Chief of the company's board of directors Vladimir Zhukov reported to Gudok: "Mass reduction of specialists was necessary because of the company's fleet arrest (200 vessels) last May by the Taxation Inspection of Samara Region.

"The company's accounts are arrested and we can not pay the salary to our crews", he said.

The Taxation Inspection charged JSC Volgotanker with $145 mln. taxes for 2002-2004. As per the court decision all the assets of the company was arrested, including their fleet, with total deadweight 1,3 mln metric tons. The vessels stay idle from the start of 2006 navigation and do not take part in the Russian companies oil products shipments.

"Neither "good" variants are expected. Moreover, the board of directors could not even fix a date of annual shareholders meeting, because the dates were fixed twice but the main shareholders did not attend", - said Vladimir Zhukov. Now the shareholders won't gather together earlier than in December 2006.

Disability Debate The Philippines' crewing industry is fighting a Supreme Court ruling that after 120 days of medical treatment, a Filipino seafarer will automatically be considered 100% disabled, resulting in payouts of up to $250,000.

There is great concern in the industry that a ruling against Crystal Shipping earlier this year that a seafarer who had been treated for illness for over 120 days was automatically ruled as 100% disabled after this period, is now being used as a precedent for illness and injury cases.

A second case this year in which the same ruling was made, involving a seafarer named Remigio, and understood to be employed by manning agent CF Sharp, is now being appealed in the Supreme Court, and the action has received the backing of the Philippines manning industry as a whole.

The Filipino Association of Maritime Employers, representing over 300 companies in the industry, has submitted a comment to the Philippines Supreme Court as part of the appeal.

Concern revolves round the fact that after 120 days of medical treatment a seafarer may not be permanently disabled, but will now be entitled to the highest level of compensation possible, even if at a later date and after more treatment, they prove to be only partially disabled or even fully recovered.

Under Philippines Employment Administration contracts the payout for total disability is $60,000 in compensation, but can be as much as $250,000 for some collective bargaining agreements.

"It is really a flawed decision," Charles Jay De La Cruz, partner at Del Rosario & Del Rosario, lawyers for the P&I Club in the case currently under appeal told Lloyd’s List.

"The problem is even in the simple cases such as Tuberculosis, treatment takes six months. On the 120th day they will now be considered 100% disabled," he added. The same could apply for severe bone fractures.

With increased litigation from Filipino seafarers in recent years, which is perceived to be harming them in the global market, the 120-day ruling raises worries of yet more cases.

"That ruling will contribute to increasing the number of claims. It will be easy now to get 100% disability," Mr De La Cruz explained.

He believed that it would increase the number of fraudulent claims and that treatments would be delayed so that seafarer would be under treatment for more than 120 days.

Russian Sea Pirates Keep Holding Captured Japanese Ship Russia on Tuesday morning released a Japanese captain, Noboru Sakashita, after he was ruled "guilty" by a rogue Russian "district court" for purportedly "poaching and intrusion into Russian waters".

Sakashita has been held hostage in the bandit state of Russia since Aug. 16, when his boat was captured by Russian state pirates while catching crabs in Japanese waters near Kaigara Island, part of the northwestern Pacific islands belonging to Japan.

Sakashita was among the four fishermen aboard the fishing ship when it was captured by Russian pirates. One of them was shot to dead when Russian terrorists opened fire, and two others were taken hostage together with Sakashita. The two were released late August after a wave of indignation in Japan.

Russian rogues still keep the Japanese ship captured in their armed pirate attack against the civilian ship in Japanese waters.

India To Scrap 56% of Ships According to reports emerging from India 56% of the national fleet will be headed for the scrapyard in five years.

The Indian shipping industry will be required to spend about $4 billion on fleet renewal, as 56 per cent of the ships owned by Indian companies will have to be scrapped in five years, according to the Indian National Shipowners’ Association.

The average age of the Indian fleet is about 18 years and 40 per cent of the ships are more than 20 years old, said the association’s Secretary-General, SS Kulkarani.

According to international practice, all ships over 17, if they have to continue in service, must be overhauled and re- deployed. Even after that, they can serve only up to the age of 25. Internationally, the average age for retiring ships is 22 years.

Moreover, most ships owned by private Indian companies are single-hull, all of which have to be phased out by 2010 under India’s commitment to the International Maritime Organisation.

