The Litter Management Plan 2014 - 2016 sets out our commitments for managing litter in Westmeath. If we are to achieve a clean environment, then we need to work in partnership with you, the Citizen. Here’s how you can help(i):

• Keep our streets clean. Put litter into on-street litter bins or take it home and put in your wheelie bin.

• Adopt the public footpath and/or grass margin in front of your home or business premises, as it is your responsibility. Sweep it clean and cut the grass on a regular basis.

• Keep our countryside clean and beautiful by only using registered removal companies to get rid of builder’s rubble, old fridges, white goods and furniture.

• Don’t let your dog or pet wander or stray in public areas. If it fouls the public park, open space or footpath use your scooper to pick it up and bring it home for safe disposal.

Litter is defined in the Litter Pollution Act(ii) - In summary, this definition means that any item or material which is disposed of improperly (i.e. not deposited in a litter bin or authorised waste facility) is considered to be litter. This can range, for example, from a single coffee cup or cigarette butt discarded on the street or thrown from a car window, to the dumping of larger volumes of litter or waste.

..I am a member of the public. What are my responsibilities when it comes to litter?

The Litter Pollution Act puts legal responsibilities on members of the public to control litter. The following are examples of offences under the Act: • Failure to keep private property which is visible from a public place free of litter • Dropping cigarette butts, chewing gum, paper, food, etc. on the ground • Failure to clean up dog litter when walking one’s dog in a public place • Placing household waste in a public litter bin

..I am a business person. What are my responsibilities when it comes to litter?

The Litter Pollution Act puts legal responsibilities on businesses to control litter. The following are examples of offences under the Act: • Failure to keep the footpaths and pavements not exceeding 100m of the premises free of litter • Failure to secure transported material on a trailer or truck • Dumping material (fly-tipping) in an area other than a waste receptacle or authorised waste facility • Putting up posters or signs without authorisation • Placing advertising flyers on cars • Placing commercial waste in a public litter bin • There are additional responsibilities on persons operating mobile outlets and organisers of major events.

..What are the penalties for littering?

• Leaving or throwing litter in a public place is an offence which can be subject to an 'on the spot' fine of !150 and a maximum fine of !3,000 through the Courts (conviction on indictment for litter offences carries a maximum fine of !130,000). A person convicted of a litter offence may be required by the Court to pay the Council’s costs and expenses in investigating the offence and in bringing the prosecution. • Large-scale dumping will be prosecuted under the Waste Management Act, with penalties on conviction or indictment of up to !15 million and/or a 10-year prison term.

Litter Pollution Acts 1997 to 2009: “a substance or object, whether or not intended as waste that, when deposited in a place other than a litter receptacle or other place lawfully designated for the deposit, is or is likely to become unsightly, deleterious, nauseous or unsanitary, whether by itself or with any such substance or object, and regardless of its size or volume or the extent of the deposit”.

Keeping Westmeath Clean

This Litter Management Plan is presented by Westmeath Local Authorities for the period 2014 to 2016. The plan sets out our objectives for preventing and managing litter in Westmeath and our implementation plan to meet those objectives. The Plan is action- based and focuses on the prevention, enforcement and management of litter, with the objective of a consistently cleaner environment for the citizens of Westmeath.

When we talk about litter management, the focus can often relate to litter-picking, bins and street sweeping. As a Council, we emphasise the need to work in partnership with the citizens, communities and businesses throughout Westmeath to prevent litter in the first instance. This approach is done through public awareness, participation and education as part of its strategy to deal with litter pollution.

Our staff work closely with schools, community and business groups on litter prevention and educational initiatives. TidyTowns groups, resident associations and other voluntary initiatives offer invaluable support to the Council’s street cleaning teams.

When people break the law in terms of littering offences or illegal dumping, we prosecute. Our Enforcement Team is active throughout the County and is engaged in litter warden duties and targeted enforcement campaigns.

Our street cleaning crews work throughout Westmeath’s rural and urban communities to deliver clean towns and villages.

