvements There are a range of policies adopted for Council and contractor vehicle procurement. This includes procuring zero and low emission/ULEZ compliant vehicles in Southwark, Lambeth, City of London, Camden and Hackney and upgrading vehicles to be Euro VI in Kensington and Chelsea, Southwark and Islington. Green Vehicle Fleet strategies have been developed in Kensington and Chelsea and Westminster whilst implementation of Green Vehicles Fleet Standards has occurred in Camden. Electric vehicles have been incorporated throughout Southwark, City of London and Lambeth, and new vehicles have been procured to replace polluting vehicles in Islington.

Westminster, Lambeth, City of London, Kensington and Chelsea and Southwark have smarter/eco driver training programmes in place for fleet drivers and Hackney has developed a car share network. Southwark currently hold Gold FORS accreditation for its fleet, whilst Camden currently holds Bronze FORS accreditation and is working to achieve Gold accreditation. Lambeth seeks to achieve Gold FORS accreditation by March 2022.

Local measures

Low Emission Neighbourhood programmes are already in place in the City of London, Southwark, Westminster and Hackney, and feasibility studies are underway for possible further LENs in Lambeth and Hackney. In Southwark, enforcement against idling vehicles has been introduced, and electric/hybrid parking charges have been reduced. City of London proposes Zero Emission Zones by 2022, part funded through MAQF. Clean Air villages and air quality modelling is currently being delivered throughout Camden. Westminster has completed a two-way scheme in Baker Street, continues to monitor at the nationally significant site on Marylebone road, is consulting on plans for the transformation of Oxford Street as part of the Westminster Major Schemes Programme, and is implementing public realm improvement projects.

Community projects such as cleaner air walking routes, kitchen gardens schemes, LED projects, changing signal times to reduce idling traffic and increasing cycle lanes have been implemented across Kensington and Chelsea, Islington and City of London. The City Fringe ZEN in Islington is to be expanded and a ZEN project is also underway for Shoreditch in Hackney. Air quality guidance and projects have been carried out in Schools in Southwark, City of London, Camden and Westminster. Green infrastructure schemes including green walls, green road, community gardens and planting of urban vegetation are taking place across Southwark, Kensington and Chelsea, Islington, City of London, Lambeth and Westminster.

Delivery servicing and freight There are a range of projects and schemes aimed at reducing emissions from delivery and servicing in central London, including consolidation schemes (Southwark’s Borough Market consolidation project, and Islington and Camden’s London Borough Consolidation Centre project), and encouraging businesses to develop Delivery and Servicing Plans (Southwark’s commitment to “Team London Bridge” and “Shad Thames” projects, City of London LEN programme, Westminster’s “Cleaner Air Better Business” project, Virtual Loading bays in Lambeth and Low Emission Logistic project in Kensington and Chelsea). Additionally, Lambeth has completed a feasibility study for a joint freight consolidation project and City of London has trialled zero emission cargo bikes. City of London, Islington, Lambeth, and Camden are partners in the London Low Emission Construction Partnership which seeks to encourage the uptake of best practice in pollution reduction measures within the construction industry.

Emissions for development and buildings Central London authorities are enforcing consideration of air quality in planning conditions through the GLA’s SPG, Air Quality Neutral standards, CHP and biomass policy requirements, S106 agreements, NRMM requirements and Local Plans. Most Councils are also replacing existing boilers with ultra-low NOx boilers and smart meters continue to be implemented to reduce emissions. This includes projects such as “Retrofit Together” and “North Kensington Community Energy” in Kensington and Chelsea. Westminster, Kensington and Chelsea and Islington have developed codes of practice for construction sites, and City of London has produced an Air Quality Supplementary Planning Document. Southwark and Kensington and Chelsea are requiring all new homes created as part of major developments to be zero-carbon in line with the London Plan. Lambeth and Camden are also part of the Low Emission Construction Partnership.

Cleaner transport

All central London boroughs are encouraging and promoting sustainable travel through a range of measures including: increased provision and improvement of cycle routes and parking; cycle training; anti-idling signage and enforcement; Low Emission Bus Corridors (in Southwark and Lambeth); installation of EV charge points including Go Ultra Low City Schemes; differential parking permits charges based on vehicle fuel type; car clubs; and measures to promote and encourage walking (Including School Travel Plans in Islington and dock-less bikes in Lambeth). A Low Emission Neighbourhood and Driver Diesel Exposure Mitigation Study were carried out in City of London whilst an Ultra-Low Emission Vehicle Street scheme was implemented in Hackney.

Public health and awareness raising Most central London boroughs have been engaging with local schools on the TfL STARS travel planning scheme and encouraging cycling via the Mayor’s Air Quality Audits. Southwark now has six Gold accredited schools. Boroughs are also engaging with Public Health promoting the airTEXT service and developing Joint Strategic Needs Assessments (Southwark, Lambeth and Hackney), and with local businesses via LEN and ZEN programmes. Kensington and Chelsea, Camden, and Westminster continue to engage with the Mayor’s Clean Air Better Business programme, initiated via the Cross River Partnership, involving collaboration between Business Improvement Districts (BIDs) and the boroughs.

Most boroughs have carried out campaigns and event days to raise awareness about anti-idling. There have also been campaigns in Camden (“Clean Air for Camden” campaign), Lambeth (“Better Air” campaign and “Try before you bike” scheme), Southwark (“#onething” campaign), Kensington and Chelsea (“Pedal and Stride” campaign), City of London (“BeBrakeReady”), Westminster (“#DontBeIdle”), Hackney (“Bike Around the Borough”) as well as various events around national Clean Air Day and Car Free Day.

Public engagement is also being carried out via social media campaigns, an air quality newsletter and CityAir app in the City of London, and neighbourhood planning forums in Lambeth.

RECOMMENDATIONS

Although many of the recommendations presented below echo those highlighted in previous years, it is important to recognise the general improvements in LLAQM engagement made by boroughs during 2018. The following should be considered key priorities going forward:

• Monitoring provision across each borough should be reviewed to ensure optimal spatial coverage and to verify their location and extent relative to air quality focus areas and other local hotspots. This is important in terms of refining air quality modelling and for evaluating predicted trends against actual pollution trends; • Councils should continue to develop and progress their AQAPs, introducing and maintaining clear, quantifiable and targeted measures, and giving priority to the key selected and foundation measures outlined in the GLA Air Quality Action Matrix, and any additional measures which are expected to achieve the greatest reductions in concentrations; • New AQAPs and AQAP revisions should include specific measures designed to address air

quality focus areas and local hotspots, in addition to new measures to address PM2.5; • AQAP revisions should ensure that progress against measures can be evaluated effectively using Key Performance Indicators and targets wherever possible and include defined timescales for implementation/completion; • AQAP updates, including wider discussions of trends and challenges, should be clearly communicated in future ASRs; • ASRs should note the date of the most recent revision of the AQAP; • Trend data from the past seven years of monitoring should be supplied and discussed within all ASRs; • Ensure all necessary corrections are applied to data presented in the ASR, and include examples of data adjustment calculations; • Continue to raise awareness of air quality issues and policies, including helping to notify residents about major regional initiatives such as the new Low Emission Zone standards and the expansion of the ULEZ.