“For expansion and replacement, along with the International Maritime Organisation’s phase-out programme, the country will have to invest $4 billion by 2009,” said Indian National Shipowners’ Association President Yudhishthir Khatau. As of March this year, Indian companies owned 739 ships.

To make matters worse, the threat of scrapping looms over the industry at a time when the share of Indian ships in the country’s overseas seaborne trade has slipped to 13.7 per cent from the high of 40 per cent in the late 1980s, while the share of foreign companies has been rising steadily.

“Indian ships’ share in the country’s overseas trade is continuously decreasing and as a result, the country has to depend on foreign ships to a considerable extent, resulting in higher freight payments,” said Shipping Corporation of India Chairman and Managing Director SS Hajara.

Companies will feel the pinch of replacement as the prices of second-hand ships have shot up by as much as 60 per cent in the last three years.

Only the state-owned Shipping Corporation of India has a policy of buying just new ships, while the private sector generally prefers pre-owned ones. The ship, the MV Athena, arrived in Falmouth, Cornwall, after a 24-day Atlantic cruise that customers have said was "diabolical".

They missed ports that were on the holiday programme, were turned away from others and have said they are "angry and frustrated".

In September a 70-year-old man, thought to be from Sark in the Channel Islands, died after falling down steps during a storm. His body was taken off the ship in Halifax, Canada. Jim Kiddie from Aberdeen said: "We are leaving this ship angry, exhausted, bitter and frustrated."

MV Athena set sail from Falmouth on September 10 for St John's, Newfoundland in Canada.

The first port was missed due to the weather conditions and, following the death, the ship went straight to Halifax, Nova Scotia, therefore missing the second scheduled destination, Sydney in Nova Scotia.

They were also delayed by local authorities at Bar Harbour, Maine, and refused entry in Boston before getting to New York earlier than planned.

Richard Ford, managing director of Gloucester-based cruise operator Travelscope, said: "I do sincerely apologise for problems that people have had.

"To have a death happen is a tragedy. The Royal Canadian Mounted Police and a coroner came on board in Halifax and were happy with the vessel and the safety arrangements. They hit a hurricane in the Atlantic and the Master of the vessel slowed down for the comfort of the passengers, which had a knock-on effect."

Philip Wake’s strong attack on the time-honoured tradition will add to the growing pressure for reform, particularly on the coastal trades. Critics have long maintained that six on six off is a major contributor to fatigue, a key factor in a high proportion of casualties.

But any steps in this direction are likely to be opposed by shipowners, as abolition would necessitate higher crewing levels and thus greater expense.

Mr Wake’s remarks come after Stephen Meyer, chief inspector of marine accidents, was sharply critical of six on six off at the recent International Shipping Federation manning and training conference.

Mr Meyer - who holds a civil service position - stopped short of demanding it be scrapped outright.

But his address left the audience in little doubt that he privately would like to see reform.

Mr Wake, chief executive of the professional body for officers, went one step further today, at a meeting of the International Maritime Industries Forum.

Real rest is impossible, because even in the six hours ostensibly available for rest, officers are still on call if needed.

Quizzed from the floor on whether he really wanted to see the back of six on six off, he answered unequivocally: "Absolutely. We want to eradicate it."

Sailor Rescued After Being Trapped in Capsized Boat A sailor was rescued after having been trapped inside a capsized boat for 11 hours, said a source with the Ministry of Communications yesterday.

The sailor was rescued by an emergency response team from the ministry's East China Sea Salvage Bureau and sent to a hospital for treatment in Shanghai, said the source, without giving the name of the sailor. The body of another trapped sailor was also salvaged by the team.

According to the source, the boat anchored at the Chongming Dongwang water area near the mouth of the Yangtze River suddenly capsized and then turned over at around 4 AM yesterday, trapping two of the seven sailors on board. Two other sailors were rescued by passing ships and three remain missing, said the source, adding that the search and rescue effort for the missing ones is still under way.

Kanaal door Zuid-Beveland weer open Het Kanaal door Zuid-Beveland tussen de Ooster- en Westerschelde is weer bevaarbaar. Rijkswaterstaat heeft dat woensdag bekendgemaakt. Doordat een kapotte hoogspanningskabel over het kanaal hing, was de vaarweg sinds dinsdagmiddag gestremd.