Westmeath Local Authorities acknowledges the input of residents, community groups, business leaders and elected Members in formulating this Litter Management Plan.

The purpose of the Litter Management Plan 2014 to 2016 is to:

• outline the objectives of Westmeath Local Authorities in relation to the prevention and control of litter

• list the measures and actions required to attain these objectives

• appraise and provide information in relation to existing litter prevention and control measures including community involvement, education & awareness

• include information on all waste facilities available to the public for the disposal and recovery of waste

4.1 Community Involvement Community involvement is vital for the success of this plan. Westmeath Local Authorities relies on the cooperation of individuals and community groups in keeping our environment litter free. The Council works to support and encourage these groups by providing resources (bags/gloves/equipment), giving grant assistance (anti litter grant/community support grants) and hosting information evenings to assist in providing information to the groups. It is Westmeath Local Authorities’ policy to provide support to local community groups in their efforts to improve their localities.

• Tidy Towns Village 2012 The outcome of the previous plan was a successful one in terms of Tidy Towns. Ballinahown was the tidiest village in the county in 2012, followed by and Glasson. Other villages including Drumcree, , and Mount Temple, all of which made significant advances in their scoring in the competition. Overall, since 2010, the tidiness of the towns and villages in the county improved by over 3% on average. These results have been built on in 2013 with all towns and villages receiving an increase in their points. In 2012 Westmeath Local Authorities engaged Pat Nolan, Senior National Tidy Towns Adjudicator, to host six information Mullingar Town 2012 evenings for Tidy Town Groups/Community Groups. This gave groups the opportunity to identify local options, difficulties and opportunities within their area.

This event was built on by a return visit by Mr. Nolan in 2013. Mr. Nolan examined the marks received by groups and identified areas that could be strengthened in the year ahead. To further reinforce the information for groups two one-day courses were held on “Wildlife, Biodiversity, Architecture and Archaeology”. All these events were free of charge to attend and were held in Athlone and Mullingar.

Westmeath Local Authorities provide support to Tidy Towns Groups, Residents Associations and community groups by providing litter pickers, bag and gloves for clean ups in their areas.

The Community Wardens are available to provide assistance with clean-ups pending availability of resources.

The Community and Enterprise Department provides assistance under the Cathaoirleach Awards through the provision of community support grants, which can be used for the improvement of amenities such as green areas, walkways, canal banks, provision of trees, shrubs, street furniture etc.

Information evenings are hosted to give valuable advise on how to improve our environment and meet the challenges specific to that areas needs.

• Business Community

There are regular meetings and discussion between the Council and the business community through forums such as Chamber of Commerce, County Development Board, Strategic Policy Committees, etc. Environmental clean ups and litter minimisation is a shared objective of all parties. In 2013 two Business Briefing sessions were held to advise businesses on how to conserve energy and water and prevent waste in their business.

• Green Schools Programme The Green Schools programme is a worldwide environmental awareness programme. The programme was developed in by An Taisce and is delivered by local authorities. Participating schools implement a comprehensive campaign which includes litter control and waste reduction.

This policy sets out the approach to encourage and enforce responsible dog ownership. The launch of the campaign was in June 2013 at the Scruffs Dog Show in Belvedere House & Gardens.

• Litter Pollution Monitoring System The litter pollution monitoring system was developed by the Department of the Environment, Community and Local Government to enable Local Authorities to manage litter pollution in a systematic, targeted manner. Litter pollution surveys are carried out annually by Westmeath Local Authorities’ Community Wardens. It provides essential data to facilitate decision making in relation to litter management at local, regional and national levels. The litter quantification chart below from the 2012 Litter Pollution Survey shows the composition of litter encountered in Westmeath.

• Cigarette related litter accounts for almost half of all litter encountered, followed by food related litter, packaging and paper litter.

• Over 91% of food related litter is chewing gum.

• Most of the sweet related litter comprises of sweet wrappers.

• Street Cleaning Westmeath Local Authorities spent !1.694 million on litter control in 2012 and of this !1.174million was spent on street cleaning.

