The National Rail Enquiries (NRE) website appears to have coped well with very high volumes 2. The online real time journey planner on the NRE website did not show correct information for some train operating companies (TOCs) 3. The online journey planners on TOC and third-party websites did not generally reflect the contingency timetables in operation 4. Tickets continued to be available for sale online for many trains that would not run 5. Station displays appear to have reflected formal contingency timetables, except for Southeastern 6. Station displays and online Live Departure Boards did not always keep pace with events 7. The NRE call centres appear to have provided good information, but queuing times of 11 or 12 minutes were common. 1 The National Rail Enquiries appears to have coped well with very high volumes We saw no evidence that the NRE website crashed or was slower than usual, despite a large spike in volume (Chris Scoggins reported that the volume on 2 December was twice the previous record peak on 7 January 2010). 2 The online real time journey planner on the NRE website did not show correct information for some train operating companies NRE had to advise passengers not to use the journey planner for enquiries about East Coast, Southeastern and South West Trains.     RURAL EAST LOTHIAN BUS GROUP (RELBUS) response to CMA Merger Investigation: Completed acquisition by East Coast Buses Limited of the east coast operations of First Scotland East Limited. 1. What do you expect to be the outcome of this merger on bus services in the area? There is already a VASTLY improved level of service to passengers as a result of East Coast Buses Ltd (ECB) having acquired the operations of First Scotland East Ltd. in East Lothian. RELBUS hopes that the merger will be allowed to proceed in the interests of passengers. This covers every aspect of operations viz: Reliability: Because of reduced maintenance facilities at First’s Musselburgh depot, for economic reasons, and the general age of the fleet (some vehicles used on all day service were 17 years old) the reliability of First services was appalling, with drivers often booking buses off service mid journey as a previously logged fault had not been attended to. Because of the location of the Musselburgh depot (North Berwick depot had no spare buses) such breakdowns were rarely replaced resulting in gaps in service and abandoned passengers en route. It was not uncommon for a gap of two hours to occur in the hourly service in evenings, Sundays and through to Edinburgh. It was literally a daily occurrence for such breakdowns to occur. With ECB, their fleet is generally newer, and certainly in superb condition and breakdowns in service are very rare and indeed I personally have not become aware of any. Cleanliness of buses First’s buses were only rarely cleaned both externally and internally.

Introduction 1.1 pteg represents the six English Passenger Transport Executives which between them serve more than eleven million people in Tyne and Wear (‘Nexus’), West Yorkshire (‘Metro’), South Yorkshire, Greater Manchester, Merseyside (‘Merseytravel’) and the West Midlands (‘Centro’). 2. Summary 2.1 pteg welcomes this inquiry as we have been concerned for some time about: • the numbers of buses issued with prohibition notices following inspection by VOSA • the patchy punctuality and reliability of bus services, and the low level of resources which is devoted to investigating and enforcing punctuality and performance 2.2 Overall we believe that more attention and resources should be devoted to raising safety management, and vehicle and performance standards, in the bus industry. There is a need for greater policy clarity linked to clear objectives and effective enforcement. 2.3 The key national agencies involved – the Traffic Commissioners and VOSA – appear to have a disjointed and often inharmonious relationship. For VOSA bus reliability issues appear to be a ‘side-show’ when compared with their vehicle safety responsibilities. 2.4 More thought should be given by the DfT as to how the new Passenger Watchdog will relate to the Traffic Commissioners and VOSA. 2.5 The attention currently given to bus safety and performance is in stark contrast to that given to rail. 3.
