Over $2.8 billion in federal funding for LA children is determined by Census counts, including SNAP, Head Start, Medicaid & IDEA. The 2010 census failed to count almost 1 million ? young children. An undercount can take away the voice of those most likely to be undercounted-young children, people of color and low-income individuals. Key Dates for CENSUS 2020 March 12 – 20: All U.S. Residents will begin receiving invitations by mail to complete the 2020 CENSUS Questionnaire online, by mail, or via phone. March 30 – April 1: The Census Bureau will count people experiencing homelessness by visiting shelters, soup kitchens, food vans and street camps. April 1: CENSUS DAY. Everyone should have received an invitation to participate and this date is considered the mark date for people living in a household. April: Census takers will visit college campuses, senior living centers, and others who live among large groups of people. Key Dates for CENSUS 2020 May - July: Census takers will visit homes of people who have not responded. December: The Census Bureau will deliver apportionment counts to the President and Congress as required by law. Each person who goes uncounted costs Louisiana $2,291 in federal funds. What Can You Do? • Ensure your organizations encourage people to complete the Census AND Count All Kids. #EveryBaby • Set up a computer at your facility for people to complete the Census and use volunteers to help people complete their Census information. • Reassure people that Census information cannot be shared with any other agency. • Talk to mixed families about counting everyone in the residence. • Visit with people who you know are shut-in or who don’t have internet and help them complete the Census either through a smart device or via phone. Our leaders made many difficult choices to ensure that students remained a priority. Higher education did not take a cut in funding and remained stable, and most importantly, the TOPS floor was reset and fully funded. This session has restored my hope and trust in our leaders. They have proven themselves as friends to students, and for that we are grateful. However, the last decade has not been so friendly to higher education. According to the State Higher Education Executive Officers’ annual report, Louisiana has led the country in percent reduction of public funding per FTE at -33.1%, from 2011-2016. Last year culminated with cuts to TOPS, to the alarm of students and the public. Years of budget cuts directly affected our institutional quality and transferred costs to students; this cut to TOPS was a direct cut to our students and was devastating for many. Our lawmakers went back on their promise to Louisiana’s best students to provide them with an invaluable postsecondary educational experience. In 2015, after eight years of constant cuts and budget reductions, LSU Student Government decided to launch this annual Higher Education Report Card to hold legislators accountable to us, the students. The mission of the Report Card remains clear: to hold our leaders accountable for higher education policy in the most objective way possible.

Representative Katrina Jackson testified in support of the Ouachita Parish Charter School – Learning Solutions, Inc. – Vision Academy. The school had to hire a new auditor and submitted a request for more time to have the audit completed. Ms. LaToya Jackson, CEO and founder of Learning Solutions, Inc. echoed Ms. Jackson’s comments that their current auditor needs additional time to complete the audit. Mr. Bradley Cryer, Director of Local Government Audit Services, said that LLA is in support of the extension. Representative Jackson said that she spoke with Chairman Walsworth who was in approval of an extension to May 15, 2018. Senator Bishop moved to approve the extension for Vision Academy to May 15, 2018, and with no objection, the motion was approved.

    Wednesday, November 4, 2020 FROM: Jim Harris NOVEMBER 3 PRIMARY ELECTIONS…While the seat of the U.S. presidency remains contested, Louisiana also saw an eventful election night. Elections for state and legislative officials occur in “off years,” but there were contests for congressmen, one U.S. senator, judges and several other positions last night. Overall voter turnout in the state neared 70 percent. U.S. Sen. Bill Cassidy, R-Baton Rouge, handily won reelection with 59 percent of the vote. Of his 14 opponents, the next highest was Democratic Shreveport Mayor Adrian Perkins, who took 19 percent. Each had the backing of their respective national parties. All sitting congressmen were easily reelected: 1st District U.S. Rep. Steve Scalise, R-Metairie (72 percent); 2nd District U.S. Rep. Cedric Richmond, D-New Orleans (64 percent); 3rd District U.S. Rep. Clay Higgins, R-Lafayette (68 percent); 4th District U.S. Rep. Discussion of Organizational Matters Mr. Purpera provided a brief overview of the Legislative Auditor’s office and services provided as well as background on his experience and election to the position of Legislative Auditor. Senator Luneau asked what process should be followed when the members and other legislators receive or learn of allegations or fraud. Mr. Purpera responded that any legislator can call him or send a written request which will start the process and we will do our best to respond to you. We receive calls every day. In your local governments you will hear many things and come across problems or individuals who need help.
