The petitioner/appellant, Thiru. R.Rajasekaran is absent for today’s (20.07.2016) enquiry. The Public Authority is represented by Thiru.M.Selvam, Executive Engineer, O & M, , TANGEDCO, Dharmapuri on behalf of Executive Engineer, O & M, TANGEDCO, Harur Division, Dharmapuri is present for today’s enquiry. 2. The second appeal dated 05.08.2015 filed by the petitioner/appellant under Section 19(3) of the Right to Information Act, 2005 pertaining to the petition filed under Section 6(1) of the Right to Information Act 2005, dated 05.05.2015 and First Appeal filed under Section 19(1) dated 24.06.2015 was taken up for enquiry today (20.07.2016).

In the petition filed under Section 6(1) of the Right to Information Act, 2005, dated 05.05.2015, the petitioner/appellant has sought for information in 8 items regarding the list of service connection number which has been provided additional load in Harur TNEB Division as part of Voluntary disclosure schemes in the year 1998, 1999, 2000,2001 and 2002 and the address of the consumer, date on which additional load was provided, the original load of those connection numbers, the additional load that has been provided and the date on which this additional load has been updated in TNEB database. The Public Information Officer by letter dated 05.06.2015 has furnished item wise information. On the first appeal dated 24.06.2015, the First Appellate Authority has furnished the reply by letter dated 17.08.2015.

4. The notice issued by the Commission to the petitioner was returned by postal authority with an endorsement, “Left”. The petitioner/appellant has enclosed the reply of the Public Information Officer dated 05.06.2015 along with his second appeal. The petitioner/appellant has failed to furnish his present address either to the Commission or to the Public Information Officer.

5. In such a circumstance, examining the records submitted by the petitioner as well as the Public Authority and on enquiry, the Commission conclude that all givable informations were furnished to the petitioner and record the same.

6. The Commission conclude that givable informations were furnished by the Public Information Officer by letter dated 05.06.2015 and the First Appellate Authority by letter dated 17.08.2015 and record the same.

the appeal Petitioner’s father has an agricultural electricity connection in which he had increased the load from 5 HP to 10HP in the year 2000. The TNEB officials had missed their documents pertaining to the increased load and wrongly fined them.

For this purpose the petitioner seeking information on the following 8 items:-

1. Provide the list of service connection number which has been provided additional load in Harur TNEB Division as part of Voluntary disclosure schemes in the year 1998, 1999, 2000,2001 and 2002. Also provide the address of the consumer, date on which additional load was provided, the original load of these connection numbers, the additional load that has been provided and the date on which this additional load has been updated in TNEB database.

2. Petition no.2015/822660/DR, the reply has been received. As per the reply it has been mentioned that the EE/OM/Harur has conducted an enquiry and confirmed that the acknowledgement was received by service connection no.25. What type of enquiry was done and on basis of what, it was confirmed.

3. In the above said reply the field staff has not made any forgery acknowledgement. How this was confirmed, whether the signature in the forgery document has been verified by some signature forensic experts or some other technology was used to verify the signature.

4. Provide the Indian Electricity Act Number based on which the above enquiry procedure was followed.

5. Provide the Indian Electricity Act Number which speaks about verifying a forged TNEB document and providing punishment for the above forgery.

6. Provide the procedure, which a TNEB consumer has to follow to prove a forged document and also the Electricity Act Number for the same.

7. Provide the date on which the final assessment order was passed for the same.

8. Provide the Electricity Act Number which says that the load on the provisional assessment order can be mentioned based on what the consumer says and whether it can be different from that of the TNEB records and from that of the mahazaar. .