Street cleaning in the county is managed in three primary ways. Firstly, street sweeping crews, aided by mechanical street sweeper trucks, are on the streets of the county seven days per week. Secondly, litter bin crews, using pickup trucks, empty the street litter bins throughout the county. The third element of litter management is the mobile hand cart. Operated by one staff member, the hand cart is used to gather litter which is manually picked off the streets and paths by the operator. All collected litter is deposited at permitted / licensed waste facilities for recovery and onward disposal to licensed landfills.

• Civic Amenities/Transfer Stations Mullingar Civic Amenity Site Westmeath Local Authorities have two civic amenity sites (Athlone & Mullingar) and a waste transfer station at Ballydonagh, Athlone. Westmeath Local Authorities strategy for increasing the use of the civic amenity sites is to continue to work with the operator of the centres to advertise and promote the scope of their services through open days, promotions and advertising through radio, local printed press and digital media. • Bring Bank Sites Bring banks are located at 49 sites throughout the county, where glass of all colours as well as steel and aluminium cans can be deposited. Textiles banks are located at 43 of these bring bank sites.

The use of bring bank sites has increased over the course of the previous litter management plan. Mobile CCTV has been used successfully to deter, monitor and prosecute littering at bring banks. It is now a policy of Westmeath Local Authorities to reduce the number of litter bins in public areas and to encourage people to bring their litter home for disposal.

• Kerbside Collections In 2009, new waste management bye-laws were adopted regarding the storage, presentation, segregation and collection of household waste.

This means that collectors must offer a separate collection service for refuse, dry recyclables, and food waste.

Separate collections for glass, metal cans and grass cuttings are now available to householders. As a minimum, householders are now required to present their waste in three bins; refuse, dry recyclables and food waste.

The purpose of these bye laws is to reduce the amount of waste sent to landfill and to increase recycling.

The schedule has been designed on a road hierarchy of three levels of importance in terms of sweeping priority as follows:

1. Those roads which are swept on a daily basis (7 days per week). 2. Those roads within the urban area which are slightly less important in the sweeping hierarchy but which nevertheless require sweeping on a weekly basis. Monday, Tuesday and Wednesday of every week have been set aside for the sweeping of these roads and each road within this list will be swept on one of these three days i.e. once per week. 3. The remainder of the road network will be suction swept on a monthly basis on a Thursday and Friday (Week A, B, C and D). These roads include housing estate roads, minor distributor roads and the following approach roads to the town for which Westmeath County Council has responsibility: • N55 and R915 from Cornamaddy School to the Crescent junction,

• R446 Old Dublin Road from the Wash House Turn roundabout to the Castlemaine Street roundabout,

• The Old Galway Road from the Town Council boundary at Monksland (adjacent to Orwell Grove) to St. Peter’s roundabout,

• The Roscommon Road from the Town Council boundary to the junction with the Old Galway Road.

The daily sweeping route will be carried out at the start of each day from 7 a.m. to 10 a.m. and the relevant additional route for that day will follow, starting at approximately mid-morning.

Week A will be followed by Week B which will be followed by Week C which will be followed by Week D and then Week A again and so on. The list of roads for each day as detailed in this document does not follow any particular order and these roads will be swept in a manner which maximises litter collection while also allowing the route to be completed in an efficient manner. No allowance has been made for a missed sweeping event which will happen as a result of Bank Holidays or emergency calls on the Suction Sweeper equipment. However, the daily sweeping routine outlined in 1. of the sweeping hierarchy above will be carried out irrespective of Bank Holidays.

A calendar type page is included in this schedule which references the relevant week type to a ‘week commencing’ date. The road names for each week day are subsequently detailed in typed format and with an accompanying map which outlines the route.

Finally, there are some streets in the town centre which are inaccessible to the Suction Sweeper eg. Lucas Court, Lucas Lane, Railway View, Court Devenish, Preaching Lane, The Gardens, Southlands, Grovelands, The Manse, The Villas, Abbey Lane, Connolly Street, Grattan Row, Cats Alley and these streets will be swept by the Athlone Town Council casual sweeping personnel on a weekly basis.
