The prospective firms to participate in this tender shall necessarily register themselves with above mentioned e-procurement portal. Interested parties, who wish to provide the required equipment/services, have to register on the e-Procurement market place www.apeprocurement.gov.in obtain their bid form and submit their bids online. The Demand Draft or Banker‟s Cheque for Rs.5000/- drawn in favour of the Supplier has to be enclosed along with pre-Bid form to be submitted in the office of the Supplier. Sl. Bid issue Description No 1 Tendering Authority The DISTRICT EDUCATIONAL OFFICER AND EX- OFFICIO PROJECT COORDINATOR, SAMAGRA SHIKSHA, WEST GODAVARI DISTRICT, ELURU. 2 Name of the work Procurement of Physical Education equipment to ( 456 ) High Schools and ( 30 ) Junior Colleges in West Godavari District. 3 Place and Value of The Physical Education equipment to ( commodities to be supplied 456 ) High Schools and ( 30 ) Junior Colleges in West Godavari District to be supplied directly to the School and College points as specified by the Tender Inviting Authority at the time of allotment of tender. The approximate value for supply of Physical Education equipment to ( 456 ) High Schools and ( 30 ) Junior Colleges in West Godavari District to be supplied is 48.60 lakhs. The required quantity of Procurement of Physical Education equipment to ( 456 ) High Schools and ( 30 ) Junior Colleges in West Godavari District, specified, is only tentative and this value may change. 4 Place at which e-Procurement market place Tender document www.apeprocurement.gov.in. available and cost. PROCEDURE FOR BID SUBMISSION: The Tenderer shall submit his response through Bid submission to the Tender Inviting Authority on e-Procurement platform at www.apeprocurement.gov.in by following the procedure: a. The Tenderer is required to register on the e-Procurement market place www.apeprocurement.gov.in and submit their bids online. Offline bids shall not be entertained by the Tender Inviting Authority for the tenders published in e- Procurement platform. b. The Tenderers shall submit their eligibility and qualification details for the Bid in the online standard formats displayed in e-Procurement web site. The Tenderers shall upload the scanned copies of all the relevant certificates, documents etc., in support of their eligibility criteria/technical bids and other certificate/documents in the e- Procurement web site. The Tenderer shall sign on the statements, documents, certificates, uploaded by him, owning responsibility for their correctness/ authenticity. The Tenderer shall submit all the required documents at the time of Pre- qualification & Technical evaluation. 2. REGISTRATION WITH e-PROCUREMENT PLATFORM: For registration and online bid submission Tenderers may contact the Managing Director, Andhra Pradesh Technology Services, Prasadampadu, Vijayawada Ph:9963029443& 3363029423. a. After submission of bid online, the Tenderers are requested to submit the original DD for EMD to the Tender Inviting Authority personally at the time of opening of pre- qualification bid. The DD shall be the same as uploaded through e-procurement portal. The DD of later dates will not be accepted. b. If any of the documents, furnished by the Tenderer is found to be false/fabricated/bogus, the Tenderer is liable for black listing, forfeiture of the EMD, cancellation of work and criminal prosecution. 3. TENDER DOCUMENT: a. The Tenderer is requested to download the tender document and read all the terms and conditions mentioned in the tender Document and seek clarification if any from the Tender Inviting Authority. Any offline bid submission clause in the tender document could be neglected. b. The Tenderer has to keep track of any changes by viewing the Addendum/ Corrigenda issued by the Tender Inviting Authority on time-to- time basis in the e-Procurement platform. The Tendering Authority shall not be responsible for any claims/ problems arising out of this. 4. BID SUBMISSION ACKNOWLEDGEMENT: The Tenderer shall complete the process and steps required for Bid submission. The system will generate an acknowledgement with a unique bid submission number after completing all the prescribed steps and processes by the Tenderer. Users may also note that the bids for which an acknowledgement is not generated by the e-Procurement system are treated as invalid. Such invalid bids are not made available to the Tender Inviting Authority for processing the bids. SECTION INSTRUCTIONS TO TENDERERS 1. ELIGIBILITY CRITERIA MINIMUM ELIGIBILITY CRITERIA FOR PARTICIPATION IN THE BIDS: a. Tenders