Functioning of Cpses ANSWER the MINISTER of STATE for HEAVY GOVERNMENT OF INDIA MINISTRY OF HEAVY INDUSTRIES & PUBLIC ENTERPRISES DEPARTMENT OF PUBLIC ENTERPRISES LOK SABHA UNSTARRED QUESTION NO.1111 TO BE ANSWERED ON 24.07.2018 Functioning of CPSEs 1111: SHRI RAVINDRA KUMAR PANDEY: SHRI NISHIKANT DUBEY: Will the Minister of HEAVY INDUSTRIES AND PUBLIC ENTERPRISES be pleased to state: (a) the number of Central Public Sector Enterprises (CPSEs) functioning in the country, State/UT-wise including Jharkhand at present; (b) the total investment made therein, State/UT-wise especially in Jharkhand; (c) the details of the losses incurred by CPSEs during each of the last three years and the current year; and (d) the details of the efforts made by the Government for the revival of loss-making CPSEs ? ANSWER THE MINISTER OF STATE FOR HEAVY INDUSTRIES AND PUBLIC ENTERPRISES (SHRI BABUL SUPRIYO) (a to c): As per Public Enterprises Survey 2016-17 laid in Parliament on 13.03.2018, there were 331 Central Public Sector Enterprises (CPSEs) functioning in the country as on 31.03.2017. The details of State/UT-wise CPSEs based on location of the registered office including Jharkhand with total investment made therein as on 31.03.2017 and profit/losses for the last three years i.e. 2014-15, 2015-16 and 2016-17 are given at annex. (d): Department of Public Enterprises has issued guidelines on 29.10.2015 for “Streamlining the mechanism for revival and restructuring of sick/incipient sick and weak CPSEs”. As per the guidelines, it is the responsibility of the concerned administrative Ministry/Department to monitor the performance of CPSEs and to take redressal measures by formulating revival/restructuring/disinvestment/closure plans for CPSEs and after obtaining the approval of competent authority, implement the plans. The Film Wing handles matters relating to the film sector. It is involved in the production and distribution of documentary films, development and promotional activities relating to the film industry including training, organization of film festivals, import and export regulations, etc.

Madam, rail transportation is vitally interlinked with the economic development of the country. With the economy slated to grow at a rate of 8-9%, it is imperative that the railways grow at an even faster pace. I see the railways as an artery of this pulsating nation. Our lines touch the lives of humble people in tiny villages, as they touch the lives of those in the bustling metropolises. 4. We are taking a two-pronged approach, scripted on the one hand, by a sustainable, efficient and rapidly growing Indian Railways, and on the other, by an acute sense of social responsibility towards the common people of this nation.

Will the Minister of FINANCE be pleased to state: (a) whether the Government has chalked out any strategy to disinvest the Government's shares in certain loss making PSUs and also to acquire certain PSUs by the profit making PSUs and if so, the details thereof; (b) whether the Union Government has devised new initiatives and policies for the development of Nava Ratna and Mini Ratna Companies in the country; and (c) if so, the details thereof and the performance and loss of the companies of the last two years? Answer THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI ARJUN RAM MEGHWAL) (a): Disinvestment in Central Public Sector Enterprises (CPSEs) is undertaken as per the extant disinvestment policy of the Government which , inter alia, envisages:- (i) Disinvestment through minority stake sale in listed CPSEs to achieve minimum public shareholding norms of 25 per cent. While pursuing disinvestment of CPSEs, the Government will retain majority shareholding, i.e. at least 51% and management control of the Public Sector Undertakings. (ii) Strategic disinvestment by way of sale of substantial portion of Government shareholding in identified CPSEs upto 50 per cent or more, along with transfer of management control. (b) & (c): The Government has already delegated financial and operational powers to the Boards of Navratna and Miniratna Central Public Sector Enterprises (CPSEs) in the areas of capital expenditure, investment in joint ventures/subsidiaries, human resources management, entering into technology joint ventures or strategic alliances, etc.