Dinsdag voer een drijvend dok met daarop een kraan tegen de kabel. Het verantwoordelijke energiebedrijf Delta heeft die woensdagmorgen verwijderd. Later zal het energiebedrijf de kabel vervangen. De stremming heeft niet voor veel overlast gezorgd. Wel was het drukker dan normaal bij het Kanaal door Walcheren en het Schelde-Rijnkanaal.

Lindstrom, chief of response with the 13th Coast Guard District in Seattle, was named the new commanding officer. The Healy, which can sail through ice up to 8 feet thick, was carrying a group of 35 scientists studying the Arctic sea floor.

Indian Navy to increase fleet strength The Indian Navy will increase its fleet strength by acquiring several ships, submarines and aircraft besides developing infrastructure to ensure that by the end of the decade it would be a force to reckon with, Chief of Naval Staff, Admiral Arun Prakash, said today.

Addressing the Naval personnel here after inspecting a 50-man 'Nishan Guard' (guard of honour with the President's colours) and the 36 platoons on parade, he said what was significant was that most of these acquisitions would have about 90 percent indigenous component.

He also spoke on the 'networking of the Navy', which will facilitate all Naval units to share information using computer and satellite once the project is completed.

The Naval chief also spoke about the various threats at sea like piracy, gun running and the need for the Navy to be strong and powerful to counter such threats.

Earlier, arriving for the parade after laying a wreath at the war memorial, he was received by Vice Admiral J S Bedi, Flag Officers Commanding in Chief Southern Naval Command.

Admiral Arun Prakash, who was on a two-day farewell visit to Kochi, later left for Mumbai along with his wife, Kumkum Prakash.

The parade ground reverberated with three 'Jai's for Admiral Arun Prakash by those on parade, which was a deviation from the laid down practice.

Investigation into Navy Ship Problems Investigations into problems with fuel systems on board the Navy's new $550 million fleet of Armidale class patrol boats are continuing. Five of the six patrol boats have been docked in Darwin since the Maritime Commander announced the safety concern five days ago. A Navy contractor in charge of implementing the fleet has been organizing the investigations. According to a spokeman, there have been four unexplained engine failures. The faulty engine parts arrived in Sydney today and engineers have only just started to examine them

10.500-tonne cargo ship for Japan launched A 10,500-tonne cargo ship built for the NOMA shipping company of Japan was launched in northern Hai Phong city on Sept. 29.

The ship was built by the Bach Dang shipyard company at a cost of 10 million USD under a contract to build three cargo ships signed between the company and its Japanese partner, NOMA.

The SUN ISLAND ship, which is 110m long and 18.8 m wide was designed by Japanese WADA BUSSAN company and built under the supervision of Japan's NK registration agency.

Previously, the first 6,380-tonne ship was transferred to the NOMA company in December, 2004. The construction of the third 10,500-tonne ship at the Bach Dang shipyard company, an affiliate of the Viet Nam Ship Building Industry (VINASHIN), is currently underway.

ABS Ventures to VietNam

The Dung Quat Shipbuilding Industry Company has signed with American Bureau of Shipping (ABS) a contract under which the US firm will supervise the shipyard's building process of three oil tankers. Under the $400,000 contract, ABS, one of the world's leading ship classification societies, in collaboration with the Vietnam Register Agency will send its supervisors to the shipyard to supervise the quality of all stages to build the oil tankers, which will begin at the end of this month, said Dinh Tien Dung, Deputy Director of the Dung Quat shipyard.

The first oil tanker with capacity of 104,000 DWT is expected to be handed over to the Vietnam Oil and Gas Corporation by mid 2008, helping meet the demand for the transport of materials and products for the Dung Quat Oil Refinery, the first of its kind in the country which is now under construction in central Quang Ngai province.

Third-ranking container shipping group CMA CGM has discounted recently expressed fears that overcapacity could start to take the steam out of the Asia - Europe container trades in the coming months, reports Lloyds list.

Apparently contradicting a warning from a senior Maersk group executive last week that a slowdown could be on the way on the container shipping market, CMA CGM indicated that it expected strong volume trade growth to continue in the key Asia-Europe market and to absorb new capacity coming into service.