are called from the interesting eligible firm/ agencies for supply of Physical Education equipment to ( 456 ) High Schools and ( 30 ) Junior Colleges in West Godavari District. b. The Tenderer, who has been blacklisted either by Tender Inviting Authority or by any State Government or Central Government or Public Undertaking, shall not participate in the tender during the period of blacklisting and the certificates of the period of blacklisting are not valid. c. The Tenderer shall demonstrate i. Capability to supply of Physical Education equipment to ( 456 ) High Schools and ( 30 ) Junior Colleges in West Godavari District within (15) days without interruption. ii. Availability of premises, delivery systems for delivering at school points and other infrastructure facilities to execute the work. iii. Availability of key personnel with adequate experience as required to execute the work. The tender document is available on the internet on the website www.apeprocuremnt.gov.in. The same can be downloaded from the internet. The selected Tenderer shall enclose a self declaration at the time of concluding agreement for the supply of 100% of the tender quantity. If the price bid is made for a quantity which is less than the 100% of the tender quantity, the tender will summarily be rejected. The Tenderer shall go through instructions, terms and conditions given in this tender document. Failure to furnish all the requisite information called for in this Tender will be at the Tenderers‟ risk and may result in rejection of the tender. The Tenderer shall download the tender document, sign and upload again confirming that the Tenderer has gone through all the terms and conditions of the tender. 2 AMENDMENT OF BIDDING DOCUMENTS At any time prior to the deadline for submission of bids, the Supplier may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Tenderer, modify the bidding documents by amendment. Any such amendment/corrigendum shall be posted on the e- procurement website only and no other communication shall be made to any firm in this regard. In order to allow prospective Tenderers reasonable time, in which to take the amendment into account in preparing their bids, the Supplier, at its discretion, may extend the deadline for the submission of bids. 3 LANGUAGE OF BID The bid prepared by the Tenderer, as well as all correspondence and documents relating to the bid exchanged by the Tenderer and the Supplier shall be written in English language. Supporting documents and printed literature furnished by the Tenderer may be in another language provided they are accompanied by an accurate translation of the relevant passages in the English language in which case, for purposes of interpretation of the Bid, the translation shall govern. 4 THE DOCUMENTS TO BE UPLOADED: Pre-qualification: a. The Demand Draft/ Bankers Cheque relating to EMD. b. Copies of original documents of registration of Farm, place of registration and principal place of business of the Poultry etc. c. The facilities exist in his/her Farm (Self declaration). d. Undertaking that the Farm is not blacklisted by any Govt./Quasi- Government Department / Organizations. e. Capability statement consisting processing/ supplying capacity per month, business summary, List all facilities, equipment and resources to provide the service(s), technical and other facilities including competent man power, laboratory facilities, delivery systems etc. f. Any other certificate, specified under eligibility criteria.

More than three fourths of the total cropped area is under assured irrigation. The cultivators in this district are by and large fertiliser minded and educated for preventing pests and disease attacks of crops both by cultural and chemical methods. The farmers in this district have long experience in improved methods of cultivation and produce sizeable marketable surplus every year. It is, for these reasons that the Intensive Agricultural Divtrict programme known as the Package Programme was started first in West Godavari District in 1960 aiming at further increasing the production offood and important commercial crops. West Godavari District ranks first among the rice growing districts in the State, both in regard to area under crop and in respect of production. The area under rice in 1970-71 in this district is 384,367 hectares constituting 70.5% of the total cropped area in the district and 10.9% of the total area under the crop in Andhra Pradesh State. The annual outturn of rice in this district is 659,078 tonnes which forms 13.8% of the total outturn in the State.
