Minutes The minutes of the meeting held on 1 October 2019 were confirmed and signed by the Chairman. 71. Declarations of Interest There were no declarations of interest to report. Statement By The Chairman Prior to the item on public participation, the Chairman advised that there had been five questions/statements in relation to agenda item 16 “Grants to Voluntary and Community Sector”. Cabinet would listen to the various points raised, but were not in a position to answer the specific questions about how much money would be allocated to the sector at this stage. However, he advised that members welcomed all feedback through the consultation process. Page 5 Subject to Cabinet agreeing the recommendation before them, the Council would commence a period of consultation on the draft proposals. The Chairman assured all those present that all of the concerns, comments and questions would be addressed during and after the consultation and the outcome of the consultation would be brought back to the Cabinet at a future meeting. Given the interest expressed, item 16 on the agenda would be brought forward to after public and councillor questions. 72. Public Participation A question was received from Claire Hodgson in relation to the Item 16 on the agenda “Grants to the Voluntary and Community Sector” In the absence of the public speaker the question and response was read out by the Chairman. Public Statements were received from the following members of the public in relation to item 14 “Dorset Council's response to the Landscapes Review Final Report (Glover Review)” and item 16 “Grants to the Voluntary and Community Sector”:- Richard Brown, Yvonne Gallimore, Sarah James, Mark Tattersall, Dougie Scarfe and Michael Dower. A copy of the Questions, Statements and responses are attached to these minutes as appendix A. 73. Questions from Members Three questions were received from members. The questions and answers are attached to these minutes as an appendix B. 74. Forward Plan The Cabinet Forward Plan was received and noted. The following item was brought forward on the agenda given the public interest in the matter. 75. Grants to the Voluntary and Community Sector The Portfolio Holder for Customer, Community and Regulatory Services presented a report setting out proposed consultation on the amalgamation of a range of existing funds into three categories; Earmarked funds, Revenue Grant Scheme and Capital Grant Scheme. He confirmed that the comments made by representatives would form part of the consultation. The proposed approach for Dorset Council was to aim to deliver a fair apportionment of spend across the council area whilst recognising the valuable contributions made by the voluntary and community sector. The Portfolio Holder continued that it was essential to engage with the voluntary sector about the options in order to share to their views and experience. 2 Page 6 Cllrs Batstone and Ezzard addressed Cabinet expressing concerns for the future of voluntary organisations, stating that spending less could have a damaging impact on transformation projects and negatively hit the organisations that the Council relies on for support the most. There were also concerns expressed regarding the future of Arts and Culture. Cllr N Ireland suggested that the consultation period should be 12 weeks in line with the statutory guidelines from the Cabinet Office. In response, the Chief Executive confirmed that these guidelines related to Government consultation and the proposed 6 weeks was inline with LGA procedures. Cllr Rennie welcomed the consultation and suggested the council should consider the hidden social deprivation in rural areas. She also felt that the consultation report should be considered by Scrutiny prior to the final report being brought back to Cabinet.

    State of Dorset May 2019 Diversity Economy Older People Deprivation Children Population Health and Crime Wellbeing Natural and Leisure and Historic Culture Environment Produced by Intelligence, Insight & Performance Introduction Welcome to the State of Dorset for the new Dorset Council area. Following Local Government Reorganisation, Dorset Council came into effect on 1st April 2019, and covers the area previously under West Dorset District Council, Weymouth and Portland Borough Council, North Dorset District Council, East Dorset District Council and Purbeck District Council. The new area comprises a population of 375,100 which is around 49,600 fewer people than the Dorset County Council area. This compendium of bulletins brings together statistical and contextual information relating to ten themes important to Dorset: Children, Crime, Deprivation, Diversity, Economy, Health and Care, Leisure and Culture, Natural and Historic Environment, Older People and Population. These themes cover most aspects of life affecting people living or working in Dorset. In many ways they are inter-related with trends identified in one theme also appearing across the others. For this reason, the bulletins should be looked at as a whole rather than as discrete topics. For example, the increasing number of older people living in Dorset is a factor that directly appears in four of the bulletins and arguably indirectly affects a couple more. We hope that the bulletins will help inform understanding of other reports and data analysis relating to the issues identified. Users may also find the bulletins useful sources of evidence when budget setting, writing funding applications, writing policies and identifying areas for further research.

Minute Update Report (a) Minute 6/14 – Planning Applications (Stratton House) The Committee noted the update on progress of the Stratton House campus planning applications provided by West Dorset District Council. Comments were made about the lack of an overall development plan for the site and English Heritage’s comments relating to the Shire Hall application. Members expressed concern that the Stratton House applicant was proposing to make a financial contribution in lieu of the provision of affordable housing. The Committee considered that the Stratton House campus was in an ideal location for affordable and shared equity housing and there were very few other suitable sites within the Town. It was mentioned that WDDC needed to identify more sites for affordable housing in the new Local Plan. Resolved That the Town Clerk writes to West Dorset District Council expressing the Town Council’s serious concerns about developers making financial contributions in lieu of providing affordable housing in new developments within the Town. (b) Minute 2/14 – Her Majesty’s Prison Site Members were anxious to get a response from WDDC regarding the production of a Development Framework for the Dorchester Prison Site particularly at the site was now being marketed.