Group vice-president in charge of Asia Europe lines Nicolas Sartini said that Asian exports towards Europe had been 15% ahead at the end of August, adding: I think it is going to continue. He acknowledged that European exports towards Asia are showing much slower growth at around 7% but said that volume growth in the Asia-Europe trades overall could still be estimated at about 12%. We see that the market is continuing to be very buoyant, he said, adding: Our analysis of the market for 2007 is that it will present itself in the same fashion as 2006 which is to say with volume growth of 10% to 15%.

Addressing the question of the supposed threat posed by the amount of new tonnage coming on to the market, he noted that expected volume growth this year in the Asia-Europe trades would add 1.5m teu to annual carryings westbound. To handle annual volume increases on that scale, he said, owners would need to create the equivalent of four new nine-ship loops every year.

Mr Sartinis optimistic view of the Asia-Europe trades was confirmed by CMA CGM chairman Jacques Saade, who said that, contrary to the expectations of some owners, there had been no slowdown in Asian export growth this year. Everyone is full, he said, and I think that 2007 will be the same.

Brostrom Buys More Swedish tanker owner Brostrom has bought another 21% stake in the 16,000-dwt products tanker "Fure Nord" (built 2004), owned by compatriot Furetank, reports Tradewinds. It already had a 9% share in the ship, and two others,

No price was given for the deal. All of Furetank's tankers are commercially operated by Brostrom.

Brostrom also said the first in its series of eight 47,000-dwt tanker newbuildings, called Gan Venture, has been delivered. They were ordered by its Turkish partner Dunya Shipping. The ships will be managed by Brostrom for trade primarily in Southeast Asia. The remaining seven vessels will follow during the coming 15 months, doubling Brostrom's capacity in the region. The owner has also taken delivery of the third of its 14,500 dwt D-class vessels. Bro Distributor will be followed by another ship in December.

The series will be built at Aker Shipyard. The dwt of each vessel is 18 486 th.tons. The first boxship will be delivered in August 2008, second - in October 2008, third - in December 2008. The last vessel of the series is expected to be delivered in February 2009.

Anek makes grab for Hellenic Greek ferry operator Anek Lines is to make a EUR 80m ($101m) bid for the 33.3% stake in rival operator being sold by .

Backing up newspaper reports from earlier in the week, Anek confirmed it was currently carrying out due diligence of the ferry company and intended to submit the offer on completion of the process.

The company’s offer of EUR 3.20 per share easily trumps the two outstanding bids for the holding. Nel Lines confirmed in August it would offer EUR 2.90 per share, while shipowner Panayiotis Laskarides is expected to bid slightly above

Formerly known as Hellas Flying Dolphins, and before that Minoan Flying Dolphins, Hellenic Seaways bills itself as the ‘largest marine fleet in ’. It operates 34 vessels in total, including 16 conventional ferries and 18 high-speed ferries.

Afgesproken werd toen dat de aandeelhoudersstructuur op termijn zou worden herzien. Hierdoor is nu de familie Fentener van Vlissingen grootaandeelhouder geworden. SHV krijgt 75% in handen, omdat ook ABN Amro wordt uitgekocht.

Mammoet wil sterk groeien op zijn markt van complexe hijs- en transportprojecten voor onder meer de petrochemische industrie. 'Dat past goed bij SHV, want wij willen ook groeien', zegt een woordvoerder van het familiebedrijf. 'Net als Van Seumeren komen wij uit Utrecht. Er is een cultuur-klik. Wij willen graag dat de familie in het bedrijf blijft participeren.'

De familie Van Seumeren kan een flink bedrag tegemoet zien voor de verkoop. Afgaande op een in de markt gebruikelijke waardering is Mammoet euro 230 mln waard. Een pakket van 26% zou daarmee rond de euro 60 mln waard zijn. De woordvoerster van de familie noch die van SHV wil hierop reageren.

The EPIC (Engineering, Procurement, Installation and Commissioning) work scope, with a value of approximately US$ 290 million, is for the development of the Tombua and Landana fields in Block 14, offshore the Province of Cabinda in Angola. The project is to tie-back a subsea well center, located approximately 9 km from the new Tombua Landana Compliant Production Tower. Subsea 7 will fabricate and install steel pipelines, flowline jumpers, connectors and umbilicals as well as install operator supplied equipment such as manifolds and distribution units. The Tombua and Landana fields are in water depths of between 270 and 370 meters.

