To the Honorable Senate and House of Representatives In accordance with the provisions of chapter 509 of the Acts of the year 1924, it becomes my duty to transmit to the General Court tables arranged by senatorial and representative districts showing the votes on the question of ratification by your honor- able bodies of a proposed amendment to the United States Constitution empowering Congress to limit, regulate and prohibit the labor of persons under eighteen years of age, given in the several cities and towns, in the manner prescribed by the Consti- tution and Laws of the Commonwealth, on the fourth day of November last past.

Referendum Question No. 7. “Is it desirable that the general court ratify the following proposed amendment to the constitution of the United States: “Section 1. The Congress shall have power to limit, regulate and prohibit the labor of persons under eighteen years of age. Section 2. The power of the several states is unimpaired by this article except that the operation of State laws shall be suspended to the extent necessary to give effect to legislation enacted by the Con- gress? ” Senatorial Districts,