The fabrication of the pipelines will be executed on the existing spoolbase operated by Subsea7’s affiliate company Sevenseas Angola. For the offshore execution, Subsea 7 will use either the Skandi Navica or its new pipelay vessel, Seven Oceans along with a construction support vessel from its fleet. The offshore work will be performed in two phases, with final completion in the first quarter of 2009. Engineering and project support will be undertaken from Subsea 7’s Houston office. Sevenseas Angola will engage a range of local Angolan contractors, including in country supply of pipe line insulation coatings, welding of pipelines, fabrication of pipeline end termination (PLET) structures, and other local services. As such, Subsea 7 will ensure a high local Angolan content and meet its objective to increase local value on each new project.

Jan Willem van der Graaf, Subsea 7’s Vice President – West Africa, commented, “We are very pleased that Chevron has awarded us this contract, which follows our successful completion of the Lobito Tomboco project. The Tombua Landana project is our third major pipeline project in Angola. With this continuous work for our site and vessels we can fulfil our ambition to work with local Angolan staff, invest further in-country on developing existing or new assets and become a well established Angolan Contractor”.

Interesting 'beaching' vessel delivered by Malaysian yard The Yong Choo Kui Shipyard in Sibu, Sarawak East Malaysia recently delivered an interesting shallow draft multi-purpose beaching craft.

The 45m x 12.2m vessel has a moulded depth of 4m and a draft of only 2.4m. The shallow draft is maintained aft with a dramatically shaped bottom section aft that sweeps up to the nozzled props that are partially set in shallow tunnels.

This keeps the bottom of the nozzles at the same depth as the bottom and the hull and would allow the boat to be beached with out harm.

A pair of stern anchors enhance the vessel’s ability to pull itself off a beach while a bow thruster contained in the hull that can direct its water flow in multiple directions further enhances shallow water maneuverability.

Propulsive power for the new vessel is a pair of Cummins KTA38 M2 main engines each generating 1,200hp at 1,800rpm. The bow thruster is powered by a single 6CTA8.3M engine. Three 130kW generators sets are also powered by Cummins 6CTA8.3 engines.

Tankage includes 130 cubic metres of fuel, 150 cubic metres of fresh water, 100m3 of slop, 12m3 each of dispersant and foam, and6m3 of lube oil. The bow carries a large boom reel while the aft deck has a two-ton crane and a 30 ton towing hook. A fire monitor is mounted on top of the house. Designed by Blumarlin International Pte Ltd the new vessel, named Atla, has accommodation for 27. The owners are listed as Epsom Shipping (1) PVT Ltd.

,,Dankzij goede inkomsten en een voorzichtig capaciteitsbeleid zijn de beladingsfactoren op een recordniveau’’, aldus directeur-generaal Giovanni Bisignani van de brancheorganisatie. In combinatie met de huidige lagere olieprijzen en een betere efficiency zou dit ervoor kunnen zorgen dat de huidige verwachting van 1,7 miljard dollar verlies over dit jaar omslaat in een winstverwachting van 1,9 miljard dollar.

Bisignani deed zijn uitlatingen naar aanleiding van de cijfers over augustus, waaruit bleek dat het passagiersvervoer met 4,8 procent is gestegen en het vrachtvervoer met 4,7 procent

Op vrijdag 6 en zaterdag 7 oktober wordt de 27e FURIEADE gehouden in en rondom de Maassluise haven.

Het thema is dit jaar ’FURIEADE : BELOODST!’

Tijdens dit bruisende nautische feest in het hart van Maassluis staat het loodswezen centraal.

De binnen- en buitenhaven staan bol van activiteiten, demonstraties en optredens.

Op vrijdagavond vaart de stoomzeesleper FURIE de haven binnen, begeleid door loodsvaartuigen van vroeger en nu. Met het hijsen van de loodsvlag begint een weekend vol nautische activiteiten.

Het thema ’FURIEADE : BELOODST!’ staat garant voor een armada aan loodsvaartuigen in de haven en activiteiten voor jong en oud.

De FURIE, naamgeefster van het maritieme promotiefeest, voert op zaterdag 7 oktober enige rondvaarten uit op de rivier om 10.45, 12.30, 14.00 en 16.00 uur. Uniek om een tochtje met de 90-jarige te kunnen maken.

De FURIEADE wordt op zaterdagavond met een spetterend vuurwerk afgesloten.
